obligate or expend any direct financial 
assistance to the ,government of        
,pakistan unless the ,president         
certifies to ,congress that--  7#a7 ,dr4
 ,shakil ,afridi has been released from 
prison in ,pakistan2  7#b7 any criminal 
charges brought against ,dr4 ,afridi1   
including treason1 have been dropped2   
and  7#c7 ,dr4 ,afridi has been allowed 
to leave ,pakistan1 if such departure is
 necessary to ensure his freedom4
