amend the ,fair ,credit ,reporting ,act 
to clarify ,federal law with respect to 
reporting full-file alternative data1   
including positive and negative consumer
 credit information to consumer         
reporting agencies by public utility or 
telecommunications companies1 and for   
other purposes4  #a4 ,short title ,this 
,act may be cited as the ,the ,credit   
,access and ,inclusion ,act4  #b4       
,full-file alternative data1 including  
positive and negative credit reporting  
permitted  7a7 ,in general ,section #fbc
 of the ,fair ,credit ,reporting ,act   
7#ae ,u4,s4,c4 #afhas-#b7 is amended by 
adding at the end the following new     
subsection3  7f7 ,full-,file credit     

reporting  7#a7 ,rule of construction   
,nothing in this ,act1 or any regulation
 or rule established pursuant to this   
,act1 shall be construed as to prohibit 
a person from furnishing the following  
information relating to a consumer to a 
consumer reporting agency3 7,a7         
,identifying information ,a consumer's  
full name1 telephone number1 mother's   
maiden name1 address1 zip code1 date of 
birth1 any generational designation1    
social security number1 or any other    
similar consumer identifiers or         
combination thereof4  7,b7 ,transactions
 or experiences ,information solely as  
to transactions or experiences between  
the consumer and the person furnishing  
the information4  7,c7 ,public          
information ,public record information4 
7,d7 ,performance of consumer ,the      
performance of a consumer making        
payments under a real property lease or 
pursuant to a contract for a utility or 
telecommunication service4  7#b7        
,limitations ,information about a       

consumer's usage of any public utility  
service may be furnished to a consumer  
reporting agency only to the extent that
 such information relates to payment by 
the consumer for the services of such   
public utility or other terms of the    
provision of services to the consumer1  
including any deposit1 discount1 or the 
conditions for interruption or          
termination of the services4  7#c7      
,utility or telecommunication service   
,for purposes of this subsection1 the   
term utility or telecommunication       
service means an entity that provides   
utility services to the public through  
pipe1 wire1 landline1 wireless1 cable1  
or other connected facilities1 or radio1
 electronic1 or similar transmission    
7including the extension of such
