to ensure that the coverage offered     
under multi-,state qualified health     
plans offered in ,exchanges is          
consistent with the ,federal abortion   
funding ban4  #a4 ,short title ,this    
,act may be cited as the ,preventing the
 ,offering of ,elective ,coverage of    
,taxpayer-,funded-,abortion ,act of     
#bjac or the ,,protect ,act4  #b4       
,consistency with ,federal abortion     

funding ban for coverage under          
multi-,state plans in exchanges  7a7 ,in
 general ,paragraph 7#f7 of section     
#accd7;a7 of the ,patient ,protection   
and ,affordable ,care ,act 7#db         
,u4,s4,c4 #ahjed7;a77#f77 is amended to 
read as follows3  7#f7 ,consistency with
 federal abortion funding ban  7,a7 ,in 
general ,in entering into contracts     
under this subsection1 the ,director    
shall ensure that no multi-,state       
qualified health plan offered in an     
,exchange provides for coverage of      
abortions4  7,b7 ,exception ,the        
limitation established in subparagraph  
7,a7 shall not apply to an abortion--   
7i7 if the pregnancy is the result of an
 act of rape or incest2 or  7ii7 in a   
case where a woman suffers from a       
physical disorder1 physical injury1 or  
physical illness that would1 as         
certified by a physician1 place the     
woman in danger of death unless an      
abortion is performed1 including a      
life-endangering physical condition     

caused by or arising from the pregnancy 
itself4  4  7b7 ,preemption ,section    
#acjc7;c7 of the ,patient ,protection   
and ,affordable ,care ,act 7#db         
,u4,s4,c4 #ahjbc7;c77 is amended--  7#a7
 in paragraph 7#a71 by striking ,nothing
 in this ,act and inserting ,subject to 
paragraph 7#d71 nothing in this ,act2   
and  7#b7 by adding at the end the      
following3  7#d7 ,application of        
limitation for multi-state plans        
,paragraph 7#f7 of section #accd7;a7    
shall preempt any ,state law requiring  
coverage of or funding for abortions    
with respect to the application of such 
law to multi-,state qualified health
