,a ,,bill  ,to require the ,secretary of
 the ,air ,force to retain the current  
leadership rank1 aircraft1 and core     
functions of the #cedth ,fighter ,wing  
and the #ahth ,aggressor ,squadron at   
,eielson ,air ,force ,base and to       
require reports on proposed activities  
at such installation4  #a4 ,short title 
,this ,act may be cited as the ,america 
,needs ,eielson ,air ,force ,base ,act  
of #bjac4  #b4 ,retention of leadership 
rank1 aircraft1 and core functions of   
the #cedth ,fighter ,wing and the #ahth 
,aggressor ,squadron at ,eielson ,air   
,force ,base1 ,alaska ,the ,secretary of
 the ,air ,force shall retain the       
current leadership rank1 aircraft1 and  
core functions of the #cedth ,fighter   

,wing and the #ahth ,aggressor ,squadron
 at ,eielson ,air ,force ,base1 ,alaska1
 with the same integrated mission       
elements1 responsibilities1 and         
capabilities as existed as of ,november 
#a1 #bjaa1 until the later of--  7#a7   
the date that is #ahj days after the    
,national ,commission on the ,structure 
of the ,air ,force submits to the       
congressional defense committees the    
report required under section #cfc of   
the ,national ,defense ,authorization   
,act for ,fiscal ,year #bjac 7,public   
,law #aab-bci72 and  7#b7 the date the  
,secretary of ,defense submits to the   
congressional defense committees the    
report required under section #c7;a74   
#c4 ,additional reports required  7a7   
,report on strategic importance  7#a7   
,in general ,the ,secretary of ,defense1
 in consultation with the ,secretary of 
,homeland ,security1 shall submit to the
 congressional defense committees a     
report on the strategic importance of   
,eielson ,air ,force ,base4  7#b7       

,content ,the report required under     
paragraph 7#a7 shall include--  7,a7 an 
analysis of the strategic value of      
,eielson ,air ,force ,base to operations
 in the ,pacific ,area of               
,responsibility and elsewhere2 including
 the geographic advantage of ,eielson   
,air ,force ,base in global deployment  
of airpower1 military personnel1 and    
logistical support2  7,b7 the usefulness
 of ,eielson ,air ,force ,base to       
potential future missions1 including    
military and humanitarian missions in a 
changing ,arctic region2  7,c7 the      
basing of ,f-#ce aircraft2  7,d7 the    
potential for relocation of combat coded
 aircraft from overseas bases2  7,e7    
maintenance and expansion of the ,north 
,pacific air refueling bridge2  7,f7    
remote piloted vehicle basing2 and  7,g7
 proximity of ,eielson ,air ,force ,base
 to the ,joint ,pacific ,alaska ,range  
,complex4  7b7 ,environmental ,impact   
,statement and ,record of ,decision     
7#a7 ,in general ,the ,secretary of the 

,air ,force may not change the aircraft 
or core functions of the #cedth ,fighter
 ,wing and the #ahth ,aggressor         
,squadron at ,eielson ,air ,force ,base1
 ,alaska1 or the integrated mission     
elements1 responsibilities1 and         
capabilities that existed at such       
installation as of ,november #a1 #bjaa1 
until the completion of an              
,environmental ,impact ,statement and a 
,record of ,decision relating to the    
proposed changes4  7#b7 ,consideration  
of strategic importance report          
information ,the ,environmental ,impact 
,statement shall assess the information 
submitted in the report required under  
subsection 7a7 and the ,record of       
,decision shall reconcile the action    
decided upon with the findings of the   
report4  #d4 ,congressional defense     
committees defined ,in this ,act1 the   
term congressional defense committees   
has the meaning given the term in       
section #aja of title #aj1 ,united      
,states ,code4  #e4 ,rule of            

construction ,nothing in this ,act shall
 be construed to relieve the ,secretary 
of the ,air ,force of the obligation to 
comply with any other conditions        
precedent in law or regulation which    
govern any proposed modification to     
current operations at ,eielson ,air     
,force ,base after the dates referred to
 in sections #b and #c4
