bill2 which was read twice and referred 
to the ,committee on the ,budget  ,a    
,,bill  ,to amend title #ca1 ,united    
,states ,code1 to provide that the      
,president's annual budget submission to
 ,congress list the current fiscal year 
spending level for each proposed program
 and a separate amount for any proposed 
spending increases1 and for other       
purposes4  #a4 ,current service level   
budgeting amendments  7a7 ,president's  
budget submission ,section #aaje of     
title #ca1 ,united ,states ,code1 is    
amended as follows3  7#a7 ,in subsection
 7a7--  7,a7 by striking 7#cg7 the list 
and inserting 7#ci7 the list2 and  7,b7 
by adding at the end the following3     
7#dj7 a list of each program1 and the   
proposed funding level for such program1
 that will be a one-time expense for the

 fiscal year for which the budget is    
submitted4  7#da7 in addition to the    
performance standards requirements of   
paragraph 7#bh71 a proposal1 by budget  
function and agency1 for spending       
reductions in spending for each of the  
#d fiscal years after the fiscal year   
for which the budget is submitted4  4   
7#b7 ,by adding at the end the          
following3  7i7 7#a7 ,notwithstanding   
any other provision of this chapter1    
with respect to each item in the budget 
submitted under this section that is    
being conducted in the current fiscal   
year1 the ,president shall provide the  
following3  7,a7 ,the amount            
appropriated or otherwise made available
 for such item in such year4  7,b7 ,the 
amount 7if any7 of a proposed adjustment
 in the funding level for such item and 
the justification for such change4  7#b7
 ,if the ,president proposes an         
adjustment under paragraph 7#a77;,b7    
that will result in an increase in      
funding with respect to an item in the  

budget1 the ,president shall include    
with such proposal the following3  7,a7 
,the amount of such adjustment which is 
a result of inflation4  7,b7 ,the amount
 of such adjustment that is a result of 
an increase in salaries or benefits for 
employees4  4  7b7 ,current programs and
 activities estimates ,section #aaji of 
title #ca1 ,united ,states ,code1 is    
amended as follows3  7#a7 ,in subsection
 7a7--  7,a7 in the first sentence1 by  
striking were carried and all that      
follows through change in policy and    
inserting received the same amount of   
budget authority as provided in the     
current fiscal year2 and  7,b7 in the   
third sentence1 by striking ,the        
,president and inserting ,consistent    
with the requirements of subsection 7c71
 the ,president4  7#b7 ,by adding at the
 end the following3  7c7 ,with respect  
to each program listed under subsection 
7a71 the ,president shall provide--     
7#a7 the amount appropriated or         
otherwise made available for such       

program in the current fiscal year2 and 
7#b7 a separate amount 7if any7 of the  
expected increase in the following      
fiscal year for such program due to     
inflation1 pay increases1 or benefit    
increases4  4
