similar purposes for preceding fiscal years may be transferred to the ,government ,printing ,office revolving fund for carrying out the purposes of this heading1 subject to the approval of the ,committees on ,appropriations of the ,house of ,representatives and ,senate4 ,government ,printing ,office ,revolving ,fund ,for payment to the ,government ,printing ,office ,revolving ,fund1 #h1jfd1jjj for information technology development3 ,provided1 ,that the ,government ,printing ,office is hereby authorized to make such expenditures1 within the limits of funds available and in carrying out the programs and purposes set forth in the budget for the current fiscal year for the ,government ,printing ,office ,revolving ,fund3 ,provided further1 ,that not more than #g1ejj may be expended on the certification of the ,public ,printer in connection with official representation and reception expenses3 ,provided further1 ,that the revolving fund shall be available for the hire or purchase of not more than #ab passenger motor vehicles3 ,provided further1 ,that expenditures in connection with travel expenses of the advisory councils to the ,public ,printer shall be deemed necessary to carry out the provisions of title #dd1 ,united ,states ,code3 ,provided further1 ,that the revolving fund shall be available for temporary or intermittent services under section #caji7;b7 of title #e1 ,united ,states ,code1 but at rates for individuals not more than the daily equivalent of the annual rate of basic pay for level ,v of the ,executive ,schedule under section #ecaf of such title3 ,provided further1 ,that activities financed through the revolving fund may provide information in any format3 ,provided further1 ,that the revolving fund and the funds provided under the headings ,office of ,superintendent of ,documents and ,salaries and ,expenses may not be used for contracted security services at ,,gpo's passport facility in the ,district of ,columbia4 ,,government ,,accountability ,,office ,salaries and ,expenses ,for necessary expenses of the ,government ,accountability ,office1 including not more than #ab1ejj to be expended on the certification of the ,comptroller ,general of the ,united ,states in connection with official representation and reception expenses2 temporary or intermittent services under section #caji7;b7 of title #e1 ,united ,states ,code1 but at rates for individuals not more than the daily equivalent of the annual rate of basic pay for level ,,iv of the ,executive ,schedule under section #ecae of such title2 hire of one passenger motor vehicle2 advance payments in foreign countries in accordance with section #ccbd of title #ca1 ,united ,states ,code2 benefits comparable to those payable under sections #ija7e71 7#f71 available without fiscal year limitation3 ,provided further1 ,that this appropriation and appropriations for administrative expenses of any other department or agency which is a member of the ,national ,intergovernmental ,audit ,forum or a ,regional ,intergovernmental ,audit ,forum shall be available to finance an appropriate share of either ,forum's costs as determined by the respective ,forum1 including necessary travel expenses of non-,federal participants3 ,provided further1 ,that payments hereunder to the ,forum may be credited as reimbursements to any appropriation from which costs involved are initially financed4 ,administrative ,provision ,,electronic ,,system ,,for ,,filing ,,bid ,,protests #acja4 ,section #ceee7;c7 of title #ca1 ,united ,states ,code1 is amended-- 7#a7 ,training and ,development ,act 7#b ,u4,s4,c4 #aaje71 #dcj1jjj4 ,,ii ,,general ,,provisions ,,maintenance ,,and ,,care ,,of ,,private ,,vehicles #bja4 ,no part of the funds appropriated in this ,act shall be used for the maintenance or care of private vehicles1 except for emergency assistance and cleaning as may be provided under regulations relating to parking facilities for the ,house of ,representatives issued by the ,committee on ,house ,administration and for the ,senate issued by the ,committee on ,rules and ,administration4 ,,fiscal ,,year ,,limitation #bjb4 ,no part of any appropriation contained in this ,act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein4 ,,rates ,,of ,,compensation ,,and ,,designation #bjc4 ,whenever in this ,act any office or position not specifically established by the ,legislative ,pay ,act of #aibi 7#df ,stat4 #cb et seq47 is appropriated for or the rate of compensation or designation of any office or position appropriated for is different from that specifically established by such ,act1 the rate of compensation and the designation in this ,act shall be the permanent law with respect thereto3 ,provided1 ,that the provisions in this ,act for the various items of official expenses of ,members1 officers1 and committees of the ,senate and ,house of ,representatives1 and clerk hire for ,senators and ,members of the ,house of ,representatives shall be the permanent law with respect thereto4 ,,consulting ,,services #bjd4 ,the expenditure of any appropriation under this ,act for any consulting service through procurement contract1 under section #caji of title #e1 ,united ,states ,code1 shall be limited to those contracts where such expenditures are a matter of that the total ,,lbfmc costs to be shared among all participating legislative branch entities 7in such allocations among the entities as the entities may determine7 may not exceed #b1jjj4 ,,landscape ,,maintenance #bjg4 ,the ,architect of the ,capitol1 in consultation with the ,district of ,columbia1 is authorized to maintain and improve the landscape features1 excluding streets1 in the irregular shaped grassy areas bounded by ,washington ,avenue1 ,,sw1 on the northeast1 ,second ,street1 ,,sw1 on the west1 ,square #ehb on the south1 and the beginning of the ,i-#cie tunnel on the southeast4 ,,limitation ,,on ,,transfers #bjh4 ,none of the funds made available in this ,act may be transferred to any department1 agency1 or instrumentality of the ,united ,states ,government1 except pursuant to a transfer made by1 or transfer authority provided in1 this ,act or any other appropriation ,act4 ,,guided ,,tours ,,of ,,the ,,capitol #bji4 7a7 ,except as provided in subsection 7b71 none of the funds made available to the ,architect of the ,capitol in this ,act may be used to eliminate or restrict guided tours of the ,united ,states ,capitol which are led by employees and interns of offices of ,members of ,congress and other offices of the ,house of ,representatives and ,senate4 7b7 ,at the direction of the ,capitol ,police ,board1 or at the direction of the ,architect of the ,capitol with the approval of the ,capitol ,police ,board1 guided tours of the ,united ,states ,capitol which are led by employees and interns described in subsection 7a7 may be suspended temporarily or otherwise subject to restriction for security or related reasons to the same extent as guided tours of the ,united ,states ,capitol which are led by the ,architect of the ,capitol4 ,open ,world ,leadership ,center #baj4 7a7 ,notwithstanding any other provision of law1 the ,librarian of ,congress may transfer up to #f1jjj1jjj from the funds described in section #abja of title ,i of this ,act to the ,open ,world ,leadership ,center ,trust ,fund for use as provided under section #cac of the ,legislative ,branch ,appropriations ,act1 #bjja 7#b ,u4,s4,c4 #aaea74 7b7 ,the ,board of ,trustees of the ,open ,world ,leadership ,center may1 pursuant to its authority under section #cac7;c77#b7 of the ,legislative ,branch ,appropriations ,act1 #bjja 7#b ,u4,s4,c4 #aaea7;c77#b771 solicit1 accept1 and use donations to the ,open ,world ,leadership ,center ,trust ,fund for the purpose of reimbursing the funds described in subsection 7a7 for any amounts transferred to the ,trust ,fund under
