 ,committee on ,energy and ,natural     
,resources  ,a ,,bill  ,to provide for  
the inclusion of ,lease ,sale #bbj in   
the outer ,continental ,shelf leasing   
program for fiscal years #bjab-bjag1 to 
revise the map for the ,mid-,atlantic   
planning area1 and for other purposes4  
#a4 ,short title ,this ,act may be cited
 as the ,virginia ,outer ,continental   
,shelf ,energy ,production ,act of      
#bjac4  #b4 ,definitions ,in this ,act3 
7#a7 ,lease sale #bbj ,the term ,lease  
,sale #bbj means the sale of ,federal   
oil1 gas1 wind1 or alternative and      
renewable energy exploration leases in  
the outer ,continental ,shelf planning  
area located off the coast of the       
,state4  7#b7 ,qualified revenues ,the  
term qualified revenues means all       

rentals1 royalties1 bonus bids1 and     
other sums due and payable to the       
,united ,states under a lease sale      
conducted under section #c7;a77#a74     
7#c7 ,secretary ,the term ,secretary    
means the ,secretary of the ,interior4  
7#d7 ,state ,the term ,state means the  
,state of ,virginia4  #c4 ,outer        
continental shelf energy leases off the 
coast of the ,state of ,virginia  7a7   
,authorization of lease sales ,in       
carrying out the outer ,continental     
,shelf leasing program for fiscal years 
#bjab-bjag prepared under section #ah of
 the ,outer ,continental ,shelf ,lands  
,act 7#dc ,u4,s4,c4 #acdd71 the         
,secretary shall--  7#a7 include in the 
schedule of proposed lease sales--  7,a7
 ,lease ,sale #bbj2 and  7,b7 any areas 
off the coast of the ,state that are    
included in the ,mid-,atlantic planning 
area as a result of the revision to the 
map under section #d7;b72 and  7#b7     
provide that the ,secretary shall not   
make any tract available for lease under

 paragraph 7#a7 if the ,president1 in   
consultation with the ,committees on    
,armed ,services of the ,senate and the 
,house of ,representatives1 determines  
that the lease of that tract would      
conflict with military operations       
relating to national security4  7b7     
,disposition of revenues  7#a7 ,in      
general ,notwithstanding section #i of  
the ,outer ,continental ,shelf ,lands   
,act 7#dc ,u4,s4,c4 #acch7 and subject  
to the provisions of this section1 for  
each applicable fiscal year1 the        
,secretary of the ,treasury shall       
deposit--  7,a7 #ej percent of any      
qualified revenues in the general fund  
of the ,treasury2 and  7,b7 #ej percent 
of any qualified revenues in a special  
account in the ,treasury to be used for 
the purposes described in paragraph     
7#b74  7#b7 ,disposition of revenues to 
,state ,of the qualified revenues       
described in paragraph 7#a77;,b7--  7,a7
 #ge percent shall be disbursed to the  
,state2 and  7,b7 #be percent shall be  

used1 at the discretion of the          
,president--  7i7 to enhance ,state land
 and water conservation efforts2  7ii7  
to improve ,state public transportation 
projects2 and  7iii7 to establish ,state
 alternative and renewable energy       
systems4  #d4 ,revised map of the       
mid-atlantic planning area  7a7         
,definition of mid-,atlantic state ,in  
this section1 the term ,mid-,atlantic   
,state means each of the ,states of     
,delaware1 ,north ,carolina1 ,maryland1 
and ,virginia4  7b7 ,revision of map    
,subject to subsection 7c71 the         
,secretary shall revise the ,bureau of  
,ocean ,energy ,management1 ,regulation 
and ,enforcement map entitled ,atlantic 
,,nad #hc ,federal ,outer ,continental  
,shelf 7,,ocs7 ,administrative          
,boundaries and dated ,january #bjaj to 
ensure that the square footage of the   
leasable area in the ,mid-,atlantic     
planning area is directly proportional  
to the length of the tidal shoreline of 
the ,mid-,atlantic ,states1 as          

determined using the information on     
tidal shorelines provided in the        
document published by the ,national     
,oceanic and ,atmospheric               
,administration entitled ,the ,coastline
 of the ,united ,states and numbered    
,,noaa_/,,pa #gajdf 7#aige74  7c7       
,limitation ,nothing in this section    
affects the boundary of ,lease ,sale
