,congress indicating how amounts could  
be transferred within agencies and      
departments for fiscal year #bjac to    
avoid all furloughs or reductions in    
force4  #a4 ,short title ,this ,act may 
be cited as the ,protecting ,america's  
,civilian ,employees ,act or the ,,pace 
,act4  #b4 ,,omb report to ,congress    
,the ,director of the ,office of        
,management and ,budget shall prepare   
and submit a report to ,congress        
indicating how amounts could be         
transferred within agencies and         
departments for fiscal year #bjac to    
avoid all furloughs or reductions in    
force without increasing the deficit of 

the ,government for that fiscal year4   
#c4 ,timeline ,the report described in  
section #a shall be submitted to the    
,congress not later than #cj days after 
the date of enactment of this ,act4
