transfer1 retransfer1 or delivery of    
,f-#af aircraft1 ,m#a tanks1 and certain
 other defense articles or defense      
services to the ,government of ,egypt4  
#a4 ,short title ,this ,act may be cited
 as the ,support ,democracy in ,egypt   
,act4  #b4 ,suspension of sales1 leases1
 transfers1 retransfers1 or delivery of 
covered defense articles and defense    
services to ,egypt  7a7 ,suspension     
,notwithstanding any other provision of 
law1 the ,united ,states ,government    
shall not license1 approve1 facilitate1 
or otherwise allow the sale1 lease1     
transfer1 retransfer1 or delivery of any
 covered defense article or defense     

service to the ,government of ,egypt    
unless the ,president submits to        
,congress a certification described in  
subsection 7b7 and a notification       
described in subsection 7c74  7b7       
,certification ,a certification referred
 to in subsection 7a7 is a certification
 that contains a determination of the   
,president that each of the following   
conditions has been met3  7#a7 ,the     
,government of ,egypt is working to     
curtail support for terrorist activities
 conducted by foreign terrorist         
organizations4  7#b7 ,the ,government of
 ,egypt has adopted policies that       
promote religious and political freedoms
 for the people of ,egypt4  7#c7 ,the   
,government of ,egypt is carrying out   
concerted efforts to enforce access     
along the ,sinai ,peninsula1 including  
to stop illegal weapons smuggling       
between ,egypt and ,gaza4  7#d7 ,the    
,government of ,egypt is fully          
implementing all aspects of the #aigi   
,peace ,treaty between ,egypt and       

,israel4  7c7 ,notification ,a          
notification referred to in subsection  
7a7 is a notification of the ,president 
that is submitted to ,congress not less 
than #cj days prior to the proposed     
sale1 lease1 transfer1 retransfer1 or   
delivery of any covered defense article 
or defense service1 as the case may be1 
in accordance with procedures applicable
 to reprogramming notifications under   
section #fcd;,a7a7 of the ,foreign      
,assistance ,act of #aifa 7#bb ,u4,s4,c4
 #bcid-a7;a774  7d7 ,waiver ,the        
,president may waive the application of 
subsection 7a7 if the ,president        
determines and certifies to ,congress   
that it is in the national security     
interests of the ,united ,states to do  
so4  7e7 ,definitions ,in this section3 
7#a7 ,covered defense article or defense
 service ,the term covered defense      
article or defense service means any    
,f-#af aircraft1 ,m#a tank1 or other    
defense article or defense service      
listed in ,category ,,vi1 ,,vii1 or     

,,viii of the ,united ,states ,munitions
 ,list4  7#b7 ,foreign terrorist        
organization ,the term foreign terrorist
 organization means an organization     
designated as a foreign terrorist       
organization by the ,secretary of ,state
 in accordance with section #bai7;a7 of 
the ,immigration and ,nationality ,act  
7#h ,u4,s4,c4 #aahi7;a774  7#c7 ,united 
,states ,munitions ,list ,the term      
,united ,states ,munitions ,list means  
the list referred to in section
