may be cited as the ,new ,philadelphia1 
,illinois1 ,study ,act4  #b4 ,findings  
,congress finds that--  7#a7 ,frank     
,mc,worter1 an enslaved man1 bought his 
freedom and the freedom of #ae family   
members by mining for crude niter in    
,kentucky caves and processing the mined
 material into saltpeter2  7#b7 ,new    
,philadelphia1 founded in #ahcf by      
,frank ,mc,worter1 was the first town   
planned and legally registered by a free
 ,african-,american before the ,civil   
,war2  7#c7 the first railroad          
constructed in the area of ,new         
,philadelphia bypassed ,new             
,philadelphia1 which led to the decline 
of ,new ,philadelphia2 and  7#d7 the    

,new ,philadelphia site--  7,a7 is a    
registered ,national ,historic          
,landmark2  7,b7 is covered by farmland2
 and  7,c7 does not contain any original
 buildings of the town or the ,mc,worter
 farm and home that are visible above   
ground4  #c4 ,definitions ,in this ,act3
  7#a7 ,secretary ,the term ,secretary  
means the ,secretary of the ,interior4  
7#b7 ,study ,area ,the term ,study ,area
 means the ,new ,philadelphia           
archeological site and the surrounding  
land in the ,state of ,illinois4  #d4   
,special resource study  7a7 ,study ,the
 ,secretary shall conduct a special     
resource study of the ,study ,area4  7b7
 ,contents ,in conducting the study     
under subsection 7a71 the ,secretary    
shall--  7#a7 evaluate the national     
significance of the ,study ,area2  7#b7 
determine the suitability and           
feasibility of designating the ,study   
,area as a unit of the ,national ,park  
,system2  7#c7 consider other           
alternatives for preservation1          

protection1 and interpretation of the   
,study ,area by--  7,a7 ,federal1       
,state1 or local governmental entities2 
or  7,b7 private and nonprofit          
organizations2  7#d7 consult with--     
7,a7 interested ,federal1 ,state1 or    
local governmental entities2  7,b7      
private and nonprofit organizations2 or 
7,c7 any other interested individuals2  
7#e7 identify cost estimates for any    
,federal acquisition1 development1      
interpretation1 operation1 and          
maintenance associated with the         
alternatives considered under paragraph 
7#c72  7#f7 determine the effect of the 
designation of the ,study ,area as a    
unit of the ,national ,park ,system on--
  7,a7 existing commercial and          
recreational activities1 including but  
not limited to hunting1 fishing1        
recreational shooting1 and on the       
authorization1 construction1 operation1 
maintenance or improvement of energy    
production and transmission             
infrastructure2 and  7,b7 the effect of 

the authority of ,state and local       
governments to manage those activities2 
and  7#g7 identify any authorities1     
including condemnation1 that will compel
 or permit the ,secretary to influence  
or participate in local land use        
decisions 7such as zoning7 or place     
restrictions on nonfederal land if the  
,study ,area is designated a unit of the
 ,national ,park ,system4  7c7          
,applicable law ,the study required     
under subsection 7a7 shall be conducted 
in accordance with section #h of ,public
 ,law #ia-chc 7#af ,u4,s4,c4 #a;a-#e74  
7d7 ,report ,not later than #c years    
after the date on which funds are first 
made available for the study under      
subsection 7a71 the ,secretary shall    
submit to the ,committee on ,natural    
,resources of the ,house of             
,representatives and the ,committee on  
,energy and ,natural ,resources of the  
,senate a report containing--  7#a7 the 
results of the study2 and  7#b7 any     
conclusions and recommendations of the
