introduced the following bill2 which was referred to the ,committee on the ,budget1 and in addition to the ,committee on ,ways and ,means1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to amend the ,balanced ,budget and ,emergency ,deficit ,control ,act of #aihe to eliminate the section #bea;,a sequestrations and to reduce the security and nonsecurity discretionary spending limits by #cbj billion from fiscal year #bjad through fiscal year #bjba1 and to suspend the statutory limit on the public debt until ,february #a1 #bjag4 #a4 ,short title ,this ,act may be cited as the ,sequestration ,relief ,act of #bjac4 #b4 ,findings and purpose 7a7 ,findings ,congress finds the following3 7#a7 ,congress must enact a comprehensive1 deficit reduction plan to solve the country's fiscal challenges and to promote national security1 economic stability1 and the continued growth and prosperity of the ,united ,states4 7#b7 ,the keys to a comprehensive1 deficit reduction solution are increased revenues and changes in mandatory spending4 7#c7 ,the ,budget ,control ,act of #bjaa was enacted to avert a default on ,federal debt obligations1 and it reduced discretionary spending by approximately #a trillion through fiscal year #bjba4 7#d7 ,because the ,joint ,select ,committee on ,deficit ,reduction failed to recommend legislation providing an additional #a4b trillion in deficit reduction1 ,federal law mandates that the additional savings be sequestered4 7#e7 ,sequestration was designed as a forcing mechanism for an agreement on a comprehensive1 deficit reduction plan4 ,it has failed to produce the intended results4 7#f7 ,it no longer makes sense to rely on sequestration as a forcing mechanism for a balanced solution4 ,the costs to our government and to the economy are too great4 7#g7 ,under sequestration1 automatic1 indiscriminate cuts would be applied1 through fiscal year #bjba1 to a wide variety of discretionary spending programs to achieve #a4b trillion in savings1 forestalling the sound planning needed for prudent and meaningful investments in national security1 the workforce1 transportation infrastructure1 education1 health care1 public safety1 housing1 innovation1 small business development1 and many other facets of enduring national strength4 7#h7 ,even the prospect of sequestration is disruptive to regular order and to the congressional appropriations process1 and it fosters damaging economic uncertainty1 while short-term solutions only suspend the prospect and continue to undermine the certainty needed for economic recovery4 7#i7 ,therefore1 ,congress must eliminate the threat of sequestration4 7#aj7 ,given the magnitude of the ,federal deficit1 it is likely that additional cuts to discretionary spending will be necessary for a comprehensive deficit reduction solution4 7#aa7 ,congress must establish a manageable1 long-term discretionary spending plan4 ,an additional #cbj billion in targetable cuts to discretionary appropriations from fiscal year #bjad through fiscal year #bjba represents one-third of the net amount that would have been indiscriminately cut by sequestration over fiscal years #bjac through #bjba4 7#ab7 ,it is recognized that a reduction of #afg billion to discretionary appropriations within budget function #jej from fiscal year #bjad through fiscal year #bjba will affect the ,national ,military ,strategy4 ,the ,department of ,defense is highly encouraged to revisit its current strategic guidance and to work closely with ,congress in building a new ,national ,military ,strategy that accounts for available resource levels4 7b7 ,purposes ,the purposes of this ,act are to-- 7#a7 eliminate the threat of sequestration to the ,american economy2 7#b7 offer the ,federal ,government1 industry1 and the ,american people the predictability that economic recovery demands2 7#c7 enable the ,congress to pass appropriations legislation in regular order with a clear discretionary spending budget and grant the legislative and executive branches of government the flexibility needed to identify and implement specific discretionary spending reductions in a responsible and deliberate manner2 and 7#d7 provide a practicable1 long-term discretionary spending plan that will contribute to a comprehensive1 balanced1 long-term1 deficit reduction solution that includes affordable revisions to mandatory spending and new revenues4 #c4 ,repeal of section
