cited as the ,stopping ,tax ,offenders  
and ,prosecuting ,identity ,theft ,act  
of #bjad or the ,,stop ,identity ,theft 
,act of #bjad4  #b4 ,use of ,department 
of ,justice resources with regard to tax
 return identity theft  7a7 ,in general 
,the ,attorney ,general should make use 
of all existing resources of the        
,department of ,justice1 including any  
appropriate task forces1 to bring more  
perpetrators of tax return identity     
theft to justice4  7b7 ,considerations  
,to be taken into account ,in carrying  
out this section1 the ,attorney ,general
 should take into account the following3
  7#a7 ,the need to concentrate efforts 

in those areas of the country where the 
crime is most frequently reported4  7#b7
 ,the need to coordinate with ,state and
 local authorities for the most         
efficient use of their laws and         
resources to prosecute and prevent the  
crime4  7#c7 ,the need to protect       
vulnerable groups1 such as veterans1    
seniors1 and minors 7especially foster  
children7 from becoming victims or      
otherwise used in the offense4  #c4     
,victims of identity theft may include  
organizations ,chapter #dg of title #ah1
 ,united ,states ,code1 is amended--    
7#a7 in section #ajbh--  7,a7 in        
subsection 7a77#g71 by inserting        
7including an organization7 after       
another person2 and  7,b7 in subsection 
7d77#g71 in the matter preceding        
subparagraph 7,a71 by inserting or other
 person after specific individual2 and  
7#b7 in section #ajbh;,a7a77#a71 by     
inserting 7including an organization7   
after another person4  #d4 ,identity    
theft for purposes of tax fraud ,section

 #ajbh7;b77#c7 of title #ah1 ,united    
,states ,code1 is amended--  7#a7 in    
subparagraph 7,b71 by striking or at the
 end2  7#b7 in subparagraph 7,c71 by    
inserting or after the semicolon2 and   
7#c7 by adding at the end the following3
  7,d7 during and in relation to a      
felony under section #gbjf or #gbjg of  
the ,internal ,revenue ,code of #aihf2  
4  #e4 ,reporting requirement ,not later
 than #ahj days after the date of the   
enactment of this ,act1 the ,attorney   
,general shall submit to the ,committees
 on the ,judiciary of the ,house of     
,representatives and the ,senate a      
report that contains the following      
information3  7#a7 ,information readily 
available to the ,department of ,justice
 about trends in the incidence of tax   
return identity theft4  7#b7            
,recommendations on additional statutory
 tools that would aid in the effective  
prosecution of tax return identity      
theft4  7#c7 ,the status on implementing
 the recommendations of the             

,department's ,march #bjaj ,audit       
,report #aj-ba entitled ,the ,department
 of ,justice's ,efforts to ,combat      
,identity ,theft4  ,passed the ,house of
 ,representatives ,september #h1
