 a period to be subsequently determined 
by the ,speaker1 in each case for       
consideration of such provisions as fall
 within the jurisdiction of the         
committee concerned  ,a ,,bill  ,to     
provide that no ,federal or ,state      
requirement to increase energy efficient
 lighting in public buildings shall     
require a hospital1 school1 day care    
center1 mental health facility1 or      
nursing home to install or utilize such 
energy efficient lighting if the        
lighting contains mercury4  #a4         
,mercury-containing lighting  7a7       
,amendment ,title ,,iii of the ,energy  
,independence and ,security ,act of     
#bjjg is amended by adding at the end   

the following new section3  #cbf4       
,mercury-containing lighting            
,notwithstanding sections #cba through  
#cbe1 and the amendments made by those  
sections1 no ,federal or ,state         
requirement to increase energy efficient
 lighting in public buildings shall     
require a hospital1 school1 day care    
center1 mental health facility1 or      
nursing home to install or utilize such 
energy efficient lighting if the
