,consortium ,land ,transfer ,act4  #b4  
,conveyance of property  7a7            
,definitions ,in this section3 7#a7     
,,anthc ,the term ,,anthc means the     
,alaska ,native ,tribal ,health         
,consortium4  7#b7 ,property ,the term  
property means the property described in
 subsection 7d74  7#c7 ,secretary ,the  
term ,secretary means the ,secretary of 
,health and ,human ,services4  7b7      
,conveyance ,as soon as practicable     
after the date of enactment of this     
,act1 but not later than #ij days after 
that date1 the ,secretary shall convey  
to ,,anthc all right1 title1 and        
interest of the ,united ,states in and  
to the property for use in connection   
with health and related programs4 ,the  

,secretary's conveyance of title by     
warranty deed under this section shall1 
on its effective date1 supersede and    
render of no future effect any quitclaim
 deed to the property described in      
subsection 7d7 executed by the          
,secretary and ,,anthc4  7c7 ,conditions
 ,the conveyance of the property under  
this ,act-- 7#a7 shall be made by       
warranty deed2  7#b7 shall not require  
any consideration from ,,anthc for the  
property2  7#c7 shall not impose any    
obligation1 term1 or condition on       
,,anthc2 and  7#d7 shall not allow for  
any reversionary interest of the ,united
 ,states in the property4  7d7

7including all improvements thereon and 
appurtenances thereto7 to be conveyed   
under this ,act is described as follows3

,environmental liability  7#a7 ,in      

general ,notwithstanding any other      
provision of ,federal law1 ,,anthc shall
 not be liable for any soil1 surface    
water1 groundwater1 or other            
contamination resulting from the        
disposal1 release1 or presence of any   
environmental contamination1 including  
any oil or petroleum product1 any       
hazardous substance1 hazardous material1
 hazardous waste1 pollutant1 toxic      
substance1 solid waste1 or any other    
environmental contamination or hazard as
 defined in any ,federal or ,state law1 
on the property on or before the date on
 which the property was conveyed by     
quitclaim deed4  7#b7 ,easement ,the    
,secretary shall be accorded any        
easement or access to the property as   
may be reasonably necessary to satisfy  
any retained obligation or liability of 
the ,secretary4  7#c7 ,notice of        
hazardous substance activity and        
warranty ,in carrying out this ,act1 the
 ,secretary shall comply with           
subparagraphs 7,a7 and 7,b7 of section
