,environmental ,protection ,agency to be
 used to implement or enforce a         
cap-and-trade program for greenhouse    
gases1 and for other purposes4  #a4     
,short title ,this ,act may be cited as 
the ,ensuring ,affordable ,energy ,act4 
#b4 ,prohibition of funding for         
cap-and-trade program for greenhouse    
gases  7a7 ,prohibition ,notwithstanding
 any other provision of law1 no funds   
appropriated or otherwise available for 
the ,administrator of the ,environmental
 ,protection ,agency may be used to     
implement or enforce--  7#a7 a          
cap-and-trade program2 or  7#b7 any     

statutory or regulatory requirement     
pertaining to emissions of one or more  
greenhouse gases from stationary sources
 that is issued or becomes applicable or
 effective after the date of enactment  
of this ,act1 including--  7,a7 any such
 requirement under section #aaa of the  
,clean ,air ,act 7#db ,u4,s4,c4 #gdaa7  
or part ,c of title ,i of such ,act 7#db
 ,u4,s4,c4 #gdgj et seq472 and  7,b7 any
 such permitting requirement under the  
,clean ,air ,act 7#db ,u4,s4,c4 #gdja et
 seq474  7b7 ,definitions ,in this ,act3
  7#a7 ,the term cap-and-trade program  
means any regulatory program established
 after the date of enactment of this    
,act that provides for the sale1        
auction1 or other distribution of a     
limited amount of allowances that permit
 the emission of one or more greenhouse 
gases4  7#b7 ,the term greenhouse gas   
includes1 with respect to a             
cap-and-trade program under subsection  
7a77#a7 or a requirement under          
subsection 7a77#b71 any of the          

following3  7,a7 ,carbon dioxide4  7,b7 
,methane4  7,c7 ,nitrous oxide4  7,d7   
,sulfur hexafluoride4  7,e7             
,hydrofluorocarbons4  7,f7              
,perfluorocarbons4  7,g7 ,any other     
anthropogenic gas designated as a       
greenhouse gas for purposes of such     
cap-and-trade program or such           
requirement4  7#c7 ,the term stationary 
source has the meaning given such term
