,natural ,resources ,a ,,bill ,to expand the ,pajarita ,wilderness and designate the ,tumacacori ,highlands ,wilderness in ,coronado ,national ,forest1 ,arizona1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,tumacacori ,highlands ,wilderness ,act4 #b4 ,expansion of ,pajarita ,wilderness1 ,coronado ,national ,forest1 ,arizona 7a7 ,expansion ,section #aja7;a77#ag7 of the ,arizona ,wilderness ,act of #aihd 7,public ,law #ih-djf2 #ih ,stat4 #adhg2 #af ,u4,s4,c4 #aacb note7 is amended by inserting after #aihd1 the following3 and which comprise approximately #ac1cjj acres1 as generally depicted on a map entitled ,proposed ,tumacacori ,highlands ,wilderness and ,pajarita ,wilderness ,addition and dated ,february #ah1 #bjji14 7b7 ,map and legal description ,as soon as practicable after the date of the enactment of this ,act1 the ,secretary of ,agriculture shall submit a copy of the map referred to in the amendment made by subsection 7a7 and a legal description of the ,national ,forest ,system land included in the ,pajarita ,wilderness by the amendment with the ,committee on ,energy and ,natural ,resources of the ,senate and the ,committee on ,natural ,resources of the ,house of ,representatives4 ,the map and legal description shall have the same force and effect as if included in the ,arizona ,wilderness ,act of #aihd1 except that the ,secretary may correct clerical and typographical errors in the map and legal description4 ,the map and legal description shall be on file and available for public inspection in the appropriate offices of the ,forest ,service4 #c4 ,designation of ,tumacacori ,highlands ,wilderness1 ,coronado ,national ,forest1 ,arizona 7a7 ,designation ,in furtherance of the purposes of the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq471 certain lands in the ,coronado ,national ,forest1 ,arizona1 which comprise approximately #gj1jjj acres1 as generally depicted on a map entitled ,proposed ,tumacacori ,highlands ,wilderness and ,pajarita ,wilderness ,addition and dated ,february #ah1 #bjji1 are hereby designated as wilderness and1 therefore1 as a component of the ,national ,wilderness ,preservation ,system1 which shall be known as the ,tumacacori ,highlands ,wilderness4 7b7 ,map and legal description ,as soon as practicable after the date of the enactment of this ,act1 the ,secretary of ,agriculture shall submit a copy of the map referred to in subsection 7a7 and a legal description of the ,tumacacori ,highlands ,wilderness with the ,committee on ,energy and ,natural ,resources of the ,senate and the ,committee on ,natural ,resources of the ,house of ,representatives4 ,the map and legal description shall have the same force and effect as if included in this ,act1 except that the ,secretary may correct clerical and typographical errors in the map and legal description4 ,the map and legal description shall be on file and available for public inspection in the appropriate offices of the ,forest ,service4 #d4 ,administration of wilderness areas 7a7 ,covered wilderness areas ,in this section1 the term covered wilderness area means-- 7#a7 the ,national ,forest ,system land included in the ,pajarita ,wilderness by the amendment made by section #b7;a72 and 7#b7 the ,tumacacori ,highlands ,wilderness designated by section #c7;a74 7b7 ,administration ,the ,secretary of ,agriculture shall manage the covered wilderness area in accordance with the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq47 and this section1 except that1 with respect to a covered wilderness area1 any reference in the ,wilderness ,act to the effective date of the ,wilderness ,act shall be deemed to be a reference to the date of the enactment of this ,act4 7c7 ,valid existing rights ,nothing in this section shall affect any valid existing right4 7d7 ,buffer zones ,as provided in section #aja7;d7 of the ,arizona ,wilderness ,act of #aihd 7,public ,law #ih-djf2 #ih ,stat4 #adhh71 ,congress does not intend that designation of a covered wilderness area lead to the creation of protective perimeters or buffer zones around the covered wilderness area4 ,the fact that nonwilderness activities or uses can be seen or heard from areas within a covered wilderness area shall not1 of itself1 preclude such activities or uses up to the boundary of the covered wilderness area4 7e7 ,grazing ,grazing of livestock and maintenance of existing facilities related to grazing in a covered wilderness area1 where established before the date of the enactment of this ,act1 shall be permitted to continue in accordance with-- 7#a7 section #d7;d77#d7 of the ,wilderness ,act 7#af ,u4,s4,c4 #aacc7;d77#d772 and 7#b7 the guidelines set forth in ,house ,report #if-fag to accompany ,h4,r4 #edhg of the #ifth ,congress4 7f7 ,hunting1 fish and wildlife 7#a7 ,hunting ,nothing in this section or the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq47 shall affect hunting1 under applicable ,state and ,federal laws and regulations1 within a covered wilderness area4 7#b7 ,jurisdiction ,as provided in section #d7;d77#g7 of the ,wilderness ,act 7#af ,u4,s4,c4 #aacc7;d77#g771 nothing in this section or the ,wilderness ,act shall be construed as affecting the jurisdiction or responsibilities of the ,state of ,arizona with respect to fish and wildlife in the ,state4 7#c7 ,wildlife management ,management activities to maintain or restore fish and wildlife populations and the habitats to support such populations may be carried out within a covered wilderness area1 where consistent with the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq47 and other applicable laws4 7#d7 ,cooperative agreement ,the ,secretary shall enter into a cooperative agreement with the ,state of ,arizona for management of fish and wildlife within a covered wilderness area4 ,the cooperative agreement shall specify the terms and conditions under which the ,state or a designee of the ,state may use wildlife management activities in a covered wilderness area consistent with the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq471 and other applicable laws4 7g7 ,protection of tribal rights ,nothing in this section shall be construed to diminish the existing rights of any ,indian tribe4 ,nothing in this section shall be construed to diminish tribal rights regarding access to ,federal lands for tribal activities1 including spiritual1 cultural1 and traditional food gathering activities4 7h7 ,military activities ,nothing in this section shall preclude low level overflights of military aircraft1 the designation of new units of special airspace1 or the use or establishment of military flight training routes over a covered wilderness area4 7i7 ,border enforcement and drug interdiction ,because of the proximity of the covered wilderness areas to the ,united ,states-,mexico international border1 drug interdiction and border enforcement operations are common management actions throughout the area encompassing the covered wilderness areas4 ,this ,act recognizes the need to continue such management actions so long as such management actions are conducted in accordance with the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq47 and existing inter-agency agreements4 7j7 ,maintenance of existing communications facilities ,the provisions of the ,wilderness ,act shall not be construed to prevent-- 7#a7 the maintenance of communications facilities1 in existence on the date of the enactment of this ,act and located in a covered wilderness area2 or 7#b7 limited motorized access to such facilities when nonmotorized access means are not reasonably available or when time is of the essence1 subject to such conditions as the ,secretary of ,agriculture considers to be desirable4
