 bill2 which was referred to the        
,committee on ,natural ,resources  ,a   
,,bill  ,to establish a program to      
accurately document vehicles that were  
significant in the history of the       
,united ,states1 and for other purposes4
  #a4 ,short title ,this ,act may be    
cited as the ,national ,historic        
,vehicle ,register ,act of #bjad4  #b4  
,national ,register of ,historic        
,vehicles  7a7 ,in general ,the         
,secretary of the ,interior1 acting     
through the ,director of the ,national  
,park ,service1 is authorized to expand 
and maintain a ,national ,historic      
,vehicle ,register composed of the      
following3  7#a7 ,a narrative describing
 each historic vehicle and its          
significance4  7#b7 ,a photographic     
record of the historic vehicle4  7#c7   

,line drawings or engineering drawings  
of the historic vehicle4  7b7           
,coordination ,the ,secretary of the    
,interior1 acting through the ,director 
of the ,national ,park ,service1 shall  
coordinate with the ,historic ,vehicle  
,association in order to invite         
individual1 institutional1 and other    
owners of historic vehicles to          
participate in the ,national ,historic  
,vehicle ,register4  7c7 ,location ,the 
,national ,register of ,historic        
,vehicles shall be archived in the      
,library of ,congress4  #c4 ,criteria   
for historic vehicles ,the ,secretary of
 the ,interior1 acting through the      
,director of the ,national ,park        
,service1 shall develop criteria for    
historic vehicles4 ,vehicles1           
motorcycles1 trucks1 and commercial     
vehicles may be considered historic     
vehicles for the purposes of this ,act4 
,when developing criteria under this    
section1 the ,secretary shall consider  
the following3  7#a7 ,associative       

,value--,event ,a vehicle associated    
with an event or events that are        
important in automotive or ,united      
,states history4  7#b7 ,associative     
,value--,person ,a vehicle associated   
with the lives of significant persons in
 automotive or ,united ,states history4 
7#c7 ,design or ,construction ,value ,a 
vehicle that is distinctive based on    
design1 engineering1 craftsmanship1 or  
aesthetic value4  7#d7 ,informational   
,value ,a vehicle of a particular type  
that was the first or last produced or  
is among the most well-preserved or     
authentically restored examples4  #d4   
,clarification ,nothing in this ,act    
shall--  7#a7 supersede ,federal1       
,state1 or local environmental or air   
quality standards related to the        
operation of motor vehicles and historic
 vehicles2  7#b7 violate the privacy of 
the owner of a historic vehicle2 or     
7#c7 require that a historic vehicle be 
documented without the consent of the   
owner4
