require breast density reporting to     
physicians and patients by facilities   
that perform mammograms1 and for other  
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,breast ,density and
 ,mammography ,reporting ,act of #bjad4 
#b4 ,findings ,the ,congress finds as   
follows3  7#a7 ,the ,national ,cancer   
,institute estimates that #a in #h women
 in the ,united ,states will develop a  
cancer of the breast in their lifetime4 
7#b7 ,the ,centers for ,disease ,control
 and ,prevention reports that breast    
cancer is the number one cause of cancer
 death among ,hispanic women1 and the   
number two cause of cancer death among  
,white1 ,black1 ,asian_/,pacific        
,islander1 and ,american                

,indian_/,alaska ,native women4  7#c7   
,individuals receiving mammograms are   
not currently required to receive       
medical summaries or reports from their 
mammogram providers which address breast
 density or its correlation to masking  
the presence of breast cancer on        
mammograms1 despite the fact that the   
radiologist interpreting the mammogram  
makes an assessment of the patient's    
breast density4  #c4 ,breast density    
reporting by facilities that perform    
mammograms to physicians and patients   
7a7 ,in general ,clause 7ii7 of section 
#ced7;f77#a77;,g7 of the ,public ,health
 ,service ,act 7#db ,u4,s4,c4           
#bfc;b7f77#a77;,g77 is amended--  7#a7  
in each of subclauses 7,,iii7 and       
7,,iv71 by striking and at the end2 and 
7#b7 by adding at the end the following3
  7,v7 the report under subclause 7,i7  
and the summary under subclause 7,,iv7  
shall include information about breast  
density1 as specified by the ,secretary 
based upon--  7aa7 current scientific   

knowledge2  7bb7 technological advances2
 or  7cc7 other updated medical         
procedures where the use of such        
screening developments is consistent    
with the practice of medical experts in 
the field2  7,,vi7 the summary under    
subclause 7,,iv7 shall convey the effect
 of breast density in masking the       
presence of breast cancer on            
mammography1 using the provider's       
qualitative assessment of breast        
density2 and  7,,vii7 the summary under 
subclause 7,,iv7 shall include language1
 developed by the ,secretary in         
consultation with leading experts and   
leading cancer organizations1           
communicating that individuals with     
dense breasts should talk with their    
physicians about--  7aa7 any questions  
or concerns regarding the summary2 and  
7bb7 whether the individuals would      
benefit from additional tests4  4  7b7  
,rule of construction ,this section and 
the amendments made by this section     
shall not be construed to alter in any  

way ,federal requirements relating to   
financial obligations of any person in  
connection with health insurance4  #d4  
,enhancing research relating to breast  
density ,title ,,iii of the ,public     
,health ,service ,act is amended by     
inserting after section #ced of such    
,act 7#db ,u4,s4,c4 #bfc;b7 the         
following3  #ced;,a4 ,enhancing research
 relating to breast density ,the        
,secretary shall expand and intensify   
the programs and activities of the      
,department of ,health and ,human       
,services for conducting or supporting--
  7#a7 applied research on breast       
density2  7#b7 research on the          
cost-effectiveness1 effectiveness1 and  
feasibility of reimbursement models for 
supplemental imaging relating to breast 
density2 and  7#c7 research in support  
of clinical guidelines and best         
practices concerning use of mammograms  
and supplemental screening for women    
with dense breasts4  4
