,short title ,this ,act may be cited as 
the ,national ,desert ,storm and ,desert
 ,shield ,war ,memorial ,act4  #b4      
,definitions ,for the purposes of this  
,act3  7#a7 ,association ,the term      
,association means the ,national ,desert
 ,storm ,memorial ,association1 a       
corporation organized under the laws of 
the ,state of ,arkansas and described in
 section #eja7;c77#c7 and exempt from   
taxation under section #eja7;a7 of the  
,internal ,revenue ,code of #aihf4  7#b7
 ,memorial ,the term memorial means the 
,national ,desert ,storm and ,desert    

,shield ,memorial authorized to be      
established under section #c4  #c4      
,memorial to commemorate  7a7           
,authorization ,to establish            
commemorative work ,the ,association may
 establish the ,national ,desert ,storm 
and ,desert ,shield ,memorial as a      
commemorative work1 on ,federal land in 
the ,district of ,columbia to           
commemorate and honor those who1 as a   
member of the ,armed ,forces1 served on 
active duty in support of ,operation    
,desert ,storm or ,operation ,desert    
,shield4  7b7 ,compliance with standards
 for ,commemorative ,works ,act ,the    
establishment of the commemorative work 
shall be in accordance with chapter #hi 
of title #dj1 ,united ,states ,code     
7commonly known as the ,commemorative   
,works ,act74  7c7 ,use of federal funds
 prohibited ,federal funds may not be   
used to pay any expense of the          
establishment of the memorial4 ,the     
,association shall be solely responsible
 for acceptance of contributions for1   

and payment of the expenses of1 the     
establishment of the memorial4  7d7     
,deposit of excess funds  7#a7 ,if upon 
payment of all expenses for the         
establishment of the memorial 7including
 the maintenance and preservation amount
 required by section #hijf7;b77#a7 of   
title #dj1 ,united ,states ,code71 there
 remains a balance of funds received for
 the establishment of the commemorative 
work1 the ,association shall transmit   
the amount of the balance to the        
,secretary of the ,interior for deposit 
in the account provided for in section  
#hijf7;b77#c7 of title #dj1 ,united     
,states ,code4  7#b7 ,if upon expiration
 of the authority for the commemorative 
work under section #hijc7;e7 of title   
#dj1 ,united ,states ,code1 there       
remains a balance of funds received for 
the establishment of the commemorative  
work1 the ,association shall transmit   
the balance to a separate account with  
the ,national ,park ,foundation for     
memorials1 to be available to the       

,secretary of the ,interior or the      
,administrator 7as appropriate7         
following the process provided in       
section #hijf7;b77#d7 of title #dj1     
,united ,states ,code1 for accounts     
established under section #hijf7;b77#b7 
or 7#c7 of title #dj1 ,united ,states   
,code4  ,passed the ,house of           
,representatives ,may #bh1 #bjad4,karen 
,l4 ,haas1,clerk4  ,june #b1            
#bjad,received2 read twice and place on 
the calendar
