 and cellulosic biofuel required ,to be 
produced in the ,united ,states ,to     
satisfy renewable fuel program mandates

striking that has lifecycle and         

inserting that is produced in the       
,united ,states and has lifecycle4  7b7 
,biomass-,based diesel ,section         
#baa7o77#a77;,d7 of the ,clean ,air ,act
 7#db ,u4,s4,c4 #gede7o77#a77;,d77 is   
amended--  7#a7 in the first sentence1  
by striking that is biodiesel and       
inserting that is produced in the       
,united ,states and is biodiesel2 and   
7#b7 in the second sentence1 by striking
 renewable fuel derived from and        
inserting renewable fuel that is        
produced in the ,united ,states and     
derived from4  7c7 ,cellulosic biofuel  
,section #baa7o77#a77;,e7 of the ,clean 
,air ,act 7#db ,u4,s4,c4                
#gede7o77#a77;,e77 is amended--  7#a7 by
 striking renewable fuel derived from   
and inserting renewable fuel that is    
produced in the ,united ,states1 that is
 derived from2 and  7#b7 by inserting a 
comma after from renewable biomass4  7d7
 ,waivers for reduction of applicable   
volume in case of inadequate supply     
7#a7 ,advanced biofuel ,section

 ,u4,s4,c4 #gede7o77#g77 is amended by  
adding at the end the following3  7,g7  
,advanced biofuel ,for any calendar year
 for which the projected volume of      
advanced biofuel production is less than
 the minimum applicable volume          
established under paragraph 7#b77;,b71  
as determined by the ,administrator     
based on the estimate provided under    
paragraph 7#c77;,a71 not later than     
,november #cj of the preceding calendar 
year1 the ,administrator shall reduce   
the applicable volume of advanced       
biofuel required under paragraph        
7#b77;,b7 to the projected volume       
available during that calendar year4  4 
7#b7 ,biomass-based diesel ,section     
#baa7o77#g77;,e7 of the ,clean ,air ,act
 7#db ,u4,s4,c4 #gede7o77#g77;,e77 is   
amended by adding at the end the        
following3  7iv7 ,inadequate supply ,for
 any calendar year for which the        
projected volume of biomass-based diesel
 production is less than the minimum    

applicable volume established under     
paragraph 7#b77;,b71 as determined by   
the ,administrator based on the estimate
 provided under paragraph 7#c77;,a71 not
 later than ,november #cj of the        
preceding calendar year1 the            
,administrator shall reduce the

 day before the date of enactment of    
this ,act74  7e7 ,regulations ,not later
 than #ahj days after the date of       
enactment of this ,act1 the             
,administrator of the ,environmental    
,protection ,agency shall promulgate    
such regulations as are necessary to    
carry out the amendments made by this   
section4  7f7 ,effective date ,the      
amendments made by this section shall   
take effect on the date that is #ahj    
days after the date of enactment of this
