,,bill  ,to amend title #e1 ,united     
,states ,code1 to provide that agencies 
may not deduct labor organization dues  
from the pay of ,federal employees1 and 
for other purposes4  #a4 ,short title   
,this ,act may be cited as the ,empower 
,employees ,act4  #b4 ,labor            
organization dues not deductible from   
pay  7a7 ,in general ,chapter #ga of    
title #e1 ,united ,states ,code1 is     
amended by striking section #gaae and   
inserting the following3  #gaae4 ,labor 
organization dues not deductible from   
pay  7a7 ,in general ,an agency may not 
deduct any amount from the pay of an    
employee for the dues of a labor        
organization4  7b7 ,restriction         
,appropriated funds may not be used to  
pay an employee who makes deductions    
described in subsection 7a74  7c7       
,definition ,for purposes of this       

section1 the term agency means--  7#a7  
an ,executive agency 7as defined in     
section #aje71 the ,united ,states      
,postal ,service1 and the ,postal       
,regulatory ,commission2  7#b7 an       
office1 agency1 or other establishment  
in the legislative branch2  7#c7 an     
office1 agency1 or other establishment  
in the judicial branch2 and  7#d7 the   
government of the ,district of          
,columbia4  4  7b7 ,postal ,service     
amendment ,section #abje of title #ci1  
,united ,states ,code1 is repealed4  7c7
 ,clerical amendment ,the table of      
sections at the beginning of chapter #ga
 of title #e1 ,united ,states ,code1 is 
amended by striking the item relating to
 section #gaae and inserting the        
following3  #gaae4 ,labor organization  
dues not deductible from pay4  4  #c4   
,effective dates2 transition provisions 
7a7 ,effective date ,the amendments made
 by this ,act shall take effect on the  
date of enactment of this ,act4  7b7    
,transition provisions  7#a7 ,current   

deductions for dues of an exclusive     
representative ,nothing in this ,act    
shall1 in the case of an assignment     
received before the date of enactment of
 this ,act under subsection 7a7 of      
section #gaae of title #e1 ,united      
,states ,code 7as then in effect71 cause
 the termination of such assignment     
before--  7,a7 the date on which such   
assignment is revoked1 in accordance    
with the last sentence of such          
subsection 7a7 7as last in effect before
 such date of enactment72 or  7,b7 if   
earlier1 the date determined under      
paragraph 7#a7 or 7#b7 of subsection 7b7
 of such section #gaae 7as last in      
effect before such date of enactment74  
7#b7 ,current deductions for dues of    
other labor organizations ,nothing in   
this ,act shall1 in the case of a       
voluntary allotment made before the date
 of enactment of this ,act under        
subsection 7c7 of section #gaae of title
 #e1 ,united ,states ,code 7as then in  
effect71 cause the termination of such  

allotment before the date on which the  
underlying agreement 7under authority of
 which such allotment is being made7    
ceases to have effect1 whether by reason
 of section #gaae7;c77#b77;,b7 of such  
title #e 7as last in effect before such 
date of enactment7 or otherwise4  7#c7  
,current deductions for dues of a labor 
organization from ,postal ,service      
employees ,nothing in this ,act shall1  
in the case of a written assignment     
received before the date of enactment of
 this ,act under section #abje of title 
#ci1 ,united ,states ,code 7as then in  
effect71 cause the termination of such  
assignment before the date on which such
 assignment--  7,a7 is revoked in       
accordance with such section 7as last in
 effect before such date of enactment72 
or  7,b7 otherwise expires4  7c7        
,nonrenewability  7#a7 ,in general ,an  
agreement between an agency and a labor 
organization1 entered into before the   
date of enactment of this ,act under    
subsection 7a7 or 7c7 of section #gaae  

of such title #e 7as then in effect71   
shall not1 to the extent that it relates
 to deductions for the payment of dues  
of such labor organization1 be subject  
to renewal or extension4  7#b7 ,postal  
,service ,a written assignment received 
by the ,united ,states ,postal ,service 
under section #abje of title #ci1       
,united ,states ,code 7as then in       
effect7 or an agreement between the     
,united ,states ,postal ,service and any
 organization of employees in effect    
pursuant to #abje7;b7 of such title 7as 
then in effect71 shall not1 to the      
extent that it relates to deductions for
 the payment of dues of such            
organization1 be subject to renewal or  
extension4  7d7 ,definitions ,for       
purposes of this section1 the terms     
agency1 exclusive representative1 and   
labor organization have the respective  
meanings given such terms in section
