improve the activities of the ,center2 7#d7 meets the procedures for peer review established and maintained by the ,director under section #aad7;f77#e7 and the standards of research described in section #acd2 and 7#e7 includes both basic research and applied research1 which shall include research conducted through field-initiated research and ongoing research initiatives4 2 7#c7 by redesignating subsection 7c7 as subsection 7d72 7#d7 by inserting after subsection 7b71 as so amended1 the following3 7c7 ,grants1 contracts1 and cooperative agreements 7#a7 ,in general ,the ,research ,commissioner may award grants to1 or enter into contracts or cooperative agreements1 with eligible applicants to carry out research under subsection 7a74 7#b7 ,eligibility ,for purposes of this subsection1 the term eligible applicant means an applicant that has the ability and capacity to conduct scientifically valid research4 7#c7 ,applications 7,a7 ,in general ,an eligible applicant that wishes to receive a grant1 or enter into a contract or cooperative agreement1 under this section shall submit an application to the ,research ,commissioner at such time1 in such manner1 and containing such information as the ,research ,commissioner may require4 7,b7 ,content ,an application submitted under subparagraph 7,a7 shall describe how the eligible applicant will address and demonstrate progress on the requirements of the performance management system described in section #ahe1 with respect to the activities that will be carried out under the grant1 contract1 or cooperative agreement4 2 and 7#e7 in subsection 7d71 as redesignated by paragraph 7#c7-- 7,a7 by amending paragraph 7#a7 to read as follows3 7#a7 ,support ,in carrying out activities under subsection 7a77#b71 the ,research ,commissioner shall support national research and development centers that address topics of importance and relevance in the field of education across the country and are consistent with the quality and relevance of the evidence generated by those evaluations2 7iii7 conduct implementation evaluations that promote continuous improvement and inform policymaking2 7iv7 evaluate the short- and long-term effects and cost efficiencies across programs assisted or authorized under ,federal law and administrated by the ,department2 and 7v7 synthesize the results of evaluation studies for and across ,federal education programs1 policies1 and practices4 2 and 7,b7 in paragraph 7#b7-- 7i7 in subparagraph 7,a71 by striking and at the end2 7ii7 in subparagraph 7,b71 by striking the period and striking subsections 7d7 through 7j7 and inserting the following3 7d7 ,applications 7#a7 ,submission 7,a7 ,in general ,each eligible applicant desiring a contract grant1 contract1 or cooperative agreement under this section shall submit an application at such time1 in such manner1 and containing such information as the ,evaluation and ,regional ,assistance ,commissioner may reasonably require4 7,b7 ,input ,to ensure that applications submitted under this paragraph are reflective of the needs of the regions to be served1 each eligible applicant submitting such an application shall seek input from ,state educational agencies and local educational agencies in the region that the award will serve1 and other individuals with knowledge of the region's needs4 ,such individuals may include members of the regional advisory committee for the region under section #bjf7;a74 7#b7 ,plan 7,a7 ,in general ,each application submitted under paragraph 7#a7 shall contain a plan for the activities of the regional educational laboratory to be established under this section1 which shall be updated1 modified1 and improved1 as appropriate1 on an ongoing basis1 including by using the results of the laboratory's interim evaluation under subsection 7i77#c74 7,b7 ,contents ,a plan described in subparagraph 7,a7 shall address-- 7i7 the priorities for applied research1 development1 evaluations1 and wide dissemination established under section #bjg2 7ii7 the needs of ,state educational agencies and local educational agencies1 on an ongoing basis1 using available ,state and local data1 including the relevant results of the region's assessment under section #bjf7;e72 and 7iii7 if available1 demonstrated support from ,state educational agencies and local educational agencies in the region1 such as letters of support or signed memoranda of understanding4 7#c7 ,non-,federal support ,in conducting a competition for grants1 contracts1 or cooperative agreements under subsection 7a71 the ,evaluation and ,regional ,assistance ,commissioner shall give priority to eligible applicants that will provide a portion of non-,federal funds to maximize support for activities of the regional educational laboratories to be established under this section4 7e7 ,awarding grants1 contracts1 or cooperative agreements 7#a7 ,assurances ,in awarding grants1 contracts1 or cooperative agreements under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 make such an award for not more than a #e-year period2 7,b7 ensure that regional educational laboratories established under this section have strong and effective governance1 organization1 management1 and administration1 and employ qualified staff2 and 7,c7 ensure that each such laboratory has the flexibility to respond in a timely fashion to the needs of the laboratory's region1 including-- 7i7 through using the results of the laboratory's interim evaluation under subsection 7i77#c7 to improve and modify the activities of the laboratory before the end of the award period2 and 7ii7 through sharing preliminary results of the laboratory's research1 as appropriate1 to increase the relevance and usefulness of the research4 7#b7 ,coordination ,to ensure coordination and prevent unnecessary duplication of activities among the regions1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 share information about the activities of each regional educational laboratory with each other regional educational laboratory1 the ,department1 the ,director1 and the ,national ,board for ,education ,sciences2 7,b7 ensure1 where appropriate1 that the activities of each regional educational laboratory established under this section also serve national interests2 7,c7 ensure each such regional educational laboratory establishes strong partnerships among practitioners1 policymakers1 researchers1 and others1 so that such partnerships are continued in the absence of ,federal support2 and 7,d7 enable1 where appropriate1 for such a laboratory to work in a region being served by another laboratory or to carry out a project that extends beyond the region served by the laboratory4 7#c7 ,collaboration with technical assistance providers ,each regional educational laboratory established under this section shall1 on an ongoing basis1 coordinate its activities1 collaborate1 and regularly exchange information with the comprehensive centers 7established in section #bjc7 in the region in which the center is located1 and with comprehensive centers located outside of its region1 as appropriate4 7#d7 ,outreach 7,a7 ,in general ,in conducting competitions for grants1 contracts1 or cooperative agreements under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7i7 by making information and technical assistance relating to the competition widely available1 actively encourage eligible applicants to compete for such an award2 and 7ii7 seek input from the chief executive officers of ,states1 chief ,state school officers1 educators1 parents1 superintendents1 and other individuals with knowledge of the needs of the regions to be served by the awards1 regarding-- 7,i7 the needs in the regions for applied research1 evaluation1 development1 and wide-dissemination activities authorized by this title2 and 7,,ii7 how such needs may be addressed most effectively4 7,b7 ,regional advisory committees ,the individuals described in subparagraph 7,a77ii7 may include members of the regional advisory committees established under section #bjf7;a74 7#e7 ,performance management ,before the ,evaluation and ,regional ,assistance ,commissioner awards a grant1 contract1 or cooperative agreement under this section1 the ,director shall establish measurable performance indicators for assessing the ongoing progress and performance of the regional educational laboratories established with such awards that address-- 7,a7 the requirements of the performance management system described in section #ahe2 and 7,b7 the relevant results of the regional assessments under section #bjf7;e74 7#f7 ,standards ,the ,evaluation and ,regional ,assistance ,commissioner shall adhere to the ,institute's system for technical and peer review under section #aad7;h7 in reviewing the applied research activities and research-based reports of the regional educational laboratories4 7#g7 ,required consideration ,in determining whether to award a grant1 contract1 or cooperative agreement under this section to an eligible applicant that previously established a regional educational laboratory under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall consider the results of such laboratory's summative evaluation under subsection 7i77#b74 7f7 ,mission ,each regional educational laboratory established under this section shall-- 7#a7 conduct applied research1 development1 and evaluation activities with ,state educational agencies1 local educational agencies1 and1 as appropriate1 schools funded by the ,bureau2 7#b7 widely disseminate such work1 consistent with section #aad7;j72 and 7#c7 develop the capacity of ,state educational agencies1 local educational agencies1 and1 as appropriate1 schools funded by the ,bureau to carry out the activities described in paragraphs 7#a7 and 7#b74 7g7 ,activities ,to carry out the mission described in subsection 7f71 each regional educational laboratory established under this section shall carry out the following activities3 7#a7 ,conduct1 widely disseminate1 and promote utilization of applied research1 development activities1 evaluations1 and other scientifically valid research4 7#b7 ,develop and improve the plan for the laboratory under subsection 7d77#b7 for serving the region of the laboratory1 and as appropriate1 national needs1 on an ongoing basis1 which shall include seeking input and incorporating feedback from the representatives of ,state educational agencies and local educational agencies in the region1 and other individuals with knowledge of the region's needs4 ,such representatives and other individuals may include members of the regional advisory committee for the region established under section #bjf7;a74 7#c7 ,ensure research and related products are relevant and responsive to the needs of the region1 including by using the relevant results of the region's assessment under section #bjf7;e74 7h7 ,governing board 7#a7 ,in general ,each regional educational laboratory established under this section may establish a governing board to improve the management of activities that the laboratory carries out under this section4 7#b7 ,board duties ,a ,board established under paragraph 7#a7 shall coordinate and align its work with the work of the regional advisory committee for the region established under section #bjf4 7i7 ,evaluations 7#a7 ,in general ,the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 provide for ongoing summative and interim evaluations described in paragraphs 7#b7 and 7#c71 respectively1 of each of the regional educational laboratories established under this section in carrying out the full range of duties described in this section2 and 7,b7 transmit the results of such evaluations1 through appropriate means1 to the appropriate congressional committees1 the ,director1 and the public4 7#b7 ,summative evaluations ,the ,evaluation and ,regional ,assistance ,commissioner shall ensure each regional educational laboratory established under this section is evaluated by an independent entity at the end of the period of the grant1 contract1 or cooperative agreement that established such laboratory1 which shall-- 7,a7 be completed in a timely fashion2 7,b7 assess how well the laboratory is meeting the measurable performance indicators established under subsection 7e77#e72 and 7,c7 consider the extent to which the laboratory ensures that the activities of such laboratory are relevant and useful to the work of ,state and local practitioners and policymakers4 7#c7 ,interim evaluations ,the ,evaluation and ,regional ,assistance ,commissioner shall ensure each regional educational laboratory established under this section is evaluated at the midpoint of the period of the grant1 contract1 or cooperative agreement that established such laboratory1 which shall-- 7,a7 assess how well such laboratory is meeting the performance indicators described in subsection 7e77#e72 and 7,b7 be used to improve the effectiveness of such laboratory in carrying out its plan under subsection 7d77#b74 7j7 ,continuation of awards2 ,recompetition 7#a7 ,continuation of awards ,the ,evaluation and ,regional ,assistance ,commissioner shall continue awards made to each eligible applicant for the support of regional educational laboratories established under this section prior to the date of enactment of the ,strengthening ,education through ,research ,act1 as such awards were in effect on the day before the date of enactment of the ,strengthening ,education through ,research ,act1 for the duration of those awards1 in accordance with the terms and agreements of such awards4 7#b7 ,recompetition ,not later than the end of the period of the awards described in paragraph 7#a71 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 hold a competition to make grants1 contracts1 or cooperative agreements under this section to eligible applicants1 which may include eligible applicants that held awards described in paragraph 7#a72 and 7,b7 in determining whether to select an eligible applicant that held an award described in paragraph 7#a7 for an award under subparagraph 7,a7 of this paragraph1 consider the results of the summative evaluation under subsection 7i77#b7 of the laboratory established with the eligible applicant's award described in paragraph 7#a74 2 7#e7 by striking subsection 7l72 7#f7 by redesignating subsections 7m71 7n71 and 7o7 as subsections 7l71 7m71 and 7n71 respectively2 7#g7 in subsection 7l71 as so redesignated1 by inserting and local after achieve ,state2 7#h7 by amending subsection 7m71 as so redesignated1 to read as follows3 7m7 ,annual report ,each regional educational laboratory established under this section shall submit to the ,evaluation and ,regional ,assistance ,commissioner an annual report containing such information as the ,commissioner may require1 but which shall include1 at a minimum1 the following3 7#a7 ,a summary of the laboratory's activities and products developed during the previous year4 7#b7 ,a listing of the ,state educational agencies1 local educational agencies1 and schools the laboratory assisted during the previous year4 7#c7 ,using the measurable performance indicators established under subsection 7e77#e71 a description of how well the laboratory is meeting educational needs of the region served by the laboratory4 7#d7 ,any changes to the laboratory's plan under subsection 7d77#b7 to improve its activities in the remaining years of the grant1 contract1 or cooperative agreement4 2 and 7#i7 by adding at the end the following new subsection3 7o7 ,appropriations reservation ,of the amounts appropriated under section #aid7;a71 the ,evaluation and ,regional ,assistance ,commissioner shall reserve #af4ac percent of such funds to carry out this section1 of which the ,commissioner shall use not less than #be percent to serve rural areas 7including schools funded by the ,bureau which are located in rural areas74 4 7b7 ,conforming amendment ,the table of contents in section #a of the ,act of ,november #e1 #bjjb 7,public ,law #ajg-bgi2 #aaf ,stat4 #aidj7 is amended by striking the day before the date of enactment of this ,act72 and 7,b7 may establish additional comprehensive centers-- 7i7 for one or more of the regions described in subparagraph 7,a72 or 7ii7 to serve the ,nation as a whole by providing technical assistance on a particular content area of importance to the ,nation1 as determined by the ,secretary with the advice of the regional advisory committees established under section #bjf7;a74 7#d7 ,nation ,in the case of a comprehensive center established to serve the ,nation as described in paragraph 7#c77;,b77ii71 the ,nation shall be considered to be a region served by such ,center4 7#e7 ,award period ,a grant1 contract1 or cooperative agreement under this section may be awarded1 on a competitive basis1 for a period of not more than #e years4 7#f7 ,responsiveness ,the ,secretary shall ensure that each comprehensive center established under this section has the ability to respond in a timely fashion to the needs of ,state educational agencies and local educational agencies1 including through using the results of the center's interim evaluation under section #bjd7;c71 to improve and modify the activities of the center before the end of the award period4 2 7#b7 in subsection 7b7-- 7,a7 in paragraph 7#a7-- 7i7 by inserting 1 contracts1 or cooperative agreements after ,grants2 7ii7 by striking research organizations1 institutions1 agencies1 institutions of higher education1 and inserting public or private1 nonprofit or for-profit research organizations1 other organizations1 or institutions of higher education12 7iii7 by striking 1 or individuals12 7iv7 by striking subsection 7f7 and inserting subsection 7e72 and 7v7 by striking 1 including regional and all that follows through #ajg-aaj772 and 7,b7 by striking shall-- 7i7 by making widely available information and technical assistance relating to the competition1 actively encourage eligible applicants to compete for such awards2 and 7ii7 seek input from chief executive officers of ,states1 chief ,state school officers1 educators1 parents1 superintendents1 and other individuals with knowledge of the needs of the regions to be served by the awards1 regarding-- 7,i7 the needs in the regions for technical assistance authorized under this title2 and 7,,ii7 how such needs may be addressed most effectively4 7,b7 ,regional advisory committees ,the individuals described in subparagraph 7,a77ii7 may include members of the regional advisory committees established under section #bjf7;a74 7#c7 ,performance management ,before awarding a grant1 contract1 or cooperative agreement under this section1 the ,secretary shall establish measurable performance indicators to be used to assess the ongoing progress and performance of the comprehensive centers to be established under this title that address-- 7,a7 paragraphs 7#a7 through 7#c7 of the performance management system described in section #ahe2 and 7,b7 the relevant results of the regional assessments under section #bjf7;e74 7#d7 ,required consideration ,in determining whether to award a grant1 contract1 or cooperative agreement under this section to an eligible applicant that previously established a comprehensive center under this section1 the ,secretary shall consider the results of such center's summative evaluation under section #bjd7;b74 7#e7 ,continuation of awards 7,a7 ,continuation of awards ,the ,secretary shall continue awards made to each eligible applicant for the support of comprehensive centers established under this section prior to the date of enactment of the ,strengthening ,education through ,research ,act1 as such awards were in effect on the day before the date of enactment of the ,strengthening ,education through ,research ,act1 for the duration of those awards1 in accordance with the terms and agreements of such awards4 7,b7 ,recompetition ,not later than the end of the period of the awards described in subparagraph 7,a71 the ,secretary shall-- 7i7 hold a competition to make grants1 contracts1 or cooperative agreements under this section to eligible applicants1 which may include eligible applicants that held awards described in subparagraph 7,a72 and 7ii7 in determining whether to select an eligible applicant that held an award described in subparagraph 7,a7 for an award under clause 7i7 of this subparagraph1 consider the results of the summative evaluation under section #bjd7;b7 of the center established with the eligible applicant's award described in subparagraph 7,a74 7#f7 ,eligible applicant defined ,for purposes of this section1 the term eligible applicant means an entity described in paragraph 7#a74 2 7#c7 by amending subsection 7c7 to read as follows3 7c7 ,applications 7#a7 ,submission 7,a7 ,in general ,each eligible applicant seeking a grant1 contract1 or cooperative agreement under this section shall submit an application at such time1 in such manner1 and containing such additional information as the ,secretary may reasonably require4 7,b7 ,input ,to ensure that applications submitted under this paragraph are reflective of the needs of the regions to be served1 each eligible applicant submitting such an application shall seek input from ,state educational agencies and local educational agencies in the region that the award will serve1 and other individuals with knowledge of the region's needs4 ,such individuals may include members of the regional advisory committee for the region under section #bjf7;a74 7#b7 ,plan 7,a7 ,in general ,each application submitted under paragraph 7#a7 shall contain a plan for the comprehensive center to be established under this section1 which shall be updated1 modified1 and improved1 as appropriate1 on an ongoing basis1 including by using the results of the center's interim evaluation under section #bjd7;c74 7,b7 ,contents ,a plan described in subparagraph 7,a7 shall address-- 7i7 the priorities for technical assistance established under section #bjg2 7ii7 the needs of ,state educational agencies and local educational agencies1 on an ongoing basis1 using available ,state and local data1 including the relevant results of the regional assessments under section #bjf7;e72 and 7iii7 if available1 demonstrated support from ,state educational agencies and local educational agencies1 such as letters of support or signed memoranda of understanding4 7#c7 ,non-,federal ,support ,in conducting a competition for grants1 contracts1 or cooperative agreements under subsection 7a71 the ,secretary shall give priority to eligible applicants that will provide a portion of non-,federal funds to maximize support for activities of the comprehensive centers to be established under this section4 2 7#d7 in subsection 7d71 by inserting the number of low-performing schools in the region1 after economically disadvantaged students12 7#e7 by striking subsection 7e7 and redesignating subsections 7f71 7g71 and 7h7 as subsections 7e71 7f71 and 7g71 respectively2 7#f7 in subsection 7e71 as so redesignated-- 7,a7 in paragraph 7#a7-- 7i7 by striking support dissemination and technical assistance activities by and inserting established under section #bjf4 7g7 ,report to the ,secretary ,each comprehensive center established under this section shall submit to the ,secretary an annual report1 at such time1 in such manner1 and containing such information as the ,secretary may require1 which shall include the following3 7#a7 ,a summary of the center's activities and products developed during the previous year4 7#b7 ,a listing of the ,state educational agencies1 local educational agencies1 and schools the center assisted during the previous year4 7#c7 ,using the measurable performance indicators established under subsection 7b77#c71 a description of how well the center is meeting educational needs of the region served by the center4 7#d7 ,any changes to the center's plan under subsection 7c77#b7 to improve its activities in the remaining years of the grant1 contract1 or cooperative agreement4 4 #bjd4 ,evaluations ,section #bjd 7#bj ,u4,s4,c4 #ifjc7 is amended to read as follows3 #bjd4 ,evaluations 7a7 ,in general ,the ,secretary shall-- 7#a7 provide for ongoing summative and interim evaluations described in subsections 7b7 and 7c71 respectively1 of each of the comprehensive centers established under this title in carrying out the full range of duties of the center under this title2 and 7#b7 transmit the results of such evaluations1 through appropriate means1 to the appropriate congressional committees1 the ,director of the ,institute of ,education ,sciences1 and the public4 7b7 ,summative evaluation ,the ,secretary shall ensure each comprehensive center established under this title is evaluated by an independent entity at the end of the period of the grant1 contract1 or cooperative agreement that established such center1 which shall-- 7#a7 be completed in a timely fashion2 7#b7 assess how well the center is meeting the measurable performance indicators established under section #bjc7;b77#c72 and 7#c7 consider the extent to which the center ensures that the technical assistance of such center is relevant and useful to the work of ,state and local practitioners and policymakers4 7c7 ,interim evaluation ,the ,secretary shall ensure that each comprehensive center established under this title is evaluated at the midpoint of the period of the grant1 contract1 or cooperative agreement that established such center1 which shall-- 7#a7 assess how well such center is meeting the measurable performance indicators established under section #bjc7;b77#c72 and 7#b7 be used to improve the effectiveness of such center in carrying out its plan under section #bjc7;c77#b74 4 #bje4 ,existing technical assistance providers 7a7 ,repeal ,section #bje 7#bj ,u4,s4,c4 #ifjd7 is repealed4 7b7 ,conforming amendment ,the table of contents in section #a of the ,act of ,november to ensure the activities of the regional educational laboratory and comprehensive centers serving the region of the committee are responsive to the needs of such region1 provide ongoing input to the laboratory and centers on planning and carrying out their activities under section #agd and this title1 respectively2 7#c7 maintain a high standard of quality in the performance of the activities of the laboratory and centers1 respectively2 and 7#d7 support the continuous improvement of the laboratory and centers in the region served by the committee1 especially in meeting the measurable performance indicators established under sections #agd7;e77#d7 and #bjc7;b77#c71 respectively4 2 7#d7 by amending subsection 7d71 as so redesignated1 to read as follows3 7d7 ,membership 7#a7 ,composition ,the membership of each regional advisory committee shall-- 7,a7 not exceed #be members2 7,b7 include the chief ,state school officer1 or such officer's designee1 or other ,state official1 of ,states within the region of the committee who have primary responsibility under ,state law for elementary and secondary education in the ,state2 7,c7 include representatives of local educational agencies1 including rural and urban local educational agencies1 that represent the geographic diversity of the region2 and 7,d7 include researchers4 7#b7 ,eligibility ,the membership of each regional advisory committee may include the following3 7,a7 ,representatives of institutions of higher education4 7,b7 ,parents4 7,c7 ,practicing educators1 including classroom teachers1 school leaders1 administrators1 school board members1 and other local school officials4 7,d7 ,representatives of business4 7,e7 ,policymakers4 7,f7 ,representatives from the regional educational laboratory and comprehensive centers in the region4 7#c7 ,recommendations ,in choosing individuals for membership on a regional advisory committee1 the ,secretary shall consult with1 and solicit recommendations from1 the chief executive officers of ,states1 chief ,state school officers1 local educational agencies1 and other education stakeholders within the applicable region4 7#d7 ,special rule ,the total number of members on each committee who are selected under subparagraphs 7,b7 and 7,c7 of paragraph 7#a71 in the aggregate1 shall exceed the total number of members who are selected under paragraph 7#b71 collectively4 2 7#e7 in subsection 7e71 as so redesignated-- 7,a7 in paragraph 7#a7-- 7i7 by inserting 1 at least on a biennial basis1 after assess2 and 7ii7 by inserting 1 strengths1 and agencies receiving a grant under this section support professional development that builds the capacity of teachers and school leaders to use data effectively2 and 7#e7 gives priority to ,state educational agencies that leverage the use of longitudinal data systems to improve student achievement and growth1 including such ,state educational agencies that-- 7,a7 meet the voluntary standards and guidelines described in section #aec7;a77#e72 7,b7 define the roles of ,state educational agencies1 local educational agencies1 and others in providing timely access to data under the statewide data systems1 consistent with privacy protections in section #ahc2 and 7,c7 demonstrate the capacity to share teacher and school leader performance data1 including student achievement and growth data1 with local educational agencies and teacher and school leader preparation programs4 2 7#e7 by inserting after subsection 7e71 as so redesignated1 the following3 7f7 ,renewal of awards ,the ,secretary may renew a grant awarded to a ,state educational agency under this section for a period not to exceed #c years1 if the ,state educational agency has demonstrated progress on the measurable the date of enactment of the ,strengthening ,education through ,research ,act1 the ,secretary shall prepare and make publicly available a report on the implementation and effectiveness of the activities carried out by ,state educational agencies receiving a grant under this section1 including-- 7,a7 information on progress in the development and use of statewide longitudinal data systems described in this section2 7,b7 information on best practices and areas for improvement in such development and use2 and 7,c7 how the ,state educational agencies are adhering to ,federal privacy laws and protections in the building1 maintenance1 and use of such data systems4 7#b7 ,succeeding reports ,every succeeding #c years after the report is made publicly available under paragraph 7#a71 the ,secretary shall prepare and make publicly available a report on the implementation and effectiveness of the activities carried out by ,state educational agencies receiving a grant under this section1 including-- 7,a7 information on the requirements of subparagraphs 7,a7 through 7,c7 of paragraph 7#a72 and 7,b7 the progress1 in the aggregate1 ,state educational agencies are making on the measurable use the funds reserved under paragraph 7#a7 to-- 7,i7 increase the usefulness of the evaluations conducted under clause 7i7 to promote continuous improvement of programs under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq472 or 7,,ii7 assist grantees of such programs in collecting and analyzing data and other activities related to conducting high-quality 7including by electronic means such as posting in an easily accessible manner on the ,institute's website7 #c years after the independent entity has begun reviewing the work of the ,institute4 7#c7 ,national ,center for ,education ,evaluation and ,regional ,assistance ,with respect to the ,national ,center for ,education ,evaluation and ,regional ,assistance1 an evaluation report described in paragraph 7#a7 shall contain-- 7,a7 an evaluation described in paragraph 7#b77;,a7 of the activities authorized for such ,center1 except for the regional educational laboratories established under section #agd2 and 7,b7 a summative or interim evaluation1 whichever is most recent1 for each such laboratory conducted under section #agd7;i7 on or after the date of enactment of the ,strengthening ,education through ,research ,act or1 in a case in which such an evaluation is not available for a laboratory1 the most recent evaluation for the laboratory conducted prior to the date of enactment of through 7j7 and inserting the following3 7d7 ,applications 7#a7 ,submission 7,a7 ,in general ,each eligible applicant desiring a contract grant1 contract1 or cooperative agreement under this section shall submit an application at such time1 in such manner1 and containing such information as the ,evaluation and ,regional ,assistance ,commissioner may reasonably require4 7,b7 ,input ,to ensure that applications submitted under this paragraph are reflective of the needs of the regions to be served1 each eligible applicant submitting such an application shall seek input from ,state educational agencies and local educational agencies in the region that the award will serve1 and other individuals with knowledge of the region's needs4 7#b7 ,plan 7,a7 ,in general ,each application submitted under paragraph 7#a7 shall contain a plan for the activities of the regional educational laboratory to be established under this section1 which shall be updated1 modified1 and improved1 as appropriate1 on an ongoing basis1 including by using the results of the laboratory's interim evaluation under subsection 7i77#c74 7,b7 ,contents ,a plan described in subparagraph 7,a7 shall address-- 7i7 the priorities for applied research1 development1 evaluations1 and wide dissemination established under section #bjg2 7ii7 the needs of ,state educational agencies and local educational agencies1 on an ongoing basis1 using available ,state and local data2 and 7iii7 if available1 demonstrated support from ,state educational agencies and local educational agencies in the region1 such as letters of support or signed memoranda of understanding4 7#c7 ,non-,federal support ,in conducting a competition for grants1 contracts1 or cooperative agreements under subsection 7a71 the ,evaluation and ,regional ,assistance ,commissioner shall give priority to eligible applicants that will provide a portion of non-,federal funds to maximize support for activities of the regional educational laboratories to be established under this section4 7e7 ,awarding grants1 contracts1 or cooperative agreements 7#a7 ,assurances ,in awarding grants1 contracts1 or cooperative agreements under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 make such an award for not more than a #e-year period2 7,b7 ensure that regional educational laboratories established under this section have strong and effective governance1 organization1 management1 and administration1 and employ qualified staff2 and 7,c7 ensure that each such laboratory has the flexibility to respond in a timely fashion to the needs of the laboratory's region1 including-- 7i7 through using the results of the laboratory's interim evaluation under subsection 7i77#c7 to improve and modify the activities of the laboratory before the end of the award period2 and 7ii7 through sharing preliminary results of the laboratory's research1 as appropriate1 to increase the relevance and usefulness of the research4 7#b7 ,coordination ,to ensure coordination and prevent unnecessary duplication of activities among the regions1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 share information about the activities of each regional educational laboratory with each other regional educational laboratory1 the ,department1 the ,director1 and the ,national ,board for ,education ,sciences2 7,b7 ensure1 where appropriate1 that the activities of each regional educational laboratory established under this section also serve national interests2 7,c7 ensure each such regional educational laboratory establishes strong partnerships among practitioners1 policymakers1 researchers1 and others1 so that such partnerships are continued in the absence of ,federal support2 and 7,d7 enable1 where appropriate1 for such a laboratory to work in a region being served by another laboratory or to carry out a project that extends beyond the region served by the laboratory4 7#c7 ,collaboration with technical assistance providers ,each regional educational laboratory established under this section shall1 on an ongoing basis1 coordinate its activities1 collaborate1 and regularly exchange information with the comprehensive centers 7established in section #bjc7 in the region in which the center is located1 and with comprehensive centers located outside of its region1 as appropriate4 7#d7 ,outreach ,in conducting competitions for grants1 contracts1 or cooperative agreements under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 by making information and technical assistance relating to the competition widely available1 actively encourage eligible applicants to compete for such an award2 and 7,b7 seek input from the chief executive officers of ,states1 chief ,state school officers1 educators1 parents1 superintendents1 and other individuals with knowledge of the needs of the regions to be served by the awards1 regarding-- 7i7 the needs in the regions for applied research1 evaluation1 development1 and wide-dissemination activities authorized by this title2 and 7ii7 how such needs may be addressed most effectively4 7#e7 ,performance management ,before the ,evaluation and ,regional ,assistance ,commissioner awards a grant1 contract1 or cooperative agreement under this section1 the ,director shall establish measurable performance indicators for assessing the ongoing progress and performance of the regional educational laboratories established with such awards that address the requirements of the performance management system described in section #ahe4 7#f7 ,standards ,the ,evaluation and ,regional ,assistance ,commissioner shall adhere to the ,institute's system for technical and peer review under section #aad7;h7 in reviewing the applied research activities and research-based reports of the regional educational laboratories4 7#g7 ,required consideration ,in determining whether to award a grant1 contract1 or cooperative agreement under this section-- 7,a7 to an eligible applicant that previously established a regional educational laboratory under this section1 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7i7 consider the results of such laboratory's summative evaluation under subsection 7i77#b71 or1 if not available1 any interim evaluation findings under subsection 7i77#c72 and 7ii7 ensure that only such laboratories determined effective in their relevant interim or summative evaluations1 as described in subsection 7i71 are eligible to receive a new grant1 contract1 or cooperative agreement2 and 7,b7 to any eligible applicant1 the ,evaluation and ,regional ,assistance ,commissioner shall ensure that such applicant has-- 7i7 a history of effectiveness in conducting high-quality applied research2 and 7ii7 the capacity to meet the measurable performance indicators established under paragraph 7#e74 7#h7 ,flexibility in laboratory number 7,a7 ,determination ,the ,evaluation and ,regional ,assistance ,commissioner1 in consultation with the regional educational laboratory advisory boards described in subsection 7h71 may determine that establishing #aj regional educational laboratories is unnecessary1 as required in subsection 7a71 and grant an alternative number of awards or reorganize such laboratories1 which may include not basing the awards on the regions described in subsection 7b71 if-- 7i7 an insufficient number of regional educational laboratories are meeting the needs of the regions described in subsection 7b71 as determined by the ,commissioner2 7ii7 an insufficient number of laboratories are meeting the measurable performance indicators established under paragraph 7#e71 as determined by the ,commissioner and the most recent interim or summative evaluation under subsection 7i72 or 7iii7 an insufficient number of eligible applicants have the capacity to meet the measurable performance indicators established under paragraph 7#e71 as determined by the ,commissioner4 7,b7 ,limitation ,if the ,evaluation and ,regional ,assistance ,commissioner uses the determination authority described in subparagraph 7,a71 there shall be no more than #aj regional educational laboratories established4 7f7 ,mission ,each regional educational laboratory established under this section shall-- 7#a7 conduct applied research1 development1 data analysis1 and evaluation activities with ,state educational agencies1 local educational agencies1 and1 as appropriate1 schools funded by the ,bureau2 7#b7 widely disseminate such work1 consistent with section #aad7;j72 and 7#c7 develop the capacity of ,state educational agencies1 local educational agencies1 and1 as appropriate1 schools funded by the ,bureau to carry out the activities described in paragraphs 7#a7 and 7#b74 7g7 ,activities ,to carry out the mission described in subsection 7f71 each regional educational laboratory established under this section shall carry out the following activities3 7#a7 ,conduct1 widely disseminate1 and promote utilization of applied research1 development activities1 evaluations1 data analysis1 and other scientifically valid research4 7#b7 ,develop and improve the plan for the laboratory under subsection 7d77#b7 for serving the region of the laboratory1 and as appropriate1 national needs1 on an ongoing basis1 which shall include seeking input and incorporating feedback from the representatives of ,state educational agencies and local educational agencies in the region1 and other individuals with knowledge of the region's needs4 7#c7 ,ensure research and related products are relevant and responsive to the needs of the region4 7h7 ,regional educational laboratory advisory board 7#a7 ,establishment ,each regional educational laboratory established under this section may establish an advisory board that shall support the priorities of such laboratory4 7#b7 ,duties ,each advisory board established under paragraph 7#a7 shall advise the regional educational laboratory-- 7,a7 concerning the activities described in subsection 7g72 7,b7 on strategies for monitoring and addressing the educational needs of the region1 on an ongoing basis1 and as appropriate1 national needs2 7,c7 on maintaining a high standard of quality in the performance of the laboratory's activities1 especially in meeting the measurable performance indicators established under subsection 7e77#e72 7,d7 on carrying out the laboratory's duties in a manner that promotes progress toward improving student academic achievement2 7,e7 on the activities undertaken by the comprehensive center in the region1 other centers1 as appropriate1 and other laboratories to align the work of such entities1 reduce redundancy1 and increase collaboration and resource-sharing in such activities2 and 7,f7 on joint activities with other comprehensive centers or laboratories that would meet the needs of multiple regions4 7#c7 ,composition 7,a7 ,in general ,each advisory board shall-- 7i7 not exceed #be members2 7ii7 include the chief ,state school officer1 or such officer's designee1 or other ,state official1 of ,states within the region of the laboratory who have primary responsibility under ,state law for elementary and secondary education in the ,state2 7iii7 include representatives of local educational agencies1 including rural and urban local educational agencies1 that represent the geographic diversity of the region2 7iv7 include researchers2 and 7v7 include not less than #a representative from an advisory board of a comprehensive center serving the region1 if applicable4 7,b7 ,eligibility ,the membership of each regional educational laboratory advisory board may include the following3 7i7 ,representatives of institutions of higher education4 7ii7 ,parents4 7iii7 ,practicing educators1 including classroom teachers1 school leaders1 administrators1 school board members1 and other local school officials4 7iv7 ,representatives of business4 7v7 ,policymakers4 7#d7 ,recommendations ,in choosing individuals for membership on a regional educational laboratory advisory board1 the regional educational laboratory shall consult with1 and solicit recommendations from1 the ,evaluation and ,regional ,assistance ,commissioner1 the chief executive officers of ,states1 chief ,state school officers1 local educational agencies1 and other education stakeholders within the applicable region4 7#e7 ,special rule ,the total number of members on each regional educational laboratory advisory board who are selected under clauses 7ii7 and 7iii7 of paragraph 7#c77;,a71 in the aggregate1 shall exceed the total number of members who are selected under paragraph 7#c77;,b71 collectively4 7i7 ,evaluations 7#a7 ,in general ,the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 provide for ongoing summative and interim evaluations described in paragraphs 7#b7 and 7#c71 respectively1 of each of the regional educational laboratories established under this section in carrying out the full range of duties described in this section2 and 7,b7 transmit the results of such evaluations1 through appropriate means1 to the appropriate congressional committees1 the ,director1 and the public4 7#b7 ,summative evaluations ,the ,evaluation and ,regional ,assistance ,commissioner shall ensure each regional educational laboratory established under this section is evaluated by an independent entity at the end of the period of the grant1 contract1 or cooperative agreement that established such laboratory1 and such evaluation shall-- 7,a7 be completed in a timely fashion2 7,b7 assess how well the laboratory is meeting the measurable performance indicators established under subsection 7e77#e72 and 7,c7 consider the extent to which the laboratory ensures that the activities of such laboratory are relevant and useful to the work of ,state and local practitioners and policymakers4 7#c7 ,interim evaluations ,the ,evaluation and ,regional ,assistance ,commissioner shall ensure each regional educational laboratory established under this section is evaluated at the midpoint of the period of the grant1 contract1 or cooperative agreement that established such laboratory1 and such evaluation shall-- 7,a7 assess how well such laboratory is meeting the performance indicators described in subsection 7e77#e72 and 7,b7 be used to improve the effectiveness of such laboratory in carrying out its plan under subsection 7d77#b74 7j7 ,continuation of awards2 ,recompetition 7#a7 ,continuation of awards ,the ,evaluation and ,regional ,assistance ,commissioner shall continue awards made to each eligible applicant for the support of regional educational laboratories established under this section prior to the date of enactment of the ,strengthening ,education through ,research ,act1 as such awards were in effect on the day before the date of enactment of such ,act1 for the duration of those awards1 in accordance with the terms and agreements of such awards4 7#b7 ,recompetition ,not later than the end of the period of the awards described in paragraph 7#a71 the ,evaluation and ,regional ,assistance ,commissioner shall-- 7,a7 hold a competition to make grants1 contracts1 or cooperative agreements under this section to eligible applicants1 which may include eligible applicants that held awards described in paragraph 7#a72 and 7,b7 in determining whether to select an eligible applicant that held an award described in paragraph 7#a7 for an award under subparagraph 7,a7 of this paragraph1 consider the results of the summative evaluation under subsection 7i77#b7 of the laboratory established with the eligible applicant's award described in paragraph 7#a74 2 7#e7 by striking subsection 7l72 7#f7 by redesignating subsections 7m71 7n71 and 7o7 as subsections 7l71 7m71 and 7n71 respectively2 7#g7 in subsection 7l71 as redesignated by paragraph 7#f71 by inserting and local after achieve ,state2 7#h7 by striking subsection 7m71 as redesignated by paragraph 7#f71 and inserting the following3 7m7 ,annual report ,each regional educational laboratory established under this section shall submit to the ,evaluation and ,regional ,assistance ,commissioner an annual report containing such information as the ,commissioner may require1 but which shall include1 at a minimum1 the following3 7#a7 ,a summary of the laboratory's activities and products developed during the previous year4 7#b7 ,a listing of the ,state educational agencies1 local educational agencies1 and schools the laboratory assisted during the previous year4 7#c7 ,using the measurable performance indicators established under subsection 7e77#e71 a description of how well the laboratory is meeting educational needs of the region served by the laboratory4 7#d7 ,any changes to the laboratory's plan under subsection 7d77#b7 to improve its activities in the remaining years of the grant1 contract1 or cooperative agreement4 2 and 7#i7 by adding at the end the following3 7o7 ,appropriations reservation ,of the amounts appropriated under section #aid7;a71 the ,evaluation and ,regional ,assistance ,commissioner shall reserve #af4ac percent of such funds to carry out this section1 of which the ,commissioner shall use not less than #be percent to serve rural areas 7including schools funded by the ,bureau which are located in rural areas74 4 7b7 ,conforming amendment ,the table of contents in section #a of the ,act of ,november #e1 #bjjb 7,public ,law #ajg-bgi2 #aaf ,stat4 #aidj7 is amended by striking the item relating to section #agd and inserting the following3 ,sec4 #agd4 ,regional educational laboratories for research1 development1 dissemination1 and evaluation4 4 ,e ,national ,center for ,special ,education ,research #age4 ,establishment ,section #age7;b7 7#bj ,u4,s4,c4 #iefg7;b77 is amended-- 7#a7 in paragraph 7#a71 by striking and children and inserting and demonstrate progress on the requirements of the performance management system described in section #ahe1 with respect to the activities that will be carried out under such grant1 contract1 or cooperative agreement4 2 and 7,c7 by adding at the end the following3 7#d7 ,duration ,notwithstanding any other provision of law1 the grants1 contracts1 and cooperative agreements under this section may be awarded or entered into1 on a competitive basis1 for a period of not more than #e years1 and may be renewed at the discretion of the ,special ,education ,research ,commissioner for an additional period of not more than #b years if the recipient demonstrates progress on the requirements of the performance management system described in section #ahe1 with respect to the activities additional comprehensive centers-- 7i7 for one or more of the regions described in subparagraph 7,a72 or 7ii7 to serve the ,nation as a whole by providing technical assistance on a particular content area of importance to the ,nation1 as determined by the ,secretary2 and 7,c7 may make such arrangements as the ,secretary determines necessary to ensure that the ,bureau of ,indian ,education and ,states or local educational agencies serving significant numbers of ,american ,indian1 ,alaska ,native1 or ,native ,hawaiian students have access to services provided under this section4 7#d7 ,nation ,in the case of a comprehensive center established to serve the ,nation as described in paragraph 7#c77;,b77ii71 the ,nation shall be considered to be a region served by such ,center4 7#e7 ,award period ,a grant1 contract1 or cooperative agreement under this section may be awarded1 on a competitive basis1 for a period of not more than #e years4 7#f7 ,responsiveness ,the ,secretary shall ensure that each comprehensive center established under this section has the ability to respond in a timely fashion to the needs of ,state educational agencies and local educational agencies1 including through using the results of the center's interim evaluation under section #bjd7;c71 to improve and modify the activities of the center before the end of the award period4 2 7#b7 in subsection 7b7-- 7,a7 in paragraph 7#a7-- 7i7 by inserting 1 contracts1 or cooperative agreements after ,grants2 7ii7 by striking research organizations1 institutions1 agencies1 institutions of higher education1 and inserting public or private1 nonprofit or for-profit research organizations1 other organizations1 or institutions of higher education12 7iii7 by striking 1 or individuals12 7iv7 by striking subsection ,outreach ,in conducting competitions for grants1 contracts1 or cooperative agreements under this section1 the ,secretary shall-- 7,a7 by making widely available information and technical assistance relating to the competition1 actively encourage eligible applicants to compete for such awards2 and 7,b7 seek input from chief executive officers of ,states1 chief ,state school officers1 educators1 parents1 superintendents1 and other individuals with knowledge of the needs of the regions to be served by the awards1 regarding-- 7i7 the needs in the regions for technical assistance authorized under this title2 and 7ii7 how such needs may be addressed most effectively4 7#c7 ,performance management ,before awarding a grant1 contract1 or cooperative agreement under this section1 the ,secretary shall establish measurable performance indicators to be used to assess the ongoing progress and performance of the comprehensive centers to be established under this title that address paragraphs 7#a7 through 7#c7 of the performance management system described in section #ahe4 7#d7 ,required consideration ,in determining whether to award or enter into a grant1 contract1 or cooperative agreement under this section-- 7,a7 to an eligible applicant that previously established a comprehensive center under this section1 the ,secretary shall-- 7i7 consider the results of such center's summative evaluation under section #bjd7;b7 or1 if not available1 any interim evaluation results under section #bjd7;c72 and 7ii7 ensure that only centers determined effective in the centers' relevant interim or summative evaluations1 as described in section #bjd1 are eligible to receive a new grant1 contract1 or cooperative agreement2 and 7,b7 to any eligible applicant1 the ,secretary shall ensure that such applicant has-- 7i7 a history of effectiveness in providing high-quality technical assistance2 and 7ii7 the capacity to meet the measurable performance indicators established under paragraph 7#c74 7#e7 ,flexibility in comprehensive center number 7,a7 ,determination ,the ,secretary1 in consultation with the comprehensive center advisory boards described in subsection 7f71 may determine that establishing #ag comprehensive centers under this section is unnecessary1 as required in subsection 7a77#a71 and grant an alternative number of awards or reorganize such centers1 which may include organizing the centers around content area instead of by the regions described in subsection 7a77#c71 if-- 7i7 an insufficient number of such comprehensive centers are meeting the needs of the regions described in paragraphs 7#c7 and 7#d7 of subsection 7a71 as determined by the ,secretary2 7ii7 an insufficient number of such comprehensive centers are meeting the measurable performance indicators established under paragraph 7#c71 as determined by the ,secretary and the most recent interim or summative evaluation under section #bjd2 or 7iii7 an insufficient number of eligible applicants have the capacity to meet the measurable performance indicators established under paragraph 7#c71 as determined by the ,secretary4 7,b7 ,limitation ,the ,secretary shall not use the determination authority described in subparagraph 7,a7 to establish more than #ag comprehensive centers under this section4 7#f7 ,continuation of awards 7,a7 ,continuation of awards ,the ,secretary shall continue awards made to each eligible applicant for the support of comprehensive centers established under this section prior to the date of enactment of the ,strengthening ,education through ,research ,act1 as such awards were in effect on the day before the date of enactment of such ,act1 for the duration of those awards1 in accordance with the terms and agreements of such awards4 7,b7 ,recompetition ,not later than the end of the period of the awards described in subparagraph 7,a71 the ,secretary shall-- 7i7 hold a competition to make grants1 contracts1 or cooperative agreements under this section to eligible applicants1 which may include eligible applicants that held awards described in subparagraph 7,a72 and 7ii7 in determining whether to select an eligible applicant that held an award described in subparagraph 7,a7 for an award under clause 7i7 of this subparagraph1 consider the results of the summative evaluation under section #bjd7;b7 of the center established with the eligible applicant's award described in subparagraph 7,a74 7#g7 ,eligible applicant defined ,for purposes of this section1 the term eligible applicant means an entity described in paragraph 7#a74 2 7#c7 by striking subsection 7c7 and inserting the following3 7c7 ,applications 7#a7 ,submission 7,a7 ,in general ,each eligible applicant seeking a grant1 contract1 or cooperative agreement under this section shall submit an application at such time1 in such manner1 and containing such additional information as the ,secretary may reasonably require4 7,b7 ,input ,to ensure that applications submitted under this paragraph are reflective of the needs of the regions to be served1 each eligible applicant submitting such an application shall seek input from-- 7i7 ,state educational agencies and local educational agencies in the region that the award will serve2 and 7ii7 other individuals with knowledge of the region's needs4 7#b7 ,plan 7,a7 ,in general ,each application submitted under paragraph 7#a7 shall contain a plan for the comprehensive center to be established under this section1 which shall be updated1 modified1 and improved1 as appropriate1 on an ongoing basis1 including by using the results of the center's interim evaluation under section #bjd7;c74 7,b7 ,contents ,a plan described in subparagraph 7,a7 shall address-- 7i7 the priorities for technical assistance established under section #bjg2 7ii7 the needs of ,state educational agencies and local educational agencies1 on an ongoing basis1 using available ,state and local data1 including how the needs of schools identified for improvement and schools and local educational agencies with a high percentage or number of low-income students will be prioritized and served2 and 7iii7 if available1 demonstrated support from ,state educational agencies and local educational agencies1 such as letters of support or signed memoranda of understanding4 7#c7 ,non-,federal ,support ,in conducting a competition for grants1 contracts1 or cooperative agreements under subsection 7a71 the ,secretary shall give priority to eligible applicants that will provide a portion of non-,federal funds to maximize support for activities of the comprehensive centers to be established under this section4 2 7#d7 in subsection 7d71 by inserting the number of low-performing schools in the region1 after economically disadvantaged students12 7#e7 by striking subsections 7e71 7g71 and 7h72 7#f7 by redesignating subsection 7f7 as subsection 7e72 7#g7 in subsection 7e71 as redesignated by paragraph 7#f7-- 7,a7 in paragraph 7#a7-- 7i7 in the matter preceding subparagraph 7,a71 by striking support dissemination and technical assistance activities by and inserting support ,state educational agencies and local educational agencies1 including by2 7ii7 in subparagraph 7,a7-- 7,i7 in clause 7i71 by inserting and other ,federal education laws before the semicolon2 7,,ii7 in clause 7ii7-- 7aa7 in the matter preceding subclause 7,i71 by striking and assessment tools and inserting 1 assessment tools1 and other educational strategies2 7bb7 in subclause 7,i71 by striking mathematics1 science1 and inserting mathematics and science1 which may include computer science or engineering12 and 7cc7 in subclause 7,,iii71 by inserting 1 including innovative tools and methods before the semicolon2 striking subparagraph 7,c7 and inserting the following3 7,c7 ensuring activities carried out under this section are relevant and responsive to the needs of the region being served4 2 and 7,b7 in paragraph 7#b7-- 7i7 by inserting 1 on an ongoing basis1 after this section shall2 and 7ii7 by striking in which the center is located and inserting served by the center or other regional educational laboratories or comprehensive centers1 as appropriate2 and 7#h7 by adding at the end the following3 7f7 ,comprehensive center advisory board 7#a7 ,establishment ,each comprehensive center established under this section may establish an advisory board that shall support the priorities of such center4 7#b7 ,duties ,each advisory board established under paragraph 7#a7 shall advise the comprehensive center-- 7,a7 concerning the activities described in subsection 7e72 7,b7 on strategies for monitoring and addressing the educational needs of the region being served on an ongoing basis and1 as appropriate1 national needs2 7,c7 on maintaining a high standard of quality in the performance of the center's activities1 especially in meeting the measurable performance indicators established under subsection 7b77#c72 7,d7 on carrying out the center's duties in a manner that promotes progress toward improving student academic achievement2 7,e7 on the activities undertaken by regional educational laboratories of the region being served1 other regional educational laboratories1 as appropriate1 and other comprehensive centers to align the work of the laboratories and centers1 reduce redundancy1 and increase collaboration and resource-sharing in such activities2 and 7,f7 on joint activities1 with other comprehensive centers or regional educational laboratories from other regions1 that would meet the needs of multiple regions4 7#c7 ,composition 7,a7 ,in general ,each advisory board shall-- 7i7 not exceed #be members2 7ii7 include the chief ,state school officer1 or such officer's designee1 or other ,state official1 of ,states within the region served by the comprehensive center who have primary responsibility under ,state law for elementary and secondary education in the ,state2 7iii7 include representatives of local educational agencies1 including rural and urban local educational agencies1 that represent the geographic diversity of the region2 7iv7 include researchers2 and 7v7 include not less than #a representative from the advisory board of a regional educational laboratory in the region being served by the comprehensive center4 7,b7 ,eligibility ,the membership of each comprehensive center advisory board may include the following3 7i7 ,representatives of institutions of higher education4 7ii7 ,parents4 7iii7 ,practicing educators1 including classroom teachers1 school leaders1 administrators1 school board members1 and other local school officials4 7iv7 ,representatives of business4 7v7 ,policymakers4 7#d7 ,recommendations ,in choosing individuals for membership on a comprehensive center advisory board1 the comprehensive center shall consult with1 and solicit recommendations from1 the ,secretary1 chief executive officers of ,states1 chief ,state school officers1 local educational agencies1 and other education stakeholders within the applicable region4 7#e7 ,special rule ,the total number of members on each board who are selected under clauses 7ii7 and 7iii7 of paragraph 7#c77;,a71 in the aggregate1 shall exceed the total number of members who are selected under paragraph 7#c77;,b71 collectively4 7g7 ,report to the ,secretary ,each comprehensive center established under this section shall submit to the ,secretary an annual report1 at such time1 in such manner1 and containing such information as the ,secretary may require1 which shall include the following3 7#a7 ,a summary of the center's activities and products developed during the previous year4 7#b7 ,a listing of the ,state educational agencies1 local educational agencies1 and schools the center assisted during the previous year4 7#c7 ,using the measurable performance indicators established under subsection 7b77#c71 a description of how well the center is meeting educational needs of the region served by the center4 7#d7 ,any changes to the center's plan under subsection 7c77#b7 to improve its activities in the remaining years of the grant1 contract1 or cooperative agreement4 4 #bjd4 ,evaluations ,section #bjd 7#bj ,u4,s4,c4 #ifjc7 is amended to read as follows3 #bjd4 ,evaluations 7a7 ,in general ,the ,secretary shall-- 7#a7 provide for ongoing summative and interim evaluations described in subsections 7b7 and 7c71 respectively1 of each of the comprehensive centers established under this title in carrying out the full range of duties of the center under this title2 and 7#b7 transmit the results of such evaluations1 through appropriate means1 to the appropriate congressional committees1 the ,director of the ,institute of ,education ,sciences1 and the public4 7b7 ,summative evaluation ,the ,secretary shall ensure each comprehensive center established under this title is evaluated by an independent entity at the end of the period of the grant1 contract1 or cooperative agreement that established such center1 which shall-- 7#a7 be completed in a timely fashion2 7#b7 assess how well the center is meeting the measurable performance indicators established under section #bjc7;b77#c72 and 7#c7 consider the extent to which the center ensures that the technical assistance of such center is relevant and useful to the work of ,state and local practitioners and policymakers4 7c7 ,interim evaluation ,the ,secretary shall ensure that each comprehensive center established under this title is evaluated at the midpoint of the period of the grant1 contract1 or cooperative agreement that established such center1 which shall-- 7#a7 assess how well such center is meeting the measurable performance indicators established under section #bjc7;b77#c72 and 7#b7 be used to improve the effectiveness of such center in carrying out its plan under section #bjc7;c77#b74 4 #bje4 ,existing technical assistance providers 7a7 ,repeal ,section #bje 7#bj ,u4,s4,c4 #ifjd7 is repealed4 7b7 ,conforming amendment ,the table of contents in section #a of the ,act of ,november #e1 #bjjb 7,public ,law #ajg-bgi2 #aaf ,stat4 #aidj7 is amended shall establish measurable performance indicators-- 7#a7 to be used to assess the ongoing progress and performance of ,state educational agencies receiving a grant under this section2 and 7#b7 that address paragraphs 7#a7 through 7#c7 of the performance management system described in section #ahe4 2 7#d7 in subsection 7d71 as redesignated by paragraph 7#b7-- 7,a7 in paragraph 7#a71 by striking 1 promotes linkages across ,states12 7,b7 in paragraph 7#b7-- 7i7 in the matter preceding subparagraph 7,a71 by inserting supports school improvement and after data that2 7ii7 in subparagraph 7,a71 by striking and other reporting requirements and close achievement gaps2 and and inserting and other reporting requirements1 close achievement gaps1 and improve teaching and school leadership22 7iii7 in subparagraph 7,b71 by striking and close achievement gaps2 and and by inserting 1 close achievement gaps1 and improve teaching and school leadership2 and2 and 7iv7 by inserting after subparagraph 7,b7 the following3 7,c7 to align statewide1 longitudinal data systems from early education through postsecondary education 7including pre-service preparation programs71 and the workforce1 consistent with privacy protections under section #ahc2 2 and 7,c7 by striking paragraph 7#c7 and inserting the following3 7#c7 ensures the protection of student privacy1 and includes a review of how ,state educational agencies1 local educational agencies1 and others that will have access to the statewide1 longitudinal data systems under this section will adhere to ,federal privacy laws and protections1 consistent with section #ahc1 in the building1 maintenance1 and use of such data systems2 7#d7 ensures ,state educational agencies receiving a grant under this section support professional development that builds the capacity of teachers and school leaders to use data effectively2 and 7#e7 gives priority to ,state educational agencies that leverage the use of statewide1 longitudinal data systems to improve student achievement and growth1 including such ,state educational agencies that-- 7,a7 meet the voluntary standards and guidelines described in section #aec7;a77#e72 7,b7 define the roles of ,state educational agencies1 local educational agencies1 and others in providing timely access to data under the statewide1 longitudinal data systems1 consistent with privacy protections in section #ahc2 and 7,c7 demonstrate the capacity to share teacher and school leader performance data1 including student achievement and growth data1 with local educational agencies and teacher and school leader preparation programs4 2 7#e7 by inserting after subsection 7e71 as redesignated by paragraph 7#b71 the following3 7f7 ,renewal of awards ,the ,secretary may renew a grant awarded to a ,state educational agency under this section for a period not to exceed #c years1 if the ,state educational agency has demonstrated progress on the measurable performance indicators established under subsection 7c74 2 and 7#f7 by striking subsection 7g71 as redesignated by paragraph 7#b71 and inserting the following3 7g7 ,reports 7#a7 ,first report ,not later than #a year after the date of enactment of the ,strengthening ,education through ,research ,act1 the ,secretary shall prepare and make publicly available a report on the implementation and effectiveness of the activities carried out by ,state educational agencies receiving a grant under this section1 including-- 7,a7 information on progress in the development and use of statewide1 longitudinal data systems described in this section2 7,b7 information on best practices and areas for improvement in such development and use2 and 7,c7 how the ,state educational agencies are adhering to ,federal privacy laws and protections in the building1 maintenance1 and use of such data systems4 7#b7 ,succeeding reports ,every succeeding #c years after the report is made publicly available under paragraph 7#a71 the ,secretary shall prepare and make publicly available a report on the implementation and effectiveness of the activities carried out by ,state educational agencies receiving a grant under this section1 including-- 7,a7 information on the requirements of subparagraphs 7,a7 through 7,c7 of paragraph 7#a72 and 7,b7 the progress1 in the aggregate1 ,state educational agencies are making on the measurable performance be the primary entity for conducting research on and evaluations of ,federal education programs within the ,department of ,education to ensure the rigor and independence of such research and evaluation4 7b7 ,flexible authority 7#a7 ,reservation ,notwithstanding any other provision of law in the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 et seq4 #fcja et seq47 related to evaluation1 the ,secretary of ,education1 in consultation with the ,director of the ,institute of ,education ,sciences-- 7,a7 may1 for purposes of carrying out the activities described in paragraph 7#b77;,b7-- 7i7 reserve not more than #j4e percent of the total amount of funds appropriated for each program authorized under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq471 other than part ,a of title ,i of such ,act 7#bj ,u4,s4,c4 #fcaa et seq47 and section #aeja of such ,act 7#bj ,u4,s4,c4 #fdia72 and 7ii7 reserve1 in the manner described in subparagraph 7,b71 an amount equal to not more than #j4a percent of the total amount of funds appropriated for-- 7,i7 part ,a of title ,i of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcaa et seq472 and 7,,ii7 section #aeja of such ,act 7#bj ,u4,s4,c4 #fdia72 and 7,b7 in reserving the amount described in subparagraph 7,a77ii7-- 7i7 shall reserve not more than the total amount of funds appropriated for section #aeja of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fdia72 and 7ii7 may1 in a case in which the total amount of funds appropriated for such section #aeja 7#bj ,u4,s4,c4 #fdia7 is less than the amount described in subparagraph 7,a77ii71 reserve the amount of funds appropriated for part ,a of title ,i of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcaa et seq47 that is needed for the sum of the total amount of funds appropriated for such section #aeja 7#bj ,u4,s4,c4 #fdia7 and such amount of funds appropriated for such part ,a of title ,i 7#bj ,u4,s4,c4 #fcaa et seq47 to equal the amount described in subparagraph 7,a77ii74 7#b7 ,authorized activities ,if funds are reserved under paragraph 7#a7-- 7,a7 neither the ,secretary of ,education nor the ,director of the ,institute of ,education ,sciences shall-- 7i7 carry out evaluations under section #aeja of the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fdia72 or 7ii7 reserve funds for evaluation activities under section #caaa7;c77#a77;,c7 of such ,act 7#bj ,u4,s4,c4 #fhba7;c77#a77;,c772 and 7,b7 the ,secretary of ,education1 in consultation with the ,director of the ,institute of ,education ,sciences-- 7i7 shall use the funds reserved under paragraph 7#a7 to carry out high-quality evaluations 7consistent with the requirements of section #agc7;a7 of the ,education ,sciences ,reform ,act of #bjjb 7#bj ,u4,s4,c4 #iefc7;a771 as amended by this ,act1 and the evaluation plan described in subsection 7c7 of this section7 of programs authorized under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq472 and 7ii7 may use the funds reserved under paragraph 7#a7 to-- 7,i7 increase the usefulness of the evaluations conducted under clause 7i7 to promote continuous improvement of programs under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq472 or 7,,ii7 assist grantees of such programs in collecting and analyzing data and other activities related to conducting high-quality evaluations under clause 7i74 7#c7 ,dissemination ,the ,secretary of ,education or the ,director of the ,institute of ,education ,sciences shall disseminate evaluation findings1 consistent with section #aad7;j7 of the ,education ,sciences ,reform ,act of #bjjb 7#bj ,u4,s4,c4 #iead7;j771 as amended by this ,act1 of evaluations carried out under paragraph 7#b77;,b77i74 7#d7 ,consolidation ,the ,secretary of ,education1 in consultation with the ,director of the ,institute of ,education ,sciences-- 7,a7 may consolidate the funds reserved under paragraph 7#a7 for purposes of carrying out the activities under paragraph 7#b77;,b72 and 7,b7 shall not be required to evaluate under paragraph 7#b77;,b77i7 each program authorized under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq47 each year4 7c7 ,evaluation plan ,the ,director of the ,institute of ,education ,sciences1 in consultation with the ,secretary of ,education1 shall1 on a biennial basis1 develop1 submit to ,congress1 and make publicly available an evaluation plan1 that-- 7#a7 describes the specific activities that will be carried out under subsection 7b77#b77;,b7 for the #b-year period applicable to the plan1 and the timelines of such activities2 7#b7 contains the results of the activities carried out under subsection 7b77#b77;,b7 for the most recent #b-year period2 and 7#c7 describes how programs authorized under the ,elementary and ,secondary ,education ,act of #aife 7#bj ,u4,s4,c4 #fcja et seq47 will be regularly evaluated4 7d7 ,rule of construction ,nothing in this section shall be construed to affect section #agc7;b7 of the ,education ,sciences ,reform ,act of #bjjb 7#bj ,u4,s4,c4 #iefc7;b771 as amended by this ,act4 ,november #ag1 #bjad,reported with an amendment
