ensure fairness in premium rates for    
coverage for business properties and    
second homes under the ,national ,flood 
,insurance ,program1 and for other      
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,flood ,insurance   
,premium ,parity ,act of #bjad4  #b4    
,repeal of certain rate increases  7a7  
,repeal of prohibition on subsidized    
rates ,paragraph 7#b7 of section        
#acjg7;a7 of the ,national ,flood       
,insurance ,act of #aifh 7#db ,u4,s4,c4 
#djad7 is amended--  7#a7 in            
subparagraph 7,a7--  7,a7 by striking   
which is not and inserting that is      
neither2 and  7,b7 by inserting before  
the semicolon at the end the following3 

nor the secondary residence of the owner
 of the property1 and the ,administrator
 shall establish standards for a        
residential property to qualify for     
purposes of this subparagraph as a      
secondary residence that shall 7,a7     
require the owner of the property to    
occupy the property for a minimum period
 of time each year1 as the              
,administrator determines appropriate1  
and 7,b7 provide that only a single     
property of any owner may so qualify2   
7#b7 in subparagraph 7,c71 by inserting 
or after the semicolon at the end2  7#c7
 by striking subparagraph 7,d72 and     
7#d7 by redesignating subparagraph 7,e7 
as subparagraph 7,d74  7b7 ,conforming  
amendments relating to limitation on    
annual rate increases ,paragraph 7#d7 of
 section #acjh7;e7 of the ,national     
,flood ,insurance ,act of #aifh 7#db    
,u4,s4,c4 #djae7;e77#d771 as amended by 
section #e of ,public ,law #aac-hi1 is  
amended by striking 7,a7 through 7,e7   
and inserting 7,a7 through 7,d74  7c7   

,implementation  7#a7 ,effective date   
,the ,administrator of the ,federal     
,emergency ,management ,agency 7in this 
subsection referred to as the           
,administrator7 shall make available    
such rate tables1 as necessary to       
implement the amendments made by        
subsections 7a7 and 7b7 as if such      
subsections were enacted as part of the 
,biggert-,waters ,flood ,insurance      
,reform ,act of #bjab 7,public ,law     
#aab-ada2 #abf ,stat4 #ieg74  7#b7      
,implementation1 coordination1 and      
guidance  7,a7 ,facilitation of timely  
refunds ,to ensure the participation of 
,write ,your ,own companies 7as such    
term is defined in section #ajjbjb7;a7  
of the ,biggert-,waters ,flood          
,insurance ,reform ,act of #bjab 7#db   
,u4,s4,c4 #djjd7;a771 the ,administrator
 and the ,federal ,emergency ,management
 ,agency shall consult with ,write ,your
 ,own companies throughout the          
development of guidance and rate tables 
necessary to implement the amendments   

made by subsections 7a7 and 7b74  7,b7  
,implementation and guidance ,the       
,administrator shall issue final        
guidance and rate tables necessary to   
implement the amendments made by        
subsections 7a7 and 7b7 not later than  
eight months following the date of the  
enactment of this ,act4 ,write ,your    
,own companies1 in coordination with the
 ,federal ,emergency ,management        
,agency1 shall have not less than six   
months but not more than eight months   
following the issuance of such final    
guidance and rate tables to implement   
the changes required by such final      
guidance and rate tables4  7,c7 ,refund 
of excess premium charges collected ,the
 ,administrator shall refund directly to
 insureds any premiums for flood        
insurance coverage under the ,national  
,flood ,insurance ,program collected in 
excess of the rates required under the  
amendments made by subsections 7a7 and  
7b74 ,to allow for necessary and        
appropriate implementation of such      

amendments1 any premium changes         
necessary to implement such amendments1 
including any such premium refund due to
 policy holders1 which shall be paid    
directly by the ,national ,flood        
,insurance ,program1 shall not be       
charged or paid to policyholders by the 
,national ,flood ,insurance ,program    
until after the ,administrator issues   
guidance and makes available such rate  
tables to implement the amendments made 
by subsections 7a7 and 7b74
