direct the ,federal ,trade ,commission  
to revise the regulations regarding the 
definitions for funeral industry        
practices4  #a4 ,short title ,this ,act 
may be cited as the ,funeral ,rule      
,improvement ,act of #bjad4  #b4        
,revision of regulations regarding      
funeral industry practices required ,not
 later than #ahj days after the date of 
enactment of this ,act1 the ,federal    
,trade ,commission shall revise the     
definitions in section #dec4a of title  
#af1 ,code of ,federal ,regulations in  
the following manner3  7#a7 ,by amending
 the definition of funeral provider to  
read as follows3 ,a funeral provider is 
any person1 partnership1 trust1 or      

corporation that sells or offers to sell
 funeral or burial goods or services to 
the public44  7#b7 ,by further amending 
the definition of funeral provider to   
except each of the following3  7,a7 ,any
 religious denomination1 middle         
judicatory1 house of worship1 or similar
 religious organization4  7,b7 ,any     
,state or political subdivision of a    
,state4  7,c7 ,any cemetery that has #be
 or fewer burials per year4  7,d7 ,any  
entity described in section             
#eja7;c77#ac7 of the ,internal ,revenue 
,code of #aihf 7#bf ,u4,s4,c4           
#eja7;c77#ac774  7#c7 ,by amending the  
definition of funeral services to read  
as follows3 ,funeral or burial services 
are any services that are sold or       
offered for sale directly to the public 
for use in connection with either3 7#a7 
the care and preparation of deceased    
human remains for burial1 cremation1 or 
other final disposition or 7#b7 the     
arrangement1 supervision1 or carrying   
out the funeral ceremony or final       

disposition of deceased human bodies44
