provisions as fall within the           
jurisdiction of the committee concerned 
,a ,,bill  ,to suspend the application  
of the limit on the ,nation's debt for a
 #aj-year period1 to reduce the pay of  
,members of ,congress for failing to    
meet fiscal sustainability targets1 and 
for other purposes4  #a4 ,short title   
,this ,act may be cited as the ,debt    
,limit ,reform and ,congressional ,pay  
for ,performance ,act of #bjad4  #b4    
,suspension of debt limit  7a7          
,suspension ,section #caja7;b7 of title 
#ca1 ,united ,states ,code1 shall not   

apply for the period beginning on       
,february #h1 #bjad1 and ending on      
,april #ae1 #bjbd4  7b7 ,special rule   
relating to obligations issued during   
suspension period ,effective on ,april  
#af1 #bjbd1 the limitation in section   
#caja7;b7 of title #ca1 ,united ,states 
,code1 is increased to the extent that--
  7#a7 the face amount of obligations   
issued under chapter #ca of such title  
and the face amount of obligations whose
 principal and interest are guaranteed  
by the ,united ,states ,government      
7except guaranteed obligations held by  
the ,secretary of the ,treasury7        
outstanding on ,april #af1 #bjbd1       
exceeds  7#b7 the face amount of such   
obligations outstanding on the date of  
enactment of this ,act4  7c7 ,limitation
 ,an obligation shall not be taken into 
account under subsection 7b77#a7 unless 
the issuance of such obligation was     
necessary to fund a commitment incurred 
by the ,federal ,government that        
required payment before ,april #af1     

#bjbd4  #c4 ,determination of fiscal    
sustainability targets  7a7             
,determinations ,on ,december #ca of    
each of calendar years #bjae through    
#bjbc1 the ,director of the ,office of  
,management and ,budget shall           
determine--  7#a7 the sum of the face   
amount of obligations issued under      
chapter #ca of title #ca1 ,united       
,states ,code1 and the face amount of   
obligations whose principal and interest
 are guaranteed by the ,united ,states  
,government 7except guaranteed          
obligations held by the ,secretary of   
the ,treasury71 outstanding at any time1
 with respect to the most recent fiscal 
year which ended before the calendar    
year2  7#b7 the amount which is equal to
 the applicable percentage 7as described
 in subsection 7b77 of the ,gross       
,domestic ,product determined by the    
,secretary of ,commerce with respect to 
such fiscal year2 and  7#c7 if the      
amount determined under paragraph 7#a7  
with respect to a fiscal year exceeds   

the amount determined under paragraph   
7#b7 with respect to such fiscal year1  
the percentage by which the amount      
determined under paragraph 7#a7 exceeds 
the amount determined under paragraph   
7#b74  7b7 ,applicable ,percentages     
,described ,for purposes of subsection  
7a77#b71 the applicable percentage with 
respect to a fiscal year is as follows3 
7#a7 ,for fiscal year #bjae1 #gd4a      
percent4  7#b7 ,for fiscal year #bjaf1  
#gj4d percent4  7#c7 ,for fiscal year   
#bjag1 #ff4i percent4  7#d7 ,for fiscal

,reorganization ,act of #aidf 7#b       

,u4,s4,c4 #deja7b77 is amended by adding
 at the end the following3  7,c7 ,if the
 ,director of the ,office of ,management
 and ,budget determines that the amount 
determined under paragraph 7#a7 of      
section #c7;a7 of the ,debt ,limit      
,reform and ,congressional ,pay for     
,performance ,act of #bjad with respect 
to a fiscal year exceeds the amount     
determined under paragraph 7#b7 of      
section #c7;a7 of such ,act with respect
 to such fiscal year--  7i7 each annual 
rate of pay referred to in paragraph    
7#a7 shall be reduced by the percentage 
determined by the ,director of the      
,office of ,management and ,budget under
 section #c7;a77#c7 of the ,debt ,limit 
,reform and ,congressional ,pay for     
,performance ,act of #bjad for all pay  
periods occurring during the next       
calendar year which begins after that   
fiscal year2 and  7ii7 no adjustment may
 be made under subparagraph 7,a7 in any 
such rate of pay during that next       
calendar year4  4  7b7 ,technical       

,amendment ,section #fja7;a77#b77;,a7 of
 such ,act is amended by striking       
,subject to subparagraph 7,b71 and      
inserting ,subject to subparagraphs 7,b7
 and 7,c714  7c7 ,effective ,date ,the  
amendments made by this section shall   
apply with respect to fiscal year #bjae 
and each succeeding fiscal year4
