 referred to the ,committee on ,natural 
,resources  ,a ,,bill  ,to end the use  
of body-gripping traps in the ,national 
,wildlife ,refuge ,system4  #a4 ,short  
title ,this ,act may be cited as the    
,refuge from ,cruel ,trapping ,act4  #b4
 ,possession or use of body-gripping    
trap prohibited ,the ,national ,wildlife
 ,refuge ,system ,administration ,act of
 #aiff 7#af ,u4,s4,c4 #ffh;dd et seq47  
is amended by adding at the end the     
following3  #f4 ,possession or use of   
body-gripping trap prohibited  7a7 ,in  
general ,no person may possess or use a 
body-gripping trap in the ,system4  7b7 
,enforcement provisions ,notwithstanding
 section #d7;f71 a person who possesses 

or uses a body-gripping trap in the     
,system shall be subject to the         
following3  7#a7 ,in the case of a first
 offense1 a civil fine of not more than 
#ejj imposed by the ,secretary for each 
body-gripping trap possessed or used4   
7#b7 ,in the case of a subsequent       
offense--  7,a7 a civil fine of not more
 than #a1jjj imposed by the ,secretary  
for each body-gripping trap possessed or
 used2  7,b7 imprisonment for not more  
than #ahj days2 or  7,c7 both a civil   
fine and imprisonment in accordance with
 subparagraphs 7,a7 and 7,b74  7c7      
,forfeiture of body-,gripping trap ,any 
body-gripping trap that is possessed or 
used in violation of this section1 and  
any wildlife captured by the use of such
 trap1 including the pelt or raw fur1   
shall be subject to forfeiture to the   
,united ,states in accordance with the  
provisions of chapter #df of title #ah1 
,united ,states ,code1 relating to civil
 forfeitures4  7d7 ,payment of court    
costs and other associated expenses ,a  

person found to be in violation of      
subsection 7a7 shall pay all court costs
 associated therewith4  7e7 ,regulations
 ,not later than #abj days after the    
date of the enactment of this section1  
the ,secretary shall issue any          
regulations necessary to carry out this 
section4  7f7 ,definition ,as used in   
this section1 the term body-gripping    
trap--  7#a7 means any device that is   
intended to kill or capture wildlife by 
physically restraining any part of the  
animal2  7#b7 includes any steel-jaw1   
padded1 or other modified leghold trap1 
kill-type trap1 snare trap1 or any      
modified version of any such trap2 and  
7#c7 does not include any cage or box   
trap or suitcase-type live beaver trap4
