,services  ,a ,,bill  ,to amend title   
#aj1 ,united ,states ,code1 to ensure   
that the ,secretary of ,defense provides
 each member of the ,armed ,forces1     
before the member separates from the    
,armed ,forces1 with an electronic copy 
of the medical records of the member and
 a physical examination4  #a4           
,transmittal of electronic medical      
records to separating members of the    
,armed ,forces  7a7 ,in general ,section
 #aadb of title #aj1 ,united ,states    
,code1 is amended--  7#a7 in subsection 
7c7--  7,a7 by striking ,in the case and

 inserting 7#a7 ,in the case2  7,b7 by  
adding at the end the following new     
paragraph3  7#b7  7,a7 ,the ,secretary  
concerned shall provide to each member  
of the armed forces who is scheduled to 
be separated from the armed forces a    
copy of the medical records of the      
member 7including the results of a      
,physical ,evaluation ,board or any     
other physical examination7 in an       
electronic format4  7,b7 ,to the extent 
practicable1 the ,secretary concerned   
shall ensure that medical records       
provided to a member of the ,national   
,guard under subparagraph 7,a7 include  
medical records that are--  7i7 in      
connection with the service of the      
member in the ,national ,guard1         
maintained by the ,governor of the      
,state1 ,commonwealth1 territory1 or    
possession of the ,united ,states1 or in
 the case of the ,district of ,columbia1
 the ,commanding ,general of the        
,national ,guard of the ,district of    
,columbia2 and  7ii7 provided to the    

,secretary for purposes of such         
subparagraph4  2 and  7,c7 in the       
heading by striking to ,department of   
,veterans ,affairs2 and  7#b7 in the    
heading by striking to ,department of   
,veterans ,affairs4  7b7 ,clerical      
amendment ,the table of sections at the 
beginning of chapter #eh of such title  
is amended by striking the item relating
 to section #aadb and inserting the     
following3  #aadb4 ,preseparation       
counseling2 transmittal of medical      
records  4  #b4 ,mandatory physical     
examinations of separating members of   
the ,armed ,forces ,section #aade of    
title #aj1 ,united ,states ,code1 is    
amended--  7#a7 in subsection 7a77#e7-- 
7,a7 by striking 7,a7 ,the ,secretary   
and inserting ,the ,secretary2  7,b7 by 
inserting comprehensive after undergo a2
 and  7,c7 by striking subparagraph     
7,b72 and  7#b7 by adding at the end the
 following new subsection3  7f7         
,mandatory physical examinations for    
members not otherwise covered by this   

section  7#a7 ,the ,secretary concerned 
shall provide a comprehensive physical  
examination pursuant to subsection      
7a77#e7 to each member of the armed     
forces who is scheduled to be separated 
from the armed forces and does not      
otherwise receive such an examination   
under such subsection4  7#b7 ,a member  
may not be entitled to health care      
benefits pursuant to subsection 7a71    
7b71 or 7c7 solely by reason of being   
provided a physical examination under   
paragraph 7#a74  4
