amend the ,state ,small ,business       
,credit ,initiative ,act of #bjaj to    
allow participating ,states to provide  
program funds to small businesses for   
development of affordable housing4  #a4 
,short title ,this ,act may be cited as 
the ,national ,expansion of             
,working-families ,housing ,options     
,using ,small ,enterprises ,act of #bjac
 or the ,,new ,,house ,act of #bjac4    
#b4 ,support for affordable housing     
projects ,section #cjjc7;c7 of the      
,state ,small ,business ,credit         
,initiative ,act of #bjaj 7#ab ,u4,s4,c4
 #egjb7;c77 is amended--  7#a7 in       
paragraph 7#c7--  7,a7 by redesignating 
subparagraphs 7,c7 and 7,d7 as          

subparagraphs 7,d7 and 7,e71            
respectively2 and  7,b7 by inserting    
after subparagraph 7,b7 the following3  
7,c7 to provide funds to small          
businesses to be used--  7i7 to develop1
 acquire1 construct1 rehabilitate1      
maintain1 operate1 or manage housing    
projects that provide housing that is   
affordable for low- or moderate-income  
households1 as determined by the        
,secretary1 in consultation with the    
,secretary of ,housing and ,urban       
,development2  7ii7 notwithstanding     
section #bbj of the ,cranston-,gonzalez 
,national ,affordable ,housing ,act 7#db
 ,u4,s4,c4 #abgej7 or any other         
provision of law1 to cover any          
contribution required under such section
 or any matching amount1 contribution   
amount1 or non-,federal share required  
in connection with any other ,federal   
grant or assistance program to provide  
housing that is affordable for low- or  
moderate-income households2 or  7iii7   
for purchasing foreclosed properties and

 property being sold by a ,state or     
local government1 but only for the use  
of such properties for the purposes     
specified in clause 7i7 of this         
subparagraph2  2  7#b7 in paragraph     
7#f7--  7,a7 in subparagraph 7,a71 by   
striking and at the end2  7,b7 in       
subparagraph 7,b71 by striking the      
period and inserting 2 and2 and  7,c7 by
 adding at the end the following3  7,c7 
the term small business has the meaning 
given the term small business concern   
under section #c7;a7 of the ,small      
,business ,act4  2 and  7#c7 by adding  
at the end the following3  7#g7 ,use of 
funds for affordable housing purposes   
,with respect to a participating ,state1
 of amounts transferred under this      
section to the ,state that have not been
 obligated as of the date of the        
enactment of the ,strengthening         
,economic ,development ,through         
,affordable ,housing ,act of #bjac1 the 
,state shall use1 at a minimum1 the     
lesser of--  7,a7 #b1ejj1jjj1 and  7,b7

for the purposes described under
