improvements in the laws relating to the
 advancement of security technologies   
for critical infrastructure protection1 
and for other purposes41 do pass with   
the following ,strike all after the     
enacting clause and insert the          
following3 #a4 ,short title ,this ,act  
may be cited as the ,cybersecurity      
,workforce ,assessment ,act4  #b4       
,definitions ,in this ,act-- 7#a7 the   
term ,cybersecurity ,category means a   
position's or incumbent's primary work  
function involving cybersecurity1 which 
is further defined by ,specialty ,area2 
7#b7 the term ,department means the     
,department of ,homeland ,security2     
7#c7 the term ,secretary means the      
,secretary of ,homeland ,security2 and  
7#d7 the term ,specialty ,area means any

 of the common types of cybersecurity   
work as recognized by the ,national     
,initiative for ,cybersecurity          
,education's ,national ,cybersecurity   
,workforce ,framework report4  #c4      
,cybersecurity workforce assessment and 
strategy  7a7 ,workforce assessment     
7#a7 ,in general ,not later than #ahj   
days after the date of enactment of this
 ,act1 and annually thereafter for #c   
years1 the ,secretary shall assess the  
cybersecurity workforce of the          
,department4  7#b7 ,contents ,the       
assessment required under paragraph 7#a7
 shall include1 at a minimum-- 7,a7 an  
assessment of the readiness and capacity
 of the workforce of the ,department to 
meet its cybersecurity mission2  7,b7   
information on where cybersecurity      
workforce positions are located within  
the ,department2  7,c7 information on   
which cybersecurity workforce positions 
are-- 7i7 performed by-- 7,i7 permanent 
full-time equivalent employees of the   
,department1 including1 to the greatest 

extent practicable1 demographic         
information about such employees2       
7,,ii7 independent contractors2 and     
7,,iii7 individuals employed by other   
,federal agencies1 including the        
,national ,security ,agency2 or  7ii7   
vacant2 and  7,d7 information on-- 7i7  
the percentage of individuals within    
each ,cybersecurity ,category and       
,specialty ,area who received essential 
training to perform their jobs2 and     
7ii7 in cases in which such essential   
training was not received1 what         
challenges1 if any1 were encountered    
with respect to the provision of such   
essential training4  7b7 ,workforce     
strategy  7#a7 ,in general ,the         
,secretary shall-- 7,a7 not later than  
#a year after the date of enactment of  
this ,act1 develop a comprehensive      
workforce strategy to enhance the       
readiness1 capacity1 training1          
recruitment1 and retention of the       
cybersecurity workforce of the          
,department2 and  7,b7 maintain and1 as 

necessary1 update the comprehensive     
workforce strategy developed under      
subparagraph 7,a74  7#b7 ,contents ,the 
comprehensive workforce strategy        
developed under paragraph 7#a7 shall    
include a description of-- 7,a7 a       
multi-phased recruitment plan1 including
 with respect to experienced            
professionals1 members of disadvantaged 
or underserved communities1 the         
unemployed1 and veterans2  7,b7 a       
#e-year implementation plan2  7,c7 a    
#aj-year projection of the cybersecurity
 workforce needs of the ,department2    
7,d7 any obstacle impeding the hiring   
and development of a cybersecurity      
workforce in the ,department2 and  7,e7 
any gap in the existing cybersecurity   
workforce of the ,department and a plan 
to fill any such gap4  7c7 ,updates ,the
 ,secretary submit to the appropriate   
congressional committees annual updates 
on-- 7#a7 the cybersecurity workforce   
assessment required under subsection    
7a72 and  7#b7 the progress of the      

,secretary in carrying out the          
comprehensive workforce strategy        
required to be developed under          
subsection 7b74  #d4 ,cybersecurity     
,fellowship ,program ,not later than    
#abj days after the date of enactment of
 this ,act1 the ,secretary shall submit 
to the appropriate congressional        
committees a report on the feasibility1 
cost1 and benefits of establishing a    
,cybersecurity ,fellowship ,program to  
offer a tuition payment plan for        
individuals pursuing undergraduate and  
doctoral degrees who agree to work for  
the ,department for an agreed-upon      
period of time4 ,amend the title so as  
to read3 ,an ,act to require the        
,secretary of ,homeland ,security to    
assess the cybersecurity workforce of   
the ,department of ,homeland ,security  
and develop a comprehensive workforce   
strategy1 and for other purposes44
