referred to the ,committee on ,house ,administration1 and in addition to the ,committee on ,ways and ,means1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to amend the ,national ,voter ,registration ,act of #aiic to require an applicant for voter registration for elections for ,federal office to affirmatively state that the applicant meets the eligibility requirements for voting in such elections as a condition of completing the application1 to require ,states to verify that an applicant for registering to vote in such elections meets the eligibility requirements for voting in such elections prior to registering the applicant to vote1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,restoring ,important ,voter ,eligibility ,requirements to ,states ,act of #bjac4 #b4 ,findings2 purpose 7a7 ,findings ,congress finds as follows3 7#a7 ,congress enacted the ,national ,voter ,registration ,act of #aiic 7#db ,u4,s4,c4 #aigc;gg et seq47 to promote the rights of citizens of the ,united ,states to exercise the fundamental right to vote1 as set forth in the findings of such ,act 7#db ,u4,s4,c4 #aigc;gg7a774 7#b7 ,while the purposes of such ,act 7#db ,u4,s4,c4 #aigc;gg7b77 include increasing voter registration and voter participation in elections for ,federal office1 the language does not refer to individuals in general but refers exclusively to eligible citizens of the ,united ,states4 7#c7 ,an additional purpose of such ,act is to protect the integrity of the electoral process 7#db ,u4,s4,c4 #aigc;gg7b77#c774 7#d7 ,individuals who do not meet the eligibility requirements for voting in elections for ,federal office1 including individuals who are not citizens of the ,united ,states1 have been permitted to register to vote in such elections and are presumably casting ballots in such elections4 7#e7 ,the participation of ineligible voters in elections for ,federal office is in direct conflict with the intent of ,congress in enacting the ,national ,voter ,registration ,act of #aiic and with the purpose of such ,act4 7b7 ,purpose ,it is the purpose of this ,act to ensure that the procedures for registering individuals to vote in elections for ,federal office are consistent with the purposes of the ,national ,voter ,registration ,act of #aiic4 #c4 ,expanded requirements for contents of voter registration application forms 7a7 ,requiring affirmative statement that applicant meets eligibility requirements as condition of acceptance 7#a7 ,forms provided with application for motor vehicle driver's license ,section #e7;c77#b77;,c77ii7 of the ,national ,voter ,registration ,act of #aiic 7#db ,u4,s4,c4 #aigc;gg-#c7;c77#b77;,c77ii77 is amended to read as follows3 7ii7 the applicant must state affirmatively that the applicant meets each such requirement as a condition of the acceptance of the application2 and 4 7#b7 ,forms provided by other voter registration agencies ,section #g7;a77#f77;,a77i77,,ii7 of such ,act 7#db ,u4,s4,c4 #aigc;gg-#e7;a77#f77;,a77i77,,ii77 is amended to read as follows3 7,,ii7 the applicant must state affirmatively that the applicant meets each such requirement as a condition of the acceptance of the application2 and 4 7#c7 ,mail registration forms ,section #cjc7;b77#d77;,a7 of the ,help ,america ,vote ,act of #bjjb 7#db ,u4,s4,c4 #aedhc7;b77#d77;,a77 is amended-- 7,a7 by redesignating clause 7iv7 as clause 7v72 and 7,b7 by inserting after clause 7iii7 the following new clause3 7iv7 ,the statement ,if you do not check yes in response to both of these questions1 your application will not be accepted44 4 7b7 ,inclusion of ,statement ,specifying ,penalty for ,perjury 7#a7 ,forms provided with application for motor vehicle driver's license ,section #e7;c77#b77;,d7 of the ,national ,voter ,registration ,act of #aiic 7#db ,u4,s4,c4 #aigc;gg-#c7;c77#b77;,d77 is amended-- 7,a7 by striking and at the end of clause 7ii72 and 7,b7 by adding at the end the following new clause3 7iv7 a statement that an applicant who knowingly provides false information in the application commits perjury1 as well as a description of the specific fine and term of imprisonment that may be imposed on an applicant who commits perjury by providing such false information2 and 4 7#b7 ,forms provided by other voter registration agencies ,section #g7;a77#f77;,a77i7 of such ,act 7#db ,u4,s4,c4 #aigc;gg-#e7;a77#f77;,a77i77 is amended-- 7,a7 by striking and at the end of subclause 7,,ii72 7,b7 by striking or at the end of subclause 7,,iii7 and inserting and2 and 7,c7 by adding at the end the following new subclause3 7,,iv7 describes how an applicant who knowingly provides false information in the application commits perjury1 as well as a description of the specific fine and term of imprisonment that may be imposed on an applicant who commits perjury by providing such false information2 or 4 7#c7 ,mail registration forms ,section #cjc7;b77#d77;,a7 of the ,help ,america ,vote ,act of #bjjb 7#db ,u4,s4,c4 #aedhc7;b77#d77;,a771 as amended by subsection 7a77#c71 is amended-- 7,a7 by redesignating clause 7v7 as clause 7vi72 and 7,b7 by inserting after clause 7iv7 the following new clause3 7v7 ,a statement informing the individual that an individual who knowingly provides a false answer to either of these questions commits perjury1 as well as a description of the specific fine and term of imprisonment that may be imposed on an individual who commits perjury by providing such a false answer4 4 7#d7 ,rule of construction ,nothing in the amendments made by this subsection shall be construed to prohibit the ,election ,assistance ,commission or any ,state or local election official from including on a voter registration form any information regarding any of the sanctions that may be imposed upon an individual as a result of information the individual provides on the form4 #d4 ,verification of information provided by applicants for voter registration 7a7 ,requiring ,states ,to verify information ,section #h of the ,national ,voter ,registration ,act of #aiic 7#db ,u4,s4,c4 #aigc;gg-#f7 is amended-- 7#a7 by redesignating subsection 7j7 as subsection 7k72 and 7#b7 by inserting after subsection 7i7 the following new subsection3 7j7 ,verification of ,information ,provided by ,applicants 7#a7 ,verification required ,a ,state may not register an individual to vote in elections for ,federal office in the ,state1 including an individual who submits the mail voter registration application form prescribed by the ,election ,assistance ,commission pursuant to section #i7;a77#b71 unless the ,state verifies that the information provided by the individual in the individual's application for voter registration is correct4 7#b7 ,methods of verification ,for purposes of paragraph 7#a71 a ,state may verify the information provided by an applicant for voter registration through such methods as the ,state considers appropriate1 including requiring the applicant to provide 7at the time of submitting a voter registration application with an application for a motor vehicle driver's license under section #e or at the time of submitting any other application form under this ,act7 documentary evidence that the applicant meets the eligibility requirements for voting in elections for ,federal office in the ,state1 including the requirement that the applicant is a ,united ,states citizen4 4 7b7 ,requiring ,federal ,officials ,to ,provide ,information 7#a7 ,in general ,section #i of the ,national ,voter ,registration ,act 7#db ,u4,s4,c4 #aigc;gg-#g7 is amended by adding at the end the following new subsection3 7c7 ,assisting ,election ,officials ,with ,verification of ,applicant ,information 7#a7 ,requiring agreements upon request ,at the request of the chief ,state election official1 the head of an office of the ,federal government shall enter into an agreement with the official for the purpose of enabling the official to verify information regarding the eligibility of an applicant for voter registration in the ,state to vote in elections for ,federal office in the ,state4 7#b7 ,deadline for entering into agreement ,the head of an office of the ,federal government who receives a request from a chief ,state election official to enter into an agreement under paragraph 7#a7 shall enter into such an agreement with the official not later than #cj days after receiving the request4 7#c7 ,no effect on other requirements ,nothing in paragraph 7#a7 shall be construed to affect the requirements of section #h7;g7 7relating to information provided by a ,united ,states attorney regarding offenders7 or section #bje7r7 of the ,social ,security ,act 7relating to agreements with the ,commissioner of ,social ,security for the purpose of verifying certain information74 4 7#b7 ,clarification of information provided by ,commissioner of ,social ,security under existing authority ,section #bje7r77#h77;,d77i77,i7 of the ,social ,security ,act 7#db ,u4,s4,c4 #dje7r77#h77;,d77i77,i77 is amended by striking the date of birth and inserting the location and date of birth4 #e4 ,effective date ,the amendments made by this ,act shall apply with respect to elections occurring after the expiration of the #a-year period which begins on the date of the enactment of this ,act4
