,act of #aieh to establish a mechanism  
to permit ,state and local interests to 
release to the ,united ,states future   
water storage rights associated with    
,corps of ,engineers reservoir projects4
  #a4 ,future water supply ,section #cja
 of the ,water ,supply ,act of #aieh    
7#dc ,u4,s4,c4 #cij;b7 is amended--     
7#a7 by redesignating subsections 7c7   
and 7d7 as subsections 7d7 and 7e71     
respectively2 and  7#b7 by inserting    
after subsection 7b7 the following3  7c7
 ,release of future water storage  7#a7 
,establishment of #aj-year plans for the
 utilization of future storage  7,a7 ,in
 general ,beginning #ahj days after the 
date of enactment of this subsection and
 not later than ,january #a1 #bjaf1 an  

interested ,state or local interest may 
submit to the ,secretary a plan for the 
utilization of future use water storage 
under this ,act4  7,b7 ,contents ,a plan
 submitted under subparagraph 7,a7 shall
 include--  7i7 a #aj-year timetable for
 conversion of future use storage to    
present use2 and  7ii7 a schedule of    
actions that the ,state or local        
interest agrees to carry out over a     
#aj-year period1 in cooperation with the
 ,corps of ,engineers1 to seek new and  
alternative users of future water       
storage that is contracted to the ,state
 or local interest on the date of       
enactment of this subsection4  7#b7     
,release of future water storage ,for   
,corps of ,engineers projects1 for the  
period beginning on ,january #a1 #bjbf1 
and ending on ,december #ca1 #bjbh1 a   
,state or local interest that the       
,secretary determines has carried out   
the obligations of the ,state or local  
interest under an applicable plan       
described in paragraph 7#a7 may notify  

the ,secretary of the ,army that the    
,state or local interest seeks to       
release to the ,united ,states any right
 of the ,state or local interest to     
future water storage under this ,act    
that--  7,a7 was allocated for future   
use water supply prior to ,november #ag1
 #aihf2 and  7,b7 as of ,december #ca1  
#bjbe1 has not been allocated or used4  
7#c7 ,administration ,on receipt of a   
notification under paragraph 7#b7 by the
 ,secretary of the ,army--  7,a7 the    
request of the applicable ,state or     
local interest to release future water  
storage rights shall be considered to be
 approved2 and  7,b7 the applicable     
,state or local interest shall not be   
responsible for the cost of any water   
storage rights released under this      
subsection4  4
