7#a7 by repealing subparagraph 7,e71 and
  7#b7 by inserting after subparagraph  
7,d7 the following new subparagraph3    
7,e7 ,full-time equivalents treated as  
full-time employees ,solely for purposes
 of determining whether an employer is  
an applicable large employer under this 
paragraph1 an employer shall1 in        
addition to the number of full-time     
employees for any month otherwise       
determined1 include for such month a    
number of full-time employees determined
 by dividing the aggregate number of    
hours of service of employees who are   
not full-time employees for the month by
 #agd4  4  7b7 ,full-,time employees    
,paragraph 7#d7 of section #dihj;,h7c7  
of the ,internal ,revenue ,code of #aihf
 is amended--  7#a7 by repealing        
subparagraph 7,a71 and  7#b7 by         
inserting before subparagraph 7,b7 the  
following new subparagraph3  7,a7 ,in   
general ,the term full-time employee    
means1 with respect to any month1 an    
employee who is employed on average at  

least #dj hours of service per week4  4 
7c7 ,effective date ,the amendments made
 by this section shall apply to months
