treatment under the ,generalized ,system
 of ,preferences1 and for other         
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,,gsp ,update for   
,production ,diversification and ,trade 
,enhancement ,act or ,,gsp ,,update     
,act4  #b4 ,findings ,congress makes the
 following findings3  7#a7 ,the         
,generalized ,system of ,preferences    
under title ,v of the ,trade ,act of    
#aigd 7#ai ,u4,s4,c4 #bdfa et seq47 was 
enacted to promote economic development 
in developing and least-developed       
countries4  7#b7 ,many articles referred
 to as luggage or travel articles and   
classified under chapter #db of the     

,harmonized ,tariff ,schedule of the    
,united ,states may not be designated as
 eligible articles for purposes of the  
,generalized ,system of ,preferences4   
7#c7 ,global trade and manufacturing    
dynamics have changed since the         
enactment of the ,generalized ,system of
 ,preferences in #aigd1 and many luggage
 and travel articles may no longer be   
import-sensitive to industries in the   
,united ,states4  7#d7 ,by removing     
certain luggage and travel articles from
 the list of articles excluded from     
eligibility under the ,generalized      
,system of ,preferences1 ,congress is   
not changing rates in the ,harmonized   
,tariff ,schedule of the ,united        
,states1 but instead is allowing those  
articles access to the annual review    
process under the ,generalized ,system  
of ,preferences1 which relies on        
investigations and recommendations from 
the independent ,united ,states         
,international ,trade ,commission1 among
 other agencies of the ,united ,states  

,government4  7#e7 ,as of ,february     
#bjab1 #gc of the #acb countries        
designated as beneficiary developing    
countries under the ,generalized ,system
 of ,preferences export articles        
classified under heading #dbjb of the   
,harmonized ,tariff ,schedule of the    
,united ,states to the ,united ,states4 
,twenty of those countries have been    
designated as least-developed           
beneficiary developing countries for    
purposes of the ,generalized ,system of 
,preferences4  7#f7 ,as of ,february    
#bjab1 the ,people's ,republic of ,china
 has a nearly #hj percent share of the  
market for certain luggage and travel   
articles being imported into the ,united
 ,states4 ,this dominance leaves little 
room for competition from smaller       
developing countries4 ,for example1     
countries designated as beneficiary     
developing countries under the          
,generalized ,system of ,preferences    
account for only #e percent of imports  
of those articles into the ,united      

,states4  7#g7 ,the provision of        
duty-free treatment under the           
,generalized ,system of ,preferences for
 certain luggage and travel articles    
imported into the ,united ,states may   
result in a shift in the production of  
those articles from ,china to countries 
designated as beneficiary developing    
countries or least-developed beneficiary
 developing countries under the         
,generalized ,system of ,preferences4   
#c4 ,eligibility of certain luggage and 
travel articles for duty-free treatment 
under the ,generalized ,system of       
,preferences ,section #ejc7;b77#a7 of   
the ,trade ,act of #aigd 7#ai ,u4,s4,c4 
#bdfc7;b77#a77 is amended--  7#a7 in    
subparagraph 7,a71 by striking paragraph
 7#d7 and inserting paragraphs 7#d7 and 
7#e72  7#b7 in subparagraph 7,e71 by    
striking ,footwear and inserting ,except
 as provided in paragraph 7#e71         
footwear2 and  7#c7 by adding at the end
 the following3  7#e7 ,certain luggage  
and travel articles ,notwithstanding    

subparagraph 7,a7 or 7,e7 of paragraph  
7#a71 the ,president may designate the  
following as eligible articles under    
subsection 7a73  7,a7 ,articles         
classifiable under subheading
