 in each case for consideration of such 
provisions as fall within the           
jurisdiction of the committee concerned 
,a ,,bill  ,to amend title #e1 ,united  
,states ,code1 to provide for the       
termination of further retirement       
benefits for ,members of ,congress1     
except the right to continue            
participating in the ,thrift ,savings   
,plan1 and for other purposes4  #a4     
,short title ,this ,act may be cited as 
the ,end ,pensions in ,congress ,act or 
the ,,epic ,act4  #b4 ,amendments       
relating to the ,civil ,service         
,retirement ,system  7a7 ,in general    

,subchapter ,,iii of chapter #hc of     
title #e1 ,united ,states ,code1 is     
amended by inserting after section #hcce
 the following3  #hcce;a4 ,termination  
of further retirement coverage of       
,members of ,congress  7a7 ,in general  
,notwithstanding any other provision of 
this subchapter and subject to          
subsection 7f71 effective as of the date
 of enactment of this section--  7#a7 a 
,member shall not be subject to this    
subchapter for any further period of    
time2 and  7#b7 no further ,government  
contributions or deductions from basic  
pay may be made with respect to such    
,member for deposit in the ,treasury of 
the ,united ,states to the credit of the
 ,fund4  7b7 ,prior rights not affected 
,nothing in subsection 7a7 shall be     
considered to nullify1 modify1 or       
otherwise affect any right1 entitlement1
 or benefit under this subchapter with  
respect to any ,member covering any     
period prior to the date of enactment of
 this section4  7c7 ,right ,to          

participate in thrift savings plan not  
affected ,nothing in subsection 7a7     
shall affect the eligibility of a       
,member to participate in the ,thrift   
,savings ,plan in accordance with       
otherwise applicable provisions of law4 
7d7 ,regulations ,any regulations       
necessary to carry out this section     
may--  7#a7 except with respect to      
matters under subparagraph 7,b71 be     
prescribed by the ,director of the      
,office of ,personnel ,management2 and  
7#b7 with respect to matters relating to
 the ,thrift ,savings ,plan1 be         
prescribed by the ,executive ,director  
7as defined by section #hdja7ac774  7e7 
,exclusion ,for purposes of this        
section1 the term ,member does not      
include the ,vice ,president4  7f7      
,opt-,in ,not later than #ij days after 
the date of enactment of this section1 a
 ,member covered by this subchapter as  
of such date may elect1 by giving notice
 in writing to the official by whom he  
is paid1 to remain subject to this      

subchapter4  4  7b7 ,clerical amendment

,states ,code1 is amended by inserting  
after the item relating to section #hcce
 the following3  #hcce;a4 ,termination

,amendments relating to the ,federal    
,employees' ,retirement ,system  7a7 ,in
 general ,subchapter ,,ii of chapter #hd
 of title #e1 ,united ,states ,code1 is 
amended by inserting after section #hdbe
 the following3  #hdbe;a4 ,termination  
of further retirement coverage of       
,members of ,congress  7a7 ,in general  
,notwithstanding any other provision of 
this chapter1 effective as of the date  
of enactment of this section--  7#a7    
subject to subsection 7f71 in the case  
of an individual who first becomes a    
,member before such date of enactment-- 
7,a7 such ,member shall not be subject  
to this chapter for any further period  
of time after such date of enactment2   

and  7,b7 no further ,government        
contributions or deductions from basic  
pay may be made with respect to such    
,member for deposit in the ,treasury of 
the ,united ,states to the credit of the

,member who has not completed at least  
#e years of civilian service as of the  
date of enactment of this section1      
provide that the lump-sum credit shall  
be payable to such ,member to the same  
extent and in the same manner as if such
 ,member satisfied paragraphs 7#a7      

through 7#d7 of section #hdbd7;a7 as of 
such date of enactment4  7e7 ,exclusion 
,for purposes of this section1 the term 
,member does not include the ,vice      
,president4  7f7 ,opt-,in ,not later    
than #ij days after the date of         
enactment of this section1 a ,member    
covered by this chapter as of such date
