,,archive4 ,published under ,supervision of the ,professor of ,english4 ,,trinity ,,college1 ,,march1 #ahhh4 ,the essays which have appeared in the previous numbers of ,,the ,,archive are specimens of work done in the ,english ,department4 ,the following essay1 which has been placed at our disposal1 is taken from the work done by the ,freshman ,class in the ,department of ,history3 ,the ,first ,hundred ,years of the ,constitution4 ,the struggle for independence had ended4 ,the ,british1 with the exception of a few forts in the ,northwest ,territory1 had retired from the ,united ,states4 ,peace had been made four years before2 yet the state of affairs in the country was such that even the most sanguine began to rue the day that the colonies had thrown off their allegiance to the ,british crown4 ,contrary to the expectations of every one1 prosperity did not come with peace4 ,the people had no money1 the government had none4 ,the roads were very bad and consequently very little headway could be made at traveling and transportation4 ,the farmers were obliged to do a large part of their work with wooden tools1 and of course it was very imperfectly done4 ,many who had been in a state of affluence before the war were reduced to a state of indigence4 ,there were also very few schools4 ,now it is evident that this state of affairs was calculated to create discontent among the people and a spirit of distrust in the government4 ,the soldiers who had fought so hard and had suffered so much during the war were either granted lands in the ,west1 which at that time were of little value1 since the ,indians kept the settlers in a state of constant terror1 or they were dismissed with the promise that they would be paid as soon as the country should recover from the financial depression which the war had caused4 ,congress had contracted a large debt with ,france and ,holland1 and1 as it had no power under the 8,articles of ,confederation0 to lay taxes1 it had no means of paying this debt or of rewarding the soldiers4 ,england also was injuring the commerce of the ,states by seizing their merchant vessels1 and ,congress had no means of prohibiting her4 ,the people began to see and to feel that the 8,articles of ,confederation0 were insufficient for the government of the country4 ,in reply to the repeated demands of the people1 ,congress1 in #aghg1 called an assembly of delegates to revise the 8,articles10 and to devise such provisions as might render the 8,constitution of the ,federal government adequate to the exigencies of the ,union40 ,the convention met in ,philadelphia4 ,the ,states sent their ablest men2 and well they did1 for dependent upon their actions and decision was the destiny of a great nation4 ,after a discussion of some weeks1 the ,constitution was decided upon4 ,this ,constitution1 unlike the 8,articles of ,confederation10 gave ,congress power to act1 and not simply to advise the ,states4 ,the government provided for by this ,constitution was to be republican in its nature and was to consist of three departments3 a ,legislative department1 or ,congress1 to make laws2 an ,executive department1 the ,president and his officers1 to enforce the laws enacted by ,congress2 and a ,judiciary department1 the ,federal ,courts1 to decide disputed questions under the law4 ,the ,legislative and ,executive departments1 working in unison1 were to govern the country1 always acting in accordance with the ,constitution as interpreted by the ,judiciary department4 ,this form of government went into effect1 being ratified by ,new ,hampshire1 the ninth ,state1 in #aghh4 ,during the first year of the administration of ,washington1 the first ten amendments were proposed4 ,we may assign the same reason for the early proposal of these amendments as that which caused nearly half of the members of the convention to vote against the ,constitution4 ,this cause was1 we think1 that the ,states feared that too much power would be given to the ,federal government4 ,these ten amendments were adopted in #agia1 thus assuring to the people freedom of speech and of press1 trial by jury and a great many other privileges4 ,the third clause in the first amendment--,congress shall make no law abridging the freedom of speech or of press--was not very strictly adhered to in later days4 ,for instance1 the 8,sedition ,law10 passed by ,congress during the administration of ,john ,adams1 was disregardful of this clause4 ,the eleventh amendment1 limiting judiciary power1 was adopted in #agih4 ,when the presidential election of #ahjj came1 the ,republican candidates were ,jefferson and ,burr4 ,the votes being counted1 it was found that they had received an equal number4 ,it now fell to ,congress to decide which should be ,president4 ,on the thirty-sixth ballot ,jefferson received the majority1 and ,burr1 his political opponent1 became ,vice-,president4 ,in order that this defect in election might be removed1 the twelfth amendment was adopted in #ahjd4 ,it provided that the electors should meet in their respective ,states1 and vote by ballot for ,president1 and in a distinct ballot for ,vice-,president4 ,the people had put aside their old ,puritan customs and fashions1 and had come to think and act to a great extent as the people of to-day4 ,they were energetic and were steadily rising1 soon to take their stand in the foremost rank of the nations of the world4 ,already foreign nations had begun to respect their claims1 yet the country was doomed to be rent by civil strife and to flow with the blood of her sturdiest sons4 ,the war soon passed away1 the feeling soon died out1 and the ,north and the ,south were known no more as two sections disputing about ,state ,sovereignty1 but as different sections of the same great nation1 governed by the same laws1 enjoying the same liberty and freedom1 and worshipping the same ,divine ,being4 ,the termination of this war in favor of the ,north gave rise to the thirteenth amendment1 prohibiting slavery in any part of the ,united ,states or in any of her colonies1 except as punishment for some crime whereof the party shall have been duly convicted4 ,the fourteenth amendment was adopted in the year #ahfh4 ,the fifteenth and last amendment was adopted in #ahgj4 ,this gives to each and every citizen of the ,united ,states regardless of race1 color1 or previous condition of servitude1 the right to vote4 ,thus we see that but fifteen amendments have been added to the ,constitution in little over one hundred years2 and these became necessary1 not because the convention of #aghg did its work so imperfectly1 but because the growth of the country in population1 in wealth1 and the change of the condition and avocations of a majority of the people demanded them4 ,let us notice some of these changes4 ,during the ,revolutionary war and the period between the close of the war and the adoption of the constitution1 there were no railroads and no telegraphs1 there were but very few factories1 and those very clumsily built4 ,the public roads were in a very bad condition1 so that the majority of the people knew nothing of the country except that part of it which was in their immediate neighborhood1 for there were no means of communication between different sections1 and where there is little or no communication between two sections1 they know very little of each other4 ,there were strong ,states oppressing the weaker ones and contentions between ,state and ,state concerning their western boundaries4 ,about sixty years later1 we find that the electric telegraph had been invented and was in successful use and that there were railroads on every hand4 ,there was close communication between the different sections1 so that every one was1 or ought to have been1 posted on the issues of the times4 ,there were many factories of many kinds built on improved plans1 thus changing the employments of a great many citizens4 ,all the ,states with fixed boundaries were working in unison with but one purpose in view1 and that the furtherance of the general good4 ,in the former time1 farming was the occupation of the masses2 in the later1 they were engaged in almost every industry known to the world4 ,the population had increased from three millions 7#c1jjj1jjj7 to over seventeen millions 7#ag1jjj1jjj71 and the wealth of the people had also increased wonderfully4 ,great political changes had come about4 ,the issues of the times were entirely different1 and in order that these issues might be rightly legislated upon1 changes were made in the constitution1 and these changes constitute the amendments4 ,with this constitution as a basis1 our country has1 for the past century1 been a prosperous and happy country4 ,she has increased in population and wealth as no other nation on earth has increased4 ,if she goes on increasing as she has increased1 half a century hence she will have two hundred millions of people1 and there will be no power on earth to compare with her2 for she will not be such as ,china1 ,hindoostan1 ,russia1 but a nation of civilized men1 helped by steam1 electricity and machinery1 so that each man can do as much work as a score of ,chinese4 ,she could then maintain fleets and armies enough to overawe the remainder of the world4 ,she could make other nations yield to her slightest demand4 ,she could make herself a bully and a nuisance among nations4 ,when the ,united ,states becomes such a power as this1 if rightly ruled1 it may be made a great blessing to the world4 ,if the moral forces1 which have made the country what it is1 should be lost1 national decay would soon rid the earth of the evil1 and free other nations from anxiety4 ,north ,america has been the burial place of other races before ours1 and it may yet be the graveyard of our own4 ,if every man will fight every evil he sees1 if he lives out man's allotted time of life1 he will be rewarded in seeing his country respected and honored by all other nations as no nation has yet been respected or honored1 and in feeling that he has done his part in the great work4 ,s4 ,d4 ,m4 ,for the ,archive4 ,the favorable notices of the ,alumni of ,trinity are interesting1 especially to an old student4 ,this department as a medium of communication between old graduates serves in many instances as an advertising column4 ,all the editors ask of you for this is your subscription4 ,and the ,alumnus or any other old student who takes so little interest in the affairs of his own college that he does not subscribe for its publications1 ,i fear has lost his patriotism4 ,the get-up of ,,the ,,archive is commendable--the carefully prepared articles deserve the attention of every ,alumnus--the book reviews are both interesting and instructive1 and the exclusion of long1 dry articles is admirable4 ,,the ,,archive is not the only thing at ,trinity that demands our attention4 ,the reports and circulars issued by ,president ,crowell demonstrate the working of a scholar and a live educator4 ,they are truly inspiring1 and every teacher in the ,state could well afford to read them4 ,the proposed re-union of the old students and officers of the college1 at the approaching ,commencement1 will meet with the approval of every friend of the institution4 ,of course the ,alumni have their annual re-unions2 but all who have ever been connected with the institution should assemble4 ,let us have a grand re-union that will inspire every one with new energy and a determination to work more faithfully than ever4 ,let us meet and examine the log-book and see that the old ship is fully equipped for another voyage4 ,thus will her captain be encouraged in his faithful efforts to steer our educational craft--her crew inspired with fresh hope1 and healthy enthusiasm created among all4 ,the action of the ,alumni will1 to a great extent1 determine the future standing of ,trinity4 ,let it not be said of them1 8,they knew their duty and did it not40 ,with united action of the ,alumni and the ,conference2 endowment1 new building1 loan fund1 and necessary equipments1 will place our college at the head of the list in ,north ,carolina4 ,a4 99 99 99 99 99 ,liberty is taken to publish the following letter from an old student3 ,i wish to congratulate the editors of ,,the ,,archive on the splendid paper you are getting out4 ,it is indeed a fit representation of the ,college whose upward move is everywhere attracting attention4 ,as one who loves his ,alma ,mater1 and as one who has watched her struggles in the past with an eye of interest1 ,i rejoice to know of her present prosperity and her bright prospects for the future4 ,my purpose1 however1 in writing is to subscribe for ,,the ,,archive--find enclosed one dollar--and to tell you to put down my name as another of a hundred to pay fifty dollars towards the ,society and ,library ,building4 ,very truly1 ,w4 ,h4 ,n4 ,university of ,va4 ,editorials4 ,g4 ,n4 ,,raper1 ,columbian1 ,,editors4 ,m4 ,c4 ,,thomas1 ,hesperian1 ,it has been insinuated by those who have a mistaken idea about ,,the ,,archive that our ,professor of ,english is a member of the ,editorial ,staff4 ,a statement of fact will do no injury to any one4 ,,the ,,archive is published by the two ,literary ,societies and edited by different members taken from these societies4 ,furthermore1 each staff of editors is responsible for whatever may appear in their department4 ,our ,professor of ,english is only ,censor1 and according to the true acceptation of this term1 his sole duty is to decide whether a composition shall be admitted to ,,the ,,archive',s columns1 just as ,england at one time had a censor to examine every manuscript before it could go to press4 ,please remember that deciding whether an article shall be published is not writing that article4 99 99 99 99 99 ,a month or so ago ,prof4 ,w4 ,f4 ,tillett1 of ,vanderbilt ,university1 through the columns of the ,christian ,advocate1 suggested that a conference of ,southern ,methodist educators be held at ,nashville in the spring4 ,the ,professor's suggestion has met with hearty approval from all of the most prominent ,methodist educators throughout the ,south4 ,this is a step in the right direction4 ,no church can expect to prosper that neglects educational work4 ,such a conference is well calculated to arouse enthusiasm among the various educators who attend1 and give an impetus to the cause of higher education throughout the bounds of the ,southern ,methodist ,church4 ,it is to be hoped that plans will be devised the good effects of which will be felt for years to come4 ,so long as the ,southern ,methodist ,church fosters her educational institutions1 so long does she foster a powerful element of success4 ,prof4 ,tillett's article has the right ring1 and deserves a careful perusal on the part of ,southern ,methodists4 99 99 99 99 99 ,this is an era of invectives against the capitalist1 an age in which ,capital and ,labor are fighting their greatest battle4 ,the ,communists of ,france1 the ,socialists and infidels of ,germany1 the ,agnostics of ,england and the ,anarchists of ,america are agitating in the beer saloon and around the billiard table one of the greatest reformations1 as they term it1 the world has yet witnessed4 ,they hate the capitalist1 and at the very same time are making capitalists out of the rumsellers4 ,the great question of to-day is to solve the problem of ,capital versus ,labor4 ,it is a sad fact that the restless mass of laborers instead of benefiting themselves by their agitation are giving power to the capitalist every day of their lives by their dissipation4 ,but more than this1 the iniquity of the fathers will descend upon their ignorant children1 and degraded labor will be the result4 99 99 99 99 99 ,petitions for prohibition in the ,district of ,columbia are being sent to ,congress from all parts of the country4 ,these petitions will probably receive very little attention from the ,congressmen1 yet they show that some of the citizens of the ,union are dissatisfied with the customs in vogue at ,washington4 ,of late years it has gained an unenviable reputation for the profligacy1 intemperance and debauchery1 in almost every form1 that is carried on within its limits4 ,the ,capital of a ,christian country should most assuredly be otherwise4 ,the city should undergo a reformation1 and a good prohibitory law would be a very good method by which to bring about this reformation4 ,the intemperance among members of ,congress is startling4 ,the legislators of a country1 above all men1 should keep their brains free from the influence of intoxicants4 ,no man is fit to make laws when his mind is clouded by liquor4 ,it would be a glorious triumph for the grand principles of prohibition if a prohibitory law could be passed for the ,district of ,columbia4 99 99 99 99 99 ,rev4 ,j4 ,b4 ,bobbitt has recently issued a circular calling upon ,superintendents to organize a ,trinity ,college ,sunday ,school ,endowment ,fund1 the object of which is to arouse among the young an interest in education and to keep the subject continually before the minds of the people at large4 ,all collections taken on the first ,sunday in every month are to go to the ,endowment ,fund4 ,a little from every pupil will make a large amount1 and still no parent will feel it very burdensome4 ,every citizen who is a friend of education1 culture and refinement ought to give liberally for the endowment of institutions of learning4 ,do not hoard up money for your children4 ,not only are they sometimes injured by receiving a fortune1 but very often ruined by the expectation of it4 ,the myths tell of a miser of old for whose soul the ,tartarian gods could not find within their domain a sufficient punishment1 who thereupon decided that the most severe penalty would be to send him back to earth and there let him see how lavishly his children spent his money4 99 99 99 99 99 ,the ignorance of the majority of young men about the national government is really astonishing4 ,young men who have had more than ordinary educational advantages1 and have considerable general information1 often exhibit an entire lack of knowledge of the ,constitution and in fact of everything pertaining to the general government4 ,how few young men ever read the ,constitution and study its meaning6 ,yet these same young men will soon be invested with all the rights1 powers and privileges of ,american citizenship1 if they have not been already4 ,how can such young men vote intelligently1 when they have scarcely any knowledge of the nature of the government under which they live8 ,how can the most sanguine patriot expect a good government to continue to exist when the average voter is so ignorant of politics8 ,this is the reason why lawyers hold most of the responsible offices--they are1 as a rule1 the only men who study politics4 ,farmers will assemble in a political convention1 and nominate a lawyer for some high office1 and before they leave the hall in which they have met1 will commence a tirade of abuse because the lawyers hold all the offices1 while the honest1 hard working farmer is denied such privileges4 ,the farmers are themselves generally to blame1 as the majority of them are too ignorant of the requisites to get their rights4 ,a copy of the ,constitution should be in every home where there is any degree of intelligence1 and the best political newspapers should be taken4 ,in fact1 every high school and college should have a competent teacher to instruct the rising generation of young men in the ,science of ,government4 ,the voters of the future will then be more intelligent than they have been in the past4 99 99 99 99 99 ,dr4 ,h4 ,b4 ,battle1 ,director of the ,experiment ,station1 has recently made a report of his analysis of various brands of fertilizers used by ,north ,carolina farmers4 ,this report also states that the relative commercial value of fertilizing ingredients has been considerably reduced4 ,an ammoniated fertilizer valued at #bb4jj last season will be valued at #bj4fe this season4 ,this is good for the farmers4 ,the ,experiment ,station is certainly of great benefit to the ,agricultural classes4 99 99 99 99 99 ,it is not proposed to interfere with the ,endowment ,fund by soliciting subscriptions for the ,new ,building2 but an effort is being made to raise money for this purpose by concerts1 elaborate title page1 falls far short of giving a full summary of those qualities which go to make the book more than highly prized by all1 both ,north and ,south1 who reverently hold in memory the deeds of 8,grand ,heroes40 ,the author presents a graphic and picturesque view of some of the most striking scenes1 adventures and personages of the 8late unpleasantness10 with anecdotes and details1 concerning them4 ,his position on ,gen4 ,stuart's staff gave him the opportunity of seeing the men and witnessing the scenes of which he writes4 ,invention has absolutely nothing to do with the sketches2 the writer having recorded his recollections1 and not his fancies4 ,this volume is a welcome addition to the war literature4 ,such books ought to be found in every ,southern home1 that the memory of '#fj-'fe may be preserved for all time4 99 99 99 99 99 ,,wit1 ,,wisdom ,,and ,,beauties ,,of ,,shakespeare4--,edited by ,clarence ,stuart ,ward4 ,boston and ,new ,york4 ,houghton1 ,mifflin and ,company4 #ahh pp4 #ahhg4 ,the editor of this volume recognizing the fact that few at the present day have the leisure or interest to know ,shakespeare thoroughly1 has provided a means for increasing the general knowledge of that author by arranging1 in a manner which admits of easy reference1 those passages of wit and humor which must ever amuse and delight the mind2 those of wisdom and philosophy from which the profoundest significance of action and habit in life may be deduced2 and those of incomparable beauty which have become the absolute and fixed expression1 never to be changed or displaced in our language1 of the ideas they represent4 ,this compilation1 therefore1 contains all the passages in ,shakespeare1 long or short1 which are of special significance1 or of inherent excellency1 all those which a speaker or writer might employ to lend grace or vigor to his theme4 ,while the make-up of this little volume reflects honor upon its editor1 it certainly does honor to the publishers who have exercised no little care and taste in giving the work its very commendable appearance4 99 99 99 99 99 ,in number #cda of ,the ,edinburgh ,review1 there is an article on the ,franco-,russian ,alliance1 by ,prince ,nicolai ,nicolajewitch ,galizyn--a letter to ,the ,figaro--upon the doctrines of ,kathow1 the late celebrated diplomatist and politician of ,russia4 ,the author begins by tracing the history of diplomatic relations between ,france and ,russia from the time of ,peter ,the ,great to the present4 ,russia1 in prosecuting her scheme of obtaining the ,bosphorus1 must have an ally in the ,west of ,europe4 ,france is situated so as best to fulfil that part1 but ,france will derive nothing by helping ,russia fight her wars2 and1 besides1 the attitude of ,germany toward ,russia is most peaceful4 ,from these main facts1 the author thinks that a war of ,russia's precipitation would be far too rash for her present weak military and financial affairs4 ,british statesmen who know the inner aspect of things are acting wisely in their policy of not preparing for war4 ,one cannot read the article in question without feeling that the present newspaper scare is entirely without foundation4 99 99 99 99 99 ,,amusements ,,and ,,the ,,christian ,,life in the ,primitive ,church and in ,our ,day4 ,by ,rev4 ,l4 ,c4 ,vass4 ,philadelphia1 ,presbyterian worth reading4 ,the author1 an eloquent divine of ,newbern1 ,n4 ,c41 has divided his subject into two parts--,popular ,amusements and ,primitive ,christians1 and ,lawful ,christian ,amusements4 ,he shows the effect of amusements on the spiritual life of the ,christian in a very clear and easy style made attractive by examples from authentic history4 ,the type is large and leaded and the volume1 taken as a whole1 is creditable to the printer as well as to the author4 99 99 99 99 99 ,those interested in the history of our ,state will be glad to know that a valuable book1 giving the history of the second caution8 ,does he mean that #8most' is an adverb where an adjective787 should be used1 or that #8most' is an adjective7871 and that an adverb is here needed8 ,perhaps the critic meant that it is a case of improper comparison1 such as #8roundest1' #8straightest1' etc41 which the old grammars vehemently denounced1 though the best writers use them4 ,it was perhaps a little irregular to consider #8too patent' as an adjectival term of degrees1 and we thank our courteous critic for his suggestion of #8almost' for #8most4' ,still such terms as this are in common use1 and we confess a
