,the ,washington ,peace ,carillon ,a ,brochure ,issued by ,lovers of the ,bells and ,dedicated to ,others of ,their ,kind4 ,done in the ,interest of a ,greater ,washington4 ,illustration3 ,re-engraved from ,belgian ,towers ,calendar ,courtesy of ,william ,gorham ,rice ,ghent ,whose carillon of #eb bells has given joy to many thousands4 ,in ,december1 #ahad1 these bells rang out at the signing of the treaty of peace between the ,united ,states and ,great ,britain1 and but for the outbreak of the great war1 would in #aiad have celebrated the completion of a hundred years of unbroken peace between the two nations4 ,a ,,peace ,,carillon 99 99 ,published originally in the ,boston ,transcript for ,nov4 #bi1 #aiah1 and subsequently appearing in many other publications1 including the ,washington ,star1 ,dec4 #a1 and the ,literary ,digest of ,dec4 #ad1 following4 ,by ,j4 ,marion ,shull ,silent are the church towers of ,flanders and ,artois1 the belfries of ,douai and ,bruges4 ,they have been robbed of their treasures1 those bells that for hundreds of years have pealed forth the hopes and aspirations of the surrounding countryside4 ,these bells have suffered desecrations1 their noble metal recast for purposes of war and their erstwhile melodious tongues constrained to speak the raucous tones of battle in behalf of barbarian hosts4 ,but now that it is within our power let us give them back to civilization4 ,from the metal of captured enemy cannon let there be cast the most wonderful carillon of bells of which the world's best makers are capable1 and let these be duplicated in sufficient numbers that the capital city of each of the great allied nations may be provided with a set of these peace bells4 ,the architects of all the world would vie with one another to see that in each of these cities should arise a magnificent bell tower to house this carillon1 a splendid example of fitting architecture1 worthy of the theme commemorated4 ,no doubt1 some modern ,giotto would emerge to give the world a masterpiece in stone1 which would gather to itself tradition from the past and build tradition for the years to come4 ,incorporate within its walls1 perhaps1 some block from shattered ,rheims1 from ,amiens and ,arras2 another from the ruined treasures of ,louvain1 and so perpetuate the glory of those sacred heaps of stone now tumbled in confusion by the ruthless hand of hate4 ,then1 too1 some village on the ,marne1 where first the invading hosts were halted and turned back1 might honor thus and in its turn be honored by one memorial stone in this great monument to peace4 ,bells have been cast from cannon in the past4 ,more than two hundred years ago1 in #agaj1 the ,emperor ,joseph ,i1 of ,austria1 had a great bell cast from ,turkish cannon and placed in the tower of ,st4 ,stephen's at ,vienna4 ,this1 known as the emperor bell1 weighed seventeen tons4 ,but this1 although it symbolized a triumph of the ,christian over the ,turk1 was also meant to glorify the emperor's military might4 ,it spoke of insolent pride1 not peace and good will1 and furnished an example for ,emperor ,william in #ahgc4 ,read now the arrogant inscription that winds in three encircling lines about this later emperor bell1 so named in honor of ,emperor ,william1 who had it cast from twenty cannon taken from the ,french in #ahgj1 and hung in the tower of ,cologne ,cathedral4 ,the original is in ,latin1 but is translated thus3 ,william1 the most illustrious ,emperor of ,germany and ,king of ,prussia1 in pious remembrance of the heavenly aid granted him in the fortunate course and conclusion of the last ,french war1 has ordered1 after the restoration of the ,german empire1 a bell to be cast from the captured cannon1 of the weight of #ej1jjj pounds1 which is to be suspended in the house of ,god1 now nearly completed4 ,in accordance with this pious desire of the victorious prince1 the society formed for the completion of the cathedral has caused it to be cast1 under ,roman ,pontiff ,pius ,,ix and the ,archbishop of ,cologne1 ,paul ,melchers1 in the year of our ,lord #ahgd4 ,and underneath the ,german imperial coat of arms occurs this verse1 here freely translated3 ,emperor ,bell ,i am named1 ,the ,emperor's name make famed4 ,on holy ward ,i stand ,for ,german ,fatherland4 ,i pray1 ,god grant it hence ,peace1 welfare1 and defense4 ,was it with something of intuitive appreciation of ,prussian character on the part of the designer of this bell that the six arms that form the crown are decorated with angels' heads above1 and end where they join the bell in lions' feet8 ,why1 a whole sermon could be preached on this alone6 ,the saintly1 sacred1 outward seeming1 but1 underlying all1 the ,beast6 ,and did those lions' claws but typify the grasping spirit of the ,prussian war-lord8 ,and the bell1 ,france1 that he would grasp entire and sway or strike at will8 ,perhaps even then some ,fate foresaw the jangling discord of the last few years and as a symbol and a prophecy caused the great bell to come from the founder's hand ,c-sharp instead of ,c1 and1 therefore1 not in tune with the other bells of the cathedral6 ,again1 in #ahhg1 no less than twenty-two ,french guns were used to cast the ,gloriosa1 another great bell that was raised with much ceremony to its place in ,cologne ,cathedral1 there to join the ,emperor bell in a clangorous derision of defeated and humiliated ,france4 ,we hold ,cologne1 at least until the acceptance of our terms of peace by the now defeated ,germany4 ,why should we not exact the restitution of these bells to now triumphant ,france8 ,war-lust created them1 and thus far they have known no other theme than praise of their creator4 ,let's melt them down and give them back to ,france1 recast for nobler use and given tongues of peace2 or break them into bits and let a portion go to each and every one of our ,peace carillons1 there to proclaim throughout the world the triumph of a great and glorious cause4 ,imagine1 then1 these carillons complete and carried high aloft within their towers1 there to speak forth from year to year the nation's joys and sorrows2 a pan of thanksgiving now2 again a vesper service soft and sweet1 or1 when we pay our loving tribute to the nation's dead1 a solemn dirge shall waft across the river and like a benediction fall upon the hushed and reverent throng4 ,on every state occasion they would serve2 at our inaugurals1 give farewell thanks to the departing president and loyal greetings to the newly chosen chief2 do homage to the great of foreign lands and ring glad welcome when they come to us from overseas2 would celebrate the nation's birth with jubilant peal on peal2 and on the anniversary of that ,november day that marked the final triumph of ,humanity1 let there be rung from all the capitals a grand ,te ,deum of ,world ,brotherhood4 ,and so in fancy let us dedicate these carillons to ,peace1 and say with ,tennyson3 ,ring out1 wild bells1 to the wild sky1 ,the flying cloud1 the frosty light2 ,the year is dying in the night2 ,ring out1 wild bells1 and let him die4 ,ring out a slowly dying cause1 ,and ancient forms of party strife2 ,ring in the nobler modes of life1 ,with sweeter manners1 purer laws4 4 4 4 4 4 4 4 4 ,ring out false pride in place and blood1 ,the civic slander and the spite2 ,ring in the love of truth and right1 ,ring in the common love of good4 ,ring out old shapes of foul disease2 ,ring out the narrowing lust of gold2 ,ring out the thousand wars of old1 ,ring in the thousand years of peace4 ,a ,,memorial ,,building ,,with ,,bell ,,tower ,,and ,,peace ,,carillon4 ,a ,,concrete ,,statement ,,looking ,,to ,,the ,,practical ,,development ,,of ,,the ,,idea ,,presented ,,in ,,the ,,foregoing ,,pages3 ,,object3 ,it is here proposed that in the city of ,washington there shall be erected a national memorial to commemorate the heroes and events of the great war1 seeking to keep the chief emphasis on the esthetic and moral side rather than on that of physical triumph of armed force4 ,,description3 ,a memorial building of monumental architectural proportions1 to include as an essential embellishment a bell-tower at least #bjj feet high to the bells and of sufficient lateral dimensions to provide a bell-chamber #be feet square4 ,,cost ,,of ,,memorial ,,building3 ,it is proposed that the cost shall not exceed #e1jjj1jjj1 to be appropriated by an ,act of ,congress for such purpose4 7,if the memorial were in the form of a bell-tower only1 the cost should be between one and two million dollars47 ,,description ,,of ,,carillon3 ,this should consist of about #ej perfectly tuned bells1 giving a range of four octaves or thereabout1 and a complete playing mechanism for both concert and automatic play4 ,,material ,,for ,,bells3 ,copper to the extent of #fj1jjj pounds1 sufficient for a carillon of #ej bells1 would be derived from captured enemy war materials4 7,in the absence of bronze cannon among the ,american captures1 this copper would be obtainable from #hf1jjj pounds of shell-cases1 to be furnished by the ,war ,department at the direction of ,congress47 ,the requisite tin1 some #ae1jjj pounds1 might best be supplied under terms of contract by the bell founders4 ,,cost ,,of ,,carillon3 ,such a carillon complete with playing mechanism would be obtainable at a cost not exceeding #dj1jjj4 ,,uses3 ,such a memorial would afford ample opportunity for every type of memorial treatment3 ,architecture1 sculpture1 inscription1 tablet1 mural painting1 and the housing of relics and records etc42 in fact possess every advantage that an arch or other memorial structure could possibly give and avoid the objectionable sentiment that many people feel toward the triumphal arch idea4 ,music1 whether played automatically or by hand1 is always under control and can be played soft or loud as the bell-master may decide4 ,some wonderful snatch of melody would play automatically morning and evening or during the noon hour1 changed from time to time for the sake of variety or to suit the particular season1 while on one evening each week the bell-master would present a formal concert4 ,,location3 ,a memorial of this kind should be well in the midst of the city1 that many might enjoy its music by the mere opening of a window or a door1 and that other thousands might have ready access to concerts without long journeys for that purpose4 7,as many as #cj1jjj people are said to have gathered for a concert of this kind at ,malines1 ,belgium47 ,preferably1 tho not necessarily1 such a building should be on elevated ground1 and near sufficient open space such as a park would afford1 to accommodate large numbers of people who would gather for the concerts4 ,many have suggested ,sixteenth ,street ,park as an ideal setting for it4 ,,as ,a ,,business ,,asset3 ,while most people will prefer to dwell upon its esthetic and cultural values1 finding in it a never ending source of inspiration1 it will not be amiss to consider it as a business asset as well4 ,it is doubtful whether a single additional visitor or resident would be drawn to ,washington by reason of the erection here of ever so fine a triumphal arch or other similar memorial4 ,on the other hand a memorial such as is here proposed would1 by reason of its unique character in ,america1 and by virtue of its excellence1 soon become an appealing object of interest in every village and town thruout the ,united ,states1 and be the means of drawing many thousands of additional visitors to the capital and holding them longer once they were here4 ,it could undoubtedly be made the greatest single attraction in this city of attractions4 ,,the ,,first ,,concert ,a ,,forecast ,by ,j4 ,marion ,shull ,it is evening4 ,within the park are gathered many thousands from the ,capital4 ,not only these but many hundreds from outside as well1 for on this night in ,may the world's most famous master of the bells is to present the initial concert on ,washington's great ,carillon4 ,for long the unsightly mingled mass of stone and steel and wood that crowned the hill had given little indication of its ultimate intent4 ,from time to time processions came that seemed to the onlooker like pilgrimages to some sacred shrine2 ,tri-color and the ,stars and ,stripes in front1 to music of the ,marseillaise1 is brought a stone from shattered ,rheims1 the gift of ,france1 whose gift of freedom to the world we thus record4 ,from the ,argonne1 from ,chateau ,thierry and ,st4 ,mihiel1 come other stones escorted by our own brave boys4 ,these each1 with fitting ceremony1 are builded in the wall of our memorial4 ,then there are other stones from ,arras1 ,amiens1 and villages along the ,marne where broke the surging wave that all but overwhelmed the world2 one from ,verdun inscribed ,they shall not pass2 and ,belgium's king pays tribute from the ruined treasures of ,louvain4 ,and so in after years the pilgrims at this shrine shall read1 passing from stone to stone1 an epic of heroic sacrifice that justice and the love of fellow man might not be swept forever from the earth4 ,the cumbering tools of industry1 the cranes with creaking ropes1 the scaffolding1 at last have disappeared1 and stands revealed a wondrous work of art3 ,a sturdy sculptured basal edifice where bronze and marble tell of noble aspirations worthily achieved2 where frieze and pediment in low relief bespeak the glory of the greatest cause man ever struggled to maintain4 ,within1 resplendent walls with iridescent colors where the artist's brush takes up the tale that architect and sculptor have begun2 and rivalling these the silken folds of flags1 emblems of all the nations that stood shoulder to shoulder in the great emprise4 ,and from this basal structure1 the soaring shaft1 compact of grace and beauty1 lithe yet strong1 firm footed on the earth yet reaching heavenward1 well typifies the spirit of the men who risked their all to save the world from slavery4 ,the sun has set behind light banks of cloud and hung the stage with ruddy tapestries whose gorgeous reds and golds are interspersed with turquoise4 ,but even while the throng in wonderment looks on1 change follows change1 the gold to topaz quickly melts1 the roseate clouds are all empurpled1 and the turquoise sky gives way to grays such as delighted ,whistler in his day4 ,then twilight1 stars1 and a pale young moon1 to play at hide and seek among the wisps of cloud whose silvery sheen betrays her hiding place4 ,at last the hour has struck and all is hushed expectancy4 ,all eyes are lifted up to where a faintly lighted window in the tower gives forth the one suggestion that some human agency is there4 ,hark6 ,what is that8 ,a faint sweet sound that comes from out the sky as if the gates of heaven had opened and let fall ethereal voices from a thousand miles1 so soft1 the ear is strained to intercept them1 and fancy is half tempted to believe it all illusive and imagined melody4 ,but now it takes more shape1 stands out more firm and clear2 the ear becomes more confident1 and fancy yields to fact2 it is indeed the carillon's voice2 the bells have come to life4 ,no gasping natal cry is this1 but rather the soft stirring as of one that wakes from peaceful sleep4 ,nearer and ever nearer1 wave on wave1 out of infinite distance seem to come those far off melodies1 drifting down and down as gently as drifts the snow when winds are hushed1 till at last the entire heavens seem filled with one pulsating ecstasy of sound1 then fades away into the distance once again1 till tower1 bells1 musician1 forgotten one and all1 the music seems to come from mystic space behind yon bank of cloud that lies athwart the moon4 ,again1 a sound of trampling hosts of mighty horsemen rushing down the heights as if to overwhelm the listening multitude1 those marvellous arpeggios galloping madly in their course1 now dance and prance1 now rush impetuously1 then lift and fade to airy nothingness and silence4 ,a moment's pause2 some silent1 unseen hand has swiftly changed the scene1 and now there comes a barcarolle1 so sweet1 so placid1 while the ear perceives the eye beholds1 a wide expanse of rippling wavelets neath shimmering moonlight of a summer night4 ,one feels upon the cheek the soft caress of summer airs nor knows for certainty if it be true or only fancied1 but presently the winds have risen and1 is it felt1 or is it only heard1 the rhythmic rocking of the boat that lulls the spirit with a tender lullaby8 ,but what was that8 ,a far away1 intrusive rumbling breaks the spell and many eyes are turned to scan the gray horizon for sign of coming storm2 but all is fair1 no flash of lightning1 no banks of inky clouds4 ,instead of distant thunder there is now the booming sound of waves that beat themselves to spray against the rocks2 and to those ears most well attuned1 above the deep toned bass1 in higher bells is heard the counterpart of that same spray1 light effervescence of the master's art4 ,at length the current leaps and bounds1 in grand crescendo1 irresistibly1 and pours itself in one torrential rush of sheer descent1 a veritable ,niagara of sound that holds the audience spellbound in its grasp4 ,then turbulent uproar and dissonance give way to chords of fullest harmony and once again is heard the theme of rocking waves all placid as at first4 ,the concert closes with the ,national ,air1 as is our wont1 but played as never had it been played before on our own soil1 the clear1 pure tones dropping from high aloft as shaken from the very folds of our bright emblem there1 each scintilant note a star1 flung off in ecstasy1 to bear a message to the ears of men1 of peace on earth1 but peace with freedom still4 ,the last vibration dies away and in its place a half reluctant murmur from the throng1 as if they fain would leave the spell unbroken1 now swells in volume and resolves itself into the myriad sounds of congregated life2 a babel of voices full of wonderment that metals snatched from war's accouterments could ever speak like that2 full also of the thought that ,washington1 enriched by this new art1 new to ,america tho old elsewhere1 is destined thereby to become the ,mecca of many a music-lover's pilgrimage from every nook and corner of the land4
