significance of ,indian missions4 ,another book1 8,gospel ,among the ,dakotas10 portrays vividly scenes of pioneer life4 ,his memorial of ,dr4 ,williamson is a tribute worthy of the man and his successful efforts in behalf of the ,indians4 ,four of his children have labored among the ,sioux1 and one of his daughters has entered upon work across the ,pacific4 ,rev4 ,alfred ,l4 ,riggs1 principal of our school at ,santee1 and ,thomas ,l4 ,riggs1 of ,fort ,sally1 and ,mrs4 ,martha ,riggs ,morris1 at the ,sisseton agency1 are carrying on the work so happily inaugurated by their father4 ,his life was one of incessant missionary toil1 in which for years he had been aided by his children1 and to whom he bequeathed its continuance1 and in the midst of whom he passed from earth to his reward on high4 99 99 99 99 99 ,,our ,,indian ,,work4 ,never was there a more favorable time for enlargement on our part4 ,the new impulse to the general cause by ,general ,grant's peace policy1 augmented by the success of the schools at ,hampton and ,carlisle1 will be still more accelerated by the schools soon to be completed by the ,government at ,chilloco1 ,indian ,territory2 ,lawrence1 ,kansas2 and ,genoa1 ,neb4 ,when these are finished and filled1 the ,indian schools throughout the country will accommodate #aj1bej pupils of the #dj1jjj school population of the ,indians at the present time4 ,sec4 ,teller may be too sanguine in the expectation that with adequate means the ,indian problem will not be heard of in the next generation1 but never before could such a prediction come so near being true4 ,at all events1 the nation and the ,government are fully aroused1 and it becomes the ,american ,missionary ,association to bestir itself to do its part4 ,this ,association has now the responsibility of doing the ,indian work for the ,congregational churches1 the ,american ,board having transferred to it the whole of its ,indian missions4 ,a delegation of the ,executive invite the friends of ,indian progress to select from the items above given in both fields of enlargement the specific object for completing which they will aid us in whole or in part4 #c4 ,an agricultural1 mechanical and ,normal ,school1 to be founded perhaps somewhere in ,peoria ,bottom1 a new ,hampton located on the border1 with the white man's civilization on one hand and the ,indian reservations close on the other4 ,this1 though it is an urgent want and essential to the filling out of our general plan1 must await the careful search for a fitting location and the means to give it a suitable inauguration4 ,where shall the work be done for the ,indian8 ,one successful teacher in ,indian schools says that the children should all be brought ,east1 and trained amid the white man's civilization2 another gentleman1 long connected with a ,mission ,board1 holds that the education should be given wholly among the tribes1 so that the pupils would be trained amid their people and not away from sympathy with them4 ,we believe both methods are necessary4 ,the youth trained at home elevates his people as he rises1 and is himself strengthened and helped by his friends who come from the ,east with the higher touch of the white man's culture4 ,our schools and missions1 those now in progress and the one proposed1 afford the advantages of both plans4 ,we shall aim to combine the industrial1 normal and religious training so as to fit the pupils1 male and female1 for the practical duties of life in the field1 the shop and the home1 in the school room1 in the pulpit and the station at ,oahe1 ,d4,t41 connected with the ,cheyenne ,agency1 where the party divided1 ,dr4 ,strieby returning by way of the ,sisseton ,agency1 ,dr4 ,ward and ,mr4 ,foster1 under the leadership of ,rev4 ,thomas ,l4 ,riggs1 the efficient missionary1 entering the great ,sioux ,reservation and traveling in an open wagon between three and four hundred miles1 mostly in ,indian country4 ,this last-named expedition had not a little of excitement and adventure4 ,camping out at night1 fording swollen streams1 sleeping in an ,indian wigwam1 driving across trackless prairies by the aid of a compass1 running the divides1 killing a rattlesnake1 preaching to the wild ,indians through an interpreter1 spending days in ,indian villages1 where hideous heathen mummeries were in full view1 visiting the ,indians' strange earth-built lodges1 and their offensive scaffold burying grounds1 we passed through a series of experiences not soon to be forgotten4 ,the ,american ,missionary ,association has become possessor of three considerable mission stations among the ,indians1 in or near ,dakota ,territory4 ,at the ,santee ,agency1 which is just across the ,missouri in ,nebraska1 about thirty miles up the river from ,yankton1 is a large and very successful school1 a church of ,indians with an ,indian pastor1 and one out-station with an immediate prospect of a second4 ,this school and mission work are under the general superintendence of ,rev4 ,alfred ,l4 ,riggs4 ,the children in the school come not only from the ,santees on the ,agency1 but from long distances1 from the ,sisseton ,agency1 ,fort ,berthold and ,montana4 ,we were greatly pleased with the intelligence1 the neatness and ,christian spirit of these students4 ,they will certainly compare favorably in every way with the bright young ,indians we have seen at ,hampton4 ,oahe is the centre of a wide evangelistic work1 which has been organized and is carried on with great energy and success by ,rev4 ,thomas ,l4 ,riggs4 ,at ,oahe itself is a mission home1 a neat chapel1 also used as a school-house1 and three miles away1 a second school-house4 ,a native church is organized here1 ministered to most acceptably by ,yellow ,hawk1 an exemplary and industrious ,indian4 ,we were specially interested in a prayer meeting of ,indian women1 which was fully attended and heartily sustained4 ,oahe is on the east side of the ,missouri1 where a considerable number of ,indians have given up their tribal relations1 taken up land in severalty1 and become voting citizens of the ,united ,states4 ,immediately across the river is the ,sioux ,reservation4 ,this is greatly cut up by sizable streams which flow down from the ,black ,hills4 ,on every stream are extensive and very fertile bottom-lands4 ,here the ,indians are located1 living mostly in tents1 but some in log houses4 ,they are chiefly wild ,indians1 only a few years since being on the war-path1 mainly different sections of ,sitting ,bull's band4 ,they still wear blankets1 and are gaudy in bead-work1 and paint and feathers4 ,but they are now in wholesome fear of the government and1 better still1 are anxious to be as white men4 ,mr4 ,riggs has established four stations in ,indian villages on the ,cheyenne ,river1 and a fifth on the ,grand ,river4 ,at three of these stations there is preaching by native pastors1 ,solomon ,martun 7or ,bear's ,ear71 ,isaac ,renville and ,edward ,phelps1 by name2 at the other places are schools4 ,the mission at ,ft4 ,berthold is among the ,rees1 ,mandans and ,gros ,ventres4 ,these three small tribes long since combined in one village for protection against their ancient foes1 the ,sioux4 ,rev4 ,c4 ,l4 ,hall is the missionary here4 ,a mission home and a chapel are the buildings1 both in excellent condition4 ,the work at this mission is slow in developing results1 not from any lack of faithfulness or adaptation on the part of the missionaries1 for their consecration and fitness are marked1 but because these ,indians by their tribal divisions are jealous of one another1 and by their contact in the past with white men of bad character are corrupt and hard to reach4 ,mr4 ,hall has an out-station in his care at ,devil's ,lake1 where ,rev4 ,david ,hopkins1 a ,sisseton ,indian1 is laboring4 ,,the ,,advance4 99 99 99 99 99 ,,the ,,relations ,,of ,,the ,,church ,,to ,,the ,,colored ,,race4 ,,by ,,rev4 ,,lewis ,,grout4 ,rev4 ,dr4 ,j4 ,l4 ,tucker's speech on the above subject before the ,episcopal ,church ,congress1 in ,richmond1 last ,october1 has had a very emphatic indorsement from professional and other men in the ,south1 and yet not without severe criticism from some of the colored people1 especially in ,jackson1 ,miss41 the home of ,dr4 ,tucker1 where he made the speech4 ,it seems that ,dr4 ,tucker is a man of ,northern birth1 that he was a soldier in the ,confederate army1 after which he became a planter1 then a rector1 and that he has had much experience and interest in the education of the colored race1 as planter1 teacher and minister4 ,and yet1 with all his acquaintance with that race1 there are several important points pertaining to their history1 character and welfare1 in which he is sadly mistaken4 ,the first mistake of his that ,i will notice has respect to the character of the native ,african4 ,in ,africa1 he says1 8human life has no sacredness1 and men1 women and children are slain as beasts are1 and even more carelessly1 as less valuable4 ,human suffering excites no pity1 and blood flows like water40 8,that what we call morality1 whether in the relations of the sexes1 or in the sense of truthfulness1 or in the sense of honesty1 has no lodgment whatever in the native ,african's breast20 and that they have 8no words0 for gratitude1 generosity1 industry1 truthfulness1 honesty1 modesty1 gentleness and virtue1 because they have none of these ideas4 ,now all this1 and much more of the same sort1 is the baldest of hyperbole1 far from the truth4 ,during my fifteen years of labor in that land1 ,i made the study of ,african character and language a specialty2 and ,i believe that words representing the ideas above named may be found in every language and dialect on the continent4 ,as to humanity and all kindred virtues1 they are abreast1 if not ahead1 of any and every other people that have not had the gospel4 ,for honesty and morality1 under pure native rule1 in many respects1 the ,zulus and cognate tribes would put to shame the people in every part of this land of ours4 ,i have no reason to believe that ,i ever lost a sixpence worth of anything1 through their stealing1 in all those fifteen years of my stay among them2 and as to the relations of the sexes1 ,i believe there are ten illegitimate births here in ,new ,england to-day1 where there was ever one in ,zululand previous to the incoming of the ,dutch and ,english4 ,to be sure1 all ,african tribes may not be abreast of what the ,zulus used to be1 in these things4 ,and yet ,rev4 ,dr4 ,crummell1 for many years a college professor and rector of a parish in ,liberia1 says3 8,all along the west coast of ,africa the family tie and the marriage bond are as strong as among any primitive people40 8,their maidenly virtue1 the instinct to chastity1 is a marvel40 #b4 ,dr4 ,tucker says the colored people of the ,south are grossly immoral4 ,if he had made a very deserved exception of the many who have been brought under the restraints of the gospel by good mission work among them1 within a few years1 his charge would have been more just4 ,but whence came the great excess in vice which he avers8 ,could anything else have been expected from long generations of the peculiar training their bondage gave them8 ,under the treatment they had1 as ,dr4 ,tucker says1 8they quickly learned to conceal10 8learned lying1 stealing and adultery40 ,by a somewhat minute detail1 he shows how the familiarity and 8the intrigues which the white men0 had with the black women wrought in them1 as he says1 8the utter destruction of the very sense of virtue40 #c4 ,dr4 ,tucker says nothing of importance has been accomplished by ,northern benevolence for the colored people1 except to make them worse--to 8build strongholds for the devil in disguise10 to 8build up the kingdom of evil40 ,now all this1 in which his speech abounds1 ,i repudiate as false and slanderous4 ,in the course of forty years ,i have seen a good deal of mission work1 of one kind and another1 at home and abroad1 and under the auspices of almost every society in the world4 ,i have also seen the work of the ,american ,missionary ,association among the ,freedmen2 and1 as the result of all1 ,i am free to say1 ,i believe ,dr4 ,tucker may go the world over1 time through1 ransack all history1 and not be able to point to a time or place where mission work and money have done more1 in proportion to the means employed1 than has been done by this ,association among the colored people since their emancipation1 two decades since4 #d4 ,dr4 ,tucker alleges that ,northern missionaries are incompetent1 8don't know what they are about10 or 8how to reach the colored people10 or 8how to deal with them10 8barely know a ,negro when they see him40 ,well1 ,i am told there are some white people in the ,south1 who1 themselves 8don't know a ,negro when they see him10 in some cases only as they trace his genealogy and find out who his mother was4 ,but how should ,dr4 ,tucker1 himself1 be able to know all about this matter1 how to reach the colored people1 how to lift them up1 how to heal them1 better than other men of ,northern birth8 #e4 ,the counterpart of the above charge is1 that the ,southern whites are the 8only ones0 who know how to do good mission work for whole amount spent by this society4 ,that is1 this society has spent #a1 and these people1 from absolute pauperism1 have come into possession of over #ba of taxable property4 ,these facts answer the question whether the colored man can take care of himself1 and show that the labors of this society have a cash value which can easily be computed4 ,there is still another phase of the cash value of the labors of this society1 as related to the productive wealth of the country4 ,here this society touches and increases our material prosperity4 ,i refer to a more equable distribution of ownership in the soil4 ,surely no one can deny that to change five or six millions of people from paupers to property-holders1 produces a very material effect upon the prosperity of the ,state4 ,i believe that it is a settled canon of political economy that a nation's wealth is in its soil4 ,where there are but few land-owners1 and the tillers of the soil are tenants1 wealth must be in the hands of the few1 and comparative if not absolute poverty in the hands of the many4 ,to this state of things belong social classes1 as widely separated from each other as continents4 ,it goes without saying that landed monopoly and general prosperity of the people do not go together4 ,i am no advocate of communism2 but ,i take the ground1 and ,i believe it can be held1 that the same amount of property1 somewhat evenly distributed among the people of a country1 adds more to its actual productive wealth and material prosperity1 than the same amount of money would do1 held in the hands of a few1 who constitute an aristocracy of wealth and of blood4 ,of course1 in every state1 some men must be vastly more wealthy than others4 ,but a comfortable competence in one's hands makes him entirely independent of his more wealthy neighbor4 ,it is among the proofs of the increasing material prosperity of this country1 that the average size of farms has decreased from #aii acres in #ahfj to #acd acres in #ahhj2 and that the amount of capital invested in farms exceeds the money invested in railroads1 and in manufacturing1 including supplies1 by over #b1jjj1jjj1jjj4 ,gradually this vast preponderance of wealth is being more equably distributed among the people4 ,the plantation system1 previous to the war1 gives way to the small farm1 tilled and owned in many cases by the former slaves4 ,take a single case4 ,liberty ,county1 ,georgia1 in #ahfj1 was mostly taken up by large plantations4 ,there were but #dh farms1 8of from three acres to one hundred acres each40 ,in #ahhj the county was almost entirely owned by colored people1 and there were #a1ejj farms4 ,this is an illustration of the yielding of landed monopoly and aristocracy to popular ownership in the soil1 and to a more general and evenly diffused prosperity4 ,the average size of farms in fifteen slave ,states has been reduced from over #cfh acres in #ahfj to a trifle over #adi acres in #ahhj1 over #ej per cent4 ,if you precipitate upon the population of a country #a1jjj1jjj citizens1 who may become land-holders1 you have struck a heavy blow at landed monopoly1 and taken a long stride toward increase of material prosperity4 ,let me give you two or three further facts4 ,in #ahgh the freedmen of ,prince ,edward ,county1 ,virginia1 owned #b1cje acres of land1 an increase in eight years of #a1hdg acres4 ,in the county of years4 ,who says that this alabaster box of ointment has been wasted8 ,material prosperity indicates a certain degree of intelligence4 ,the ignorant are not the wealthy nations of the globe4 ,the work of this ,association in bringing these people up to a degree of intelligence somewhat commensurate with their opportunities1 and in lifting them to a level of citizenship co-ordinate with the welfare and prosperity of the ,state1 has directly aided in this increase of the material forces of the nation's welfare4 ,for if the actual amount of property were not increased1 yet the prospective wealth of the nation must be by converting #f1jjj1jjj illiterate paupers into educated1 independent property-holders4 ,i find this in the last issue of the ,american ,missionary1 which supports my position with high authority3 8,it has been estimated at ,washington that the annual profit to the country by the conversion of illiterate into educated labor cannot be less than #djj1jjj1jjj40 ,this work has graduate of ,straight1 who fills an important position as teacher at ,baton ,rouge1 presided at the organ1 and at the conclusion of the meeting made a neat address1 moving a resolution of thanks to the speakers4 ,rev4 ,mr4 ,jackson spoke with feeling and intelligent appreciation of the demands of education4 ,the ablest white lawyer in ,baton ,rouge made a rousing speech1 commending heartily the objects of the meeting4 ,vicksburg4 ,the meeting at this point1 ,july #ith1 presents many facts worthy of record4 ,our young men1 ,reynolds and ,temple1 graduates of the present year1 had been untiring in their efforts to make the meeting a success4 ,every newspaper in ,vicksburg had noticed it editorially4 ,every colored pulpit had twice and thrice advertised it1 and urged the people to attend4 ,influential white people had been invited1 especially members of the ,school ,board4 ,the ,court-,house had been applied for1 and freely granted by the ,city ,council for the purposes of the meeting4 ,on the day previous 7,sunday7 it was my privilege to preach in two of the most important colored churches of the city1 while ,prof4 ,hitchcock did good work in the ,sunday-,schools4 ,on ,sabbath evening ,i preached in the ,a4 ,m4 ,e4 ,church 7,rev4 ,mr4 ,carolina1 pastor7 to an audience of #hjj people4 ,it was a rare privilege1 and great was the joy of preaching on the blessed religion of the ,lord ,jesus to so many people1 and all eager and reverent in their attention4 ,on ,monday night the ,court-,house an imposing building situated on 8the heights10 overlooking the city1 and the first object that attracts attention as the boat enters the harbor1 witnessed the gathering of an eager and crowded assembly of men and women1 roused to no common degree of enthusiasm by the simple announcement of an 8educational meeting40 ,the ,court-,room1 with the wide halls approaching it and the deep window recesses1 was not large enough to accommodate the hundreds who flocked to it4 ,it was estimated that #hjj entered and as many more failed to get in4 ,an organ had been brought from one of the churches1 a fine choir had been gathered1 and very choice music was rendered4 ,the leading colored clergymen of the city were present4 ,the addresses which were made were plain matter-of-fact statements of the nature and demands of education1 the widespread illiteracy of the colored people1 the opportunity offered them of improving their condition mentally1 socially1 materially and morally1 and the utter impossibility of their ever reaching a higher place in any department of growth without the guiding and helping hand of education4 ,great plainness of speech was used1 and was not only tolerated but approved by the audience4 ,rev4 ,c4 ,k4 ,marshall1 ,d4,d41 the author of the vigorous and able pamphlet entitled 8,the ,colored ,race ,weighed in the ,balance10 a gentleman of great influence in ,mississippi1 kindly called upon us at the hotel1 and not only was present at the meeting1 but made an eloquent and telling address1 replete with good points4 ,he has always been a friend of the colored race1 and they do not forget it now4 ,rev4 ,dr4 ,woodworth1 of the ,m4 ,e4 ,church ,south1 and ,hon4 ,mr4 ,chamberlin4 ,president of the ,school ,board1 were also present1 and spoke kindly words of approval of the objects of the meeting4 ,the leading paper of ,vicksburg devoted a column and a half to a favorable account of the proceedings4 ,an old colored man1 whom ,i saw violently gesticulating as ,i was going down ,court-,house ,hill1 said1 8,that meeting was worth one million dollars to our people40 ,god grant it may be so4 ,plaquemine4 ,the crowning meeting of the campaign was in the town of ,plaquemine1 ,parish of ,iberville1 on ,saturday night1 ,july #bhth4 ,hon4 ,t4 ,t4 ,allain1 one of the most enterprising colored men in the ,south1 and one of the most consistent friends of education1 took the meeting in hand at the start1 and spared neither time nor money to bring it to the notice of the whole people4 ,this meeting1 in all its appointments1 was so unusual that ,i shall be pardoned if ,i describe it quite minutely4 ,we were met by a committee of reception at the depot1 and escorted to the hotel4 ,one hour in advance of the meeting1 a large cannon1 planted in the court-house yard1 made a tremendous salute1 causing the very village to tremble4 ,peal after peal went forth1 each seeming louder than the last4 ,torches were lighted and planted thickly in the court-yard1 which1 by their glare and smoke1 gave a weird look to the hundreds of dusky faces gathering around them4 ,a large brass band1 with a full complement of pieces1 added to the novelty and effectiveness of the scene4 ,think of it1 dear friends6 ,this was not a political meeting4 ,it was not a barbecue4 ,it was simply a meeting called in the interests of education among the colored people of ,southern ,louisiana1 which has always been regarded a 8pretty dark strip of woods40 ,well1 now for the meeting itself6 ,mr4 ,allain gracefully and ably presided1 and made a speech which did credit to his head and heart4 ,for two hours that densely packed assembly listened to ,prof4 ,hitchcock and myself with unflagging interest1 manifested by frequent applause4 ,the ,court-,house and court-yard were filled1 and our audience without and within the building gave us a respectful and appreciative hearing4 ,plaquemine has been called the 8banner0 town4 ,we certainly have no desire to dispute her claim to the honorable distinction1 for the treatment we received there was 8royal40 ,the meeting at ,donaldsonville1 ,july #abth1 was a union of the ,baptist and ,methodist congregations1 and will result1 we trust1 in the awakening of a new interest4 ,i should be glad to speak particularly1 had ,i not reached the limit of my space1 of meetings held by ,prof4 ,hitchcock at ,west ,baton ,rouge1 ,st4 ,sophie1 ,new ,texas and ,beauregour1 and visits to ,monticello1 ,darrowville1 and ,point a la ,hache1 where many of the families and homes of the students were seen4 ,everywhere he was awarded a warm welcome4 ,people rallied to the meetings1 sometimes from a distance of #ab miles4 ,genuine enthusiasm was aroused1 and the tide of public sentiment has been turned1 we believe1 more strongly toward the 8,school-,house10 and that was our only object4 ,the of the hopeful prosperity which has attended the institution4 ,the land upon which to place the new dormitory and the buildings for the mechanical department1 when funds shall be secured1 has been opening of the school1 ,allen ,hall was full to repletion1 and the work of turning away began1 and continued throughout the year1 so that it is safe to say that for every one received one was refused4 ,we had one hundred in our boarding department during the year4 ,this necessitated placing four students in the larger rooms1 and three in nearly every other--too many by far1 but there seemed to be no other way4 ,they begged to be received1 while the two or three already in the room1 urging us to admit one more1 made it difficult to refuse4 ,put yourself1 dear reader1 in our place1 and you will appreciate our condition1 and why we allowed this crowding process4 ,it was the best that could be done under the circumstances4 ,besides the one hundred in the boarding department1 we had ninety-one and religious results the past year has been our best4 ,more and better work has been done4 ,the training has been more thorough and systematic1 and the real progress more satisfactory4 ,this was to be expected4 ,each year increases largely our own knowledge of the work and how best to do it4 ,our religious services have been more largely attended and richer in results4 ,a goodly number found
