the settlement of the great questions which have never been decided1 and argued that1 having the opportunity and the ability1 we are under obligation to help the three despised races4 99 99 99 99 99 ,we have no word to say in favor of intermarriage between whites and blacks in our country1 but we desire to say an earnest word against the laws of ,virginia in the ,south and of at least one ,state in the ,north1 which makes a marriage between such parties a cause of imprisonment1 but permits them to live together in illicit relations unpunished4 ,the best restraint upon such miscegenation will be by punishing it when unlimited by law1 and only allowing it when it does not violate the law of ,god4 99 99 99 99 99 ,a few barrels of clothing have been received by us for the ,freedmen in exception of say not to exceed one hundred of the entire number1 they are now making their own living1 and getting along without asking or receiving aid4 ,i am inclined to the opinion that the rush is over for the present1 but will be renewed again in the fall2 meantime1 no doubt there will be small numbers coming in from time to time1 but ,i think1 as a general rule1 will not require much aid4 ,there are now between two and three hundred on the banks of the lower ,mississippi desiring to come here1 but the boats refuse to bring them4 ,i think it very likely that measures will be resorted to that will end in transporting these people to the ,north1 and in all probability to ,kansas1 and it is very likely that within the next few weeks they will have to be provided for40 99 99 99 99 99 ,one of the best ways of aiding the poor negroes in ,kansas1 or anywhere else1 has been devised by ,mr4 ,montgomery1 a colored planter in ,mississippi4 ,visiting ,kansas1 he bought a section of land ,robert ,arthington of ,england has given or offered to ,british and ,american missionary societies1 of at least four denominations of ,christians1 for the planting of missionary enterprises in ,equatorial ,africa4 ,the estate of ,mr4 ,r4 ,r4 ,graves of ,new ,york1 in addition to large gifts already made1 has nearly #ajj1jjj in process of distribution mainly for work in the ,south4 ,these and others like them are significant facts1 that from so many sources there should have been such large appropriations to such good work4 ,we are led to look1 therefore1 to the other end of the line4 ,what is the motive which has moved these stewards of ,god to turn their benefactions in such directions in so large a measure8 ,rather1 we ask1 what is the corresponding providence which has called for them1 or the preparation which has been making far away for their wise use1 the signs of which were not seen1 perhaps1 by the givers at the time when they were thus carrying out the ,lord's will8 ,what is the significance of it all in the divine plan8 ,is it not that the world is suddenly opening for missionary work as perhaps never before in all its history8 that in more than one direction the long twilight which has been slowly creeping over the eastern sky is breaking in a moment into glorious dawn8 that the seed which has been growing secretly these many days has come to be the bud1 and now is bursting into the flower8 ,such crises do come in the history of ,god's world1 in the progress of the ,gospel of his ,son4 ,three illustrations of this truth are just now conspicuous----,india is clamoring for the ,gospel2 missionaries are beset with eager throngs begging for the bread of life2 whole villages are calling each for a ,christian teacher to come and dwell among them and lead them to the ,christ4 ,thousands have been baptized in the name of the ,lord ,jesus during the past year4 ,japan1 too1 which succeeded in keeping itself secluded from all interference from without until so late a day1 has taken down its official threats published at every crossroad against 8the ,jesus religion10 and1 as it throws away its idol gods1 is ready to accept either the materialism or the ,christianity of ,europe and ,america2 and ,africa is no longer a region of unexplored darkness1 but has been forced to give up its secrets to the ,christian explorer as well as to the ,arab slave-trader1 who heretofore alone has shared them with the aborigines4 ,africa is known1 and already has followed the death-blow to the internal traffic in human life2 missionary expeditions are winding along its rivers and across its swamps1 and1 with the ,arab out1 the ,christian may come in4 ,for us1 this last great continent is of peculiar interest1 and its opening lends a new and wider meaning and reach to the work we have been patiently doing in the ,south8 ,are not these the complementing facts which stand over against those stated first1 and which explain them8 ,god has brought his church into a crisis by which he will try its faith and its faithfulness4 ,he has opened the doors wide for its entrance into new fields4 ,no longer does the missionary have to push himself into the midst of heathendom2 but the cry is heard on every side1 8,come over and help us40 ,and then the ,lord of both the fields and the fountains has shown us by these illustrious examples of both the living and the dead1 how he looks to the men who hold his wealth to administer their trusts1 and to lead on the hosts of those who may swell the stream with much or little1 as he has prospered them4 ,will the church of ,christ bear the testing8 ,let us hope that these large gifts are only the great drops which tell us of the coming shower which shall fill all the pools4 ,nay1 rather1 let us pray that this may be the beginning of 8the latter rain40 99 99 99 99 99 ,,the ,,responsibility ,,of ,,answered ,,prayer4 ,the obligation which comes from offered prayer is apparent4 ,it implies a complete subordination of our will to ,god's will----a readiness for any self-denial and effort on our part necessary to the answer1 through whatever trying ordeal that answer may come4 ,but the process is essential to the result4 ,once answered1 the prayer brings the additional responsibility of walking in its light4 ,we find ourselves straggling within the toils of some disaster4 ,we ask the ,lord1 8,how is this80 ,he gradually unfolds the meaning as indicating some transition in ,his plan for our life4 ,having carried us safely through1 and having set us surely in the line of the new departure1 ,he expects us to take up the full measure of its obligation4 ,when1 with ,saul of ,tarsus1 we are dazed by the new experience and cry out1 ,lord1 what wilt thou have us to do8 we are1 with him1 to accept the labor and sacrifice implied thereby4 ,david puts it thus3 8,i will pay ,thee my vows which my lips have uttered and my mouth hath spoken when ,i was in trouble40 ,hannah1 with her prayer answered in the gift of a son1 must fulfil her vow in devoting him to the service of the ,lord4 ,for a long time ,god's people were praying ,him to open the way among the nations for the entrance of the ,gospel of his ,son4 ,he answered by setting open the door to every land and to every island of the sea4 ,it is our duty to enter and occupy4 ,if we do not1 we are grossly disobedient to the heavenly vision2 we are found guilty of deserting in the battle of the great day of the ,lord ,almighty4 ,the ,christian world now rests under this obligation4 ,we wrestled with ,god in prayer for the deliverance of our brethren in bonds4 ,we cried1 ,oh ,lord1 how long6 how long6 ,the answer came by terrible things in righteousness4 ,we had scarcely expected to see it in our day4 ,our thought had stopped with the great burden of emancipation4 ,our vision scarcely took in the mountain of obligation looming in the horizon of our answered prayer4 ,we thought that if we could only see our country delivered from its crime and shame of oppression1 the millennium would be near at hand4 ,we had not yet taken upon our hearts the burden of lifting up the emancipated race4 ,we had not yet received our divine commission to lead this people through their forty years of training into the citizenship of the republic and of the kingdom of ,god4 ,but this was all implied in the answering of our prayer4 ,we asked for this child of liberty1 and now it is but the instinct of nature and the demand of reason that we meet the obligation of its nurture4 ,we prayed that the slaves might be set free1 and this implies that we make good the conditions of freedom4 ,in the words of the martyr-,president1 they are 8the wards of the nation40 ,so also are they the children of the ,church1 given in answer to prayer1 to be nourished into ,christian character for service in this their native land and in the country of their ancestral home4 ,j4 ,e4 ,,roy4 99 99 99 99 99 ,,africa have received and read with interest the paper you have sent me in relation to ,africa and the colored people4 ,it has seemed to me a very remarkable indication of ,god's recognition of ,his promise1 8,ethiopia shall stretch out her hands10 that the two great events of recent years----the abolition of ,american slavery1 and the brilliant explorations and discoveries in ,africa1 which have become epochs in history----have occurred nearly simultaneously2 and the higher education of the colored young men and women seems to have progressed in relative proportion to the further opening up of ,africa1 with its immense population1 suffering1 dying for the ,word of ,life4 ,the climate of tropical ,africa1 taken as a whole1 is evidently fatal to the white man4 ,there is a region about those large interior lakes1 though under the equator1 which from its altitude 7#d1fjj feet above the ocean level7 at the ,victoria ,nyanza1 is represented by ,mr4 ,stanley to be salubrious4 ,but the climate1 even in this most highly favored part of the ,african continent1 is enervating and ultimately destructive to the life of the white man4 ,the missions upon the ,west ,coast of ,africa have been conducted for the past hundred years at a fearful sacrifice of the lives of white missionaries4 ,we may not forecast events for the ,providence of ,god to follow4 ,we do our duty when we faithfully perform the work ,he assigns us4 ,but ,i cannot exclude the thought from my mind1 that sometime at the proper time1 the children of ,africa now natives of our own country1 must be prepared by education and the ,spirit of ,god to go with hearts of love1 laden with the ,gospel of ,peace1 to their own race in ,africa1 and elevate them from their degradation and barbarity1 to the liberty wherewith ,christ maketh free4 ,i feel deeply the wrongs which have been perpetrated upon poor1 suffering1 abused1 down-trodden1 defenceless ,africa4 ,her country has been the foraging field for the violent1 the cruel and bloody-minded for centuries4 ,a dim light now dawns upon it4 ,the slave trade is nearly1 perhaps quite suppressed4 ,a million of philanthropic hearts are beating high with earnest desire to repair the wrongs which inhumanity has inflicted upon it4 ,god grant that the sun of righteousness may soon arise upon that benighted land4 ,the ,american ,missionary ,association is doing a noble work in the schools it has inaugurated for the education of colored young men and women to be teachers and missionaries1 and should receive increased subscriptions from our ,new ,england well directed to the opportunity of ,congregationalism for enlargement1 and so for greater usefulness in the ,southern ,states1 and especially among the blacks4 ,if the claim that our faith and polity lie in the very letter as well as spirit of the ,new ,testament be anything more than pretense1 then it is nothing less than cowardice to consent that either should be limited by lines of latitude4 ,the other denominations have spread over the country1 and have aspired to a national name and influence2 but ,congregationalism1 until within thirty years1 had hardly set foot outside of ,new ,england4 ,it had clung to the early home1 and lingered among the graves of the fathers1 while other churches were pressing across the continent4 ,late in the contest it joined the grand march of the churches ,westward1 and has shown what fine work she can do as an educator and civilizer4 ,now the door opens ,southward1 and she will be recreant to every call of duty1 to every impulse of patriotism and religion1 if she does not widen her borders and diffuse her influence in that direction4 ,the opportunity is before her for enlargement to the full dimensions of our country1 and she should be satisfied with nothing less4 ,the church of the ,pilgrims has a right to a national name----the ,south has a right to any good she may have to bestow4 ,it has been intimated1 indeed1 that other churches hold the field1 and that ours has no right to intrude4 ,if the churches on the ground had fairly done all the work----had enlightened the ignorant1 had lifted the degraded----there would be some place for such a sentiment4 ,it may seem a cheap and almost contemptible thing to enter the ,south through the negro cabins and offer the poorest of the poor our culture and our faith4 ,but nothing is contemptible that bears the image of the ,son of ,god or carries ,his sanction4 ,we simply follow the spirit of ,his own command3 8,if they receive you not in one city1 flee ye into another40 ,we have no disposition to discriminate against the whites1 but when they discriminate against themselves we have no alternative but to turn to the blacks4 ,and perhaps it is as well2 for if the whites had opened their hearts and their homes to receive us1 what would have become of the race that needs us most of all2 that showed such hunger for knowledge and eagerness for teachers as perhaps was never before seen in the history of races8 ,as it is now1 we can lay foundations at the very bottom of ,southern society4 ,it is an opportunity to be useful to those who have made themselves useful to us4 ,they see in our teachers and missionaries the practical illustration of human brotherhood2 and they find that just so far as the doctrines we teach prevail1 they are recognized as men4 ,they only need to know us fully1 to turn to us by thousands4 ,we have an immense advantage in this work1 too1 because we are not hampered by any connection with the old colored churches1 and are not tempted to cater to their superstition and confusion in worship4 ,the temptation to count members in the ,annual ,report1 and to sweep whole congregations into the church1 is very great2 but1 fortunately1 it has not lain in our path4 ,there were no ,southern ,congregational churches1 and so there were no churches of our name for which we were held responsible4 ,it was our work to prepare a pure and intelligent seed with which to plant the ,southern field4 ,we antagonized no other church2 8the land was all before us where to choose40 ,the #e1cjj laborers we have sent into the ,south during these seventeen years were for the negro race2 and the #b1jjj more we have raised up out of that race are for the instruction of their people4 ,the foundations we have laid1 therefore1 have been broad1 and just those needed to start the race upward4 ,to those who are intent on merely propagating an ism1 the results up to this time may seem small compared with the outlay of men and money2 but to those who look deeper1 the results cannot be counted in numbers of schools or churches2 the churches founded represent but a part of the spiritual outcome4 ,the old churches have been wonderfully quickened and elevated by the incoming of large numbers of youths brought to ,christ under our teaching2 these have carried back a more intelligent piety and a severer standard of morals4 ,such a result was to be expected1 and1 if the old churches are to be purified and saved1 is not to be regretted4 ,in estimating the good done1 therefore1 we must take into account not merely the new churches planted1 but the old ones enlightened and cleansed4 ,our mission has been1 and may be1 largely to leaven the old1 while we build up1 over the ,south1 the churches and schools to serve as lights and guides of the people into the new and nobler future4 ,we oppose nothing that is good2 we come with no ,northern name to antagonize a ,southern one2 we come as a new spiritual force to help all true churches1 and all good people1 in working out the problem of the negro's salvation4 ,our right to go1 then1 is the right to do good as we have opportunity2 is to take advantage of most favoring circumstances for enlargement and usefulness4 99 99 99 99 99 ,,general ,,notes4 ,the ,freedmen4 ----,a ,national ,colored ,convention met in ,nashville1 ,tenn41 ,may #fth1 and an ascertained value4 ,but the question of the educability of the red man has been one not so conspicuously settled4 ,what has been accomplished in that direction has been done so far away as not to have made much impression on the ,american people4 ,this year1 the institution which has done so much to prove the responsiveness of the negro to educational training has been engaged in its first experiment with the ,indian4 ,of its success thus far there can be no shadow of a doubt4 ,the ,indian boys are contented and making progress1 and coming steadily up to a plane on which they can pursue the regular courses of study4 ,it was said by many at the outset that the negro and ,indian races would not associate with each other1 but the case is as contrary to this as can be4 ,the ,indian boys at first seemed to be somewhat discontented1 and ,gen4 ,armstrong found that they wanted most of all to learn ,english4 8,too much ,indian talk10 they said4 ,he asked them in class one day how many of them would like to room with the negro boys2 every hand went up4 ,he then went to his senior class and asked them how many of them would be willing to take in an ,indian as a roommate1 to help and teach him4 ,a larger number than was needed of his very best young men expressed their willingness1 and so1 instead of standing aloof1 the two races are completely mixed in their rooms and at table1 to their mutual satisfaction4 ,this is a notable element in the experiment4 ,some #ab of the ,indian boys have joined the church connected with the ,institute4 ,is it needful to say a word about the ,hampton ,institute itself8 ,beautiful for situation it certainly is1 with its front on the creek1 and only a narrow point of land separating it from the famed ,hampton ,roads4 ,its buildings are families of #cj or more1 largely self-governed2 the residences of the ,principal and his assistants2 and not least1 the great barn1 sheltering a fine collection of blooded stock----and all this on a farm of some #bjj acres4 ,it is but a few years since there were only small and temporary barracks to accommodate the applicants for admission2 now about #bjj negro and #gj ,indian students are well provided with dormitories1 recitation-rooms and workshops4 ,a creditable brass band1 composed of students1 greeted the visitors with their cheering strains1 well rendered1 considering the short time since practice was begun4 ,capt4 ,romeyne keeps the boys1 both black and red1 in good military drill1 and under firm1 though kind1 government1 and in their gray uniforms1 cheap but comely1 they presented no mean appearance4 ,work and study are the order of every day4 ,the brightest and most inspiring teaching the writer ever saw wakens the intellect to an eager activity2 and work on farm and in shop for the boys1 in kitchen and laundry and with the knitting machine for the girls1 both teaches them how to labor1 and enables them to pay a considerable part of the expenses of their living4 ,the examinations1 except of the graduating class1 were not written1 but were oral1 and on the plan of the daily recitations4 ,the ,indians attracted perhaps the greatest attention from the many visitors1 in the conversation classes1 which were conducted with rare tact and skill4 ,on a table was placed a mass of common plants and flowers4 ,one of the band of ,indians brought only a few months ago by ,capt4 ,pratt was called up and asked to pick out some grass2 its uses brought out the words eat and horse1 and sentences were formed of these words4 ,beet1 onion1 potato and clover were selected in turn1 and their uses brought out by skillful questioning4 ,then1 in another lesson1 working and earning money and spending it were illustrated1 and the language taught necessary to express these ideas4 ,at the other end of the gradation of studies were the very creditable recitations of the graduating class of colored students in algebra1 history1 physiology and other higher branches2 nor would it do to omit the class in teaching1 where the seniors showed their skill in interesting and instructing the little children of the ,butler ,normal ,school4 ,in the afternoon the public exercises were held in ,virginia ,hall1 which was crowded to overflowing4 ,the addresses were manly and earnest2 some of them quite forcible and free in thought and expression1 and dealing with questions affecting their race4 ,it was quite touching to see a black boy pleading for the extension of the privileges of education to the ,indian1 and one of the features of interest was a simple story of his home life in ,indian ,territory by an ,indian youth4 ,music by the band1 by a select few1 and by the whole school1 relieved the speaking4 ,but we must not forget to give the prominence due them to the visitors of the day4 ,most conspicuous among them was the delegation of ,indians1 in blankets and feathers1 from ,washington4 ,little ,chief and six warriors with him of the ,northern ,chippewas were persuaded to come down to see what was being done for the boys of their own race4 ,just how they were impressed by it all1 it is impossible to say1 as their faces were covered with their blankets most of the time1 and they acted like a group of shy old women4 ,probably they were a good deal bored1 though they gave signs of occasional amusement4 ,but there were other visitors of to-day in this historic latitude without some profound emotions4 ,i should not be a ,virginian if ,i did4 ,i cannot stand in sight of ,fortress ,monroe without remembering our fallen fortunes4 ,the last two summers ,i have been abroad1 and ,i have come back believing that there is no land which ,god has so smiled upon as this country4 ,we have no need so great as of a stable government4 ,i do not mean of force4 ,no government can be stronger than the love of the people for it4 ,you may put great iron bands upon it1 but there will be a centrifugal power which will burst them4 ,there must be centripetal force powerful enough to attract the people together in it4 ,if our ,government is to be like that1 may the ,lord smile upon it and perpetuate it to the last syllable of time4 8,all my life long ,i have been a friend to one of the classes represented here1 and now ,i am grateful that this institution has extended its protecting wing over another4 ,i have been something of a student of races4 ,i could occupy the remainder of the day in telling you of the good qualities of the ,african race2 and there has always been a great deal that has touched my heart in the character of the ,indian people----their love for their ancestral lands1 their reverence for the bones of their forefathers1 that decorous reserve which gives such dignity to their bearing4 ,one thing which ,i have always admired in them is this1 that when a war is over1 they never talk about the war that is fought4 ,it is not considered magnanimous in an ,indian to taunt a fallen foe4 ,it seems to me that in our popular assemblies and in other assemblies it might be well to imitate the ,indian1 and not talk too much about the war4 8,the ,indian who told us the story of his life at home said something that went straight to my heart4 ,he didn't say it very forcibly1 but the force was in the thing he said4 ,time was1 he told us1 when he did not know anything about his soul or his salvation4 ,one end of this institution is to make the poor ,indian acquainted with the things which shall help him see ,god1 not in the clouds1 but in the face of ,jesus ,christ2 and to hear him1 not in the winds1 but in the still small voice of the ,spirit1 speaking peace to his soul40 ,the ,doctor closed with calling attention to goodness as the greatest element of success2 that no man can afford to succeed by sacrificing it2 illustrating it by reference to a humble girl who came during the yellow fever scourge to nurse the sick1 and who died a victim to its poisons1 and by the life of a colored ,baptist minister who recently died in ,richmond4 ,the ,hon4 ,carl ,schurz1 ,secretary of the ,interior1 was called upon to follow4 ,he began thus3 8,i respond to this call not to prolong the exercises of the day1 nor for purposes of debate4 ,i do not intend to discuss the war4 ,i am glad it is over4 ,i only desire to bear testimony that of all the speakers of the day1 not one has alluded to the war save in a most innocent way1 and they were the ,indian and the reverend gentleman who is1 ,i am sure1 a most peaceable member of the church militant4 ,as to the manner in which civil wars should be treated1 he and ,i do not disagree4 8,my heart is elated with this spectacle to-day4 ,reference has been made to the fact that two ,cabinet officers are present4 ,i assure you that we did not come here for purposes of amusement1 but to witness elements in the solution of one of the most difficult and dangerous problems of our day----the problem of blending two races1 one of which has been in subjection and the other in hostility4 ,we are all filled with feelings of admiration and gratitude to ,gen4 ,armstrong and his co-workers here2 to the ,state of ,virginia1 which1 by its generous aid1 renders a service to itself not only and to the colored people1 but to this whole country2 and to the benevolent people ,north and ,south1 in ,massachusetts and in ,south ,carolina4 ,in this ,i see the real end of the war and the inauguration of true peace4 ,if ,i look back with satisfaction on anything in my official career1 it is that ,i have been instrumental in aiding such a work4 ,i am happy to know that the experiment is a success2 and ,i assure you that so far as the means and power of my department go1 nothing shall be left undone to strengthen and enlarge the experiment4 ,the time has gone when the ,indian can live on buffalo meat and give himself to the chase4 ,the time has come when every man must work4 ,all the information which comes to us tends to show that not only these but other tribes desire education1 and that the attempt to give it to them is successful4 8,the question is often asked1 ,will they not relapse into barbarism on returning among their own tribes8 ,i am inclined to think that this danger is real1 unless the education be extended to a much larger number of ,indians----enough to support each other1 and so resist the pressure4 ,this is the object to be held in view1 and which ,i hope1 in part1 may be accomplished before my term of office expires4 8,i commend this institution4 ,i do not know of one educational institution in the country which is more important in its tendencies1 as well as in its promised results1 than this4 ,i hope that ,virginia will continue to extend her helping hand1 that its patrons ,north and ,south will not withdraw their support1 and that continued success may attend the labors of the ,general and those who are associated with him in this work4 ,i will only add that these sentiments of appreciation of this work1 and the desire for its enlargement and extension1 are most heartily concurred in by the ,president of the ,united ,states40 ,with a benediction from the venerable ,dr4 ,plumer1 the assembly broke up4 ,the visitors turned toward their homes1 and the school resumed its work1 which will continue for three weeks1 to the end of its academic year4 ,i need not say to the friends of the ,indian and the negro1 perhaps scarcely to those who care for the welfare of our own ,caucasian race in these ,united ,states1 don't forget ,hampton and the institutions of which it is a shining example4 99 99 99 99 99 ,,fisk ,,university4 ,early delays----,increasing favor----,the five closing days4 ,,miss ,,anna ,m4 ,,cahill1 ,,nashville4 ,looking back over the past nine months1 it seems a long time since the dark days of last ,september1 when the school opened under the shadow of the pestilence1 and we saw one of our own students1 just returned from his summer work1 stricken down by the fever4 ,the firmness with which the few students then in the school stood bravely by their work gave some of us a confidence in their fortitude and faithfulness which1 perhaps1 we could not have gained without some such time of trial to develop it4 ,as the autumn advanced the school began to fill up1 though some who came to us after ,christmas from the lower part of ,mississippi assured us they came 8as soon as it was safe40 ,naturally the decrease in attendance resulting from the epidemic1 was mostly seen in the number of new students4 ,those who have fairly started in the work of getting an education cannot be detained except by absolute necessity2 others1 who were thinking for the first time of going away to school1 were easily led to wait another year4 ,notwithstanding the delay in getting the school started1 one of the features of the year has been the steadiness in attendance1 especially in the advanced classes4 ,as the result of this regularity in attendance1 the school work has gone on with rather unusual satisfaction4 ,there has been little to interrupt the quiet spirit of study that has so much to do with the amount accomplished2 a friendly spirit of rivalry between different classes and among members of the same class makes it from year to year more of a disgrace to fall below the standard of scholarship4 ,the school has been growing in favor with the ,southern people4 ,the presence of a large part of the ,state ,legislature at our public rhetorical exercise1 in ,march1 and the evident pleasure with which they listened to the young people1 indicated an increasing interest in our success4 ,we find that the aims of the ,university commend themselves to the best men of the ,state4 ,the anxious question as to how these aims can be carried out1 and the enlarging necessities of the work met1 has been partly answered by the generous offers to the ,university of #fj1jjj and #bj1jjj1 which have made this year memorable4 ,it is safe to say that no visit has ever been made to our school that left in the hearts of teachers and students more hope and encouragement and thankfulness than that of the gentlemen who1 after inspecting the work of the school for a few days in the ,spring1 gave1 at the close of their visit1 the intimation of the former gift4 ,the year has had a religious history peculiar to itself4 ,without any thing that could be called revival interest1 there has been a constant turning of the unconverted1 and a quiet earnestness on the part of ,christians1 that leave us with the feeling that the ,spirit of ,god has indeed been with us4 ,beginning with ,january1 there have been several additions to the college church at every communion season1 and fully as many have connected themselves with other churches4 ,as the closing exercises of a school must partake of the general character of the year1 our commencement week was one of much interest4 ,our delightful ,tennessee climate scarcely affords a more beautiful week than that in which the commencement occurred4 ,beginning with ,sunday1 five days are occupied with the different exercises4 ,examinations continue through ,monday1 ,tuesday and ,wednesday4 ,monday evening is given to the exhibition of the class finishing the common school normal course2 ,tuesday evening is devoted to the ,union ,literary ,society2 and on ,wednesday evening the class finishing the preparatory course deliver their orations and are admitted to college4 ,thus there is a growing interest and importance through the entire week1 ending with the college commencement on ,thursday4 ,dr4 ,roy reached us on ,saturday1 and stayed during the closing week1 delivering1 on ,sunday evening1 an excellent address before the ,missionary ,society4 ,the baccalaureate sermon was for the first time preached by ,president ,cravath1 who for several years has been necessarily absent at the close of school4 ,the shadow of death came once more into our household4 ,one who five years ago came to the ,university to take the place of matron1 but who for the past year has been suffering the weariness and pain of a long illness1 was1 on the morning of ,commencement ,sunday1 called away from earth4 ,the simple funeral services mingled strangely with the closing exercises1 but the effect seemed to be only to give a deeper shade of earnestness to all our work1 as one who had loved the work to the last passed from its labor into rest4 ,among the visitors who attended the examinations were the superintendent and teachers of the white schools in the neighboring city of ,edgefield1 who expressed great pleasure at what they heard4 ,the evening exhibitions are always largely attended1 the audience frequently changing every evening4 ,quite a large number of white people can be seen at almost any of our public exercises4 ,the students of ,vanderbilt ,university take a friendly interest1 or perhaps curiosity1 in hearing their darker brothers4 ,the exercises of the ,union ,literary ,society on ,tuesday evening especially attracted their attention4 ,five of the students received certificates1 and two of those admitted to college were absent teaching in ,mississippi4 ,the class entering college1 ten in number1 is the largest ever admitted to our college course1 and we hope ,president ,cravath's admonition to have their number complete when they are ready for their degrees will be carried out4 ,of ,commencement day the following extracts from the ,nashville ,american1 of ,may #bc;d1 will give the best account3 8,the chapel of ,jubilee ,hall was beautifully decorated4 ,around the six iron pillars were twined ropes of cedar1 while over the shield1 upon which are the memorable words of ,albert ,miller1 now a missionary in ,africa1 #8,her sons and her daughters are ever on the altar1' hung festoons of cedar4 ,draped along the entire length of the stage1 and hanging in graceful folds1 were the ,dutch and ,american flags1 while the ,british ,union ,jack stretched along the side of the room4 ,above the platform1 in the centre1 hung the beautiful portrait of ,dr4 ,david ,livingstone4 ,on either side were the portraits of the ,earl of ,shaftesbury and ,william ,wilberforce4 ,between the portraits1 in large letters of cedar1 were the words1 #8,class of '#gi4' ,an hour before the time the highways were filled with the friends of the ,institution on their way to ,jubilee ,hall40 ,after giving the opening programme1 the account continues3 8,preston ,r4 ,burrus1 of ,nashville1 spoke of #8,the ,power of ,wealth' with earnestness and good gesticulation1 but a seems a short school year1 but to reduce this one-quarter is almost a disaster2 and furnishing school-rooms and supplying furnaces1 out-buildings1 cisterns and much needed plank-walks after school opened1 was for a time a great hindrance4 ,but the end of the year shows1 in many respects1 favorable results1 and leaves more hopeful impressions and anticipations for the future4 ,the need of buildings for a boarding department is as urgent as ever1 but this need we hope may be met by the donation from the ,stone estate4 ,these accommodations will bring in a large addition from the country of just such material as we desire----young men and women from the better families who are unwilling to come to the city and board away from the influences of the teachers4 ,the unsettled condition of the public schools1 too1 is likely to add largely to the number of students here next year4 ,we can only hope that our good friends at the ,north will see1 as we in the field see1 the importance of not only keeping up our present work1 but of extending it and making it better each succeeding year4 ,new buildings will certainly bring many new pupils4 ,more pupils will require more teachers1 and more teachers will increase the expenses of the ,a4 ,m4 ,a4 ,but now is the time to do good among this people1 and we trust the churches who sustain this work will not be weary in well-doing1 but will work by last year's teachings and convention4 ,the heavy rains of ,saturday last compelled our use of the chapel instead of the grove1 and reduced the number in attendance1 yet one of our students made a journey of fifty miles to be present1 and we received word from others through the county who desired to come4 ,a ,sunday-school ,union of our young men having been formed this term1 its president opened the convention1 and our principal was appointed chairman of the session4 ,the forenoon was given to remarks and a temperance concert by our ,sabbath-school4 ,one fruit of the concert asked if it had not been his business to sell liquor1 he answered1 8,yes1 but ,i shall bust it up6 ,i felt as if ,i was bound for death40 ,the two months he has spent here have prepared him to make this decision4 ,the afternoon session from two to five consisted of addresses by the ,faculty and students1 followed each by discussion4 ,the good of the convention was not merely in the considerable number present giving the people of this county the benefits of one day's contact with a modern ,sunday-school2 but the efforts of our students will be far more intelligently directed as they disperse through this ,state to their summer teaching4 ,their desire to push forward their mission work will only be increased by the rude log churches1 benches that tip uneasily1 shuttered holes in the walls1 and dearth of ,sunday-school papers1 books and ,bibles4 ,the needs of their people are becoming more and more plain to them as they observe the methods and efforts used for themselves at this school1 and the example set causes them to use some efforts for the benefit of others4 ,they draw their pupils with them on their return here4 ,the pestilence of last summer kept from us an overflow of students whom our next term will see filling our rooms4 ,perhaps the cracked and leaning walls of our buildings will be severely tried1 but all who wish to study will be welcomed with confidence on our part1 that all needs will in time be met with a supply4 ,the young people enter on a busy life here1 in many respects new to most of them4 ,their own hands do most of the farm and in-door work4 ,we have a field of one hundred acres planted in corn2 next on one side is the sweet potato patch of ten acres2 and on a southeast slope were set strawberry plants last year1 that will another season furnish a supply for some northern market4 ,this spring ten acres were sown with grass1 ten with clover that now feels revived by the recent rains4 ,the new wire fence is already showing its merits by keeping in our own stock and shutting out others that have heretofore grazed in our grove and fields4 ,our stock is now of the best breeds1 and instead of buying we shall be able to supply meats for our tables1 that already have a variety of early vegetables from the garden4 ,ornamental trees have been set out upon the grounds1 and the whole plantation has been brought to better use and improved appearance4 ,less frequent change of teachers1 a more regular attendance of students1 and their promotion according to merit1 have advanced the scholarship in this institution4 ,last summer for the first time it graduated a class4 ,the present year opened two months later than usual1 and the senior class will study another year before graduating4 ,normal methods have been used this year in the seminary department1 and proved a success1 giving promise of better material for promotion to the preparatory department4 ,the senior class in the normal department have had one lesson a week in the primary room2 and in addition to this preparation for their work as teachers1 all in the normal department have been formed into a practice class in grammar1 each in turn being teacher of the rest4 ,the examinations of this week in these and other classes have given pleasing evidences of the work accomplished4 ,after the examination closed on ,thursday1 students in the normal department have literary exercises1 interspersed with music1 before an audience numbering many of the parents and former students1 some of the trustees and other friends of the institution4 ,at #c ,p4 ,m4 the ,president of the ,board of ,trustees of the ,state ,normal ,school and others gave congratulations and sound advice to attentive and appreciative listeners4 ,the ,president of the ,board referred to the fact that the ,state had made no appropriation for the school for the present year and last1 saying it was not from any lack of interest in the work done here1 but simply because the ,board of ,trustees found it impossible to perform the duties imposed by the ,state1 while the school itself was under the control of another ,board of ,trustees or ,society1 and therefore had made no recommendations to the ,legislature4 ,he said1 as evidence of their appreciation of our work1 that he would refer to what one of the members of the ,board1 who is also county superintendent of an adjoining county1 said at the last meeting of the ,board4 ,he said that the moral influence of the teachers in his county who are students at ,tougaloo is quite different from those coming from other schools2 that almost invariably they start ,sunday-schools as soon as they open their day-schools4 ,he assured the teachers and pupils and friends present1 that they might expect with much confidence an appropriation to the institution of a few thousand dollars from the next ,legislature1 with a visiting committee to see if it is well expended1 and make report directly to the ,legislature4 ,rev4 ,j4 ,e4 ,roy1 ,d4,d41 our ,field ,superintendent1 in his address upon 8,our ,country10 gave an immense amount of practical information in regard to its history1 vast area and resources1 its wonderful development during the past century1 its present condition and future possibilities4 ,this address1 as also his missionary address the night before1 could not fail to inspire all with true patriotism1 and the real gospel spirit4 ,thursday evening an exhibition by the preparatory and primary departments closed the exercises of the week1 and the delighted friends parted1 feeling a greater interest than ever in their institution4 ,we feel grateful for the general good health and harmony of feeling during the past year1 and we look forward with courage to the coming year4 99 99 99 99 99 ,,howard ,,university4 ,commencement ,exercises----,theological ,department4 ,,rev4 ,w4 ,w4 ,,patton1 ,d4,d41 ,,washington4 ,the educational year at ,howard ,university1 ,washington1 ,d4 ,c41 closed with the last week in ,may4 ,it has been one of success in all respects4 ,the students instructed in the various departments were #bcf4 ,the concluding exercises were largely attended and of great interest4 ,at the college commencement the audience overflowed all accommodations1 large numbers being compelled to stand1 and various members of ,congress who attended went away expressing the highest gratification at all that they saw and heard4 ,the recent appropriation by ,congress of #aj1jjj towards the maintenance of the ,university in the academic departments1 is a great relief and encouragement1 it having received the support largely of both political parties4 ,the thoughtful ,democrats are becoming convinced that the ,university is well managed1 and is doing a good work1 which could easily be quadrupled with suitable aid4 ,at the recent annual meeting of the trustees1 ,hon4 ,thomas ,j4 ,kirkpatrick1 of ,lynchburg1 ,va41 appeared for the first time1 and at the close made very impressive remarks as a representative of the old slave-holders4 ,he was an officer in the ,confederate army1 and is an elder in the ,southern ,presbyterian church4 ,he pledged a hearty co-operation in our work1 and declared the negro race to be a noble race and deserving of all that could be done for it4 ,this brought to his feet another trustee1 ,frederick ,douglass1 the famous colored orator1 now marshal of the district1 who responded with great eloquence and pathos1 and as an ex-slave cordially welcomed the ex-slave-holder to the common work of sustaining ,howard ,university as a grand instrumentality for elevating the oppressed negro race4 ,the scene was touching in the extreme1 and ended with a prayer of thanksgiving by ,bishop ,brown1 of the ,african ,methodist ,episcopal ,church4 ,the ,theological ,department1 which has been for the last two years largely supported by the ,am4 ,miss'y ,association1 closed its educational year on the #cjth ult4 ,the theological students have numbered forty-two1 being eleven more than the previous year4 ,their number would have been still further increased could we have aided sufficiently all who were desirous of coming4 ,endowed and annual scholarships are a sore need of this as of kindred institutions4 ,the young men have come from seven denominations of ,christians1 into each of which the leaven of intelligence and purity is thus being introduced4 ,they have applied themselves well1 and show commendable improvement4 ,the most of them1 not having enjoyed a training in ,greek and ,latin1 are fitted for usefulness among the ,freedmen by a prolonged ,english course of study2 others take the full course pursued in any theological seminary4 ,this year a class of seven studied ,hebrew1 and acquitted themselves most creditably4 ,the anniversary exercises were held in the ,fifteenth ,street ,presbyterian church 7colored71 a new and tasteful edifice1 which was filled with an interested audience of both races1 including several clergymen and ,judge ,strong of the ,supreme ,court of the ,united ,states4 ,four young men who had completed their course of study delivered orations4 ,a ,bible was presented to each by the ,president of the ,district ,bible ,society1 and an admirable closing address was made to the students by ,rev4 ,mr4 ,dinwiddie1 of ,alexandria1 ,va4 ,three of the young men go immediately to the care of churches which await them4 ,the indications are of a still fuller theological class next fall1 the term beginning ,september #ajth4 99 99 99 99 99 ,,beach ,,institute4 ,its ,history----,its ,importance----,its ,year's ,work4 ,,mr4 ,b4 ,f4 ,,koons1 ,,savannah1 ,,ga4 ,soon after the war1 schools for the ,freedmen were opened at ,savannah in army barracks4 ,in due time a suitable building was erected1 and the school continued under the auspices of the ,a4 ,m4 ,a4 until #ahgd1 when the city rented the building and assumed the responsibility of the school4 ,this arrangement continued until ,february1 #ahgh1 when the building was surrendered and the city school removed4 ,the day after it was thus left1 a stable standing near took fire1 and the flames soon reached the building and destroyed the upper part of it4 ,it was at once determined to rebuild and resume the work1 strictly under the ,association4 ,during the summer1 ,pastor ,markham remained and superintended the construction of the new building4 ,when we landed here late last ,september1 it was approaching completion1 and on the last day of the same month a new corps of teachers began the work of the year4 ,on the first day over #fj applied for admission1 and the number has gradually increased to #cch1 in all grades from the ,normal down4 ,there has been nothing specially marked in the year's work4 ,it has been one of very quiet1 faithful1 persistent labor on the part of both teachers and pupils1 and a reasonable degree of success has attended their efforts4 ,the following facts may throw light upon the need of such an institution in this city4 ,the facilities afforded by the city were not sufficient to fit the persevering pupils to become teachers and leaders among their people1 hence the need of ,beach ,institute4 ,the good accomplished by this school is of a double nature1 for the re-opening of it has led the city1 for the present1 to add one year more to its course of study1 and to the enterprising it is an avenue to higher schools and wider culture1 and so to greater usefulness4 ,there are some very efficient teachers in the public schools1 but their hands are tied1 first by the limited course of study1 and then by unusual restrictions on their religious influence4 ,there are two schools for the colored people of the city4 ,in former years the children have been turned away from these by the score for want of room1 and even during the present year they have been refused admission in great numbers4 ,we1 too1 have had all we could accommodate1 and even more than we could do justice to with the present corps of five teachers4 ,one of these buildings was purchased by a wealthy citizen1 and by him given to the ,school ,board for a colored school1 with the expressed stipulation that no religious exercises of any character should be permitted1 not even the singing of 8gospel hymns40 ,it is reported that the same gentleman contemplates the purchase of the other building1 which is rented by the city now1 and the presentation of the same to the city1 and1 we may reasonably conclude1 with the same restrictions4 ,these stipulations are displeasing to many of the colored people4 ,ignorant as some are1 they feel the need of ,christian training for their children4 ,we do not doubt that this restraint is equally unwelcome to many of the ,school ,board and citizens of the city1 but as a corporation they are involved1 and perhaps they are doing the best they can under the circumstances4 ,the ,catholics have a small school for the colored people1 but some of the parents 7good ,catholics7 have applied for admission for their children to our school1 saying1 8,i have concluded that the teaching of the ,catechism and but little else is not an education for my child2 ,i want something better40 ,it seems that the hold they are getting upon the colored people of ,savannah is rather feeble4 ,that the position was well taken in re-establishing the ,beach1 there can be no doubt1 for it was needed as a connecting link between the city schools and the ,university at ,atlanta1 as well as for the ,christian training which it will be able to give to a large class of the youth of the city4 ,this week has been devoted to examinations and the closing work of the year4 ,the greater part of the previous days were devoted to written work2 but it had been announced that in the morning hours of to-day public oral examinations would be held4 ,at an early hour a good number of parents and friends showed the interest they have in their children and the school by coming in to witness the day's work4 ,the morning was spent in the various rooms1 many of the old people as well as the children showing a lively interest in the examinations4 ,at twelve o'clock our commodious chapel was well filled by an attentive and appreciative audience1 to witness the closing exercises of the school1 which consisted of essays from the fine members of the normal class and recitations and music from the other departments4 ,after a very enjoyable hour and a half in the chapel1 the various grades passed to their rooms1 the promotions were read1 the school dismissed1 the good-byes said1 the doors closed2 and thus1 with its cares and its perplexities1 its joys and its sorrows1 its successes and its failures1 endeth another chapter of the great volume of life4 99 99 99 99 99 ,,georgia4 ,the ,work----,temperance----,superstition4 ,,rev4 ,j4 ,r4 ,m',,lean1 ,,no4 #a ,,miller',s ,,station4 ,miss not been so large as we think it ought to have been1 and yet our work is felt by all the other churches4 ,the ,sabbath-school has been larger this year than at any time before since ,i have been here1 and we have seen indications of the good it is doing4 ,god's word will accomplish that which ,he pleases4 ,the day school has been good all the time4 ,we have on the list about #ee2 it numbered a month ago #da daily4 ,some of the larger ones have gone out of school to work on the farm4 ,we have had a strong religious spirit in the school all the year4 ,some twenty or more have1 as we hope1 been converted2 five of that number have been received into this church4 ,five of the members of our church1 who spent at least a dollar and a half a week for strong drink when ,i first came here1 have left it off altogether and say they do not want to smell it now4 ,one of them yesterday1 at our communion1 would not partake with us4 ,when asked why1 he said3 8,i wanted to take it the worst kind1 but ,i was afraid it would make me want to go to drinking again10 and tears ran down his face as he spoke these words to ,miss ,douglass4 ,you can see from this that some of the people are trying to leave off the habits of slavery1 but it is done with no little effort1 for the habits seem to have become a second nature4 ,a man who is a ,jew1 and cares nothing about religion1 said to me1 the other day1 that he had been here thirteen years1 and had never seen such a change as recently among the people4 ,i am not able to say what has caused it4 ,i feel sure that much of it has come from the labor of ,miss ,d42 she has gone to see them in their homes and read the word to them1 and prayed with them1 and given them good tracts to read1 and the blessing of ,god has been with her in the work4 ,but there is a dark side to my picture4 ,we have so many ,atheists here that it is very hard to do anything4 ,the man who denies ,god's word is just as much of an ,atheist as the one who says there is no ,god4 ,we find only a few who believe ,god's word4 ,they say the ,bible does not teach us the way to come to ,christ1 but that ,he brings us to ,himself through a dream interpreted by some old ignorant godfather or godmother4 ,these foolish ideas have led many of the hopefully converted ones to doubt and caused many of them to go in darkness for weeks1 and some of them do not see the light yet4 ,some of those who gave their hearts to the ,saviour in our meetings1 7and such changes were seen in their actions1 that no one could doubt their being ,christians17 before they could join the old churches must go off and dream1 and hear the little voice say1 8,oh1 my little one1 go in peace1 and sin no more40 ,i find many of those who have joined this church much worse than they were before they thought of becoming ,christians4 ,the cause lies in the fact that they have been led to trust in forms and not to trust ,jesus4 ,a knowledge of the ,bible is the only thing that is to save the thousands of my people4 ,their ministers teach the same foolish ways of which ,i have spoken4 ,nothing but the grace of ,almighty ,god can lead this people in the way everlasting4 99 99 99 99 99 prospects1 and send word for a certain student to hold himself in readiness to come to them and teach as soon as they can get ready for school4 ,the following letter is from a member of last year's class now teaching in ,leota1 ,miss43 8,the ,kansas fever1 as it is called here1 has reached our section of the country1 and the people are entirely carried away by it4 ,they quit their crops and sell their stock for little or nothing to get money to travel on4 ,fine milch cows and calves are selling for #aj or #ab at the highest4 ,one man bought #abe chickens for #e4 8,having accomplished this much of their intention1 about thirteen or fourteen hundred moved to town on ,may #b4 ,in the evening1 the white people became excited over the action of the colored people4 ,they came to town and held a meeting4 ,then the colored people became excited over the action of the whites1 and made ready to protect themselves4 8,by night there were #b1jjj persons in town1 all armed4 ,the sheriff was dispatched for2 he came with many others4 ,the next morning he went to the camp of the colored people and examined their arms4 ,all but one submitted to his authority4 ,the man drew his gun and the sheriff drew his pistol4 ,if either of the two had fired there would have been trouble all around1 but1 thank ,god1 there was none4 ,this man was arrested and sent to jail4 8,the town is crowded now and is guarded at night 7every night7 by the whites4 ,it seems that they will not allow the boats to interfere and convey these poor people to ,st4 ,louis4 ,they have been waiting on the bank four days4 ,yesterday 7,sunday7 it rained very hard1 and the women with their little ones and household goods were out in all of the storm4 ,we have had very heavy rains2 the thunder and lightning was as if the world were coming to an end4 ,the people are exposed to the weather1 but determined to go to ,kansas4 8,the whites are doing all they can to get them back to their homes to stay this year4 ,they go to the camp1 talk and coax1 but the people have not yielded yet1 and it is doubtful if they will4 8,i cannot relate the whole story2 it is very long and sad40 ,another letter just received says the people returned to the farms for this year4 ,hunger and the necessities of the case compelled them to yield4 ,both the writer of this letter and the young man called to ,kansas1 expect to return to ,le ,moyne next year and graduate4 ,we do not graduate a class this summer1 but shall give diplomas to a large and well prepared class next season4 ,if we are denied the privilege----or deny ourselves----of graduating students1 we find ample compensation in the excellent work and character of our young people4 ,i wonder if ,mr4 ,steele has told you of our five ministers scattered around in different classes----two ,baptist1 two ,methodist1 one ,christian ,adventist4 ,four of the five are settled over churches and are of excellent spirit1 possessing fair ability4 ,yesterday the churches had a grand union picnic4 ,a procession headed by a band of music marched to ,estival ,park1 which has opened its gates to colored people within the past fortnight4 ,a few of our scholars were excused to attend1 but all the older students preferred to continue at work and were entirely unaffected by the excitement4 ,three years ago1 two days had to be given to ,sunday-school picnics----the ,thursdays when the ,baptists and ,methodists held anniversaries4 ,we think it quite a triumph to have reached the point of ignoring such events4 ,we discuss plans for enlarging our work in the industrial department1 and long for dormitories to accommodate the strangers that come to us4 ,miss ,milton has charge of the sewing class1 and informs you of its success4 ,next year we hope to have a text-book on nursing introduced as a regular study4 ,lippincott ,co4 are issuing a book that meets our wants4 ,thursdays1 after the regular lecture to the young ladies1 recipes for will help them by sending our students abroad as soon as possible4 ,the young people who come to us are not able to pay the twenty-five dollars extra that is needed to carry them to ,nashville4 ,they must come here1 or not go to school at all4 ,they will not go to ,nashville until they finish the course at ,le ,moyne2 and the better training we can give1 the more will they be likely to desire instruction in other branches than are allowed here4 ,i will in a short time send you report of our library receipts and expenditures during the year4 ,we did not think one year ago it could be possible to be in possession of so large and excellent an assortment of books as now stands upon our shelves4 ,what more we can accomplish for it remains to be seen4 99 99 99 99 99 ,,the ,,chinese4 99 ,,san ,,francisco4 ,the inquiry is raised with much anxiety by ,eastern friends1 what will be the effect on our missionary work of the adoption of our new ,constitution4 ,that the spirit and intent of this instrument are intensely hostile to the ,chinese is well understood4 ,to find it providing as skilfully and malignantly as possible for forcing them out of the ,state will create no surprise4 ,it stands alone1 ,i apprehend1 among all our ,state ,constitutions in singling out one class among those upon whose industries the ,state lives1 and by whose taxes its treasury is replenished1 and making it the object of restrictive and oppressive legislation4 ,one whole ,section 7,,xix47 is devoted to this1 and bears as its title 8,chinese40 ,stigmatizing them as 8aliens who are or may become vagrants1 paupers1 mendicants1 criminals or invalids1 99 99 99 or otherwise dangerous or detrimental to the ,state10 it directs the ,legislature 8to discourage their immigration by all the means within its power20 8to impose conditions upon which such persons may reside in the ,state1 and to provide for their removal from the ,state0 if the conditions are not fulfilled4 ,it forbids any corporation from employing them 8directly or indirectly in any capacity20 and requires that cities and towns be empowered by the ,legislature to 8remove the ,chinese beyond their limits1 or to locate them within prescribed limits20 and to 8make and enforce all such local1 police1 sanitary and other regulations as are not in conflict with general laws40 ,these provisions are broad enough to admit any and every cruelty conceivable to be practised under the forms of law1 and the ,chinese cannot1 as heretofore1 appeal to our ,state ,supreme ,court with any hope of relief from oppressive enactments4 ,the question is1 what will the result be1 and what can we do about it8 ,if a man values highly his reputation for sagacity1 he does well to be careful how he prophesies2 and if anywhere such caution is needed1 surely it is here in ,california2 but as ,i have no reputation to be anxious about1 ,i will tell how the prospect looks to me4 #a4 ,there can be no question that these provisions1 carefully framed though they are1 are in conflict with the ,constitution of the ,united ,states1 and with not only our present treaty with ,china1 but any other treaty that could possibly be framed4 ,of course1 all this may amount to nothing until the question of their constitutionality has been passed upon by the ,u4 ,s4 ,supreme ,court2 but it seems to me that the interests involved are so many and so great that soon an issue must be made and be pressed through to decision4 ,this done1 that whole section----vile blot that it is on the fair fame of ,america6----becomes void1 unless1 indeed1 the whole land can be dragooned by ,californian politicians1 overriding its treaties and trampling under foot the most sacred axioms of its civil polity----dragooned into a timid1 restrictive1 barbarous policy which we taught ,china years ago to discard4 ,i do not believe this can be done4 ,i have faith in a free people among whom the leaven of ,christ is at work----faith that no question can get settled among them till it is settled right1 and that however selfishness and oppression may triumph for awhile1 their 8latter end shall be that they perish for ever40 #b4 ,if1 however1 the laws enacted in virtue of these new provisions are made to work1 there cannot but be a large exodus of the ,chinese from ,california4 ,they will be starved out4 ,we have come to the proud distinction of having1 as a ,state1 introduced starvation into our organic law4 ,those who can go1 must go2 and those who have not the means of travelling must starve or be removed at ,state expense4 ,but as to the effect of that exodus1 ,god is giving us beforehand an impressive object-lesson4 ,the negro is scarcely more essential to the industry of the ,south than the ,chinaman is to that of ,california4 ,let this exodus be large and simultaneous1 and the backbone of business here is broken4 ,there will be harvests that cannot be reaped1 because the ,liverpool price of wheat will not pay the cost of harvesting4 ,there will be mills and other manufacturing establishments idle1 because the manufactured goods can be laid down here from ,new ,england or ,old ,england cheaper than we can produce them4 ,there will be mines deserted1 unless white men are found to work at ,chinamen's wages2 for who wants to run off his gold-bearing dirt and thereby run himself off into bankruptcy8 ,the hundreds of little businesses which1 by the aid of the ,chinese1 yield men a small return1 must be abandoned1 for the higher wages will absorb the profits and the capital besides4 ,but1 it may be said1 white men have prospered elsewhere without the aid of the ,chinese1 why not in ,california8 ,no doubt they can prosper here1 but only as a new and lower level for ,american labor is found4 ,prices must fall1 and the work must be steadier and harder than now it is apt to be4 ,you see1 perhaps1 a good side to this in the frugality and industry to which it will compel our children2 but my expectation is1 that when this discipline begins to make us sore1 when the real facts are forced upon men's vision1 then these provisions of our new ,constitution will1 by common consent1 become inoperative1 and ,chinese labor or its equivalent will be welcomed back again4 ,i venture such predictions1 but whether they prove true or not1 this thing is certain1 the ,chinese still are here2 and while they remain our work remains4 ,if the time is short1 so much the more urgent must we be in pressing upon their attention the ,gospel of ,christ4 ,if the enmity against them rises with its opportunity and crowds them to the wall1 so much the more must they hear from us the voice of ,christian kindliness1 commending to them ,him who was the friend of publicans and sinners4 ,if they are to be driven back to their own land1 we must be the more earnest to let them know----not by our words only1 but by our deeds rather----that it is not ,christianity but the lack of ,christianity that has exiled them2 and we must see to it that as many as possible go to be self-sustaining missionaries1 telling the story of redeeming love4 99 99 99 99 99 ,,children',s ,,page4 ,,dear ,,little ,,ones3 ,if you all keep asking questions1 how can ,i get a chance to answer them8 ,and then you don't begin at the right end with your questions4 ,who was she8 ought to have been the first1 and it's the very
