,pacific ,railroad in ,new ,orleans1 ,la41 and designed and supervised the construction of the ,algiers shops4 ,in #ahhc ,mr4 ,brown severed his connection with the ,southern ,pacific ,company and engaged in general engineering practice1 principally in the line of sugar-house installations4 ,in #ahhe he was elected ,assistant ,city ,engineer of ,new ,orleans1 which position he held for four years4 ,in #ahij he became ,chief ,engineer for the ,caffrey ,central ,sugar ,refinery1 designing and supervising the erection of the buildings1 which represented an expenditure of about #fjj1jjj4 ,in the same year ,mr4 ,brown was appointed ,chief ,engineer of the ,franklin and ,abbeville ,railroad and built that road4 ,at the same time he designed and built the ,des ,lignes sugar-house4 ,in fact1 he designed and built many of the large sugar mills and refineries erected in ,louisiana about that time4 ,from #ahib to #ahif ,mr4 ,brown held the office of ,city ,engineer of ,new ,orleans1 and it was during this term that some of the most important works of his career were accomplished4 ,under the direction of the ,city ,council1 and in consultation with ,b4,m4 ,harrod1 ,past-,president1 ,am4 ,soc4 ,c4,e41 the late ,h4,b4 ,richardson1 ,m4 ,am4 ,soc4 ,c4,e41 and ,rudolph ,hering1 ,m4 ,am4 ,soc4 ,c4,e41 ,mr4 ,brown made a topographical survey of ,new ,orleans1 a study of precipitation and run-off1 and prepared plans and specifications for a drainage system4 ,at the expiration of his term of office as ,city ,engineer1 he engaged in private practice1 assuming charge1 as ,chief ,engineer for the contractors1 of the first construction work of the drainage system4 ,prior to and during his term of office as ,city ,engineer1 ,mr4 ,brown was ,architect of the ,mc,donogh ,school ,fund in ,new ,orleans1 during which time he designed and built several new schools and remodeled a number of old buildings4 ,he was also ,special ,engineer for the ,new ,orleans ,levee ,board on harbor and bank protection work4 ,to the study of this work ,mr4 ,brown devoted all his energies and knowledge for several years4 ,at the same time he was a member of the ,new ,orleans ,advisory ,board of ,engineers on ,sewerage and ,water4 ,when the oil fields of ,texas were first discovered1 ,mr4 ,brown's services were immediately engaged1 and in the following years he devoted almost his entire time to the development of the oil fields and facilities for handling the oil4 ,his operations were principally in the ,beaumont and ,sour ,lake fields4 ,the holdings of the ,southern ,pacific ,railroad ,company in these regions demanded the services of an expert engineer1 and ,mr4 ,brown was engaged to take full charge of its interests4 ,in #aijd he was compelled to give up active business and seek the restoration of his health4 ,to this end he spent some time in the ,middle ,western ,states and finally decided to go out to the ,pacific ,coast4 ,the climate there proved so beneficial that he eventually settled in ,bakersfield1 ,cal41 where he accepted an appointment as ,consulting ,engineer for the ,oil ,department of the ,southern ,pacific ,railroad and ,chief ,engineer of the ,atlantic ,division of the same line4 ,shortly after he accepted this appointment the ,colorado ,river broke through its banks and overflowed the valley known as the ,salton ,sea1 across which the tracks of the ,southern ,pacific ,road were laid4 ,the ,company was compelled to make a detour of approximately #ajj miles around the inundated region1 but1 under the direction of ,mr4 ,brown1 they succeeded in closing the break with two massive dams1 confining the river to its ordinary channel and preventing the increase of the ,salton ,sea4 ,while in ,california ,mr4 ,brown invented an oil and sand separator1 which the ,southern ,pacific ,company is now using throughout its oil fields4 ,he also invented a continuous water purifier and a special oil power-pump4 ,all these machines are now on the market4 ,mr4 ,brown was a man of sterling integrity2 one who regarded his profession in the light of an obligatory public service4 ,to this sense of duty he sacrificed much1 primarily the necessary relaxation and rest from arduous labor1 which undoubtedly accelerated the end of his useful and honorable career4 ,in recognition of the valuable services he rendered in connection with the levee ,chief ,draftsman1 designing masonry and other structures1 also as ,assistant and ,resident ,engineer in charge of certain sections of the line4 ,paul ,s4 ,king1 ,m4 ,am4 ,soc4 ,c4,e41 the ,chief ,engineer in charge of the construction of this #age miles of double-track railroad1 soon recognized the exceptional engineering ability of ,mr4 ,van der ,hoek1 and appointed him1 successively1 ,assistant and ,resident ,engineer in charge of several sections2 of his success and ability1 ,mr4 ,king writes3 ,the sad and sudden death of ,mr4 ,van der ,hoek was indeed a great shock to me and his many friends in the ,lehigh ,valley ,system1 particularly in ,new ,york ,state1 his field of professional work for so many years4 ,i highly regarded his technical ability1 sterling character1 and untiring industry1 both in the field and office4 ,during the time he was engaged with me 7nearly four years71 he filled the positions of ,chief ,draftsman1 ,assistant1 and ,resident ,engineer1 and earned the respective promotions by the zeal and energy which was always characteristic of him with any work he had in hand4 ,he continued throughout the period of construction1 a record not equalled by any of the dozen or more ,resident ,engineers connected with that work4 ,it was this observation of his conduct and activity in executing his work that warranted me to have confidence in his ability to take up the work to be done after the ,operating ,department took charge of the line1 recommending him as the ,engineer for ,maintenance of ,way of part of the new line4 ,in #ahic1 ,mr4 associates on the ,lehigh ,valley ,railroad writes3 ,i was intimately acquainted with ,mr4 ,van der ,hoek and his work from #ahid to the time of his death1 and as a co-worker on the ,lehigh ,valley ,railroad it is a privilege to testify to his exceptional engineering ability1 his strong1 unflinching character1 his untiring energy1 and implicit adherence to the lines of duty4 ,he had exceptional executive ability combined with a thorough knowledge of details4 ,it was these qualities that made him so successful in his work4 ,mr4 ,van der ,hoek was a sober1 unassuming1 and honest man1 a
