,,visiting--,,its ,,practical ,,working #be --,,results #bh ,,ninth ,,annual ,,report4 ,in putting forth1 for the information and satisfaction of the ,parishioners of ,st4 ,mary ,abbott's1 the ,ninth ,annual ,report of the ,,kensington ,,church ,,of ,,england ,,district ,,visiting ,,society1 the ,committee feel constrained to call the serious attention of all residents blessed with the will and power of exercising a discriminating charity to the several subscription lists annually put forth from the date of its foundation4 ,a comparative view of the balance sheets of its receipts and expenditure1 from the time that the several ,ecclesiastical ,districts were separated from the ,mother ,church will reveal facts1 which no impartial person can consider in creditable keeping with the progress that has taken place in the numbers and respectability of the population4 ,large areas of formerly vacant ground1 both in the ,new ,town and on ,campden ,hill1 are now covered with houses1 in the occupation of tenants who must possess competent1 if not abundant1 means4 ,in ,palace ,gardens1 mansions have sprung up1 which1 in all the appliances of a luxurious and tasteful civilization1 throw into the shade the neighbouring ,royal residence4 ,the value of rateable property is now assessed at a sum that very largely exceeds its registered amount six years ago4 ,from such data1 and arguing from the general benevolence of the ,english character it would not have been unreasonable to expect a corresponding advance in the sums set apart for ,christian ,almsgiving4 ,this natural hope has not been justified4 ,the reverse is the case4 ,year by year the contributions have been falling off1 until between the revenues of #ahdf and #aheb1 there exists no less a difference than #aejl41 being considerably more than a third of the entire income from those sources4 ,nor must it be supposed that the continued erection of habitations adapted to the requirements of families moving in the upper and middle walks of life has been unaccompanied by any provision for the accommodation of the numerous classes who wait upon and minister to their wants4 ,in one street alone a considerable number of small dwellings1 containing from six to eight rooms1 have recently been built1 by which comfortable lodgings are secured to upwards of five hundred new inhabitants1 of whom a large majority1 on any failure of health or employment1 would become eligible candidates for temporary relief4 ,under the pressure of circumstances thus doubly adverse1 with a sphere of usefulness steadily increasing1 yet decreasing supplies wherewith to occupy it profitably1 it may be a matter of surprise to some1 that the operations of the ,society have been so efficiently and perseveringly maintained4 ,but the solution of the problem is to be sought in the tendency of those operations themselves4 ,the alleviation of physical misery was but one1 and not the most important one1 amongst the many objects1 which engaged the attention of its first managers4 ,to forestall the occurrence of distress1 by stimulating and encouraging provident habits1 was1 in temporal affairs1 their main purpose4 ,the principle of forethought was systematically wrought into the mind of each applicant for help4 ,hence1 in proportion as the love of the rich waxed cold1 the energy of the poor strengthened2 and though the bounty of the former diminished1 the savings of the latter augmented until the ,deposits in the ,coal1 ,clothing1 and ,winter ,clubs have more than doubled the amounts collected by subscription4 ,these constitute a reserve fund always available to its members1 in seasons of unlooked for privation4 ,ordinarily1 the man who has money in each of these ,clubs requires no extraneous assistance2 he is sufficient for himself4 ,his three grand winter wants1 fuel1 raiment1 and rent1 are all provided for4 ,this independence enables him to understand the pleasures of an honest industry2 raises him above the influence of any trifling fluctuation in his trade1 and educes at once and fosters the invaluable characteristic of consistent self-respect4 ,the establishment of safe and remunerating investments for the earnings of the prudent artizan is a boon1 which soon returns an ample interest to a neighbourhood4 ,as their intention and working becomes known and comprehended1 they are thankfully appreciated by the more thoughtful portion of the operative body1 who soon learn that by the exercise of a due economy and regular apportionment of their wages1 it is quite possible to anticipate the ordinary exigencies of the future1 and live independent of eleemosynary aid4 ,that this result has taken place in ,kensington is demonstrable from the subjoined table1 which shows the sums spent by the ,visitor in a district where the population has increased an eighth in three years before and after the introduction of the ,clubs4 ,it would probably be found a fair type of the system4 ,money expended4 ,money deposited4 #ahdg #ac #ab #i #aa #af #c #ahej #g #j #j #ah #ah #c #aheb #aj #e #f #bf #j #aj ,the ,winter ,club deposits amounting last year to #h #as4 #f;d4 are not included in the summary4 ,enough however will have been adduced to indicate in what way the reduced resources of the ,institution have hitherto sufficed for its actual necessities4 ,but the causes that have led to the deficiency in its income are yet to be explained4 ,these may be stated as arising first from the death or change of residence of many original supporters2 and1 secondly1 from want of acquaintance on the part of new comers with its existence4 ,nor should this be a matter of much surprise2 since1 in every populous parish1 so many ,institutions for the temporal and spiritual advantage of the working-classes are necessary to be maintained1 that comparatively few of those1 who do not make a conscience of inquiring into their condition1 are aware of either their number or relative importance4 ,this remark applies with peculiar force to suburban districts such as ,kensington1 where a large proportion of the heads of families proceed early in the morning to transact their daily business in ,london1 and do not return until the evening4 ,the fault of their ignorance is not however to be charged to the ,committee of the ,society1 who do all in their power to make known its title to assistance1 both by the publication of ,reports1 and the appointment of a collector1 whose business it is not merely to gather old1 but also to solicit new subscriptions4 ,but in many instances1 the servants are prohibited from receiving printed appeals by a general order1 which1 of course1 renders nugatory any communication that might be addressed to their masters through the medium of the ,press4 ,this is a hardship on both parties1 in that the very individuals who are the first to complain of the apparent omission1 are the involuntary victims of their own direction1 and continue deprived of a satisfactory channel for the administration of their alms2 while the ,charity advocated in the pamphlet intended to be left at their houses suffers in the full amount which might otherwise have been placed at its disposal4 ,there are some cases on the other side1 in which the clergy have been requested by persons immediately on their entrance into the ,parish to supply them with a list of the benevolent ,institutions requiring succour4 ,it would be well were this example more universally followed4 ,none would then complain of being overlooked4 ,with these preliminary observations the ,committee proceed to the more grateful task of giving an account of their stewardship in the past year2 and as the best means of exhibiting the organisation now existing in ,st4 ,mary ,abbott's1 and informing the public of the comprehensive scheme of charity1 to which they are invited to take a part1 the present ,report will bring in order under notice1 the graduated agencies of beneficence that are exerted upon the poor throughout the several stages of their lives4 ,as that which refers to its very earliest period1 it may be advisable to commence with some account of the ,,maternity ,,society1 which1 after an independent course of active usefulness for above thirty years1 has been in some measure affiliated to the ,district ,visiting ,society1 though still retaining the valuable superintendence of those ladies1 under whose judicious management it has been productive of such essential service4 ,its purpose is to provide bags of baby-linen and other fitting articles for respectable married women during the month of their confinement2 these are entrusted for distribution to the members of the ,committee1 who usually grant them on the recommendation of a subscriber1 or of the ,visitor of the ,district in which the applicant resides4 ,a copy of the ,new ,testament is sent at the same time1 which is often not without its influence in suggesting to the recipient the promise that1 though in 8sorrow she is to bring forth children1 notwithstanding she shall be saved in child-bearing1 if she continue in faith1 and charity1 and holiness1 with sobriety40 ,those possessing larger means1 who have been preserved in this great peril and danger1 need not be told that next to the accustomed offering at the ,altar1 there is no more appropriate object for the pecuniary acknowledgments of a thankful spirit1 than an ,institution claiming to ameliorate those very sufferings from which they have in mercy been so recently delivered4 ,but the question of support and maintenance soon follows upon the birth of the infant4 ,the poor mother cannot afford to remain at home all day to tend her child4 ,what then becomes of her babe8 ,shall it be consigned to the care of some aged neighbour1 at a cost of a third part of her daily earnings2 or must the education of an elder daughter be interfered with1 that she may become its nurse8 ,both these pernicious alternatives have been superseded by the ,,parochial ,,nursery1 ,,in ,,great ,,grove ,,house4 ,this establishment consists of two good sized airy rooms1 in a quiet part of the town1 fitted up with cradles1 mattresses1 and other articles of infantile furniture1 for the reception of babies1 whose mothers are engaged in daily employment4 ,a small yard or playground is attached1 where the children old enough to run alone may take their exercise without any fear of the dangers incidental to the streets4 ,the charge of this infant family is confided to an experienced matron1 who with the assistance of a competent nursery-maid1 conducts the affairs of her ,lilliputian kingdom to the satisfaction of the many parents interested in its prosperity4 ,during the past year1 the attendances of infants have reached the startling number of #bghh1 being #bhf beyond those recorded in the last ,report4 ,the payments for their safe keeping have exceeded #bj1 while the reduction in expence to their mothers is calculated at no less amount than #bgh #afs4 ,to all who1 in watching over the helplessness and innocence of infancy1 have learnt how delicate is the constitution1 how difficult is the rearing of a child1 the ,committee hopefully commend the cause of these babes of toil4 ,to rescue them from the evils of a careless tending2 to preserve them from disease engendered by deleterious cordials1 administered by ignorant and impatient guardians to hush their cries2 to insure them the common blessings of light and air1 of cleanliness and warmth1 is essentially a mother's charity4 ,nor will the lady1 surveying with a grateful heart1 the commodious arrangement of the apartments of her little ones1 have her sense of gratification1 in bending over the cradle of her son and heir1 diminished by the recollection that she has been instrumental in procuring for the offspring of others1 some amongst those comforts so abundantly bestowed upon her own4 ,and if1 as is presumed1 our boys and girls are taught1 in advancing youth1 to set apart1 on principle1 a certain percentage of their allowances for purposes of ,christian love1 where will they find an object for their sympathies more in unison with their age and feelings than one devoted to the reception of children far younger and more feeble than themselves8 ,at the age of two years1 the infants are transferred to one of the three ,schools of the ,district4 ,of these1 that in ,church ,court1 which1 as the feeder of the central ,national ,school1 has enrolled upon its books about one hundred and fifty scholars between the ages of two and seven years1 receives the great proportion4 ,the rest1 for the most part1 are absorbed by either the ,jennings' ,buildings or the ,gore ,lane ,school1 each of which possess a prescriptive right to mention in these pages1 not only from the grants they have severally obtained1 but from the position they hold in the ,parochial organization4 ,,jennings' ,,buildings1 is a purlieu of the town1 leading out of the ,high ,street1 and is the chosen settlement of the ,irish ,romanists4 ,it consists of a series of courts and alleys which1 for closeness and filth1 are probably without a parallel westward of ,st4 ,paul's4 ,being a cul de sac1 unlighted1 irregularly paved1 and indifferently supplied with water1 its best disposed inhabitants find it difficult to cultivate the habits of civilized life4 ,the majority give the matter up1 and seek in alcoholic and other stimulants1 an antidote against wretchedness1 malaria1 and disease4 ,nowhere are the evils of overcrowded chambers more apparent4 ,single rooms frequently shelter two1 and even three families4 ,its choicest district exhibits a return of forty families to eighteen houses2 of one hundred and sixty persons1 exclusive of lodgers1 sleeping in thirty nine rooms4 ,the entire population1 inclusive of ,palace ,place1 must exceed one thousand five hundred souls4 ,prior to the erection of the present ,school1 it was impossible for ladies to penetrate its recesses4 ,the ,police entered its retreats in couples4 ,in #ahdg the work of reformation commenced2 since then a steady progress has been made4 ,at first1 the school was emphatically a ragged school2 its scholars were literally running wild and half naked in the streets2 they outraged alike propriety and decency4 ,gradually1 a change has been wrought4 ,cleanliness and obedience are rule1 where formerly dirt and turbulence prevailed4 ,gifts of serviceable clothing to the elder and most regular pupils of both sexes have introduced some appreciation of tidiness and self-respect4 ,above all1 the systematic visitation of its ,ladies' ,committee and their friends1 has been productive of most humanizing effects4 ,slight attempts are recognizable1 on the part of the residents1 to render their locality less decidedly objectionable4 ,they have1 at least1 before them a higher standard1 which a few are endeavouring to reach4 ,the teaching of the children has thus reacted on the mothers2 and though from the constant importation of fresh immigrants the battle must be fought uphill1 there can be but little doubt on which side the victory will rest at last4 ,but with the ,homeric hero it is fair to wish for light4 ,granted the day and the contest must be successful4 ,it is the ignorance of the ,irish1 that is the nurse of their misery2 lighten this darkness1 and as the clouds of superstition and prejudice roll away1 whatever germs of good1 and they are many1 now lie undeveloped in their hearts1 will blossom beneath the genial rays of knowledge1 and bring forth fruit in season4 ,already thirty children have gone from this school to earn their own living in the states of life to which it has pleased ,god to call them2 and if in their different situations they are practising1 as the reports of their employers testify1 the virtues of honesty1 sobriety1 and industry1 of gentleness and modesty1 there can be no undue assumption in attributing this happy issue far more to discipline and precept1 than to nature or example4 ,the average of attendances during the past year is about sixty-five1 though this number has1 at times1 been considerably exceeded4 ,the expenditure for rent1 books1 master1 c41 is #aad1 of which only #fa is obtained by regular subscriptions4 ,but it most assuredly becomes all who have at heart the interests of ,scriptural religion1 who desiderate the spread of ,gospel ,light1 and love the truth as it is in ,jesus1 to combine in strengthening by both personal and pecuniary aid1 an ,educational ,institution1 abundantly blessed in the rescue of many children from heathenism1 vice1 and crime4 ,it is planted in a ,missionary ,field of no ordinary importance2 stretched before our very doors1 almost as much untilled and unsown as the sterile wastes of ,paganism4 ,one isolated spot it has1 whence all that is green and refreshing in its barrenness proceeds--its ,district ,school4 ,shall its vegetation wither for lack of ,alms and ,prayers to water the young and vigorous shoots8 ,nor has the attempt to extend the ,national ,system of ,education to the ,eastern portion of the ,parish proved less satisfactory4 ,,the ,,gore ,,lane ,,school has gone on improving in numbers and efficiency since its foundation4 ,for some months1 these essentials to prosperity proceeded at an equal march4 ,but1 afterwards1 the attendance of younger children became numerous enough to interfere with the tuition of the elder4 ,this serious inconvenience was beginning to be felt at the publication of the last ,report4 ,however1 at the very crisis1 the ,trustees of the little ,british and ,foreign ,school at the bottom of the ,lane1 ingenuously acknowledging the decided preference manifested by the parents of the children for the teaching of the ,church1 and finding the impossibility of maintaining1 with any adequate return1 their own establishment1 with praiseworthy liberality offered it to the ,vicar1 under an impression that he might still render it useful1 by converting it into an ,infant ,school4 ,although an assent to this proposal involved an immediate acceptance of liabilities to the amount of #ajj1 the necessary funds were advanced through the ,treasurer of the ,trust1 in the conviction that1 when the circumstances of the transfer became known1 so great an obligation would not be suffered to rest on the generosity of a single individual4 ,thus1 an ,infant ,school1 and playground as well as a ,master's ,house1 are secured to the present ,trustees1 at a small annual rent of #e4 ,the result has1 in a great measure1 justified the anticipations of the ,promoters of the transaction4 ,the ,christ ,church ,congregation1 to which these ,schools are peculiarly attached1 have partially accepted the responsibility4 ,the whole juvenile population of the ,lane avails itself of the opportunities afforded to it4 ,fifty ,infants attend the ,lower1 one hundred boys and girls the ,upper ,school4 ,their pence have increased from #a #ad #f in #ahea1 to #aj #af #d in #aheb4 ,the ,subscriptions from #ah #aa #j in #ahea1 to #db #ab #f in #aheb4 #ib have been contributed in donations1 and a new item in the income1 arising out of the sale of the girls' work1 #ai returns as the profits for the last six months #b #cs4 ,these are encouraging features of the prospect1 but when it is considered on the other hand1 that the very large and special expenditure involved in the purchase of the ,new ,school1 and the reduction of its share in the ,collection at ,st4 ,mary's1 from #cj to #ad should have fallen in the same year1 it cannot be a matter of surprise that the adverse balance of the last account is more than doubled in the present4 ,whilst1 therefore1 the ,managers would return to those many friends who have assisted them with gifts of clothing1 and other prizes1 for the pupils1 they would earnestly press upon the congregation of ,christ ,church1 and the residents in the ,gore1 the duty of yielding to the ,schools of their ,church and neighbourhood1 a regular1 a liberal1 and a conscientious support4 ,it is a pleasure to add that this call has been responded to by several2 were all to act in a like spirit1 as ,god has prospered them1 there would no longer be an occasion for these appeals4 ,in passing from the juvenile to the adult members of the labouring classes1 the ,visitors are bound to keep the same principle in view of helping them to help themselves4 ,whilst either are capable of so doing1 it is the truest charity to withhold all other aid4 ,in children1 this is effected by insisting on their receiving an ,education adapted to their future prospects3 in adults1 by fostering providence and forethought4 8,frugality10 said ,goldsmith1 writing to his brother1 8in the lower orders of mankind1 is true ambition2 it affords the only ladder for the poor to rise to preferment4 ,teach then1 my dear sir1 to your son1 thrift and economy4 ,i had learnt from books to be disinterested and generous1 before ,i was taught from experience the necessity of being prudent40 ,this homely but difficult truth is becoming year by year more generally acted upon4 ,it influences the whole social body4 ,insurances on life and against accidents are its forms amongst people enjoying wealth and competence4 ,with others1 possessed of smaller1 but permanent incomes1 the savings' banks develope its latent energies4 ,provident funds remain for those who live from hand to mouth4 ,of these last1 there are four in ,st4 ,mary ,abbott's1 having for their objects the safe keeping of weekly deposits1 to be appropriated respectively to ,coal1 ,clothing1 ,rent1 and other minor expenses1 at the end of each year4 ,the last ,report recorded a falling off in #ahea in the contributors to the ,coal ,club2 it has been amply compensated for by the present large increase4 ,the accompanying statement shows the comparative numbers in each year3-- ,depositors4 ,deposits premium4 ,coals distributed4 #ahea #cfg #aha #ag #a #ade tons #aheb #dbe #bji #b #aj #agd tons #e cwt4 ,a similar table indicates a similar satisfactory advance in the ,clothing ,fund1 which has never retrograded since its establishment3-- ,families ,amount deposited4 ,amount spent4 depositing4 #ahdi #gc #cf #ai #d #db #ad #g #ahej #abd #ee #ag #e #fe #h #e #ahea #aeg #ff #ae #j #gb #ab #f #aheb #aij #gh #ad #a #ia #ai #i ,in the ,winter ,club1 on the other hand1 there has been a large diminution in the number of ,depositors1 consequent on the reduction in the interest which1 in former years reached the excessive rate of fifteen per cent4 on the sums received2 the result was1 a disproportionate accession of members1 some of whom were not entitled to avail themselves of its benefits4 ,by means of the ,visitors these impositions were detected1 people depositing in false names and residences exposed1 and instances of fraud from one person holding several cards prevented4 ,by lowering the interest about one half1 the temptation to deception has been lessened2 and so healthy is the present condition of the ,club1 that no case of artifice occurred at the recent repayment of the principal4 ,its statistics now are-- ,depositors4 ,deposited4 ,withdrawn4 ,paid4 #cjh #cji #f #j #dj #c #f #bhi #b #e ,of its #cjh depositors1 #hi were also depositors to the ,coal and ,clothing ,funds4 ,the ,provident ,club1 instituted for the reception of small sums1 from one penny upwards1 is also doing its best to strengthen the same practical thrift4 ,though open all the year1 its chief receipts are taken1 as might be rationally concluded1 during those months when the other funds are not in operation4 ,in one ,district1 where the ,visitor herself collects the weekly savings1 the comparatively large sum of #h has been set aside4 ,as no interest is allowed in this ,club1 such a fact goes far to confirm the opinion that it is safe keeping1 not usury1 that the poor desire4 ,nor could a more pleasing proof of their confidence in their ,visitors be adduced1 than that afforded by the simplicity and good faith in which they trust their money to their charge4 ,the statistics of the ,club may be thus condensed3-- ,depositors4 ,sum deposited4 ,balance from #ahea4 ,withdrawn #aheb4 ,balance4 #abh #bd #f #d #g #aa #e #bj #ab #h #aa #e #a ,in aggregating the result of the above economical agencies1 it appears that they have been used during the past year by upwards of a thousand families1 the sum of whose united deposits ranges between six and seven hundred pounds4 ,were there no ulterior benefits connected with the ,society1 this alone should ensure it the commendation of intelligent philanthropists4 ,but it is not only by pecuniary transactions that a preparation for the future is presented to the mind of the prudent housewife3 she is invited to insure against the cold4 ,,blankets4 ,a large stock of blankets is annually distributed on loan to deserving persons1 who are considered by the ,visitors in want of such a boon1 and not likely to abuse it4 ,for several years1 and with an experience of many hundred blankets1 but few cases have occurred in which their judgment has been deceived4 ,some half dozen blankets may have been pawned1 and as many lost2 more are fairly worn out4 ,a replenishment took place at ,christmas1 #ahea1 and above three hundred were given out in ,november last4 ,for each of these sixpence is paid by the woman to whom it is lent1 which1 being devoted to cover the expence of its washing when brought back in summer1 is either returned as the price of ablution to the holder herself1 or given to the best laundress in the district where she lives1 in remuneration for this necessary work4 ,but the most industrious persons cannot always obtain occupation4 ,breaks in employment perpetually occur1 especially in the case of females4 ,servants out of place1 laundresses and charwomen1 milliners and sempstresses1 alike dependent on families visiting ,london only for the season1 all may be included in this list2 simply to relieve them in distress would be to increase the evil2 it is a different thing to find them work1 hence the formation of the ,,work ,,society1 of which the intention is to purchase1 by subscription1 flannel1 calico1 c4 to be made up into articles of useful wearing apparel1 by any respectable women who may be thankful to fill up their intervals of involuntary leisure by using their needles4 ,the ,clothing thus made is sold at the cost price of the materials4 ,a wife1 therefore1 who makes her husband's shirts1 may obtain it for little more than her own labour4 ,that this ,society supplies a gap in the ,district ,organization is not more plain from the consideration that out of the #add workers1 whom it has employed1 #aah have been recommended by the ,visitors1 than from the position which it has assumed1 as a valuable coadjutor in the industrial training of young females4 ,under its auspices1 many girls have been led forward from plain to fine needle-work1 and some who commenced by experiments on aprons may now be trusted with the finish of a garment requiring the neat performance of accomplished skill4 ,it has also proved of considerable service by undertaking emigrant orders4 ,one family1 in particular1 was indebted to its ready-made department to a large extent2 and thus not only enabled the ,committee to dispose of a portion of their superfluous stock1 but benefitted themselves by procuring what they wanted much cheaper and better than they could have done at the outfitting shop4 ,charitable persons using its agency to furnish clothes for the ,jennings' ,buildings and ,gore ,lane ,schools1 or1 indeed1 for the poor at all1 have the double satisfaction of knowing that they are doing good1 not merely by their gift1 but by its preparation also2 while to the ladies superintending the cutting out and execution of the work1 and conducting its weekly sale1 special thanks are tendered by the ,committee1 who are not unaware of the time and regularity that so intricate a duty must demand4 ,the sales alluded to have realized nearly #fj1 of which #g #acs4 was received from the ,depositors to the ,clothing ,fund4 ,owing to the change in the ,collector1 some subscriptions were omitted to be sent for last year1 and the consequence has been1 that the receipts under that head are less than those on former occasions2 nevertheless1 the accounts have nearly balanced themselves1 and there is no reason to imagine that they will not entirely recover by the next audit4 ,it would be uncourteous to close this retrospect of the ,work ,society1 without expressing its acknowledgments to the linen drapers of the town for their continued disinterested and valuable assistance4 ,but the most resolute determination to preserve a position of independence cannot always contend against the adverse vicissitudes of life4 ,sickness visits all in turn2 and though a man may struggle through the illnesses of wife and children1 what is his resource when he is himself struck down8 ,must he1 with a family heretofore respectably and honestly supported--after his tools1 furniture1 and clothes are pawned1--be at last consigned to what is1 in fact1 to him1 the degradation of the workhouse1 or so pledge his future labour1 under an accumulation of debt incurred perforce1 that all hope of future freedom from its load must1 on reasonable calculation1 be shut out8 ,judged even by the maxims of the most rigid political economist1 no less than by the diviner impulse of a just compassion1 indifference in such a case were not only a crime1 but a blunder4 ,for if by a judicious advance of money1 it be possible to procure that attendance1 medicine1 nourishment1 and change of air1 required for the restoration of the sinking patient to his normal health1 it is clear that the productive energy1 which is the immediate source of national wealth1 must be increased1 by the same means that carry into effect a paramount part of ,christian obligation4 ,it is1 therefore1 very satisfactory to find that while the number of cases relieved by the ,visitors during ,december1 #aheb1 are less by one third than those of the corresponding month in #ahea2 even of these considerably more than half come under the category of sickness4 ,the analysis of the ,visitors' books gives the following result of cases assisted in ,december last3-- ,by ,in age4 ,in poverty4 ,out of ,sickness4 employment4 work4 #ac #cb #ca #cf #aef ,this return is an abstract of the work in thirty-two ,districts only1 yet in these1 in one month1 two hundred and sixty-eight families participated1 more or less1 in the bounty of the ,society4 ,,practical ,,working4 ,numerous1 however1 as the visits indicated by these figures must necessarily be1 they afford but a very moderate criterion for estimating those actually paid4 ,it is to the habitual intercourse established between the ,visitor and the ,visited1 an intercourse honourable and useful to both parties1 that all the higher results of the system are to be traced4 ,this enables either to judge more truly of the other2 disabuses the poor of the prejudice that those above them in station are universally proud1 unfeeling1 and isolated from their hopes1 wants and sympathies2 and the rich of the impression that their humbler brethren are envious1 discontented1 and ungrateful4 ,mistakes are indeed committed by inexperience1 but gradually become rectified by longer acquaintance and better knowledge4 ,mutual understandings are established4 ,the ,christian ,visitor is soon distinguished from the patronizing almoner1 or the salaried official4 ,his friendly interest ceases to be confounded with intrusive curiosity--his proffers of amity with intentions to insult4 ,only let a ,district lose1 for a season1 the services of its ,visitor1 and the expression of regret is speedily made known4 ,it is not in human nature to resist for a continuance the silent pleadings of an unvarying kindness1 manifested1 not simply in encouraging what is good by advice and approbation1 but in discouraging what is evil by warning and discountenance4 ,influence follows1 as a matter of course1 and is used1 in most instances1 under a solemn sense of responsibility for the temporal and eternal welfare of those submitting to its sway4 ,house by house1 and room by room1 the inmates of the cellar and the garret1 are brought into contact1 and joined in bands of unity with their fellow-,christians4 ,none but the vicious are held as outcasts1 and for the worst of these the means and place of repentance are religiously kept open4 ,liberty of ,conscience is respected--,creed is no bar to aid2 not that the ,christian ,visitor is insensible to the dangers of rending1 by schisms1 the ,mystical ,body of his ,lord1 but that he judgeth no man1 leaving him to his own master to stand or fall4 ,conscious of his own infirmities1 he will be careful to enter on his ministrations in a devout and lowly spirit2 he will pray night and morning for a blessing on his labours1 and lay before the throne of ,grace his special difficulties and imperfections4 ,his aim is a high and spiritual mark2 and though he may not reach his standard fully1 he keeps it in his view4 ,it is to illustrate1 in his own conduct1 the beauty of holiness1 and so to bring to bear upon his charge the mute but telling teaching of example4 ,courteous with the rude2 consistent with the fickle2 patient with the perverse1 meek with the passionate1 forbearing censure with the censorious2 silent with the gossip2 reverent with the scoffer2 just and impartial towards all2--ready with advice when sought2 attentive to the oft-told tale2 kindling in sympathy with woe2--the fosterer of virtue2 the uplifter from vice2 the promoter of repentance2 the refuge of poverty--he strives to show to others1 in the mirror of his deeds1 the character themselves should be4 ,and when1 in voluntary confidence1 they seek his further guidance1 he leads them onward in the pathway of the ,church4 ,by his instrumentality the babe is brought to ,holy ,baptism when its mother returns her thanks for safe delivery2 the child is rescued from the streets1 and sent to school2 elder boys and girls1 induced to renew1 in ,confirmation1 their ,baptismal vows2 ,prayer ,books and ,bibles provided for those who require them1 at reduced prices4 ,public ,worship and the ,sabbath rest1 pressed home on the consciences of all1 and the necessity of the ,lord's ,supper inculcated on the serious but timid believer1 in every case requiring further counsel and advice1 he commends them to the ministration of the ,clergy1 who are thus enabled to exercise a supervision over the masses of their population that would be impossible without some such intermediate agency4 ,now informed in due order of each occurrence of sickness1 remorse1 doubt1 difficulty1 and penitence1 they are able to bring to bear on the sufferers exhortation1 argument1 and consolation1 according as their circumstances demand4 ,thus one by one their flock are brought under their hand1 not merely by a casual visitation1 but in their hours of need1 when they might otherwise refrain from sending for their pastor1 however thankful to be tended by his unrequested care4 ,nor are such results of rare occurrence4 ,they are the ordinary issues of systematic visiting4 ,in a well-regulated ,district1 no event of spiritual interest should escape notice2 for without any attempt at unseasonable intrusion1 the rounds may be so arranged as to be both regular and expected4 ,the ,books and ,tracts of the ,lending ,library should be enquired after at least once a week1 not necessarily to change them1 but to hear that all is well with those who read them4 ,visitors who have pursued this plan1 and adopted its facilities for profitable conversation1 are not likely to let it fall into abeyance4 ,there can be no doubt that their word in season1 following directly upon the impression produced by some pious work1 may oftentimes have been the ,holy ,spirit's means of turning souls to ,god4 ,for this is the supreme end of the ,society2 and if it fails in this1 all its other successes are but light in the balance1 leaves not fruit1 husks devoid of heart or kernel4 ,,practical ,,results4 ,outward tests of soundness in the one thing needful1 must be mainly sought in reverence for the ,lord's ,day1 in appreciation of ,his appointed ordinances1 and attendance at ,public ,worship4 ,with some of the smaller tradespeople1 who formerly were accustomed to keep open their shops1 and drive their usual trade on ,sunday1 the persuasions of the ,visitors have been effectual in procuring an entire cessation of business2 and others1 who have not strength of principle wholly to forego their profits1 trusting to the blessing of the ,lord1 have yet been influenced1 by the prevailing sense of decorum1 to intermit their sale during the hours of ,divine ,service4 ,so1 too1 as the ,church accommodation has been enlarged1 ,church-goers have increased4 ,within a comparatively short period1 it was mockery to reprove a poor man for not attending the ,house of ,prayer2 there was no room for him4 ,of late years a change has taken place3 three new churches have been built2 they are all filled2 another is required4 ,the free seats1 extended as they have been at ,st4 ,mary's1 are crowded2 ,christ ,church1 consecrated but eighteen months ago1 has in the morning scarcely a vacant bench4 ,its opening must have provided for several hundred ,churchmen1 formerly wanderers from ,church to ,church4 ,the ,register of ,baptisms presents rather an increased than a diminished average2 but there must be a progressive augmentation in its entrances1 before it can be considered as a satisfactory record4 ,there exists a tendency amongst the ignorant to confound ,registration with ,baptism1 and many believe that the civil supersedes the religions ceremony4 ,after all the exertions of the ,visitors to diffuse information on this subject1 and to awaken the ,christian sensibilities of the parents to the importance of the ,sacrament1 their returns exhibit a catalogue of nearly one hundred children unbaptized4 ,and though many of these are infants1 and some the offspring of ,baptists1 enough remain to demonstrate what would soon become the spiritual condition of the people1 were their vigilance to sleep1 or their admonitions to be withdrawn4 ,the candidates for ,confirmation at the last celebration of the ,rite1 were more numerous than usual2 and drew forth the commendation of the ,bishop for their devotional propriety of demeanour4 ,to the greater proportion of those admitted to the ,sacred ,ordinance1 it has been the door and vestibule of the ,holy ,communion of the ,body and ,blood of their ,redeemer4 ,hence1 amongst other causes1 there has accrued an accession to the ,communicants of the ,district1 the approximate estimate founded on the ,easter ,administrations1 being in #ahea1 #fad1 in #aheb1 #fgj4 ,the total attendances at both ,churches was #edbc4 ,nor must it be supposed that these are furnished solely from the pew-holders in the ,congregations2 the humblest ranks are represented1 and form1 though a minority1 one that is both respectable and slowly increasing4 ,no habitual receiver of the ,blessed ,sacrament can fail to have been struck with the gratifying sight afforded by the regular presence and devout behaviour of a class of young men1 who commonly furnish a fifth of the ,communicants at ,st4 ,mary ,abbott's1 on the third ,sunday in the month2 a class which1 however independent of the actual working of the ,society1 owes both its formation and guidance to the zeal and perseverance of not the least active or efficient ,member of its ,committee4 ,here then the ,committee close their ,review1 under a conviction that they have established a claim upon the generous consideration of their fellow ,parishioners4 ,the facts enumerated speak for themselves4 ,no force of eloquence1 no appeals to sentiment are required to enhance their value4 ,they satisfy the head--they ought to influence the heart2 for if it be a duty at once acknowledged and indisputable to exercise charity by clothing the naked1 feeding the hungry1 raising the fallen1 helping the weak1 educating the young1 and visiting the sick1 the widow1 and the fatherless in affliction1 there must abide an awful responsibility on those1 who not only decline to do so personally1 but refuse to strengthen the hands of others dedicating time and energy to these works of love4 ,to all such1 if such there be1 the ,committee may reasonably say1 ,you are living surrounded by a large and necessitous population1 the representatives in their poverty and suffering of the ,saviour ,who died for your ,redemption--,he1 in the wisdom of ,his ,providential ordering1 made you to differ from the meanest of that multitude1 granted you ability1 wealth1 industry1 position1 character1 for the express purpose of enabling you1 as followers of ,him1 to bear their burdens4 ,occupation1 business1 pleasure1 health1 or feeling1 may preclude you from taking direct part in the discharge of this your trust4 ,by habits and temperament you may be unfitted for personal ministration4 ,let1 then1 this ,association be your almoner4 ,it acts under the ,presidency of your ,vicar1 and the superintendence of a ,committee of ,laymen like yourselves4 ,it is pledged to investigate the fact and cause of each alleged distress1 to turn your bounty to its best account1 to apply it with a cautious tenderness1 a discreet forbearance4 ,chosen from the gently nurtured and the educated1 its dispensers bear it to hearths and beds of real privation1 and unsimulated disease4 ,witnessing the extremes of pain1 and woe1 and want2 entering abodes whence less unselfish pity might turn away disgusted2 carrying the message of peace and hope to the broken-hearted and despairing2 it is theirs to imitate the ,divine ,example1 and go about doing good--should it not be yours to emulate their labours1 sustain their efforts1 and extend their power in well-doing8 ,can it be right1 or wise1 or just1 or patriotic1 or ,christian1 to allow them1 whatever be their earnestness1 self-denial1 or single-mindedness1 to visit and relieve the ,lazarus of your own door1 uncheered by your sympathies1 unaccompanied by your prayers1 unprovided with your alms8 ,let each one answer for himself4 ,in conclusion1 the ,committee would humbly commend the future proceedings of the ,society to the compassionate care of that ,lord1 who being rich unto all1 has blessed its operations to the present date1 beseeching ,him to overrule its plans and works to ,his own everlasting glory and the final salvation of those who now and hereafter shall regulate1 subserve or benefit by1 the ministrations of that abounding charity1 which it is its especial object to stimulate1 develope1 and control4 ,,appendix ,a4 ,all experience tends to prove a probable connection between dirt and vice4 ,there is truth in the proverb1 8,cleanliness is next to godliness40 ,we have the warrant of ,holy ,writ1 for stating that men love darkness rather than light because their deeds are evil4 ,in every attempt to elevate the inhabitants of a neglected ,district1 respect must be had to its sanitary arrangements4 ,no exertion ought to be spared to procure for it water1 light1 and systematic cleansing2 against the demoralizing overcrowding of single rooms the most stringent clauses of the ,lodging ,house ,act should be rigidly enforced4 ,the following extracts from the ,visitors' ,reports certify how these obstacles impede any permanent improvement in the physical condition of the poor in the less favoured parts of the ,parish1 and bring out in strong relief the existence of evils requiring the attention of the local authorities1 if not the intervention of the ,legislature to ameliorate or remove1 as wholly unworthy of a civilized community4 8,in this district there is much and constant illness in consequence of bad drainage1 and the entrance of the court is almost impassable in wet weather for want of paving40 8,five out of nine houses in my ,district are totally unsupplied with water1 and the inmates have either to buy or borrow of their neighbours4 ,i feel the uselessness1 of impressing upon the people the advantages of cleanliness1 when such drawbacks as ,i have mentioned come to the assistance of their naturally dirty habits40 8,in this eight-roomed house forty people1 men1 women and children1 live4 ,eleven human beings are crowded into a small low-roofed garret2 the walls decaying from want of paint2 the mother and children a heap of dirt and rags4 ,the landlord
