before you a ,statement1 or ,annual ,report1 of the various matters in my department1 and works executed under my supervision1 ,i would be allowed to state1 that the parish of ,kensington having been regulated since #ahea1 by the ,kensington ,improvement ,act1 passed in that year1 has not been so substantially benefitted by the present ,act1 as have many other of the metropolitan parishes4 ,during the four to five years the said ,act was in operation1 a vast number of improvements were effected1 such as repairing footways1 which were in a bad and dilapidated condition1 and paving others which were not then paved4 ,a total sum in this item was expended to the amount of #ijbd #es4 #i;d4 ,the sanitary state of the ,parish was greatly improved by the properly scavengering and repairing roads1 which had been neglected for many years4 ,a large amount of material was used1 and ,i am happy to state1 that during the term before mentioned1 ,i was enabled to put these ,roads into a good trafficable condition4 ,the ,act consolidated the various ,lighting ,districts then existing under the #crd #dth ,will4 #d1 ,cap4 #ij1 and enabled the ,commissioners to supply between two to three hundred additional lamps1 and so better regulate and diffuse the lighting over the whole parish4 ,many new streets were paved and repaired by the owners1 and others made up under the #bgth section1 all of which were taken to by the ,commissioners4 99 99 99 99 99 ,under the provisions of the present ,act1 the whole of the management of the sewerage and drainage of the parish 7the main lines excepted71 together with certain regulations as to buildings1 have been imposed upon the vestry2 and ,i now endeavour1 as briefly as possible1 to describe the general manner by which this parish is drained1 and to give an epitome of the general works done since the passing of the said ,act4 99 99 99 99 99 ,,the ,,sewerage ,,of ,,this ,,parish ,,is ,,received ,,into ,,four ,,main ,,lines2 viz43 the ,counter ,creek1 the ,church-street ,sewer1 the ,queen-street ,sewer1 and ,smith-street ,sewer2 of these1 the ,counter ,creek is of the most importance1 as it to a great extent serves to receive the various minor sewers4 ,this sewer enters two portions of the parish1 one division at its northern1 and the other at its eastern side4 ,at the extreme northern boundary1 at ,kensal ,green1 it has three distinct branches1 western1 central and eastern1 flowing south and westerly1 having two branches on the east and one on the west4 ,the branch on the west is an open stream1 passes as a brick sewer under the ,canal and the ,great ,western ,railway1 where it again appears as an open ditch1 and continues along on the verge of the ,parish1 there it crosses into the ,latimer ,road out of the ,parish ,boundaries1--at this point it is a brick sewer4 ,the central branch commences at the front of the ,kensal ,green ,cemetery1 proceeds as a ,brick ,sewer under the ,canal and ,railway1 when it appears as an open ditch running southerly to the ,walmer ,road4 ,the eastern branch enters this parish from ,kensal ,new ,town at the ,canal ,bridge as a brick sewer1 then ceases as a covered sewer1 and proceeds as an open ditch1 with brick invert to its junction with the central branch1--from this point the central and eastern branches combine as one stream to the ,bramley ,road1 and continue as a brick sewer1 #f ft4 by #d ft41 at the west side of ,st4 ,james' ,square1 ,norlands3 here the western branch returns from ,hammersmith parish1 and forms junction with the above and central line1 and continues as one sewer1 #f ft4 by #d;ft41 along ,st4 ,ann's ,road1 across ,royal ,crescent1 under the ,uxbridge ,road1 along by the western side of ,addison ,road1 across the ,western ,road1 continuing along ,warwick ,road1 receiving at ,pembroke ,road the eastern branch1 continuing into and across the ,old ,brompton ,road1 along the east side of ,brompton ,cemetery to the limits of the parish in the ,fulham ,road4 99 99 99 99 99 ,the eastern division of the ,counter ,creek enters the parish from ,paddington at the north end of ,palace ,gardens1 there passes into ,st4 ,margaret's1 ,westminster1 and again returns into ,kensington at the ,kensington ,road1 by the ,north end of ,young ,street1 and proceeds south-westerly through ,kensington ,square1 east side1 along south end to the ,workhouse1 continuing to and along ,pembroke ,road1 to its junction with the principal line in the ,warwick ,road4 99 99 99 99 99 ,into the western branch of the ,counter ,creek are carried by various drains the surface drainage of the meadow land1 extending from ,kensal ,green to the boundaries of the parish--east and west1 up to the ,lancaster ,road2 at this point commence the sewers which have been constructed for the drainage of the neighbourhood of ,notting ,hill1 ,norlands1 and ,westbourne ,grove1 all of which have their outlets into the ,counter ,creek1 passing over the ,uxbridge ,road4 ,north of ,kensington ,road1 east and west1 the drainage is to the ,counters ,creek4 ,on the south side of the ,kensington ,road including all such portions of ,kensington ,new ,town1 on the west side of ,victoria ,road1 extending to the ,pembroke ,road1 the outlet of the sewers is also into the ,counters ,creek4 99 99 99 99 99 ,the area of the parish extending south from its northern boundaries at ,kensal ,green1 east and west to the ,western ,road1 and from thence all the southern and western portion1 including ,kensington ,new ,town are drained into the ,counters ,creek4 ,this portion of the parish includes the highest and lowest land1 being #abf ft4 at the south of ,notting ,hill ,square1 and #ag;ft4 at ,st4 ,mark's ,road--ordnance datum4 99 99 99 99 99 ,,the ,,church ,,street ,,sewer1 commences in the ,gloucester ,road1 opposite ,canning ,place1 continues along the ,gloucester ,road1 receiving the ,drainage from ,victoria ,grove1 ,gore ,road1 and adjacent ,streets1 proceeds by and past ,hereford ,square to the termination of the ,gloucester ,road1 into the ,old ,brompton ,road1 turns eastward1 receives the ,sewers from ,gloucester ,grove ,east and ,west1 continues southerly down ,selwood ,lane unto the limits of the parish in the ,fulham ,road4 99 99 99 99 99 ,this ,sewer is carried through a portion of the parish1 the land of which has been till recently under culture as ,market ,gardens4 ,the newly-formed roads here of the ,royal ,exhibition ,commissioners ,mr4 ,jackson and others have given an impulse to building in this locality to which this ,sewer will be an important outlet for the drainage4 99 99 99 99 99 ,,the ,,queen ,,street ,,sewer1 commences on the east side of the ,gloucester ,road1 ,kensington1 proceeds southerly in an irregular form1 through the land belonging to the ,royal ,exhibition ,commissioners--forms a junction with a branch from ,park ,lane1 continues in an irregular and uneven course into ,cromwell ,lane1 and then westerly into the ,old ,brompton ,road1 thence south easterly down ,pelham ,road1 into ,pelham ,place1 where it receives the drainage from ,alfred ,place ,west1 ,thurloe ,square1 and ,south ,street--from ,pelham ,place it is directed westerly into ,pelham ,crescent1 and thence westward along ,fulham ,road1 receiving at ,sydney ,place1 the partial drainage of ,onslow ,square1 and then it proceeds to its outlet from the parish by ,sydney ,street4 99 99 99 99 99 ,,the ,,smith ,,street ,,sewer1 commences at the eastern limit of ,brompton ,road1 proceeds westward along the ,brompton ,road into the ,fulham ,road1 and passes from the parish at ,keppell ,street4 ,this ,sewer is the outlet for the adjacent ,sewers on the ,north side of the ,brompton ,road2 and of ,grove ,place1 ,michael's ,grove1 and ,brompton ,crescent1 on the ,south ,side4 99 99 99 99 99 ,a portion of the ,kensington branch of the ,counter ,creek sewer1 taking the drainage from ,notting-hill1 east of the ,turnpike-gate1 ,uxbridge1 and other streets and places in that locality1 passing through a part of ,st4 ,margaret's1 ,westminster1 to ,young-street1 receiving the drainage from several streets and places in the town proper1 and also the whole of the drainage from ,kensington ,new-town4 ,at the ,workhouse the sewer is #e ft4 #f in4 by #c ft4 #f in41 and here terminates2 the sewage matter1 being conveyed from thence along the ,pembroke-road1 by an #ah in4 glazed stoneware pipe1 which also receives the drainage of the ,pembroke-road and ,hutchinson's estate4 ,in consequence of the difference in size of sewers1 as here marked out1 the basements of a vast number of houses in the ,new-town and other places have been flooded from time to time1 and serious inconveniences have in consequence arisen to the ratepayers in those localities4 ,it is worthy of remark1 that after representations made by the vestry to the ,general ,board in ,august last1 they directed a sewer of equal size1 viz43 #e;ft4 #f;in4 by #c;ft4 #f;in4 to be substituted for the #ah in4 stoneware pipe1 which will effectually remedy the very serious evil pointed out4 99 99 99 99 99 ,the total lengths of sewers in this parish1 under the immediate direction of the vestry1 are as follows3 ,brick ,sewers #bg miles4 ,pipe ,sewers #g 11 ,open ,sewers #a 11 ,the open sewers are not in closely populated districts1 but chiefly in that portion of the parish at present under cultivation as grass land or market gardens4 ,the ,,vestry have lowered the crown of sewer in ,new-street1 to a length of #cbj-;ft41 have reconstructed a length of #db-;ft4 #b-;in41 by #b-;ft4 #f-;in4 sewer in ,charles'-mews2 have laid down a length of #aae ft4 of pipe sewer in ,king-street2 and #adj-;ft4 of #ab-;in4 pipe in ,sloane-place1 in lieu of the old dilapidated brick drain4 ,these ,sewers have enabled owners to drain their several premises4 99 99 99 99 99 ,there have been #de new ,gulleys constructed for carrying off the surface water from the roads1 and many altered1 repaired1 and cleaned4 ,air shafts have been formed for carrying off the poisonous ,gases from the ,sewers2 and many ,gulleys have been trapped4 99 99 99 99 99 ,the flushers have cleansed about #h miles #cdhb-;ft4 of brick sewer1 removing deposits therein1 varying from #f inches to #b-;ft4 which deposits have been carted away1 and have also flushed with water from time to time pipe sewers to an extent of #g miles4 99 99 99 99 99 #bcb ,applications have been made and granted to drain houses and premises both voluntarily and in consequence of notices issued by the vestry1 and in all cases where cesspools have existed they have been filled in or broken up4 ,the following ,sewers have been constructed by owners of property1 in the various under-mentioned places1 viz43 #fgj-;ft4 #b-;ft4 barrel sewer in the ,campden-hill ,road4 #adjj-;ft4 #d-;ft4 #f-;in4 by #b-;ft4 #f-;in41 #a brick--with brick invert1 in cement1 in the ,holland-road4 #dej-;ft4 #c-;ft4 by #b-;ft4 #f-;in41 brick--in cement1 with stoneware invert in ,addison-crescent4 #ei-;ft4 #ab-;in4 pipe in ,johnson-street1 ,notting-hill4 #djj-;ft4 #c-;ft4 by #b-;ft41 in an intended road1 ,old ,brompton4 #ce-;ft4 #c-;ft4 #i-;in4 by #b-;ft4 #f-;in41 ,high-street1 ,notting-hill4 #cjjj-;ft4 #c-;ft4 by #b-;ft41 on the ,phillimore ,estate4 ,and #baf-;ft4 of #ab-;in4 pipe1 in ,brompton-road1 opposite ,york-cottages1 has also been completed4 99 99 99 99 99 ,these works have been done under the personal inspection of ,mr4 ,perkins1 your ,clerk of the ,works1 appointed for that purpose4 ,,repairs ,,of ,,the ,,streets ,,thoroughfares1 ,,paving ,,works ,,generally4 ,i have to call the special attention of the vestry to the subject of the repairs of the ,roads in this parish1 which involves a very large annual outlay1 and requires the greatest amount of care1 both as regards the quantity and quality of the materials1 and also as to the proper season for their application4 ,my past experience has taught me that this portion of my duty requires constant supervision and attention4 ,i have computed the length of the roads in this parish1 exclusive of the turnpike roads1 at about #ec miles1 and ,i am happy to state1 allowing for the new roads adopted by the parish1 the last annual outlay has been less in comparison to the previous years1 this may be accounted for by the fact of the roads having become much harder1 from regular scavengering1 and the better form which allows the surface water to drain into the channels4 99 99 99 99 99 ,the roads may be classed in three sections1 viz43 those of great traffic1 which are repaired with granite2 those having less traffic1 which are repaired with flints2 and bye roads and squares of little traffic1 which are repaired with gravel4 ,i have considered opinions from time to time expressed by the ,paving ,committee as to the more general use of granite for the roads1 and shall lose no opportunity in carrying out their wishes wherever ,i can judiciously do so4 ,i have found many beneficial results1 and much saving from the constant employment of a mason ordered by the ,paving ,committee to be added to the staff of workmen1 for the purpose of attending to the repairs of the trenches opened or disturbed by the different gas and water companies4 99 99 99 99 99 ,the following is a list of some of the principal footways1 which have been paved1 viz43 ,st4 ,john's ,church1 ,aubrey ,chapel1 ,gloucester ,road1 ,edge ,terrace1 and ,vine ,place1 ,ladbroke ,road1 ,old ,norland works1 also the laying crossings1 pitching cab stands1 and general repairs4 99 99 99 99 99 ,the following are streets which have been paved and repaired at the expense of the owners1 and adopted by under contracts from the ,western ,gas ,company1 the ,imperial ,gas ,company1 and the ,london ,gas ,company4 ,great attention has been given by the ,committee1 in the fixing new lamps1 and including the old ones there are now upwards of #a1jfh fairly and judiciously spread over the whole parish4 ,great facility has been afforded by numbering the lamps1 both in the communication with the ,gas ,companies1 and also as to their general repairs1 and lighting4 99 99 99 99 99 ,i have endeavoured1 in this my first ,annual ,report to draw your attention to the works generally under your control1 and executed under the powers vested in you by the 8,metropolis ,local ,management ,act10 and ,i take this opportunity of tendering my thanks for the support ,i have ever received from you in the discharge of the important duties intrusted to me4 ,i have the honor to remain1 ,gentlemen1 ,your obedient ,servant1 ,,james ,,broadbridge1 ,,surveyor4
