,tunnel and the ,troy and ,greenfield ,railroad1 authorized to visit the tunnel and railroad1 examine into the condition and progress of the work1 and to report fully the result of such examination respectfully ,,report3 ,that since the adjournment of the legislature the ,committee in a body visited the tunnel and railroad in ,june1 and again in ,october1 and they continued their examination of the condition and progress of the work by sub-committees in the months of ,july1 ,august1 ,september1 ,november and ,december2 7one of the examinations being exclusively devoted to the operations on the railroad which were commenced late in ,october27 the others to the tunnel and the various structures and mechanical operations connected therewith1 including an examination of the existing contracts1 and an inquiry into the general organization adopted to carry out the laws and purposes of the ,state in regard to the enterprise4 ,the ,committee have also examined the records and the doings of the directors of the ,troy and ,greenfield ,railroad from the organization of the corporation until the surrender of the railroad to the ,state1 and have made extracts from the records to show the financial condition of the corporation1 its dealings with the contractors for constructing the road and tunnel1 and also the embarrassed condition of the contractors and corporation from #ahee to #ahfa1 which finally led to the practical abandonment of the contract on the part of ,messrs4 ,h4 ,haupt ,company1 and the surrender of the road to the ,state under the mortgages which had been given to secure the loan advanced by the ,commonwealth in aid of the road and tunnel4 ,these extracts from the records1 with extracts from some of the laws passed upon the subject of the railroad and tunnel1 together with remarks of the ,committee upon the legislation of the ,state1 the doings of the directors1 and their efforts and those of the contractors to prosecute the enterprise being too long for the body of this ,report1 will be found in the ,appendix at ,a4 ,and a synopsis of the action and condition of the corporation at the time of1 and previous to the surrender of the road1 and the relation of the contractors to the corporation and to the ,state1 will be stated before entering upon the particular description of the condition and progress of the work the present year1 as observed by the ,committee4 ,the charter of the ,troy and ,greenfield ,railroad was granted in #ahdh1 authorizing the construction of a railroad from a point on the ,vermont and ,massachusetts ,railroad1 at or near ,greenfield1 to the line of the ,states of ,new ,york or ,vermont1 to connect with any railroad that might be constructed from or near the city of ,troy in ,new ,york4 ,its capital stock was limited to #c1ejj1jjj4 ,authority was given in the charter to contract with any contiguous railroad leading from either of the above-named ,states1 for the use of the same or any part thereof1 or for operating the two roads conjointly1 or for hiring such other railroad1 or for letting their own railroad to the owners of any other road which should compose a part of the railroad line between ,troy and ,boston1 of which the ,troy and ,greenfield ,railroad should be a part4 ,the corporation was organized ,june #a1 #ahdh4 ,april #aa1 #ahdi1 the directors voted an assessment of three per cent4 upon its capital stock1 and this assessment was the only one that was substantially collected1 and on the first day of ,october1 in the same year1 they voted to put the construction of the road under contract as soon as sufficient subscription should be obtained therefore1 commencing at ,pownal1 ,vermont1 and ,greenfield4 ,in ,january1 #ahej1 #b1bjc4id had been received into the treasury1 and #b1bjc4eg had been expended with the approbation of the president of the corporation1 leaving in the treasurer's hand #j4cg4 ,sundry assessments was voted from time to1 time1 the last vote being in ,may1 #aheb1 amounting in all to #ge per cent4 upon the subscriptions1 but they were rescinded in ,july1 #aheh1 and a new series of assessments were afterwards made which the ,committee understand were as unproductive of beneficial results as were the former1 upon which only partial payments had been made by a portion of the subscribers4 ,a contract for constructing the road was made with ,messrs4 ,gilman and ,carpenter in ,october1 #ahej4 ,at the close of the year #ahej1 stock to the amount of #bej1hjj had been subscribed1 of which #gb1jjj was payable in land damages1 and #ej1jjj was taken by the contractors4 ,at this period in the history of the corporation1 with #ach1hjj of available cash subscription1 of which three per cent4 had been paid1 the corporation applied to the ,state for aid by a loan to enable it to prosecute the enterprise it had assumed1 and this application was continued without success until #ahed1 when the legislature passed the ,act authorizing a loan of #b1jjj1jjj1 upon conditions which are particularly set forth in the ,loan ,act1 7see ,appendix ,a and ,b17 which1 modified by subsequent legislation1 discloses the policy of the ,state in granting its assistance to the undertaking4 ,it is proper to state1 that at the time this loan was granted1 there was no prospect of opening this line of travel by individual efforts1 and the amount of the loan1 taking into consideration the then assumed estimates of its probable cost1 shows that the ,state assumed to defray the cost of an enterprise to the completion of which available individual means had proved inadequate4 ,in #ahee1 a contract for the construction of the road and tunnel was made with ,e4 ,w4 ,serrell4 ,the capital stock of the corporation was fixed at #a1ejj1jjj4 ,this contract was changed two or three times1 and finally ended in one executed by ,h4 ,haupt and ,henry ,cartwright4 ,for an account of these changes1 and of the votes and transactions of the directors and the contractors1 reference is made to ,appendix ,a1 where the same will be found in detail4 ,upon a careful examination of these votes and transactions1 the ,committee come to the conclusion that the financial embarrassments of the corporation from the year #ahee1 when the first contract with ,e4 ,w4 ,serrell was made to the time of the suspension of the works under the last contract with ,h4 ,haupt ,co41 are apparent4 ,and it is also apparent that during the same time1 the contractors assumed1 to a very great extent1 the control and responsibility of the enterprise4 ,under the first contract1 and on the day of its acceptance1 the direction of the engineering operations within the tunnel was left with the contractor2 excepting measuring for estimates and the final acceptance of the work2 and on his subscribing #fjj1jjj to the capital stock1 #hjj1jjj 7less the new subscriptions17 was added to the contract prices for the work4 ,under the second contract with ,serrell1 ,haupt ,co41 the directors voted to substitute bonds for stock in payment of the work until #b1jjj feet of the tunnel was completed1 and to pay the discounts and losses to which the contractors might be required to submit1 not exceeding fifteen per cent4 per annum2 and also1 to issue to the contractors bonds to the amount of #ajj1jjj in addition to payments4 ,said bonds were to be sold or pledged by ,haupt ,co41 to enable them to raise means to carry on their operations under the contract4 ,on the dissolution of the firm of ,serrell1 ,haupt ,co41 in ,july #ahef1 ,serrell resigned his office as director and was chosen consulting engineer4 ,at the same time1 ,w4 ,a4 ,galbraith1 one of the contractors in the following contract1 was chosen a director4 ,thereupon a new contract was made with ,h4 ,haupt1 ,w4 ,a4 ,galbraith1 ,c4 ,b4 ,duncan and ,henry ,cartwright4 ,under this contract the estimates were to be made by the company's engineer4 ,in ,july1 #aheg1 the records show that no payments had been made the contractors for more than a year1 and that the work could be carried on only by the continued efforts and personal credit of the contractors4 ,in ,february1 #aheh1 the contract was again changed1 and ,messrs4 ,haupt and ,cartwright engaged with the corporation to complete the road and tunnel4 ,at this time1 the records show that no payments had been made under the previous contracts for more than two years2 that the work could only be carried on by the continued efforts1 increased expenditures1 and personal credit of the contractors4 ,by a provision of this contract1 any revenue arising from the use of the road1 or any portion of it1 was assigned to the contractors until their claims upon the company were adjusted2 and the payment of all the company's debts was to be deferred until that of the contractors was satisfied2 and ,haupt ,co4 agreed to maintain the organization of the corporation1 pay its bills for printing1 and advance therefore a sum not less than #ejj1jjj4 ,the same year the ,rensselaer ,iron ,company was allowed a lien on the iron delivered to the contractors until the same was paid for4 ,in #ahei1 ,h4 ,haupt relinquished his pecuniary interest in the contract1 and was appointed chief engineer of the corporation4 7,see ,appendix ,a1 page #fb47 ,these transactions in which the contractors participated1 7one of whom was on the board of directors17 show conclusively that they were fully apprized of the condition of the corporation1 from the date of their first connection with the work to the time of its suspension1 no claim during the whole period having been made by them against the ,commonwealth for any work done for the corporation4 ,the existence of the mortgages to the ,state were of course well known to the contractors4 ,they were given in pursuance of laws passed by the legislature1 and for security of the payments received by the contractors for their services4 ,the right of the ,commonwealth to take possession of the railroad under the mortgages1 must have been well understood4 ,further1 the corporation1 in surrendering the road to the ,state1 did no injury to the contractors1 for the act of surrender did not take place until after the contractors had suspended work upon both road and tunnel1 and practically abandoned the enterprise2 thus leaving to the ,state the alternative1 either to take possession of the work and complete the road and tunnel1 or to abandon it2 and1 in addition to the loss of the advances already made1 forego the anticipated benefits of an additional avenue for ,western traffic4 ,the treasurer's books do not show any settlement between ,haupt and ,company and the corporation4 ,the account standing upon the ledger shows a large balance against the contractors2 but the ,committee are informed that subsequent to ,may #cj1 #ahfc1 a settlement was made upon the basis of ,mr4 ,stevenson's report 7see ,appendix ,a17 and that ,mr4 ,haupt received1 in conformity with the contract of ,h4 ,haupt ,co4 with the ,troy and ,greenfield corporation1 payment for all labor done and material furnished by said ,h4 ,haupt ,co41 for the corporation1 and that all matters between the parties have been adjusted4 ,although the accounts between the contractors and the corporation are understood to be settled1 it may be interesting to examine the account of the ,commonwealth with the enterprise and compare the value of the work done by the contractors at the time of its abandonment by them1 with the payments made to them therefore1 from the treasury of the ,state4 ,the amount paid from the ,state treasury for work and materials upon the tunnel1 #agj1aca #ie ,amount paid upon the road west of the tunnel1 #ej1jjj #jj ,amount paid upon the road east of the tunnel1 #eje1bef #ib ----------- #gbe1chh #hg ,amount earned by contractors under the contract upon the tunnel1 #abi1dge #jj ,amount earned by contractors under the contract1 #ace1gji #hg ,overpayment in reckoning sterling exchange1 say1 #dd1jjj #jj ----------- ,overpayment when the work stopped in ,july1 #ahfa1 #agi1gji #hg ,further payments made upon the work by the ,state from ,july #ahfa to ,january #ahfg1 #adj1bbf #ie ----------- ,total amount paid more than earned1 #cai1icf #hb ,from the foregoing statement it appears that the contractors with the ,troy and ,greenfield ,railroad corporation1 have received from the ,state1 three hundred and nineteen thousand nine hundred and thirty-six dollars and eighty-two cents more than the value of the work which the corporation surrendered under the mortgage1 and that the ,state has lost that amount of money in its efforts to assist in the construction of the work4 ,it is proper to add as the judgment of the very intelligent chairman of the commissioners 7,mr4 ,j4 ,w4 ,brooks17 from whose statement to the ,committee the foregoing figures are taken1 that the loss to the ,state in the transaction by the failure of ,messrs4 ,b4 ,haupt ,co41 to perform their contract in a proper manner1 will reach the sum of three hundred and fifty thousand dollars4 7,see statement1 ,appendix ,c47 ,the ,commonwealth having taken possession of the road and tunnel1 and by the legislation of #ahfb and #ahfc undertaken their construction with the free consent of the corporation1 the directors by an appropriate vote1 expressed their concurrence with the proceeding1 and their reliance upon the good faith of the legislature to complete the enterprise which had exhausted the resources of its immediate projectors4 ,the last act of the corporation1 as appears by the records1 was the choice of officers in ,august1 #ahfe1 when ,alvah ,crocker was chosen president and ,wendell ,t4 ,davis1 clerk and treasurer4 ,,description ,,of ,,the ,,tunnel4 ,the tunnel enters the eastern side of the ,hoosac ,mountain1 in the town of ,florida1 a few rods from the right bank of the ,deerfield ,river4 ,the eastern summit of the mountain is #b1baj feet above tide-water1 #a1dii feet above the ,deerfield ,river1 #a1dbi feet above the grade of the railroad1 and is distant from the ,east ,portal of the tunnel #f1ajj feet4 the tunnel is #gff feet above tide-water4 ,the summits are #b-da_/ajj miles distant from each other1 and the valley between them at its lowest depression is #hja feet above the grade of the railroad4 ,the length of the tunnel1 from the ,east ,end to the ,west ,end1 as commenced by ,mr4 ,haupt1 is #d-hd_/ajj miles4 ,its base is1 at the ,east ,end1 #gj feet above the ,deerfield ,river1 and at the and #bd feet wide4 ,the brick-work is #bf feet high and #bf feet wide4 ,the bottom of the tunnel will contain a culvert three feet deep at the centre4 ,through this culvert the water from the tunnel is to be discharged4 ,it now receives1 in addition to the water accumulating in the tunnel1 a #ab-;inch pipe1 to carry air at a low pressure for ventilation2 an #h-;inch pipe to carry air for driving the drilling machines2 and a #c-;inch pipe for carrying water for use in the holes which are being drilled4 ,should it be found advisable to use gas in carrying on the work1 provision is made for a #d-;inch pipe to carry the gas from the place of manufacture4 ,the track is to be placed #c-a_/b feet above the bottom of the rock tunnel1 and #d-a_/b feet above the bottom1 where lined with brick4 ,the distance by the highway1 from the town of ,north ,adams1 or from the ,west ,end to the ,east ,end of the tunnel1 is about nine miles4 ,from the first named points to the ,central ,shaft is about five miles1 and from the ,central ,shaft to the ,east ,end the distance is six miles4 ,the time necessary to travel from the ,west ,end to the ,east ,end1 is two hours4 ,loaded teams from either end ,central ,shaft1 #gbj #jj ,the above were contained on the engineer's pay-roll4 ,since the first visit of the ,committee to the tunnel1 many important changes have been made in the force above mentioned1 to wit3 ,the salary of the chief engineer was reduced to #c1fjj1 he to provide his transportation to various points upon the work4 ,one of the assistant engineers resigned and retired1 and the office of two of them has been abolished4 ,the salary of the superintendent has been increased to #c1jjj4 ,the office of freight clerk has been abolished1 and its duties transferred to that of paymaster and cashier4 ,the salaries of store-keepers and their assistants were not a charge to the ,state1 but were paid from the profit of their respective stores4 ,at the commencement of the work1 it was deemed necessary to provide stores at the three points where the operations were carried on1 to supply the workmen readily with necessaries1 so that no time might be lost by them in the important duty of making provision for their families4 ,but in the present state of the enterprise1 it is probable that private individuals would readily establish such stores1 and relieve the ,state from a duty which1 although it involved no pecuniary charge1 diverted to some extent the attention of officers from their more legitimate avocations4 ,,foremen ,,and ,,others ,,under ,,the commissioners1 and has entered into the employ of ,mr4 ,farren at the ,west ,end4 ,there are nine foremen of the heading gangs1 two of whom have #ajj per month1 and the remainder #c4jj per day4 ,the heading gangs consist of eleven drillers each1 including the foreman1 and from three to five rockmen for removing stone4 ,they work by shifts of eight hours1 relieving each other at #h ,a4 ,m41 #d ,p4 ,m41 and #ab1 midnight4 ,the blasts are made about the time of relief4 ,the men working on the enlargement under private contractors make two shifts a day1 each shift working ten hours4 ,the ,committee made a special examination of the number of men employed under the engineer and superintendent1 with a view of considering whether the force actually engaged was necessary to an economical prosecution of the enterprise1 intending to suggest any reform that might occur to them as essential2 but learning that the engineer would in the course of the year make some reduction in the number of the men as well as of the teams employed upon the work1 the ,committee deferred taking up the subject until the anticipated reductions should have been made4 ,and now understanding that the commissioners have the whole matter under consideration1 and that they have already to some extent1 acted thereon1 the ,committee for reasons that would be obvious1 withhold any recommendations or remarks upon this point4 ,,system ,,of ,,operations4 ,the general superintendence of the labor on the work is vested in ,mr4 ,hill4 ,the reports are made to the engineer4 ,the captains in the tunnel cost4 ,requisitions for materials are signed by the immediate overseer1 captain or foreman2 they are handed to the superintendent for approval1 and by him forwarded to the engineer4 ,if the requisition is approved by both1 the materials are ordered1 and when furnished the applicant signs upon a duplicate his receipt for the same4 ,this course is pursued as well for materials taken from the ,state lands as for those purchased4 ,suitable blanks for returns1 requisitions1 c41 are furnished to the several points1 and the evidence of all the transactions is preserved in the office of the engineer4 ,in addition to the above1 a return of all material broken1 or laid aside1 is made to the engineer1 at whose office a substantial account of all materials on hand1 either in use1 or out of use1 may be found4 ,the organization of the working force1 and the mode adopted for supplies and expenditures at the various points1 appear well adapted to an efficient and economical prosecution of the repairs required here are made1 as also some repairs for the ,west ,shaft4 ,the ,central ,shaft1 though designed to aid in ventilating the tunnel1 was intended also to accelerate its construction by affording to the process of excavation four faces instead of two during some portion of the work2 and the former chairman of the commissioners expected by the aid of machine-drilling1 the shaft might be completed in one year from the time such drilling should commence within it4 ,in this anticipation1 ten vertical drilling machines were constructed to work in the shaft area and a compressor with two cylinders was provided to furnish the power for operating them4 ,the want of drilling machines at the ,east ,end became so urgent1 that these vertical ones were changed to horizontals1 and used at that point1 and the sinking of the shaft by hand-drilling still continues4 ,but if the experiments now in progress at the ,east ,end with the new drilling machine shall demonstrate its superiority over hand labor1 the machine will doubtless be introduced into the shaft4 ,,west ,,shaft4 ,this shaft has an area of about #h by #ac feet1 and was excavated by ,messrs4 ,h4 ,haupt ,co4 in a very satisfactory mariner1 the whole was arrested by an unexpected and somewhat sudden influx of ,,water ,,in ,,the ,,tunnel4 ,on the #bgth of ,november the miners working east from the ,west ,shaft struck a seam running across the stratification of the mountain4 ,water soon issued from the seam at the rate of twenty-three gallons per minute4 ,on the #bith1 the water had risen at the foot of the shaft to two and a half feet above grade1 and the work was stopped4 ,the usual speed of the engine working the pump was forty-two revolutions per minute2 it was increased to fifty-six1 and at that rate it succeeded in preventing any further rise of the water4 ,it became necessary to increase the power of the pumps4 ,the plunger was enlarged from eight to ten inches1 and a third lift pump was added4 ,to affect this arrangement the pumps were stopped from #i o'clock1 ,a4 ,m41 ,december #gth1 to #c-a_/b ,p4 ,m4 on the #hth4 ,at this time the water was four feet and eight inches above grade4 ,on the #abth the water was so much reduced that the miners recommenced work4 ,the next day1 at #b ,p4 ,m41 the water was struck in large quantities1 the whole flow from the heading being #ajj gallons per minute4 ,on the #adth1 the work was again suspended1 and unsuccessful attempts made to stop the water by means of wooden plugs driven into the seam4 ,the pumps working with the longest stroke and at increased speed1 were just able to keep the water from rising4 ,on the #aith1 at #aj4cj ,a4 ,m41 one of the trunnions of the pump-bob broke1 and seriously injured the pump gearing and boxes4 ,on the #bast a new trunnion was put in1 and the pump was attached to the small hoisting engine1 the water now being seven feet above grade4 ,on the #bhth1 at noon1 the breakages being all repaired1 the large engine was again attached to the pumps1 the water then being nine feet and eight inches above grade4 ,and1 on the first day of ,january1 at #d ,p4 ,m41 the water stood nine feet ten inches above grade at the foot of the shaft4,b ,b ,at the time of the presentation of this ,report1 the ,committee understood that the water was entirely removed from the shaft and tunnel4 ,,the fifteen4 ,the labor is done by contract4 ,the first price was #dj per foot2 increased ,july #a1 #ahff1 to #ej per foot4 ,the ,state furnishes all the materials for construction1 and the power to raise the stone and water from the shaft4 ,the depth of the shaft will be #bgg feet when open to grade4 ,on the first day of ,december1 the miners working down had progressed #ahj feet1 and those working from the tunnel up #de feet4 ,it was then calculated that the shaft would be excavated in two months4 ,plans for permanent pumps had been prepared2 to furnish the pumps according to the plans1 would take several mouths4 ,in the meantime1 a temporary pump was to be made at ,north ,adams1 under the direction of the engineer4 ,on the first day of ,january1 about thirty-eight feet of stone remained for excavation in this shaft4 ,the water in the tunnel stopped the work from below1 and the work is driven upon one face only at the present time4 ,there are two small engines at this point1 one of fourteen and one of ten horse power4 ,the pumps at this shaft1 if constructed agreeably to the design of the engineer1 will discharge sixty-five gallons to a stroke and are to be worked by a bull engine4 ,the lift of the water will be eighty feet less than at ,west ,shaft1 being discharged about #dj feet below the surface4 ,,the ,,west ,,end4 ,the work at the ,west ,end of the tunnel is under contract4 ,mr4 ,b4 ,n4 ,farren of ,doylestown1 ,bucks ,county1 ,pennsylvania1 by an agreement dated ,may #a1 #ahff1 contracted to put in a stone and brick arch of the dimensions before stated1 #bf done the preceding month1 at the rate of #hj per cent4 of the finished work4 ,the decision of the engineer as to the method1 quality1 quantity and classification of the work to be final and conclusive4 ,in order to facilitate the progress of the work and with a due regard to economy1 the ,state has purchased the following lots of land in the vicinity of the ,west ,end1 to wit3--,a wood lot1 containing sixty acres1 at a cost of #i1ijj2 the ,harrington ,farm2 #acj acres with the buildings1 inclosing the ,west ,end and ,west ,shaft2 and running half way up the mountain4 ,this purchase was made ,january #bf1 #ahff1 price #c1jjj4 ,the ,kingsley lot1 purchased ,march #af1 #ahff1 at #b1gic4hg4 ,the timber used by ,mr4 ,farren is obtained from these lots4 ,the tops of the trees are cut into wood and used at the brickyard4 ,about five hundred cords of wood has been cut on the ,harrington1 and one thousand cords on the ,kingsley lot1 for the use of the brickyard1 and is now on hand4 ,the necessity of making the bricks required for the arch tunnel is apparent4 ,they could not be furnished by individuals at ,north ,adams4 #abj1jjj1 before the yard at the ,west ,end was fitted up1 were purchased at ,springfield at #i per thousand2 the freight of which to ,north ,adams was #f1 and the teaming to the ,west ,end #b per thousand4 ,if to these prices be added the depreciation and waste from handling1 the cost will reach #ah for all that could be used in the work4 ,it is the opinion of the engineer and superintendent of labor1 that the bricks made by the ,state will cost less than #i when delivered to the contractor4 ,mr4 ,farren began work under his contract ,june #g1 #ahff1 and early in ,december the brick-work at the top of the arch had entered the mountain4 ,the masonry was commenced about1 twenty-five feet west of the point first selected1 so that the open masonry will in fact be #bjj feet long4 ,about thirty feet of invert is left uncovered the present season1 under an apprehension that the bricks on hand will only supply what will be wanted in the drift1 in order to prosecute the work with dispatch4 ,the invert has been properly protected1 and its preservation may be expected4 ,at the beginning1 the invert and the sides to the spring of the arch was laid with five courses of brick1 and the arch with six4 ,the masonry has been strengthened to meet the effect of the soft ground and increased pressure to eight bricks thick all round4 ,where rocks are found1 it will be reduced at the bottom1 and perhaps at the top4 ,the excavation of the drift is in progress and is carried on with two galleries4 ,the lower one is of timber1 and is at the bottom three feet below the grade of the road4 ,this gallery is ten feet wide and ten feet high4 ,the upper gallery1 also of timber1 is ten feet wide and four feet high1 and the space between the galleries is about ten feet4 ,as the arch is driven in1 the top of the invert is #d-a_/b feet below the grade of the road1 and #ah inches below the timber of the lower gallery4 ,the top timbers of the upper gallery constitute the top timbers of the tunnel during the excavation4 ,they are supported above the masonry and the arch is turned under them4 ,side drains1 six feet high and four feet wide1 are excavated ahead of the galleries1 to assist the drainage of the ground through which the galleries and tunnel are driven4 ,the water from these drains is let into the tunnel through its sides1 and runs out with the general drainage upon the invert below the road-bed4 ,holes are left in the invert at proper intervals to facilitate this drainage4 ,the side drains are hereafter to be filled with stone1 which will constitute a blind drain1 and also afford a proper support to the masonry4 ,the work at this point is of difficult prosecution1 but the performance of the contract may be confidently expected4 ,,the ,,brickyard4 ,the expenditures at the brickyard on the first day of ,july1 #ahff1 had reached1 #ae1jia #ih ,of this amount the brick machines1 shafting1 gearing1 c41 cost #e1jdh #fh ,and the engine1 #b1bee #ej --------- #g1cjd #ah ,twenty-four thousand bricks can be moulded daily4 ,the drying yard is #cjj feet long and #abj feet wide4 ,the kiln shed is #cjj feet long and #ej feet wide1 and of capacity to burn all the bricks that can be moulded4 ,there are six brick machines1 four of which are in use4 ,they are driven by an engine1 and used alternately1 two each day4 ,the making of bricks at the yard commenced ,june #bf and closed ,october #bd1 #ahfj4 ,about #a1gjj1jjj bricks were made1 of which #hj per cent4 are sufficiently hard for use in the tunnel1 which is estimated to be sufficient to complete the #cgd feet of tunnel now under contract4 ,the clay for the bricks is found near the yard1 and hitherto a sufficiency of sand has been found in the vicinity2 but it is less abundant than the clay4 ,,miscellaneous4 ,in addition to the property enumerated under the preceding heads1 the ,state has at ,north ,adams1 a freight house1 cashier's office1 engineer's office1 stable and two coal sheds1 and opposite the ,west ,end on the ,pittsfield and ,north ,adams ,railroad1 an additional freight house4 ,there are also two instrumental station houses on the east and west summits respectively1 all of which are occupied by the ,state for the purposes of the enterprise4 ,there is also one seven-horse engine and three small compressors4 ,tho ,state has also four mule teams1 three of four1 and one of two animals1 making fourteen in all4 ,there were also used on the work in the early part of the year1 twelve or fourteen horses1 employed in hauling clay1 sand1 wood1 c4 ,six of these have been sold to ,mr4 ,farren1 and the remainder are to be disposed of4 ,to this enumeration should be added five horses and three or more carriages kept at the stable at ,north ,adams for the transportation of the engineers1 superintendent1 master mechanic1 c41 from point to point along the line of operations wherever their presence and services might be needed4 ,the expense of the stable1 including the pay of the keeper1 for the past year1 was1 #a1ijj #jj which covers the price of three carriages1 #ejj #jj and one harness1 #dj #jj ------- #edj #jj --------- ,leaving1 #a1cfj #jj for the expense of keeping five horses1 and the repairs2 which is about five dollars per week in all4 ,the charge for keeping horses at the stable in ,north ,adams1 is five dollars per week for feed2 and the cost for the use of one horse and wagon from ,north ,adams to the ,east ,end1 is four dollars4 ,these horses were also used to transport the commissioners and the committee visiting the tunnel1 when required for that purpose4 ,,the ,,road ,,between ,,the ,,tunnel ,,and ,,north ,,adams4 ,it is proposed to change the course of1 the road as it emerges from the tunnel1 and two lines have been surveyed1 which1 diverging near the approach cut1 unite again about midway from thence to the village4 ,the difference in length is about thirty feet4 ,the northerly line is the least expensive to construct1 and best favors the landholders on the route4 ,it has the recommendation of the engineer1 and the approval of the consulting engineer1 and will probably be selected4 ,there are reasons for an early location of this portion of the road which call for a prompt action in this behalf on the part of the commissioners1 which will undoubtedly be taken4 ,the following table shows the expense of the tunnel and the land and works connected ,the interest awakened by the magnitude of the undertaking to tunnel the ,hoosac ,mountain1 and the anxiety manifested for its early completion1 prompted the commissioners to the discovery of means to accelerate the progress of the work4 ,their attention was naturally directed to the operation of drilling1 and with a view of improving upon the machine drill used at ,mont ,cenis2 scientific mechanics have been employed to devise and construct a drill that should attain that end4 ,as a first step ,gouch's patent of the hollow piston-rod1 was purchased for ,new ,england1 for the sum of five hundred dollars4 ,after which1 a ,mr4 ,gardner was employed to construct a drill2 but his efforts failed of success after an expenditure of thirteen hundred dollars4 ,a ,mr4 ,butler was engaged to devise a machine1 but in the course of studying the subject1 his health failed and his services were lost4 ,a ,mr4 ,hanson completed a machine which promised some success2 but on trial it proved a failure4 ,a second machine called the ,brooks1 ,burleigh and ,gates drill1 was made under the direction of the commissioners at ,fitchburg4 ,this machine was put upon the works and used for several months4 ,a third machine1 called the ,burleigh drill1 an improvement upon the preceding one1 was next produced1 which is now at the works on the ,east ,heading4 ,about #ac1jjj was spent upon these experiments1 resulting in the construction of the ,brooks1 ,burleigh and ,gates drill1 and the manufacture of four of them4 ,about one-half of this expenditure may be charged to these last drills2 the other was unproductive of anything of value4 ,the ,brooks1 ,burleigh and ,gates drill was patented1 but the ,commonwealth has the right to use them in the construction of the tunnel4 ,these machines will now be described4 ,,the ,,hanson ,,machine4 ,this machine has a cylinder and valve motion1 similar to a steam-engine4 ,the piston is hollow1 the drill-bar which may be of any required length1 passing through it1 is moved with the piston1 by means of four wedges or cams on each end of the piston2 these cams are pressed on the drill-bar by means of sliding collars forced upon them by a complex arrangement operating alternately4 ,the drill-bar is rotated by means of a ratchet operated by a spiral groove in the shield of the machine4 ,the main difficulty in this machine was in the complex arrangement for forcing the collars upon the cams or wedges4 ,it did not work well in a horizontal position4 ,the machine consisted of one hundred and twenty pieces1 and weighed five hundred and ninety-five pounds4 ,,the ,,brooks1 ,,burleigh ,,and ,,gates ,,machine4 ,this machine has a hollow piston1 the drill-holder being a screw passing through the piston1 moving with it1 and fed through it1 by means of a nut on the end of the piston-rod4 ,this nut is held by means of a cap or union nut1 as it is called1 the union nut being screwed on to the coupling1 and the coupling nut screwed to the piston-rod4 ,the feed-nut protrudes through the union nut1 and is allowed to turn round in it4 ,on the end of this feed-nut is a ratchet gear covered by a ratchet-band with an arm upon it1 all moving with the piston4 ,the ratchet arm moves up and down in a spiral groove1 the groove being in a shield attached by screws to the cylinder2 on the ratchet-band there is a pall and two springs1 one under the other4 ,one of the springs holds the pall in gear1 the other holds it out of gear4 ,as the piston moves down1 the outer spring comes in contact with a trip which is on the shield and is lifted up1 allowing the under spring to throw the pall into the ratchet1 and as the piston is moved back1 turns the nut round1 thereby feeding the screw forward4 ,at the extremity of its backward stroke1 the pall comes in contact with another trip on the shield which lifts it out of gear1 the outer spring having a catch upon it which holds the pall when thus lifted out4 ,the rotary motion is given by a ratchet on the coupling-nut1 covered by a ratchet-band the arm of which moves in a spiral groove in the shield similar to the other1 only having a spring to hold the pall in the ratchet2 this rotates all the parts on the piston except the ratchet-bands and cross-head4 ,the latter is held between two check-nuts on the coupling-nut4 ,to this cross-head is attached a bar which communicates with a valve which opens the port when the piston moves back1 and shuts it when it moves forward2 the air is always on during its backward stroke4 ,the piston having a greater area on the forward than on the backward stroke1 overcomes the backward pressure and moves the piston ahead1 and when cut off1 the continued pressure forces the piston back4 ,this machine is automatic2 generally running until some portion of it is destroyed4 ,no part of the machine has been found strong enough to withstand the friction upon it for any considerable portion of time4 ,the union nut has proved its weakest point1 and the breaking of this generally destroys that part of the piston to which it is attached4 ,another point of weakness is the feed ratchet-band1 the springs of which are almost continually breaking4 ,the machine consists of eighty pieces2 twenty-three of which are screws1 fifteen pins1 and seven pieces of cast iron4 ,it weighs #bdj pounds1 runs about #bjj strokes per minute1 and costs about #djj4 ,its longest run without breaking has been five days4 ,the run of one of them two days without breaking during the time1 is considered fortunate4 ,the average breaking is more than one a day4 ,a table showing the list of breakages will follow this description4 ,the piston-head of this machine has a diameter of #d-e_/h inches4 ,the diameter of the piston-rod is #d inches at the large end and #b-a_/d at the small end4 ,so there are #ab-hg_/ajj square inches of air area to drive the drill ahead into the rock1 and #d-bc_/ajj to draw it out2 but as the air is not taken off from the front end1 the actual pressure is upon an area of the difference between the two1 or #h-fd_/ajj square inches4 ,table showing ,number of ,drilling-,machines ,broken1 c4 ,column ,headers ,a4 ---------------------- #a1jhd #fb #bj #cj #eag #ih #bjj #bg #hj #aea #be #cj #dg #bj #a ,about forty of the ,brooks1 ,burleigh and ,gates machines have been used at the tunnel2 of these eight or ten were originally vertical1 and intended for use at the ,central ,shaft4 ,at the commencement of their use1 the machines were new and had their best wear in them2 there were from twenty to twenty-four at the beginning4 ,in a short time they began to break down1 but by putting on a large repair force and converting the vertical machines into horizontal ones1 a fair supply was kept up for from two to three months1 at the end of which time the greatest machine progress was attained1 viz41 fifty-four feet and six inches1 in ,september4 ,after that the progress diminished very much1 and in proportion to the giving out of the machines4 ,it is the opinion of the engineer that if a constant supply of machines could have been furnished1 that the progress would have reached a point much beyond that obtained by hand labor2 but with the stoppage of the supply1 the number of machines that could be kept in working order was daily reduced1 and at last it fell down to two or three1 and finally1 at times1 none were in condition to work4 ,the frames were1 however1 kept in the tunnel to await the completion of the ,burleigh machine1 the reception of which was retarded till late in ,october2 much beyond the time anticipated by the commissioners1 although the work of their construction was carried on continuously night and day4 ,they came at intervals of several weeks1 two at a time2 the first of which were put into the tunnel on the thirty-first day of ,october4 ,through the month of ,december1 four of these machines were at work4 ,,the ,,burleigh ,,machine4 ,has a solid piston 7so called17 which has a hole in its back end to allow the feed-screw to pass in without touching2 the drill is secured to this piston4 ,on the back end of the piston is a section of a ball used as a cam1 which works the valve and the feed-motion4 ,the valve is rotated by a rod lying on the band of the cylinder2 upon this rod are two cams which perforate the band of the cylinder4 ,the action of the piston brings the ball on its end in contact with these cams1 rocking them up and down2 the rod to which they are secured being connected with the valve1 imparts to that its motion4 ,this machine is fed altogether on ways1 or a bed-piece1 upon which is the feed-screw2 the feed-nut is upon the end of the cylinder-band4 ,to this feed-nut is attached a feed-ratchet1 which is held between two collars1 allowing it to turn round4 ,upon the cylinder-band is a lever1 one end of which passes through the band2 upon the other end is a pall4 ,the motion of the piston raises the lever up1 pressing the end containing the pall against the ratchet which turns the nut on the feed-screw1 thus moving the machine forward4 ,the rotating ratchet is in the band of the cylinder and has a spline in it1 and a pall on its outside4 ,the piston having a spiral groove is turned by this ratchet as it moves down4 ,on the return of the piston1 the pall drops into the ratchet and then the piston is turned4 ,the piston is not encumbered with any machinery1 and moves alone2 its area of air is greater on the forward than on the backward stroke2 the alternation of the valve admits the air4 ,the machine1 like the one last described1 contains eighty pieces2 it has the same number of screws and pins1 and weighs #cgb pounds including the ways or bed-piece2 without the ways its weight is #bab pounds4 ,its number of strokes is about #cjj per minute1 and its blow somewhat lighter than that of the other4 ,this machine is not entirely automatic2 the feed-motion not working regular2 when it does not1 it is fed by hand1 which is a simple process4 ,these machines stand the work much better than those first made at ,fitchburg4 ,their average time in the tunnel without repairs in the interval1 is about five days2 they have needed repairs in two days2 one remained at work fourteen days4 ,they accomplish double the work without repairs that those do which were made after the previous pattern4 ,there is a further advantage in using the ,burleigh machines2 their breaking1 when it occurs1 is not very serious1 the injured parts consisting mainly of cams1 can generally be replaced at the tunnel2 whereas for the repairs on the ,brooks1 ,burleigh and ,gates machine1 the dependence to a very great extent has been upon the machine shop at ,fitchburg4 ,the piston-head of this machine has a diameter of #d-be_/ajj inches4 ,the diameter of the piston-rod is at the large end1 #c inches1 at the small end1 #b-ge_/ajj inches4 ,so the number of inches of air area1 is #h-bj_/hjj when the drill is propelled upon the rock1 and #g-g_/ajj when returning from it4 ,a full complement of men to work the machines first used1 would be1 perhaps1 thirteen4 ,mr4 ,gates1 who superintended their operation in the first instance1 began with fourteen1 but they were reduced to thirteen4 ,the ,burleigh machine practically requires feeding1 and a full set at work would probably demand fifteen men for their successful operation4 ,the value of these machines has not yet been ascertained4 ,the ,committee are of opinion that when a full complement shall have been obtained1 so that the workmen can have at all times a full supply upon the frames1 that greater progress can be obtained by them than by hand drilling2 and after a few months operation1 the cost of using them1 in comparison with hand labor1 can be fairly tested4 ,but as the ,brooks1 ,burleigh and ,gates machine has been abandoned1 no useful results would be obtained by comparing the expenses within the tunnel during the months of ,july1 ,august and ,september1 with three corresponding months when hand drilling was carried on1 and no satisfactory comparison can be made between the working of the ,burleigh machine and hand drilling1 until a sufficient number of machines has been introduced into the tunnel to keep the men fully employed4 ,it is to be hoped that machines sufficient to make the test may be soon obtained1 and that this desirable information may be made known4 ,the introduction of the first machine into the tunnel1 before its capacity1 strength1 and expense of working had been fully tested1 was unfortunate1 inasmuch as its use there delayed the progress of the work4 ,the second machine gives such promise of success1 that it will be continued in use in the tunnel until a fair test has been made4 ,but should the ,burleigh machine prove unsuccessful1 and further attempts with machines be attempted1 the ,committee recommend that their usefulness be tested outside of the tunnel1 and meanwhile the excavation with hand drills be resumed4 ,,experiments ,,with ,,dr4 ,,ehrhardt',s ,,powder4 ,the first blast was fired in the tunnel at the ,east ,end on the #bjth of ,november1 but owing to the presence of charcoal or some other substance in the article1 a poisonous gas was evolved which effected the miners disagreeably1 and drove them from the work4 ,the subsequent experiments at this point were not satisfactory1 and were discontinued1 and subsequently resumed at the ,central ,shaft1 where it was used most of the time for a week1 varying its composition from time to time4 ,at the close of the week1 while preparing for the last blast1 a premature explosion took place1 resulting in the death of one of the miners1 and the injury of three or four others4 ,the material result of this experiment was as follows3--,with #bfa days' work and #aci-a_/b lbs4 of powder1 #bjb buckets of stone were removed2 while in the preceding week1 using common powder 7schaghticoke7 with #bea-c_/d days' labor and #bcf lbs4 of powder1 #afh buckets of stone were taken out4 ,the cost of the experimental powder is about twice as expensive as the common powder1 and its superior strength is apparent from the above result4 ,,experiments ,,with ,,nitro-,,glycerine4 ,during the summer1 some experiments have been made with this explosive agent4 ,a quantity1 costing #icd4bi1 was brought to the works by ,colonel ,schaffner1 who exhibited the action of the material in various ways1 with a view of testing its power1 and the comparative safety of introducing it instead of powder4 ,after repeated trials outside of the works1 during which about three-fifths of the material was consumed1 it was introduced into the tunnel at the ,west ,shaft with the following result3 ,it was used for three days at the ,east heading of the ,west ,shaft2 the advance made in the heading was for the time1 #ad-a_/b feet2--being an advance of #d4hb feet per day1 and at the rate of #abe4cc feet per month4 ,in these three days there were taken out of the enlargement #aea4gf yards of stone4 ,to remove this quantity with powder would cost1 on an average1 per yard1 #i #hd ,actual cost with glycerine1 #f #bj ----- ,difference1 #c #fd ,multiplied by #aea4gf1 gives4 #eeb #dj ,in the same time there was removed of heading #fj4ae yards4 ,to remove an equal amount by powder costs1 per yard1 #af #be ,actual cost with glycerine1 per yard1 #f #je ------ ,difference1 #aj #bj #aj4bj multiplied by #fj4ae1 gives #fac #ec -------- #a1afe #ic ,cost of the glycerine used during the three days1 being #b_/e of #icd4bi1 #cej #cf -------- ,saved1 by using glycerine1 in three days1 #hae #eg ,which is a saving by the use of glycerine1 per day1 of #bgf #he4d and allowing three hundred successful working days in the year1 an annual saving of #ha1eeg #dj ,the progress made at the ,west ,shaft on the ,east heading the present year1 ending ,december #ca1 #ahff1 is #fbf feet and #h inches4 ,this progress was somewhat lessened by the influx of water in ,december4 ,the monthly advance has been #eb feet and #b inches4 ,the average of the eleven months ending with ,november is #ec feet and #f inches4 ,assuming the progress made with glycerine during the three days of its use to be obtainable throughout the year1 the monthly progress1 using that material1 would be #abj feet and #aj inches1 on a calculation of twenty-five days to a month1 which would give an annual advance of #a1dej feet4 ,without vouching for results so favorable to the progress of the work1 it is impossible to overlook the importance of the experiment2 and the ,committee are of opinion that this material1 if it can be procured1 should be introduced into the tunnel and shafts1 and a thorough experiment made1 in order to determine whether it can be used with an advantage even approximating to that shown by the first trial4 ,experience has proved that the rock at the ,hoosac ,mountain is of a peculiar character3 comparatively easy to drill1 but extremely hard to displace1 and that its advantageous excavation requires a strong explosive agent4 ,the difference in the use of weak and strong powder is at once observed1 and the effect of simultaneous blasting1 by the aid of electricity1 is proved by the increased progress of the work since it has been used4 ,it would seem evident1 then1 without the aid of experiment1 that an explosive agent1 possessing eight times the power of common powder1 would be a valuable auxiliary to this undertaking2 and that if such an one could be obtained1 and safely used1 no time should be lost in procuring a supply4 ,the use of nitro-glycerine in ,england is not uncommon2 its components are well known2 and the ,committee are informed that it might be advantageously manufactured at any point where it is used4 ,,electrical ,,firing4 ,the experiment of simultaneous blasting by electricity has been made with admitted success4 ,the increased progress in the ,central ,shaft from an average of about #ah-a_/b to #bc feet per month1 demonstrates its utility1 and will undoubtedly insure the continuance of that mode of firing in preference to the method formerly practised4 ,,the ,,troy ,,and ,,greenfield ,,railroad4 ,the completion of the railroad from ,greenfield to the tunnel has been contracted for with ,b4 ,n4 ,farren1 for the sum of #ede1jjj1 exclusive of the cost of depot buildings1 turn-tables1 and engineering expenses4 ,the road to be opened for travel to ,shelburne ,falls by the #aeth of ,november1 #ahfg1 and to the tunnel by the #aeth of ,july1 #ahfh4 ,a lease of the same has been executed to the ,fitchburg and the ,vermont and ,massachusetts ,railroad ,companies1 at a rent of #cj1jjj per year1 to expire on the completion of the tunnel1 or whenever the work on the same shall be stopped1 by competent authority4 ,mr4 ,farren commenced work under his contract about the #bjth of ,october4 ,at this time there were about four miles of track1--exclusive of that which had to be removed with the trestle-bridges1--built by ,mr4 ,haupt4 ,some portions of the track were in fair condition2 but the larger part of it must be relaid4 ,many of the ties are of hemlock2 they are all decayed and must be removed1 and new ones substituted4 ,none of the bridges were strong enough to be used1 and the timber of which they were constructed is too much decayed to be used for building purposes3 ,there is on hand in addition to the track laid1 chairs1 or connecting joints1 sufficient to lay five miles of rails2 also about ten thousand chestnut ties4 ,such of these as had been properly piled are sound4 ,many of them1 however1 are so much decayed1 as to be unfit for use4 ,the road-bed has in many places been injured by rain and frost4 ,at exposed points near the river1 it is entirely destroyed4 ,comparatively speaking1 there was little masonry on the line4 ,with the exception of one pier1 the bridge masonry at ,green ,river will be taken down4 ,all the deep ravines were crossed by trestle work1 and consequently there were but few culverts4 ,of these some small ones are still standing in good condition4 ,of the bank wall built1 about one-half remains1--the remainder has either fallen down1 or will be taken down and rebuilt4 ,very little alteration will be made in the general location of the line or its gradients4 ,the curvature will be very much modified and improved4 ,some sharp and reversed curves will be entirely saved by the substitution of straight lines4 ,others1 where the expense of reduction is not very heavy1 will be materially changed4 ,the alterations below ,shelburne ,falls are substantially as follows3-- ,a straight line substituted for one #b1 one #d and one #f curve4 ,one #b curve substituted for one #d curve4 ,four #d four #f ,one #c one #f ,three #c three #f ,five #e #cj' five #f ,one #c #cj' two #f ,one #d and two #b curve substituted for three #f curve1 saving #de and #fj feet4 ,one #e #dj' curve substituted for one #g curve4 ,one #f one #g ,three #g three #h ,one #e two #e and one #f curve4 ,two #c two #f curve1 saving #cj and #dj feet4 ,the same plan for improving the line above the falls will be pursued1 so that when completed1 the road combining the alignment with the gradients will1 in the judgment of the engineer1 be superior for doing economically a heavy traffic1 to any railroad in ,new ,england which runs east and west4 ,at ,green ,river there will be substituted for ,mr4 ,haupt's bridge of #gjj feet built on a curved line one of #dgj feet1 to be constructed on a straight line4 ,the remainder of the ravine to be made a solid embankment4 ,all the bridges on the line are to be ,howe's ,truss1 and equal in strength and durability to any in ,new ,england4 ,the trestle-work has been removed1 and the ravines where it was placed are being filled with substantial masonry and solid embankments4 ,on the first day of ,november ,mr4 ,farren had about fifty men employed2 on the first day of ,december1 two hundred and seventy-five1 and on the #adth of ,december1 when one of the ,committee visited the line1 he had over three hundred4 ,about one-third of the masonry for ,green ,river bridge has been built1 and the stone is quarried for the other bridges4 ,nearly one thousand yards of culvert masonry and three hundred yards of bank wall have been constructed1 and from forty to fifty thousand yards of earth removed4 ,the timber for ,green ,river bridge is sawed and will be framed in ,january4 ,the material for all the bridges below ,shelburne ,falls has been contracted for1 to be delivered early in the spring4 ,twenty thousand ties have been purchased1 together with posts and boards for fences4 ,the work at the rock-cut near ,shelburne ,falls will be commenced in the month of ,january4 ,on the line below ,shelburne ,falls1 there will remain in the road1 the following sharp curves1 to wit3 ,in the track as laid and not disturbed1 four of six degrees1 and in the remainder of the line1 six of six degrees1 three of seven1 and two of eight4 ,one of the eight degree curves1 is through a long heavy cut1 and cannot be reduced without great expense4 ,the other is near the ,deerfield ,river crossing1 where all trains will be required to run slow4 ,it cannot be avoided without a tunnel or a curve over the entire bridge4 ,the three seven degree curves occur in heavy rock-cuttings1 and these are all the sharp curves that are contained in a space of thirteen miles4 ,above ,shelburne ,falls the alignment and grades are more favorable4 ,from the tunnel to the ,deerfield ,river crossing1 below ,shelburne ,falls1 a distance of twenty-two miles1 there is but one ascending grade going east2 its location is about two miles west of the falls2 it is one-half mile in length1 and is thirty-five feet to the mile4 ,within the same space going east1 there are the following descending grades1 to wit3 ,one of forty-five feet per mile for #b1jjj feet1 one of forty feet for #f1jjj feet1 one of twenty-eight feet for #b1ejj feet1 and one1 near the village of ,shelburne ,falls1 of fifty feet per mile for #e1cjj feet4 ,the remaining grades are from five to twenty feet per mile4 ,the sharp curves remaining after the proposed improvements will be as follows1 to wit3 ,near the depot grounds at ,shelburne1 and running through the village1 there is necessarily one eight degree curve1 and on the seventeen miles between the falls and the tunnel1 there occur thirteen six degree curves4 ,a slight change in laying the track will increase the radius of these curves to #a1jjj feet4 ,this in some cases can be done4 ,the county commissioners have been called out and have made an adjudication in regard to the public crossings and alterations of highways between ,greenfield and ,shelburne ,falls4 ,the whole work below the falls is under good progress1 and is being prosecuted with great vigor4 ,the laying of the track can be commenced as early in the spring as the season will admit1 and its extension to ,shelburne ,falls1 may1 in the opinion of the engineer1 be expected early in ,october4 ,it appears from the foregoing1 that of the work now in progress on the road and tunnel1 their is performed by contract1--the construction of the railroad from ,greenfield to the ,east ,end of the tunnel2 the enlargements east and west in the tunnel at the ,west ,shaft2 the excavation of the ,new ,shaft2 and the arch masonry and excavation at the ,west ,end2 while the work at the ,east ,end1 at the ,central ,shaft1 the heading and lifting at the ,west ,shaft1 the lifting at the ,new ,shaft1 and the work at the brickyard has been performed by the ,state4 ,no criterion has been afforded enabling the ,committee to determine upon the comparative economy of the different modes of operation4 ,the commissioners in their able report in #ahfc1 speaking of the manner of constructing the tunnel1 say3 ,it would not be wise nor according to any precedent for the ,state to expect to get the work done at the contract price if it should turn out to cost more4 ,it would certainly get no abatement if the price was found to be exorbitant4 ,we are clearly of the opinion that it should not be constructed by contract1 excepting in so far as parts of the work may be in detail to the men actually at work upon it1 and even such contracts should' not be permanent in their character4 ,that the commissioners in ,april last entertained the idea of inaugurating and continuing the contract system so far as the same should prove economical for the ,state1 satisfactorily appears in the following letter3 ,,boston ,april #be1 #ahff4 ,hon4 ,,tappan ,,wentworth1 ,chairman of ,hoosac ,tunnel and ,troy and ,greenfield ,railroad ,committee4 ,,dear ,,sir3--,hearing that questions have arisen in regard to the propriety of contracting the work upon the ,hoosac ,tunnel1 it may not be improper for me to say that that subject 7contemplated in the ,act of #ahfc17 has for a long time engaged the serious attention of the commissioners1 who have already a contract for constructing a portion of the ,west ,end1 before the governor and council1 awaiting their approval under section #c of chapter #bad of the ,acts of #ahfc4 ,when the economic value of their new facilities shall be demonstrated1 they expect further to avail of this system #hj far as the interest of the ,state 7as represented by the rapid1 economical and certain progress of the work17 shall warrant4 ,while the high prices now prevailing will probably render the letting of large jobs at this time injudicious1 they are not of short contracts1 or of letting portions of the work to the miners by the piece4 ,very truly yours1 ,j4 ,w4 ,,brooks1 ,chairman4 ,the ,committee coincide with the views of the commissioners4 ,and the justness of their remarks1 that the ,state must not expect to have the work done at less than its cost1 is borne out by the operations under the contract for the ,west ,end enlargement1 where the ,state has increased the contract from four to seven dollars and fifty cents a perch1 in order to insure the miners a compensation for their labor4 ,it may be proper to state in this connection1 that the labor done upon the road and tunnel by early contractors1 has not tended to a rapid1 economical and certain progress of the work1 and that if even the whole work should be put under contract1 the interest of the ,commonwealth would require the continuance of a commission1 and the services of an engineer of the highest skill and integrity to superintend its performance in order to avoid a loss and damage similar to that which occurred to the ,state while the work was under the nominal control of the ,troy and ,greenfield ,railroad corporation4 ,the retirement of all the gentlemen who comprised the board of commissioners1 first appointed under the legislation of #ahfb1 affords the ,committee an opportunity to acknowledge the eminent talent and ability which they respectively possessed for the discharge of the important duties assigned to them1 and to bear testimony to the industry and intelligence displayed in their elaborate and comprehensive report upon the subject of the railroad and tunnel in #ahfc4 ,it was fortunate for the ,state in that crisis in the affairs of this enterprise to be able to command so much practical information upon a question so interesting and important1 and at the same time so difficult of solution4 ,but in addition to the duty of furnishing an opinion of the feasibility and mode of constructing the tunnel1 and of the propriety of opening this line of railway communication with the ,west1 the commission was instituted to carry on and superintend a most important and difficult public work1 involving the expenditure of several million dollars4 ,yet each of the gentlemen composing the board was engaged in other duties requiring substantially their whole time and attention4 ,under these circumstances their personal observance of the progress of the work could not be given to a degree satisfactory to the public1 or essential to the interests of the ,state1 and the responsibility of the operations came to devolve upon the engineer at the works1 and the chairman of the commissioners in ,boston4 ,these irksome labors were discharged with diligent faithfulness1 and as the event has proved with a physical suffering to one of them that has called forth a general expression of regret and sorrow4 ,by chapter #bad of the ,acts of #ahfc1 the governor is authorized to draw his warrant on the treasurer for such sums as may be required1 from time to time1 by the commissioners1 for the purpose of carrying out the provisions of law for the completion of the tunnel and railroad4 ,the commissioners under this enactment have made monthly requisitions upon the governor1 transmitting at the same time vouchers for the expenses of the preceding month2 and upon this information and requisition the warrants have been drawn4 ,by the #bic chapter of the ,acts of #ahff1 a general supervision of the work is vested in the governor and council1 with power to correct abuses1 remedy defects1 and impose and enforce requirements in such manner as the interests of the ,commonwealth shall1 in their judgment1 require4 ,as the commissioners exercise a delegated power1 there would have been a manifest propriety in requiring of them1 from time to time1 a report upon the progress of the work1 and of their own doings even under the ,act #ahfc1 so that the governor might have been more fully provided with information touching the necessity of the requisitions4 ,but under the ,act of #ahff1 it appears essential that the commissioners should report monthly to the governor and council the general plan of operations pursued1 the progress of the work1 and the manner and extent of their own superintendence of the same4 ,the ,committee are therefore of opinion that the commission should be reorganized in such manner that the ,state could command the whole time of its members3 that a greater degree of personal attention should be given by them to the work than it has heretofore received3 that the commissioners should keep minutes of their doings which shall be open to the inspection of the governor and council1 and the appropriate legislative committee3 that their monthly communications to the governor and council should embrace1 in addition to the past1 and the requisition for the current month1 a report of the operations1 the progress of the work during the previous1 month1 and the manner and extent of their own superintendence of the same4 ,the ,committee are also of opinion that a due regard to economy in conducting the enterprise requires that the commissioners should at once1 by experiment1 ascertain the probable time required to excavate the enlargement of the tunnel1 and that the work upon the enlargement be regulated and pursued with a view of avoiding any unnecessary delay in operating the road after the heading is removed4 99 99 99 99 99 ,in concluding this ,report1 the ,committee cannot forbear to express their obligations to ,mr4 ,doane1 the engineer in charge of the work1 for the assistance rendered by him in aid of their labors1 nor withhold their approbation of the faithful and able manner in which he has discharged the duties of his office1 so far as they have come under their observation4 ,the ,committee are indebted to ,mr4 ,hill1 the superintendent of labor1 for his uniform attention during their examinations1 and they fully recognize his capacity for his position1 and his interest in the operations4 ,they are likewise indebted to ,mr4 ,hall1 the intelligent master of the machine shop1 for very valuable information concerning his particular department4 ,and also to ,mr4 ,field1 the able and efficient engineer of the railroad1 for a very satisfactory report upon that portion of the work under his direction4 ,,tappan ,,wentworth1 ----- -------1,c ,,william ,l4 ,,reed1 ,of the ,senate4 ,,moses ,,kimball1 ,,george ,b4 ,,loring1 name under which the parties of the first part were associated1 and then to be conducted4 ,copies of this and the preceding contract will be found printed verbatim in a report of a committee of the ,house of ,representatives in #ahfj1 of which ,mr4 ,kimball1 of ,boston1 was chairman4 ,it was reprinted in #ahfa1 and is ,house document ,no4 #djf1 of last year2 and it may be profitably consulted for other valuable information touching the doings of the ,troy and ,greenfield ,corporation and the contractors therewith4 #aheh1 ,may #be1 the directors assented that the iron delivered by the per cent4 only had been paid4 ,that upon six thousand five hundred and nine shares1 subscribed for unconditionally1 twenty per cent4 or more had been paid in cash4 ,at this date it appears that the whole number of shares subscribed for conditionally and unconditionally1 was ten thousand eight hundred and sixty-five4 ,at this meeting of the board the clerk was directed to place upon the record the names of all the stockholders1 with the number of shares held by each1 on which twenty per cent4 or more had been paid4 ,the record shows the number of shares to be six thousand six hundred and mentioned1 all of which was to be considered as unconditional subscriptions1 should be paid until the whole of the tunnel through the ,hoosac ,mountain shall have been completed1 and the payments by the ,state were not to commence until twenty per cent4 of the stock subscription should have been actually paid in4 ,the provisions of this ,act1 in regard to advances by the ,state for progress actually made in excavating the tunnel and constructing the road1 were substituted for those of the ,act of #ahed1 the second section of which was repealed4 ,by chapter #ahd of the ,acts of #ahfj1 the city of ,boston was authorized1 with the consent of the legal voters1 to subscribe five hundred thousand dollars to the capital stock of the ,troy and ,greenfield ,railroad2 but the consent was not given4 ,the legislation of #ahei did not meet the exigencies of the corporation1 and application for assistance was again made4 ,to relieve still further the difficulties of the company1 the ,act of #ahfj1 chapter #bjb1 was passed1 in which it was provided that the undelivered portion of the loan of two million of dollars1 authorized by chapter #bbf of the ,acts of #ahed1 amounting to one million seven hundred and seventy thousand dollars1 should be apportioned between the railroad and tunnel1 and for the construction of each respectively1 and six hundred and fifty thousand dollars was set apart for the completion of the unfinished portion of the railroad1 extending from its eastern terminus1 near ,greenfield1 to within half a mile of the eastern end of the ,hoosac ,tunnel1 and one million one hundred and twenty thousand dollars to the completion of the tunnel4 ,the ,act provided for the execution to the ,commonwealth of such further bond and mortgage as the attorney-general should prescribe1 and that such bond and mortgage1 as well as all bonds1 mortgages or other assurances heretofore made to the ,commonwealth by said company1 should have priority and be preferred before any and all attachments or levies on execution heretofore or hereafter made4 ,the ,act further provided that payments hereafter to be made for work done upon the road and tunnel1 should be so made upon estimates of a ,state engineer1 whose appointment and duties were prescribed in the ,act4 ,such estimates were to be based upon a width of road-bed1 at grade1 of fifteen feet on embankments1 seventeen and a half feet in side cots1 and twenty feet in through cuts2 in the heading of the tunnel1 upon dimensions fourteen feet wide and six feet high in the middle1 and in the finished excavation of the tunnel1 of fourteen feet wide and eighteen feet high in the middle4 ,and the deliveries of scrip were to be at the rate of fifty dollars for each lineal foot of tunnel1 divided between heading and full-sized tunnel1 in the proportion of thirty dollars for each lineal foot of heading1 and twenty dollars per lineal foot for the remaining excavation1 and of six hundred and fifty thousand dollars for the whole of the graduation1 masonry1 bridging and superstructure of the road east of the tunnel4 ,the weight of the rails was fixed at not less than fifty-six pounds to the lineal yard2 the capital stock of the corporation at two millions and a half dollars1 including all shares before issued4 ,by the eighth section of the ,act the corporation was authorized to purchase the entire road franchise1 stock1 bonds1 and other property or the ,southern ,vermont ,railroad ,company1 together with its lease to the ,troy and ,boston ,railroad ,company1 and subject to its provisions1 for the sum of two hundred thousand dollars4 ,this ,act repealed all prior legislation inconsistent with its provisions1 with a saving of the security which the ,commonwealth had1 by virtue of its mortgage on the franchise1 railroad and property of the ,troy and ,greenfield ,railroad ,company1 and was approved ,april #d1 #ahfj4 #ahfj1 ,july #c4 ,a committee was appointed to execute the mortgage to the ,commonwealth required by chapter #bjb1 of the ,acts of #ahfj4 #ahfa1 ,july #cj4 ,the directors voted that ,mr4 ,haupt be a committee to appear before the council in reference to the withholding the scrip now due the road2 and ,january #af1 #ahfb1 it was voted that ,mr4 ,haupt be authorized to act as the agent and representative of the company in any relation that the company may be brought before the present legislature or any committee thereof4 ,previous to the vote of ,july1 #ahfa1 suspicion was excited that ,messrs4 ,h4 ,haupt ,co4 were not performing their work in a manner conformable to the requirements of the statute1 and it was deemed imprudent to make any further advance of scrip under the ,act of #ahei1 until the work was examined and the condition of the corporation better understood4 ,an inquiry was instituted1 a new ,state engineer appointed1 and an investigation of the proceedings of the contractors and corporation was had4 ,the facts disclosed in the examination induced the governor and council to withhold the issue of any more scrip1 under the last mentioned law1 and the legislature by chapter #aef of the ,acts of #ahfb1 passed ,april #bh1 assumed the duty of completing the road and tunnel4 ,the first section of the ,act is as follows3-- ,the governor1 with the advice of the council1 is hereby authorized and directed to appoint three able1 impartial and skilful commissioners1 to investigate the subject of finishing the ,troy and ,greenfield ,railroad1 and of tunneling the ,hoosac ,mountain1 whose duty it shall be to report to the governor and council1 what in their judgment1 will be the most economical1 practical and advantageous method of completing said road and tunnel2 the estimated cost of fitting the same for use2 the time within which the tunnel can be completed1 and what contracts can be effected and with what parties for completing said tunnel and road and the probable cost of the same2 the probable pecuniary value of the road and tunnel when completed2 the sources and amount of traffic and income1 and all other facts1 in their opinion1 useful to assist the governor and council in determining the best method of securing a continuous railroad communication between ,troy and ,greenfield4 ,by the second section the ,troy and ,greenfield ,railroad ,company was authorized to surrender to the ,state the property mortgaged4 ,by the third section the commissioners were authorized to audit and allow all just claims for labor1 service1 materials and land damages incurred between ,april #f1 #ahfj and ,july #ab1 #ahfa1 in carrying on the work1 and to procure the release and discharge of all attachments and liens upon said materials4 #age1jjj was appropriated to pay the claimants under the approval of the governor and council4 ,by the fourth section the commissioners were authorized to use or run that portion of the road east of the mountain or lease the same to the ,vermont and ,massachusetts1 the ,fitchburg1 the ,troy and ,boston ,railway ,company1 or either of them1 until the completion of the tunnel4 ,by the fifth section the commissioners were authorized to continue the work on the ,hoosac ,tunnel1 and by contract or otherwise1 to expedite its completion4 ,on the #ahth of ,august #ahfb1 is recorded on the records of the corporation the following votes3-- #a4 ,the directors of the ,troy and ,greenfield ,railroad ,company hereby instruct the president to transfer to the ,commonwealth of ,massachusetts1 under the several mortgages held by said ,commonwealth1 all the property of said corporation4 #b4 ,voted to call a meeting of the stockholders to see if they would ratify the above vote4 #c4 ,voted1 ,that the treasurer be directed to make no further delivery of the stock or bonds to the contractors without the written order of all the finance committee4 ,at the commencement of the session of the legislature in ,january1 #ahfc1 his ,excellency ,governor ,andrew1 after stating the general provisions of the ,act of ,april1 #ahfb1 and the appointment of the commissioners under it1 each of whom was carefully selected as being1 in the words of the ,act1 at once 'able1 impartial and skilful1' and after alluding to the labors of the commissioners1 and the reports of the distinguished engineers appointed to assist them1 closes his remarks upon the enterprise in the following words3-- ,the report of the commissioners to the governor and council is not yet made1 but it is understood to be in rapid preparation4 ,i am unable1 therefore1 to communicate to the legislature at the beginning of its present session so fully as ,i have hoped on the subject of this important and interesting enterprise of establishing a new avenue for our trade with the ,west1 piercing the ,green ,mountain range1 and opening up to greater activity the economical resources of our ,northern tier of towns4 ,i trust that the conclusions and reasoning of the commissioners when published will settle conflicting opinions in the minds of the people1 and1 if favorable to the active pursuit of the enterprise1 that its prosecution will enjoy an unanimous support4 ,the work can be pursued1 relieved from all factitious embarrassments1 and contracts can be made by those in the sole interest of the ,commonwealth1 superintended by citizens of the highest experience and capacity4 ,in communicating the report of the commissioners to the legislature on the #abth of ,march1 #ahfc1 after analyzing and commenting upon its statements and reasonings1 the governor concludes his address in these words3 ,i congratulate thee general court and the people upon the rescue of the ,commonwealth1 and especially of this great experimental enterprise1 from a position inconsistent with economical1 safe1 or even possible success in piercing its mountain barrier4 ,i earnestly and respectfully invite your most candid and thoughtful consideration1 not only of the specific facts and figures which elucidate or express the details of information bearing most immediately upon the work contemplated1 but ,i also venture to commend to your deliberate judgment the arguments and reasonings drawn from liberal and enlightened views of public policy and of public economy1 which finally lift this subject above all merely local interests or antagonisms into the sphere of statesmanship4 ,and having attentively watched the progress of the report of the commissioners1 and the documents by which it is accompanied through the press1 ,i am prepared to give my own assent to the opinion with the expression of which the commissioners conclude their discussion3-- ',by the time the tunnel can be completed1 the public interest requiring it will have grown large enough to pay for the outlay4 ,the impulse given to business by the new facility1 would soon fill up the new line1 and make up the temporary loss felt by any other4 ',considering the large sum which the ,commonwealth has already invested in this work1 which must be sunk if it is not completed2 the reasonable protection from loss which is offered by the other companies interested in the line2 the more intimate relations it may promote between ,massachusetts and the ,west2 and the benefits which such a facility promises to the city and ,state1 we are of opinion that the work should be undertaken by the ,commonwealth1 and completed as early as it can be with due regard to economy4' ,the surrender of the road by the directors to the ,commonwealth1 was followed by the following vote1 passed ,january #g1 #ahfc3-- ,voted1 ,that ,mr4 ,stevenson1 formerly ,state ,engineer of the ,troy and ,greenfield ,railroad1 be requested to return an estimate of the payments and credits to which ,haupt ,co4 were entitled1 under their contract1 at the time of the suspension of the work1 and that the amount allowed by such estimate be passed to the credit of ,h4 ,haupt ,co42 also1 that the stock and bonds to which they are entitled be issued without further order1 when legal impediments are removed4 ,under the vote1 ,mr4 ,stevenson made the following report3-- ,engineer's ,office1 ,bunker ,hill ,bank ,building12 ,,charlestown1 ,,mass41 ,feb4 #aj1 #ahfc4 ,d4 ,n4 ,,carpenter1 ,esq41 ,president1 pro tem41 ,t4 ,g4 ,r4 ,r2 ,co4 ,,dear ,,sir3--,by a vote passed on the #gth of ,january last1 ,i am requested to return an estimate of the payments and credits to which ,h4 ,haupt ,co4 were entitled under their contract at the time of the suspension of the work on the ,troy and ,greenfield ,railroad4 ,the contract thus alluded to recites that ,the compensation to be allowed to ,h4 ,haupt ,co4 shall be as provided in the resolutions of the board of directors of the ,troy and ,greenfield ,railroad ,company1 passed ,july #aj1 ,a4 ,d4 #aheg1 to wit3 ,the whole of the ,state bonds that may be issued in aid of the ,troy and ,greenfield ,railroad ,company shall be exclusively appropriated to work done1 or to be done1 upon the tunnel1 in compliance with the terms and conditions of the ,act authorizing the loan of credit2 and any ,state scrip that may1' at any time1 be delivered to the treasurer of the company shall be promptly handed to the contractors4 ,the payments for graduation1 bridging1 masonry1 and superstructure of the road1 exclusive of the tunnel1 shall be two millions of dollars1 with the addition of such sums as may be required for right of way1 if this item shall be paid by the contractors4 ,of this amount1 nine hundred thousand dollars shall be in the mortgage bonds of the company1 and the balance shall be in cash1 to as great an extent as cash subscription can be procured2 the remainder in stock1 at par4 ,the bonds and stock of the ,troy and ,greenfield ,railroad ,company shall be issued to ,h4 ,haupt ,co4 whenever required1 but not to a greater extent than they would be entitled to receive for the work done1 estimating' it by the proportion which it bears to the whole amount done and to be done4 ,this contract is so clear and precise in its terms that but one construction can be placed upon it1 though it is evident that such terms were predicated upon a different state of affairs than existed at the time of suspension4 ,by this contract1 all ,state payments are to be exclusively appropriated to the work on the tunnel1 while the stock and bonds are as exclusively devoted to the graduation1 bridging1 masonry1 and superstructure of the railroad4 ,the amount of compensation the contractors would thus be entitled to1 is the issue of ,state scrip from ,july #ajth1 #aheg1 to the time of suspension1 and the #b1jjj1jjj of stock and bonds1 less the amount required to finish the railroad4 ,from this must be deducted such payments as may have been made from time to time1 concerning which ,i have no data1 but which your treasurer's books must show4 ,any sums that may have been paid by the contractors for right of way1 are to be added to the amount due4 ,the cost of finishing the railroad must be estimated4 ,for the road east of the tunnel1 my estimate of the cost of finishing was1 ,september #ab1 #ahfa1 #ajb1cid2 to this we should add one-half mile of railroad and bridge over the ,deerfield1 #bj1jjj4 ,for the unfinished portion west of the tunnel1 ,i have no data of my own2 ,i have1 therefore1 taken for the purpose the estimate of ,d4 ,l4 ,harris1 which is the highest ,i can find--#dj1jjj4 ,we thus have as the cash cost of completing the graduation1 masonry1 bridging1 and superstructure of the road1 #afb1cid1 which is to be deducted from the #b1jjj1jjj of stock and bonds1 leaving the amount the contractors are entitled to1 #a1heg1fjf1 less payments made1 plus the amount of right of way1 c4 ,this is in exact accordance with the strict construction of the contract which ,i previously have remarked was predicted upon a different condition of affairs than existed at the time of suspension4 ,i deem it my duty in this connection respectfully to suggest whether1 in view of the changes made in the issue of ,state scrip1 which was paid upon the road as well as upon the tunnel1 the contractors should not make proper reductions of the stock and bonds due them1 taking into consideration as an offset to this such losses as they have been subjected to by the adverse action of the ,state authorities4 ,this suggestion1 however1 is volunteered4 ,my duty under the vote of the board is simply to decide what amount the contractors are entitled to receive under an exact and literal construction of the contract4 ,l4 should be completed in conformity with the avowed intention of the legislature4 ,it is ,resolved1 ,that this board of directors see no reason to regret the step which this corporation has taken1 but in the kindly interest shown by ,his ,excellency the governor in this enterprise1 and in the able report of the commissioners appointed to examine the subject1 they perceive every indication that the great work will be prosecuted with vigor and arrive at an early completion4 ,resolved1 ,that having released the property to the ,commonwealth1 we recognize the ,state as having entire and complete grading1 bridging1 masonry1 or other work done1 or iron1 or other materials delivered on the road east of the ,hoosac ,tunnel1 prior to ,december twenty-second1 eighteen hundred and fifty-nine1 and fix data from which to determine the value of any work1 or materials delivered subsequent to the date last named4 ,he shall monthly1 immediately after the first day of each month1 estimate the proportion which' the work done upon the road1 since the preceding estimate1 bears to the whole of the work required to be done in the graduation1 masonry1 bridging1 and superstructure of said railroad east of the ,hoosac ,tunnel2 and also the work done in the excavation of said tunnel1 which he shall certify separately to the governor1 together with the amount of state scrip to which the company is entitled under the provisions of this ,act4 ,such monthly estimates shall be based upon a width of road-bed at grade of fifteen feet1 on embankments1 seventeen and a half feet in side cuts1 and twenty feet in through cuts2 in the heading of the tunnel upon dimensions fourteen feet wide and six feet high in the middle1 and in the finished excavation of the tunnel of fourteen feet wide and eighteen feet high in the middle4 ,the deliveries of scrip shall be at the rate of fifty dollars for each lineal foot of tunnel1 divided between heading and full-sized tunnel1 in the proportion of thirty dollars for each lineal foot of heading and twenty dollars per lineal foot for the remaining excavation2 and of six hundred and fifty thousand dollars for the whole of the graduation1 masonry1 bridging1 and superstructure of the unfinished portion of the road east of the tunnel4 ,the ,scrip shall be delivered on the road in the proportion which the value of the work done and the materials
