feature of the great principle of co-operation on which our work is founded that we can reckon upon a large force of long-tried and experienced workers in the field4 ,the ,association has a wealth of of the various religious bodies having charge of ,indian ,missions was held in the parlors of the ,riggs ,house1 ,january #hth4 ,the presence of ,senator ,dawes1 ,representative ,cutcheon1 and other distinguished persons1 gave weight to the deliberations1 and special interest was added to the meeting by the troubles now prevailing in the ,dakotas among the ,sioux ,indians4 ,commissioner ,morgan1 ,captain ,pratt of the ,carlisle ,school1 ,general ,armstrong of ,hampton1 and the ,secretaries of the ,missionary ,societies presented an array of facts and of recent information that gave a more favorable aspect to the situation than is generally entertained4 ,the disturbance among the ,indians is confined to at most #e1jjj among the #bej1jjj1 and strong hopes are entertained that serious bloodshed may be avoided4 ,and yet1 so great is the uncertainty hanging over this matter1 that before these lines reach our readers1 the daily press may give sad news of battle and disaster4 ,the discussions of the ,conference were ended with a series of resolutions1 the purport of which may thus be summed up3 ,the ,dakota trouble is confined to a small number of ,indians1 and is due to the inevitable opposition of the chiefs and anti-progressive elements among the masses of the ,indians4 ,the removal of experienced ,indian ,agents for political reasons was deprecated1 and the importance of permanence in the lines of policy pursued in the educational and ,christianizing influences was emphasized4 ,larger appropriations by the ,government to establish an adequate system of common-school education1 until every ,indian child is enabled to attend school1 compulsory education and the continued support to contract schools1 and additional facilities for securing lands in severalty to the ,indians1 were endorsed4 ,the decision which it was understood the ,government had made1 not to transfer the care of the ,indians to the ,war ,department1 was warmly approbated4 99 99 99 99 99 ,,the ,,indian ,,problem4 ,the present difficulties among the ,indians in the ,dakotas will probably lead to a re-consideration of the whole system by which the ,government and the nation deals with these people4 ,as a contribution to that discussion1 we present in condensed form some suggestions recently published in a ,boston paper1 from our esteemed friend1 ,s4,b4 ,capen1 ,esq41 whose intelligent interest in the ,indian entitles his opinion to thoughtful consideration3 ,while public attention is everywhere called to this matter1 it is time to agitate for a radical change in the whole administration of the ,indian service4 ,we believe that this should be disconnected entirely from the ,department of the ,interior1 and be made a separate department4 ,this whole ,indian question is so important and so complex that it ought not to be simply an annex to a department which has under its control land1 patents1 etc4 ,it should stand by itself2 there should no longer be a divided responsibility1 which is always productive of evil4 ,we are finding the necessity in our cities of making responsibility more direct and personal4 ,the time1 we believe1 has fully come to reorganize the ,indian service on this basis4 ,our criticism is not against any individual1 but against a system which is the growth of many years4 ,we would suggest the following2 #a4 ,have the ,commissioner of ,indian ,affairs responsible only to the ,president and to the public4 ,what he does1 or may do1 shall not be controlled by the ,department of the ,interior4 #b4 ,ask ,congress to provide such legislation that no agents or teachers shall ever be removed without proper cause4 #c4 ,all inspectors and special agents shall be under the absolute control of the ,commissioner4 #d4 ,there shall be a division of the ,indian reservation into school districts1 with an assistant superintendent for each4 ,it shall be their duty to visit the schools constantly1 and keep themselves in full sympathy and touch with the work4 ,this is the method in the ,states--an official responsible for a field which he can properly cover4 99 99 99 99 99 ,,educators' ,,convention4 ,the recent ,educators' ,convention of ,atlanta was a large and significant gathering4 ,such consultations of teachers carry a wide and beneficial influence4 ,we learn that the papers and addresses were of a high character1 and that the discussions were carried on with great interest1 and we have no doubt that the educational work throughout the ,south will feel the upward impulse of this ,convention4 ,we quote the following paragraph from the excellent report in the ,congregationalist3 ,the importance of the work of the ,convention may be indicated by the topics discussed3 ,education in ,rural ,districts1 ,relative ,mortality of the ,colored ,race1 ,hygiene1 ,industrial ,training1 ,better ,teaching in the ,elementary ,grades1 ,a ,scientific ,course in the ,college ,curriculum1 ,compulsory ,education1 ,what ,can the ,negro ,do8 ,what the ,ministry is ,doing to ,elevate the ,freedmen4 ,a rsum was given of the educational work of the different denominations1 mainly by the secretaries of their educational societies4 ,the reports of the colored ,methodist churches were especially interesting1 as indicating the gratifying extent to which the colored people are taking hold of the work of their own education4 ,no paper of the ,convention1 however1 was received with such spontaneous enthusiasm and applause as the report of ,dr4 ,beard of the work of the ,american ,missionary ,association4 ,it was the eloquence of facts4 ,the proceedings of the ,association will constitute a large volume1 which will soon be published and widely circulated4 99 99 99 99 99 ,,an ,,open ,,path ,,for ,,talent4 ,napoleon said this was the meaning of the ,french ,revolution4 ,he gave promotion in the army not for what a man's ancestry had been1 but for what the man himself could do4 ,who else ever had such efficient subordinates8 ,opportunities became open generally in ,france1 according to each one's personal ability4 ,the excesses of the revolutionary period were transitory4 ,the enlargement of the nation's power1 by removing the fetters of prescription1 has been permanent4 ,the recuperative energy displayed by ,france in the last twenty years is a marvelous example of the strength imparted by liberty4 ,the educational work of the ,american ,missionary ,association in the ,south makes no revolutionary disturbance4 ,it quietly opens a path for talent whose existence had been before unnoticed or denied4 ,it has been already instrumental in bringing forward many men and women to positions of influence4 ,beginning with the lowest branches of education1 it trained the first colored teachers for the ,state school systems4 ,its schools for higher education have as yet come far short of supplying the demand for advanced teachers and for educated ministers and other educated professional and business men4 ,we cannot make talent1 but opening the door for talent to find development and activity adds rich gifts to the ,nation's life4 99 99 99 99 99 ,,irresponsible ,,institutions4 ,the ,independent1 in its ,symposium of ,december #aath upon ,gen4 ,booth's ,plan1 has an article from ,charles ,d4 ,kellogg1 ,superintendent of the ,charity ,organization ,society1 in which1 referring to a certain irresponsible piece of charity1 he says3 ,we do not believe that it is right for any one to ask for the support of such an individual enterprise1 except from those who give it because of personal knowledge and confidence in the manager4 ,when the public is appealed to1 such contributions take on the nature of trust funds1 the receipts and disbursements of which should be audited and accounted for in the fullest and frankest manner4 ,to encourage such private1 uncontrolled and unaccounted for undertakings1 is simply to open the door for any number of conscienceless schemers who are quick to impose upon the benevolent public4 ,the same is true of irresponsible educational institutions4 ,all who receive funds for such charitable purposes1 are virtually stewards of trust money and ought to give an account of the same4 ,all properties thus developed ought to be put into a shape to be held securely and perpetuated1 and not left to become the personal possession of the solicitors4 ,pious zeal and faith do not prevent the waste in such a case4 ,wisdom would not put cut and hammer-faced stone for the foundation of a mountain school house1 ,reference ,library at ,gregory ,institute1 ,wilmington1 ,n4,c4 ,this was the beginning of several such movements on the part of the young people and children4 ,the ,y4,p4,s4,c4,e4 of ,dorchester contributed a goodly sum for the establishment of such a library at ,grand ,view1 ,tenn4 ,a gift toward the work in ,alaska comes from the ,y4,p4,s4,c4,e4 at ,dedham4 ,a good many ,sunday-schools have also contributed both to the general fund and to special objects4 ,in ,gorham1 ,maine1 the children were greatly interested in the ,stereopticon ,exhibition1 which was conducted by our faithful missionary1 ,rev4 ,s4,e4 ,lathrop4 ,three of them determined to give something substantial to this work4 ,in order to raise money1 they held a ,fair1 making with their own hands many of the articles that were for sale4 ,this resulted in a considerable amount1 which was supplemented by a gift from the ,sunday-school to constitute one of these children1 ,robert ,hinkley1 a boy eight years of age1 a ,spanish moss4 ,we have been having delightful weather for the past month1 corresponding somewhat to our ,northern ,october weather4 ,it is truly pitiful to think how most of our pupils have lived before coming here4 ,one girl had never seen a flight of stairs before and stood helplessly at the bottom1 not knowing how to climb them3 and finally attempted to go up on her hands and knees as she had climbed a ladder4 ,but whatever they have been accustomed to before1 they can never live the same again after having been here4 ,the one-roomed cabin is said to be the curse of the ,negro1 but the white man built it for him and it remains for him to give him a desire for something better4 ,the ,negro is essentially religious but he fails to connect religion and morals4 ,when you call upon one of the old aunties1 she talks about getting religion and what a glorious thing it is1 and describes visions of heaven and hell to you in the most vivid language3 but that doesn't prevent her drinking whiskey or telling lies4 ,i have no doubt1 however1 that some of the most egregious sins of these old slaves are less in the eyes of ,god than many of our smaller ones4 ,the students here carry on two literary societies and four religious organizations1 besides several little missionary societies2 the ,king's ,daughters1 the ,king's ,sons1 ,young ,men's ,christian ,association1 and a society called the ,covenanters4 ,the latter1 however1 have no meeting outside of the regular ,wednesday evening prayer-meeting1 to which they come prepared to take a part4 ,this makes our ,wednesday evening meetings very interesting4 ,it might not be a bad plan to have a body of ,covenanters in some of our ,northern churches4 ,the students work hard here4 ,there are only a very few who have money enough to pay their expenses4 ,they begin school at seven in the morning and finish at half past three4 ,they work from that time until supper and have study hours in the evening in the school-room1 so that they have absolutely no time for recreation1 and ,saturdays they work all day4 ,many of them teach all summer after having been in school all the year4 ,it is really wonderful the way many of them do and it is a great pleasure to teach them4 ,within the last two months we have commenced work among the churches within four or five miles of here4 ,many of our older students make excellent helpers ,superintendent ,r4,c4 ,hitchcock ,of much interest to me is the ,circular ,church in ,charleston4 ,as early as #afij a wooden building was erected on the site now occupied by the ,circular church1 the street being named ,meeting ,street and the building known as the ,white ,meeting4 ,its members were ,scotch ,independents and ,presbyterians1 with a considerable element of ,huguenots from ,france4 ,for one hundred fourteen years this house was used as a place of worship1 for the first forty of which the two bodies maintained a union1 after that two churches were formed1 the ,independents or ,congregationalists retaining the house4 ,in #agca the ,presbyterians erected a wooden building on the east side of the same street1 many of the ,scotch going with this body4 ,during the ,revolutionary war1 while the city was held by the ,british1 the church was used as a storehouse and its interior shared the fate of the ,boston ,old ,south4 ,its congregation was composed of both white and colored members1 but only freemen could vote in meeting4 ,the ,civil ,war with its results1 effected a separation of the white and colored members1 the white people rebuilding their lecture-room1 the colored worshiping in various places until #ahfg1 when a letter was sent the old church by a number of the former members1 requesting an honorable dismissal4 ,this was granted and one hundred eight colored people presented themselves for membership in a church contemplating organization1 as a ,congregational church1 to be called ,,plymouth ,,church4 ,this organization was consummated ,april #ad1 #ahfg1 under the auspices of the ,american ,missionary ,association4 ,and in #ahgb a suitable edifice was erected on ,pitt ,street at a cost of #e1jjj4 ,the present pastor1 ,rev4 ,geo4 ,c4 ,rowe1 is much beloved by his people4 ,a tasteful parsonage is being erected on the church lot4 ,it was greatly needed4 ,plymouth ,church is reaching out in schools and missions among been built about two years4 ,it will seem very small when ,i tell you that it has but two wards1 containing three cots each1 a bath-room1 dispensary1 reception room1 doctor's and nurse's room and dining room2 and yet when the patient comes to us1 he feels that we have not only every convenience1 but a great many luxuries1 and from this little ,woasui ,tipi or ,house of ,healing1 goes out many a ray to gladden the hearts of those whom we to-day are trying to bring from darkness into light4 ,but little has been done for these people when ill1 except conjuring1 which is synonymous with torturing1 but these medicine men are losing their hold upon the faith of those who at one time1 and that not long past1 trusted them fully1 and the more intelligent ones gladly avail themselves of treatment4 ,and no class of people needs it more1 the filthy manner in which they live causing much sickness4 ,it has been a great surprise to me as well as to them1 to see how much simple cleanliness will do in very many of these cases4 ,the old rule1 remove the cause1 the disease is removed1 holds true in these cases4 ,it is encouraging to see how soon some of these come to see the great importance of this4 ,i have in mind now a bright little boy nine years old1 who was brought to me wrapped in filthy old rags1 unable to take one step on account of terrible sores1 which had received no attention whatever4 ,the mother's heart was very sad as she told me this was the only boy she had1 five having died4 ,all the while ,i was attending to the little fellow the mother carefully watched4 ,she was given all that was necessary to use for two weeks and when they returned1 at the end of that time1 it was very evident that the boy had received good care4 ,the mother cared for him almost entirely after this1 and in two months he came running across the prairie1 his braided hair just flying1 asking for a piece of bread4 ,while the child was not cured1 he had been made comfortable1 the parents' hearts had been lightened of a great sorrow1 and they had learned more than one lesson in thus caring for their child4 ,this is only one of many cases4 ,until they feel their illness is well-nigh fatal they prefer the tent to the hospital1 and even then a great many wish to die out of doors4 ,so that often the family come with the ill one and camp just outside the yard4 ,the hospital wards bring comfort to two classes principally2 the more civilized ,indian1 who realizes the great benefit derived from good nursing1 and those friendless ones who are brought because they are too much trouble elsewhere4 ,both of these classes are very grateful for all they receive4 ,the dispensary is open all the time and a great many are provided with medicine4 ,i think the
