that money8 ,if our constituents have the facts before them1 we1 as their agents1 will cheerfully abide their decision4 ,to this end will be found below the sketch of a conversation1 not imaginary1 but which actually occurred1 and which will present some of these facts4 ,we ask our patrons to read it and then to decide whether our action in these cases was right1 and1 if so1 whether it should be ,association1 of course4 ,all right1 said the gentleman1 but to what special purpose would you advise it to be applied8 ,our great need1 said the ,secretary1 is to meet current expenses1 and ,i would advise that it be devoted to that4 ,a little further conversation revealed the pleasant fact that the gentleman had that sum of money at his disposal1 but that he had a very decided wish that it should be used for the erection of permanent buildings4 ,the ,secretary suggested the obvious fact that added plant meant increased expense1 and that we hardly dared to promise to meet that4 ,but1 said the gentleman1 are there not places in your work where new buildings are greatly needed8 ,most assuredly1 the ,secretary replied1 there are many places where such buildings are needed4 ,he was asked to give details1 which he did4 ,among the schools mentioned by him was one in which the scholars were inadequately provided with dormitory and recitation room facilities1 and where the industries were crowded into old cabins and attic rooms4 ,after hearing these details1 our visitor1 who is a judicious and prosperous business man as well as a benevolent ,christian1 said1 ,these new buildings are needed4 ,i offer you the money for the two buildings at the place you have last named4 ,i know it will increase somewhat your current expenses1 but can't you trust the churches to come to your help8 ,the results of that and subsequent interviews are two fine buildings1 one giving adequate school accommodations1 and the other giving a large and commodious shop1 facilitating both instruction and production4 ,subsequently1 the same large-hearted and liberal gentleman repeated his benefaction where equally needed enlargement will soon be furnished4 ,once more4 ,in a ,southern city our school building is too small1 the lot does not permit industrial work1 and changes in the population have surrounded the locality with saloons and houses of ill-fame4 ,a change must be made or we must abandon the place4 ,a lady who knows these facts offers to give us #b1jjj with which to purchase four acres of land most eligibly situated for our work1 and to give us the money to build a school-house with eight large school-rooms with commodious fixtures and appliances4 ,all this1 of course1 implies more teachers and additional running expense4 ,shall we accept the gift and trust the churches to furnish the money8 ,or1 to state the matter in general terms3 ,when the need for enlargement is very great1 and ,god sends to us benevolent donors1 who are willing to furnish the means for the enlargement1 are we wrong in trusting the churches for their part of the needed help8 ,we believe we are not4 ,we think the churches would regard us as recreant to our trust if we refused to take the funds thus providentially proffered to us4 ,but our story is not all told4 ,other donors in the last few years have done likewise1 and there still are cases where the pressure for enlargement is as great as in any of the instances given4 ,we must mention one4 ,in a large ,southern city our school building is so inadequate that the ,principal writes3 ,we have an extremely large school1 and yet nearly three hundred pupils were turned off for lack of seating capacity4 ,in addition to this1 the ,teachers' ,home adjoining the school building1 which was once a ,southern home1 is unhealthy from inadequate under-drainage4 ,we have repeatedly attempted to remedy this difficulty and at considerable cost4 ,we are satisfied that to spend more money for such a purpose is a waste4 ,the only true remedy is to remove the present home1 connecting it with the school-building for additional school-rooms1 and then1 on the vacant site1 to erect a new home with proper foundations4 ,if any benevolent person should offer us the means for making these changes1 we fear we have not the self-denial to refuse1 unless the churches or benevolent individuals for whom we act shall command us to do so4 ,we await the response they will give4 99 99 99 99 99 99,,the ,,vernacular4 ,,the ,,last ,,government ,,order499 ,,the ,,order4 ,we give below a copy of the last order received from the ,interior ,department in relation to the vernacular4 #ast4 ,in ,government schools no text-books and no oral instruction in the vernacular will be allowed1 but all text-books and instruction must be in the ,english language4 ,no departure from this rule will be allowed1 except when absolutely necessary to rudimentary instruction in ,english4 ,but it is permitted to read from the ,bible in the vernacular at the daily opening of school1 when ,english is not understood by the pupils4 #b;d4 ,in schools where ,indian children are placed under contract1 or to which the ,government contributes in any manner1 the same rule shall be observed in all secular instruction4 ,religious instruction in the vernacular may be allowed in such schools1 both by the text-book and orally1 provided not more than one-fourth of the time is devoted to such instruction4 #c;d4 ,in purely mission schools--that is1 in schools toward whose support the ,government contributes nothing--religious and other instruction may be conducted in the manner approved by those who maintain the schools1 provided that one-half of the school hours shall be employed in instruction in ,english4 #dth4 ,only native ,indian teachers will be permitted to teach otherwise in any ,indian vernacular1 and these native teachers will only be allowed so to teach in schools not supported in whole or in part by the ,government1 and where there are no ,government or contract schools where ,english is taught4 ,these native teachers are allowed to teach in the vernacular only with a view of reaching those ,indians who cannot have the advantage of instruction in ,english4 #eth4 ,a theological class of ,indian young men1 supported wholly by mission funds1 may be trained in the vernacular at any missionary school supported in whole or in part by missionary societies1 the object being to prepare them for the ministry1 whose subsequent work shall be confined to preaching1 unless they are employed as teachers in remote settlements where ,english schools are inaccessible4 #fth4 ,these rules are not intended to prevent the possession or use by any ,indian of the ,bible published in the vernacular2 but such possession or use shall not interfere with the teaching of the ,english language to the extent and in the manner hereinbefore directed4 ,,comment4 ,this order presents a great and gratifying modification of those extreme rulings of the ,department which occasioned so much dissatisfaction among the churches4 ,while we rejoice in these modifications1 we must not conceal from ourselves or our readers the fact1 that the main point against which objection has been so strenuously urged--the right of the churches to be guided by their own wisdom and experience in expending their own funds--is not granted by this order1 as will be seen in ,article #c4 ,in purely mission schools1 toward whose support the ,government contributes nothing1 it dictates that one-half of the school-hours shall be employed in instruction in ,english4 ,so far as the principle is concerned1 nothing is yielded4 ,the ,government still assumes to control these schools1 and to tell the missionaries how much of the vernacular they may use1 and how they must divide the hours between the two languages4 ,the regulation1 moreover1 fixes upon one-half of the school hours without any obvious reason for taking that number rather than one-fourth or three-fourths1 for it does not take into account the different conditions of the pupils as to their knowledge of the ,english language4 ,it requires a double set of text-books if the vernacular be taught at all4 ,whether the churches will acquiesce in this regulation1 will depend1 we think1 upon how rigidly it is enforced4 ,we regret that the ,government1 while attempting to meet the wishes of the churches1 could not have done it in a more broad and generous method1 by conceding their right to manage their own missionary affairs without interference or dictation4 99 99 99 99 99 ,the numerous solicitors from the ,south for the benefactions of our friends at the ,north impel us to increased caution in regard to our endorsements4 ,we are anxious that our friends should give1 but we are equally anxious that they should not be imposed upon4 ,hereafter1 we shall give a letter of commendation to any of our workers who may be authorized by us to come ,north for help1 signed by one of the ,secretaries or one of the ,district ,secretaries1 and these will be good for one year from the date1 and any pastors or friends of the ,association can feel at liberty to ask for the letter4 ,if persons assuming to solicit funds for any part of the ,a4,m4,a's work cannot produce such letters1 the failure may be taken as a reason for withholding confidence4 ,we think this is due to our friends ,grady1 she was marched out of the hall by a policeman1 simply and solely because her blood is one-quarter colored6 ,the commencement essays of the thirteen young ladies would have done credit to any bold letters upon the front of the central building4 ,now ,straight was down upon our list of points1 but we had not looked up its location and supposed it farther from the center1 so we were glad to stop on our return and save an extra trip4 ,three plain substantial structures occupy a handsome corner lot1 leaving space for the additions already so much needed4 ,the location is very fine1 so near the heart of the city1 upon that broad1 beautiful avenue1 whose name is suggestive of anything but breadth and beauty to ,new ,york or ,chicago people--,canal street4 ,windows and doors were open1 and1 seeking entrance at the nearest1 we found ourselves in the dining-hall1 and were ushered across the yard to the central building and up a flight of stairs1 at the head of which1 in a small1 crowded office1 was ,president ,hitchcock4 ,the sight of a tourist at that season1 when the city is overrun with them1 could hardly have been more welcome than a book agent to that busy man1 but there was not a trace of annoyance in his greeting4 ,he sent away his companions and devoted himself to the duties of a cicerone as cheerfully as though that were the chief end of the president of a university4 ,we went the rounds of class-rooms1 halls and dormitories1 our interest and our leader's enthusiasm continually increasing4 ,the primaries are in two long1 narrow rooms1 lighted only on one side and not nearly large enough4 ,but how the little throats did roll out the music and what time they kept1 when called upon for a song6 ,another treat was a song from a young lady who was practicing in the music room4 ,the modest grace with which she complied when asked to sing for us1 is almost as pleasant a memory as her beautiful voice4 ,up close to the roof1 in a low attic1 we found the industrial departments1 a printing press and a cabinet shop4 ,creditable work of both kinds was shown4 ,a paper is edited and printed by the students1 and the housekeeper of the party shut her eyes and said the tenth commandment over a certain little table in one corner4 ,industrial training is not a specialty at ,straight4 ,what is done in that line is more a recreation than a branch of study4 ,we were told1 with evident pride in the fact1 that all the outfit we saw was purchased by the students themselves4 ,not a dollar of the funds of the ,association had gone toward it4 ,every class-room seemed crowded4 ,the statement that applicants had to be turned away every week needed no confirmation4 ,coming so recently from ,tougaloo it was interesting to note the difference between the two institutions4 ,a comparison cannot be invidious1 because they belong to different states in every sense of the word4 ,since the aim of the ,american ,missionary ,association is the elevation of the colored people1 there is room for a diversity of institutions and methods4 ,tougaloo is admirably situated for industrial departments4 ,straight has neither room nor time for them1 but meets the demand for a higher grade of scholarship1 and draws its students from a wider range and from a class who have more home training1 more money1 and1 therefore1 more leisure for a full course of study4 ,they come from the whole circumference of the ,gulf1 from ,cuba and from ,central ,america4 ,many more could be drawn from abroad if there were room to receive them4 ,the most inveterate hatred of puns can hardly keep one from spelling ,straight without the gh4 ,many of the students are largely of ,creole blood and have the traits of ,gallic ancestry well defined4 ,in two respects1 said our host1 ,i have been greatly disappointed4 ,i was told before ,i came here that ,i would have trouble in teaching the pupils habits of neatness1 and that they were naturally lazy4 ,i find them just the opposite4 ,they are exceptionally neat and tidy about their persons and their rooms4 ,as for being lazy1 we could not ask for more diligent students as a rule1 and they are up in the morning earlier than we want them to be4 ,no notes were taken of the many interesting statements made1 for there was no thought of this article then4 ,but the recollection of the talk as we passed through rooms and halls toward our exit1 always brings regret that the audience had not been two thousand ,congregationalists instead of the two who went their way with a firm conviction that ,straight ,university is a place where the investment of a few thousand dollars of the ,lord's money would bring speedy and large returns4 ,it is fortunate that in this case1 as in the famous one of the deacon's wife1 all have not the same taste and judgment4 ,the advocates of industrial training need not hoard their money because ,straight has so little manual labor4 ,tougaloo will gladly and wisely use all they have to give4 ,and those who hold that the moral and intellectual training of teachers and pastors is the only proper work of such schools1 need not look askant at the workshops of ,tougaloo1 lest some of their benefactions should be spent for saws or anvils or solder1 while ,straight is crying out for room to hold those who want exactly that kind of training4 99 99 99 99 99 remote and the most deprived of ,northern aid and sympathy4 ,in plan and aim its work is identical with theirs2 in quantity its work is less1 because1 in part1 it has less resources1 but in quality we believe our closing exercises would show our work at least not inferior to some of the others4 ,our examinations occupied the whole of ,friday and extended through ,monday and ,tuesday forenoons4 ,the questionings through which the students passed were not only creditable to them and their instructors1 but satisfactory to visiting teachers and others invited to join in testing their knowledge of the studies pursued4 ,the exhibition of the sewing and the practice of the calisthenic class attracted special attention4 ,on ,saturday1 ,may #bf1 came ,tillotson ,day1 designed1 like ,alumni ,associations1 to foster in the minds of present and past students1 not only a love of the institution1 but of the great work of educating and uplifting the colored people4 ,last year the day was gracefully written narrative of the opening of the school in ,january1 #ahha4 ,mrs4 ,judge ,garland read a valuable paper on the work done by ,tillotson in connection with her own school in another part of the city4 ,in '#ha she sent her older classes up to the ,institute4 ,the next year her large school outside was considered a part of us and so counted in the catalogue4 ,in '#hc she joined our teaching force1 naturally attracting many of her old pupils within our walls4 ,in '#hd and '#he she took other work1 but neither herself nor ,judge ,garland has lost interest in the welfare of the ,institute4 ,this year the ,rev4 ,dr4 ,wright1 our only trustee in ,austin1 gave us an excellent address1 concluding with extracts from ,mr4 ,tillotson's letters and a very interesting account of the procuring of the site on which our building now stands1 generally thought to be the finest and most conspicuous in the city4 ,after this came a few words from one of the ,faculty1 and four short speeches from as many representatives of the students1 after which came refreshments and a social time on the grounds4 ,on ,sunday morning the president preached before the students the closing sermon of the year4 ,on ,tuesday evening the annual concert and exhibition was given to a full house and an enthusiastic audience4 ,the commencement exercises of ,wednesday1 consisting of essays1 original orations and musical pieces1 not only brought out the ability and attainments of the students1 but seemed to impress patrons1 friends and visitors present1 with the quality of the work done and the standard maintained at ,tillotson4 ,in spite of some disappointment caused by the great severity of last year's drought1 our numbers have somewhat increased and the year has been a good one4 ,never along1 one after another1 with rapid steps toward the mission-house4 ,it is the afternoon of the ,women's ,sewing ,meeting1 and1 although it does not begin until two o'clock1 by one the room is generally full--yes1 crowded1 so that1 in passing around among them1 one has to stumble quite often over feet which have no place of retreat4 ,we do not pretend to offer chairs to all4 ,the floor holds as many without chairs as with1 even tables and wood-box do not remain empty1 but perched on each are the blanketed forms1 from many of which the blankets have not fallen1 at least not more than to show the face or head4 ,here the women sit patiently4 ,after sewing about two hours1 the thimbles and needles are gathered up1 the names taken1 or something to designate each one1 and each one's desires discovered3 tea1 sugar1 or coffee1 for this is a strong point where these women show their heathenism4 ,some portion of ,god's truth and some help to a better life is then given to them in ,gros ,ventres and ,ree2 prayer offered1 and they receive their little bag or package of tea1 coffee or sugar4 ,it has been a busy afternoon1 and we are all tired1 but it pays1 ,o1 how it pays1 a thousand times over6 ,,an ,,indian ,,church ,,sociable4 ,do ,indians have sociables8 ,indians like to visit1 and they do enjoy a good supper4 ,with these two qualifications1 what else is necessary for a sociable8 ,some women to do the work4 ,the women of the ,women's ,native ,missionary ,society1 of ,yankton ,agency1 are not lazy1 nor are they slow in devising ways and means of making money2 therefore1 on the evening of ,feb4 #bb1 they had a sociable and charged #be cents for supper4 ,the cooking was done at the homes of ,mrs4 ,brazeau1 ,mrs4 ,aungie1 and ,mrs4 ,williamson4 ,the provisions were donated by the members of the society4 ,a number of the women gave chickens1 others flour1 coffee1 ham1 potatoes1 canned fruit1 sugar1 and some gave money with which to buy whatever was needed4 ,each one that gave something had her supper free4 ,the moving of the printing office furniture to ,santee left a large empty room2 and as this room joins the school-room1 it was a very convenient place in which to have the supper4 ,a barrel of water was hauled2 a woman hired to scrub the floor1 and table and table-cloths were borrowed4 ,the trader very obligingly lent dishes out of his store4 ,janet1 ,gertie and ,esther were busy all the afternoon setting tables1 and getting ready for the evening's reception4 ,towards evening the provisions came4 ,each woman was then to take her waiting on tables1 and some of the young gentlemen who have been away were quite expert in calling for this and that4 ,but none could equal the old man who had never spent a day of his life in school4 ,this old man had borrowed #ej cents to take himself and friend to supper4 ,he ate all that was given him1 then called for potatoes4 ,his plate was filled again and again with potatoes--and still he called for potatoes4 ,during the afternoon two young braves are riding around on their ponies4 ,they halt before the windows4 ,at last they gather up enough courage to ask if they can have supper and pay for it in the future4 ,they have no money now1 but are going to work and get some money1 then they will pay4 ,no4 ,we do not sell on credit4 ,soon after dark1 the school-room began to fill up with women and their babies4 ,a man comes with his little girl and mother-in-law1 and borrows #ej cents to pay for the supper4 ,he would also have brought his wife1 but she could not leave home4 ,some eat versed in the ,chinese language1 went with his family to that city to open a mission under the ,presbyterian ,board4 ,in the belief that1 with such advantages1 better work could be done by them than by us1 we transferred our mission to them1 pupils1 teacher and all4 ,i have seen much reason since to doubt the wisdom of this step1 and to feel that ,i should never repeat it4 ,but the open doors have been too numerous1 and the pressure from points where there seemed to be none to care for these souls1 has been too great1 for me to think of using any of our limited resources for the purpose of crowding in where brethren of another name were working4 ,and it is only because the city has now become so large1 and the ,chinese population in it covers so great an area1 and the number of our own brethren there is so considerable1 and their appeal for a mission so urgent1 and their assurance so full that it could not now be a rival to other missions1 but rather a welcome co-worker with them1 that ,i consented to resume4 ,the result is gratifying indeed4 ,no less than seventy-five were enrolled as pupils the first month4 ,an ,association of ,christian ,chinese has been formed1 having already a large membership1 and the purpose and promise of vigorous ,christian work4 ,the teacher in charge of the mission is ,mrs4 ,c4,a4 ,sheldon1 long connected with our work in ,san ,francisco1 and than whom no teacher ever employed by us endeared herself more to her pupils or wrought more successfully on their behalf4 ,we have reason to believe that from the start the evangelistic spirit
